Abstract

The performance of the Tirta Sago Regional Drinking Water Company in providing clean water in Payakumbuh City is still not optimal. This Research aims to determine the performance of the regional pub;ic company for drinking water tirta sago and what inhibiting factors influence its performance both technically and in administrative services. This research uses agus dwiyanto”s (2021) permormance theory wich provides 5 assessment indicators, namely : Productivity, service quality, responsiveness, responsibility, and accountability. The method used in this research is a qualitative approach with data colelection techniques in the form of observation and interviews. The results of this distribution targets is decreasing accompanied by the level of water loss which is still at 35 %, in terms of quality of service there are still employes who provide services that do not comply with regulation, then in terms of responsiveness indicators there is a new innovation in the form of Smart Water Company but the level of urgency of costumer complaints regarding water distribution that does not meet costumer needs there is no respons from company, then based on responsibility indicators there are still errors is manually checking water meters which have an impact on costumer water billing so that the administration procces not going well, then in terms of accountability it is still not optimal because the regional public company for drinking water tirta sago received a warning from the DPRD through mayor to the evaluate the profits obtained. The problems that occur are caused by factors, namely infrasturctur that is not yet adequate and utilized optimally, poor coordination between employes and management, the system for checking water meters is still done manually, and revruitment regulation that are not strict in preventing fraud.

Abstract

Along with population growth in Indonesia, the increase in people's need for transportation has created problems that have not been resolved in Pekanbaru City. Traffic problems, especially among teenagers, are something the government needs to pay more attention to. This research aims to determine the collaboration process that has been carried out by several stakeholders to suppress illegal racing in Pekanbaru City and identify factors that hinder the collaboration process of the Pekanbaru Police Traffic Unit, the Education Service in this case Pekanbaru 3 Public High School and the Pekanbaru City Transportation Service. This research uses Ansell and Gash's theory in Retno, Hardi & Abd (2020) which uses indicators of Face to Face Dialogue, Trust Building, Commitment to Process, Shared Understanding, Intermedite Outcome. This research uses a qualitative type of research using a phenomenological approach. The results of the research found that the collaboration carried out by the Pekanbaru Police Traffic Unit with related stakeholders in reducing the number of illegal races was quite optimal, this can be seen from the achievement of all the theoretical indicators used in this research even though there were several obstacles faced in its implementation.

Abstract

The phenomenon found in the Suligi Hill tourist attraction is a phenomenon in the management of the Suligi Hill tourist attraction in Aliantan, namely the existence of budget limitations resulting from the absence of financial assistance obtained from the government, both from the village government and regional government, which causes the management to be hampered in developing the Suligi Hill tourist attraction. . Apart from that, the result of limited funds is that the available facilities are inadequate. The research method used in this research uses descriptive qualitative research methods and uses primary data sources and secondary data. The data collection techniques that researchers use are interviews, observation and documentation. There were 10 informants in this study. The results of this research are that the management of the Suligi Hill tourist attraction in Aliantan, Rokan Hulu Regency, in implementing four management indicators for the management of tourist attractions, can be seen in the planning and organization which has gone quite well. Meanwhile, implementation and supervision have not been managed optimally. And readiness to implement the management concept of managing the Suligi Hill tourist attraction experiences several obstacles, namely the lack of budget for development from the government and human resources which sometimes have a lack of correlation, and limitations and lack of maintenance of supporting facilities at tourist destinations.

Abstract

Adolescent career maturity has an important role in achieving their goals. Teenagers who have a good career understanding can help determine their career choices. Career understanding is obtained by understanding themselves and looking for various information that is used to support career alternatives. This research was conducted at Kartika Padang High School. This research aims to increase the career maturity of teenagers using information services with a muhasabah approach. The research method used was an experiment in the form of a one group pre-test post-test design. The population was 355 people and the sample was 33 people. The instrument for this research is the Adolescent Career Maturity Scale which is proposed using a Likert scale measurement. The data is analyzed using descriptive statistics with the help of SPSS version 25.00. The research results showed that the career maturity of teenagers before being given treatment was in the low category, while after being given treatment was in the high category. There was an increase in teenagers' career maturity before and after being treated with information services using a muhasabah approach. Thus, information services with a muhasabah approach can facilitate optimal youth development to increase youth career maturity. This is evidenced by the increasing planning, exploration and realization of teenagers' career decisions in the future.

Abstract

Covid-19 is a virus that causes problems in many countries. In Indonesia, the government is making various efforts to overcome the problems caused by Covid-19. In Pekanbaru City the number of people confirmed with Covid-19 is quite high, therefore the Pekanbaru City government continues to accelerate to prevent the spread of the virus. One of the government's efforts to overcome this is to issue a policy of giving booster vaccinations which are useful for achieving a person's herd immunity. This study aims to determine the effectiveness of the Health Office's performance in administering booster vaccines and to find out the inhibiting factors. This study uses the theory of Sedarmayati which consists of 5 indicators namely, Quality of Work, Punctuality, Initiative, Ability and Communication. The method used in this research is a descriptive qualitative research method. With data collection techniques, namely interviews, observation, and documentation. The results of this study are that the effectiveness of the performance of the Health Office in administering booster vaccines can be said to be ineffective because the Health Office carries out health promotion or socialization activities only at the beginning of a pandemic. the vaccines available in Pekanbaru City and the lack of community participation in this matter is what makes the achievement of booster vaccines still relatively low.

Abstract

The background of this research is the decreasing attention to justice, especially justice to obtain the rights of persons with disabilities who are often considered as a group of people who have deficiencies both physically, sensory, and mentally. This treatment causes persons with disabilities to receive discriminatory treatment by society and the government. The government as one of the policy-making and policy-implementing units is expected to provide protection from the fulfillment of rights to its people. On that basis, the Provincial Government of Riau issued an Instruction to the Governor of Riau Regulation Number: 106 of 2015 concerning Instructions for Implementation of Regional Regulations of Riau Province Number. 18 of 2013 concerning the protection and empowerment of Persons with Disabilities regarding Persons with Disabilities as Other Service Providers. The purpose of this study is to examine how the employment equalization policy for persons with disabilities is implemented in Pekanbaru City and to identify aspects that impede the fulfillment of employment rights in Pekanbaru City. This study uses the theory of policy implementation by Van Meter and Van Horn along with the influencing factors. The method used in this research is a descriptive qualitative research method. With data collection techniques namely interviews observation and documentation. The results of this study indicate that the implementation of the policy of fulfilling labor rights for persons with disabilities is supported by the dimensions and objectives, resources, characteristics of implementing agencies, Communication, Disposition, Economic, social and political environment. Overall, the policies implemented by the agency have not run optimally, this can be seen from the lack of a disabled workforce working in companies. While the internal inhibiting factors are insufficient and there are not enough employees owned by the agency in carrying out the law, there is no clear punishment. Allocated for companies that violate the law and there is no clear communication between actors

Abstract

Service is an effort to help prepare, or take care of the needs of others. the performance of Ranah Baru village government employees in providing good public services to the community and can be seen from the Performance Indicators, whether the service has reached these indicators by village office employees in providing public services to the community. This study aims to determine the Performance of Employees in Improving Public Services in Ranah Baru Village office, Kampar District, Kampar Regency and to find out the inhibiting factors. This study uses the theory of Levine et al which consists of 3 indicators namely, Responsiveness, Responsibility, Accountability. The method used in this research is a descriptive qualitative research method. With data collection techniques, namely interviews, observation, and documentation. The result of this study is that the performance of employees in improving public services can be said to be not optimal. It is also known that the discipline of the Ranah Baru village office staff cannot be said well, the limited human resources in terms of quality and the lack of electronic media in the form of computers so that the performance of employees in providing services is experiencing delays. In connection with this, it is recommended that the government of the Ranah Baru village office, Kampar District, implement the SOP (Standard Operational Procedure) system, improve discipline and infrastructure, so that in the future the services provided to the community will get better.

Abstract

Village development is a priority in national development, so what can be done in village development is to find the root of the problems that have been experienced by village communities. To achieve national development goals, the village is the leading government agency that can reach target groups who wish to prosper, in an effort to improve people's welfare, namely by forming a business entity, namely the Village-Owned Enterprise (BUMDes) which is a business institution whose goal is to help economic enterprises. villages so that they can add PADes. This study aims to determine the Management of Geringging Joint Village Owned Enterprises (BUMDes) in Sungai Geringging Village, Kampar Kiri District, Kampar District, and to determine the factors that hinder the Geringging Joint BUMDes Management, Sungai Geringging Village, Kampar Kiri District, Kampar District. The theory used in this research is management theory by George R. Terry. This type of research is descriptive qualitative with data collection techniques of interviews, observation and documentation. Based on the research results, it can be seen that the management of the Geringging Village Owned Enterprise (BUMDes) in Sungai Geringging Village, Kampar Kiri District, Kampar Regency, has not run optimally yet. Then the factor that becomes an obstacle to the management of BUMDes Geringging with the village of Sungai Geringging is the lack of human resources.

Abstract

Public service is defined as providing services (serving) the needs of people or society who have an interest in the organization in accordance with the basic rules and procedures that have been determined. Therefore, to improve public services, the effectiveness of a service program is needed, where the greater the contribution of the output produced to the specified goals or targets, the more effective the work process of an organizational unit. E-Samsat is an application carried out by the Regional Revenue Agency (BAPENDA) of Riau Province. The aim of this research is to find out how effective the E-Samsat program is in increasing the receipt of motor vehicle tax payments and to find out the inhibiting factors in the implementation of E-Samsat services. This E-Samsat program has several problems, namely network problems so that sometimes it is difficult to access it, platform limitations which can only be accessed via the Play Store. This research method uses descriptive qualitative methods and data collection techniques through primary and secondary data sources obtained through observations, interviews and documentation by researchers and then analyzed. The research results show that the E-Samsat program services have been carried out according to plan, but there is a problem in the banking sector, then related to network problems which still frequently occur, and finally regarding the government's role in responding to the E-Samsat program services.

Abstract

The effectiveness of the performance of Civil Servants (PNS) is the level to which a person or group carries out their main duties to achieve the desired targets, the ability of Civil Servants to comply with obligations and avoid prohibitions specified in statutory regulations, Minister of Law and Human Rights Regulations. . Researchers found many interesting cases where the phenomenon is that in reality there are still many employees who commit violations such as not being there during working hours, arriving late and committing other violations, this is very interesting to research. This research aims to find out how effective the performance of employees in the civil service and human resource development agency is. According to Mangkumanegara's (2009) theory, performance is a work result achieved by a person in carrying out the tasks assigned to him which is based on skills, experience and commitment to time which is measured by considering quantity, quality and timeliness. The results of this research indicate that the performance effectiveness of employees in the Civil Service and Human Resources Department is still not going well. Judging from the fact that employees are still found who are not in the office during working hours, there is a lack of awareness and responsibility for what they have to do as employees. There are factors that influence the effectiveness of the performance of employees in the Civil Service and Human Resources Department, namely the level of success of work that is not suitable due to inefficient working hours, limited human resources who are experts in the work being carried out.
