Abstract

AbstractGovernment policy to import salt in order to fulfill the national need has caused saltfarmers live in a poor condition, like the ones living in Kedungmutih village. This village hasbeen known as a hot spot area of poverty because its people, working as a fisherman and saltfarmer, only rely on salt production to fulfill their daily need. PUGAR program held in 2011 atKedungmutih village was hoped to be able to increase the salt farmers’ prosperity. This researchaims to investigate “How is the implementation of PUGAR program at Kedungmutih village,Wedung sub-district, Demak regency in 2011-2013?” and “What are the obstacles in theimplementation of PUGAR program in Kedungmutih village, Wedung sub-district, Demakregency in 2011-2013?”.The purpose of this research is to know how PUGAR program is implemented and itsobstacles when held at Kedungmutih village, Wedung sub-district, Demak regency in 2011-2013. This research used qualitative-explorative method. There were two kinds of data, theprimary data, collected from interview with the informant or key person using snowballsamplings and the secondary data, collected from documents, archives, and other sources relatedto the research. Technique of analysis used in this research was qualitative data analysisconducted in the form of description and conclusions of the researched phenomena.The result of the research showed that “PUGAR” program at Kedungmutih village heldin 2011-2013 is less optimal because there are unresolved problems. These problems are saltfarmers’ inability in applying technology in salt production, problems in marketing due to theexistence of middlemen, and salt farmers’ inability to produce the best quality salt (KW1). Therecommendations are that the Salt Farmers Assistant Team should assist salt farmers in applyingtechnology in salt farming and that it is necessary for the government to establish salt farmers’cooperative (KOGAR).Keywords: Implementation, Empowerment, Salt Farmers

Abstract

PNPM Mandiri Perdesaan is a program to alleviate poverty by providing soft loans without collateral to poor households in order poverty in the area. This program is part of program development of the District Development Program (KDP) and expected to be a solution for poor households by providing venture capital and the development of survival skill independently in accordance to principle of community empowerment. Problems that occurred in the implementation emergence of issues in the group of beneficiary communities that resulted in the group cannot afford to pay installment loans such as in Gunungkidul Regency, where nearly 10% of funds raised by the government in 2014 and then payment jammed, thus the funds are difficult to develop and channeled back to the other poor households. Based on the research, there are several problems that occurred in the group of beneficiary communities, therefore they cannot pay the loan installments. It is from low quality of the human resources in managing grants and their business activities that caused bankruptcy. Awful control by UPK onfacilitators to the use of loan funds beyond the requirement proposed in the proposal and an atrocious verification system breed funds abuse by the group members. Eventhough the local government are not disadvantaged by no return of funds that have been introduced, but in term of reservation of government programs it is suffer losses because of the poverty alleviation program becomes constrained due to no return of loan funds provided to the public. Governments and relevant stakeholders should immediately make improvements in terms of support groups, system verification, and enforcement of sanctions to the troubled group. Abstract

This research is motivated by the many problems of Pariwasata in Samosir Regency that have not been developed. This is due to the tourism potential, which amounts to 115. However, in reality, the potential of Samosir Regency, the Samosir Tourism Office, has not done the distribution of tourism development properly. Each tourist attraction and service is still very limited, even though tourists really expect extra services to provide satisfaction to their tourists. Therefore, the purpose of this study is to describe and analyze the strategies undertaken by the Ministry of Tourism in Developing Tourism Destinations in Samosir Regency through city branding. This study uses the analysis method of Strength, Weakness, Opportunity, Treath (SWOT) and a qualitative descriptive approach with primary and secondary data types obtained from observations and interviews and direct observation.

Abstract

ABSTRACTThis research is motivated from local regulation policy (Government) Tegal DistrictNo. 10 of 2006 on the allocation of village funds (ADD), especially in the planning process,use, accountability and ADD are held in the District Adiwerna. ADD implementationcommenced in 2007 after the promulgation of the previous year. However, theimplementation of the ADD in 2010 to 2012 cases of acts of corruption, accountability hasnot carried out and planning the use of which has not been fully focused on the TegalRegulation No. 10 2006. The purpose of this study is to describe and analyze the planningprocess, the use and accountability of ADD, the role of the community in theimplementation, and the reasons of failure of accountability ADD in the villages located inthe District Adiwerna.This study is a qualitative research, data collection techniques by means ofinterviews, documentation, as well as literature. Results of the study was to determine theplanning process, use, accountability and results from the presence of ADD which isdirected by the District government through the preparation of technical guidelines, the roleof rural communities in the implementation of ADD every year and know the reasons offailure of ADD in District Adiwerna liability due to human resources (HR ) villagegovernment is still low.Keywords: Evaluation, Policy, Rural Fund Allocation, Regional Regulation

Abstract

Penelitian ini dilakukan untuk membahas kerjasama antara Pemerintah Kota Semarang dengan PT. Telkom, mengkaji realisasi implementasi kerjasama tersebut dalam menghasilkan program-program terkait pembangunan Semarang smart city.Serta untuk mengetahui faktor-faktor yang mempengaruhi implementasi pelaksanaan kerjasama tersebut.Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data primer melalaui wawancara, yang dilakukan dengan informan atau key person, sedangkan pengumpulan data sekunder dilakukan melalui studi dokumen, arsip, atau sumber lain yang berhubungan dengan penelitian. Data yang telah dikumpulkan dianalisis dengan teknik analisis data deskriptif-kualitatif, yang dilakukan dengan memahami data yang diperoleh dari informan dan menarik pernyataan yang relevan, kemudian dianalisis untuk menghasilkan kesimpulan atas hasil data penelitian berupa kata-kata dan kalimat.Hasil penelitian menunjukan bahwa dalam implementasi kerjasama antara Pemerintah Kota Semarang dan PT. Telkom dalam membangun Semarang smat city, berjalan dengan baik dan telah mampu menghasilkan program-program yang berdayaguna dan inovatif dalam pemenuhan kebutuhan peningkatan kualitas pelayanan publik. Dalam melaksanakan program-program tersebut keterlibatan birokrat tidak dapat dipisahkan, namun belum seluruh birokrat Kota Semarang mampu mengoperasionalkan teknologi dengan baik, diharapkan pemerintah dapat menyelenggarakan pelatihan atau program-program pembekalan bagi para birkorat sehingga dapat menunjang efektifitas pelaksanaan program yang telah dibangun.Kata Kunci: Implementasi, Kerjasama, Smart City, pelayanan public

Abstract

This research was conducted in order to identify Management of Rocks Mineral Mining after publication of Regulation 2014 number 23 by Kudus Regional Government. The withdrawal of mining management authority in Regulation 2014 number 23 led to various problems in regional government. It suffer loss on withdrawal of mining management authority. This research identity and explains response of Kudus Regional Government with limited authority to minimize further losses.This research used qualitative method descriptive which data are collected and expressed in form of descriptive sentences. Subjects of this research were office of mineral mining rock (BPESDM) Kudus, Central Java office of Energy and Mineral Resources, and community around the mine. Data collection techniques included interviews, documentation, and literature and then analyzed through data reduction techniques, editing, data presentation and conclusion.The results concluded that Kudus Regional Government has only limited authority on minning management of its competence, such action in form of organizing, directing, implementing, and controlling. For future reference, The law must be more stuctured and orderly to prevent overlaping regulation.

Abstract

The background of the writing of this thesis is from the author who previously had a course on Labor Politics and discussed parking attendants in the City of Semarang. Then after conducting several surveys and observations, it was found that there were still many shortcomings, problems and obstacles in parking management in the City of Semarang itself. This results in reduced parking fees and automatically reduces the Regional Budget (PAD) revenue that the Semarang City Government receives annually. In this study the authors used qualitative research methods, namely by conducting interviews with several sources and informants that the author needed in achieving the research results that the authors wanted, as well as through surveys, observations, and documentation. This study uses a literature review of policy formulation and stakeholder analysis. The resource persons in this study were the Head of the Parking Collection Section at the Semarang City Transportation Service, the Head of the Parking Arrangement and Licensing Section for the Semarang City Transportation Service, the Head of the Sub-Division of Extension and Regional Revenue Services, and the Head of the Sub-Division for Administration of Levies in the Non-Tax Regional Revenue, Bapenda. , Semarang city. Based on the results of the research and discussion that has been carried out, it was found that in the process of determining parking fee targets in Semarang City, it involved many stakeholders including the Semarang City DPRD, Semarang City Transportation Service, Regional Financial and Asset Management Team, Regional Government Budget Team, and also the Transportation Service as the manager of the parking sector in the city of Semarang. Furthermore, the authors also found that local government revenue through parking sector levies was not maximized as a whole. How does the parking fee target managed by the Semarang City Transportation Agency never reach the target that has been set every year. Some of the problems found were the discovery of illegal parking lots, the absence of parking tickets, parking attendants who did not make deposits, to the existence of other stakeholders involved in the process of collecting the parking fees. For this reason, a solution is needed in the management of public roadside parking, which is to be more assertive and disciplined from the Transportation service to naughty parking attendants and to impose penalties on illegal parking attendants through socialization with several stakeholders such as Pol PP, Banser and the Police, as well as more optimization in the management of parking KTA by parking attendants so that they are valid and recognized by the Semarang City Transportation Agency and are no longer classified as illegal parking.

Abstract

Penelitian ini merupakan wujud rasa ingin tahu penulis tentang Pusat Informasi Publik Kota Semarang. Rentang penelitian pada tahun 2018-2020. Dengan rumusan masalah tentang bagaimana pengamatan penulis tentang keterbukaan informasi publik di PIP beserta hasil pengamatan tentang 3 in 1 yang dilaksanakan berbasis website. Menggunakan metode penetilitan kualitatif deskriptif untuk menganalisa gap antara gambaran ideal pada UU No. 14 Tahun 2008 dengan kenyataan pelaksaanaan di PIP. PIP berlokasi di Kota Semarang yang dalam pelaksanaannya dinaungi dibawah Diskominfo Kota Semarang Seksi Pelayanan Informasi Publik. Hasil penelitian dan pengamatan penulis bahwa keterbukaan informasi publik yang dilakukan di PIP belum berjalan ideal bercermin kepada pengalaman penulis yang dituliskan pada penelitian ini. Ketidak idealan itu dikarenakan pihak PIP sendiri belum bisa memberikan informasi yang dibutuhkan secara maksimal yang diminta untuk kepentingan penulisan di peneltian ini. Namun dilain pihak penulis mengapresiasi kinerja untuk website PIP. Didalam website tersebut sudah mengalami kemajuan jika dibandingkan dengan awal penelitian. Klaim inovasi dari pihak PIP kurang valid karena sebuah website adalah kewajiban untuk mewujudkan transparansi sesuai good governance. Kesimpulan dari penelitian ini adalah masih adanya krtidak idealan yang terjadi dalam tubuh PIP sehingga saran yang harus dilakukan adalah pemerintah dapat mengembangkan pengelolaan PIP kearah yang lebih baik.

Abstract

DEVELOPMENT PROGRAM ANALYSIS OF WONOLOPO TOURIST VILLAGE IN SEMARANG CITYREZZA ABDY PRADANA(GOVERNMENT SCIENCE, FISIP UNDIP, SEMARANG)ABSTRACTIONThis research was motivated by the Tourism Village Wonolopo in Semarang who can not develop like other tourist village in the city of Semarang. So the tourist village in the Village program Wonolopo threatened not to proceed. Wonolopo Tourism Village Development Program should be maintained to create a prosperous society and independent evenly according to the Indonesian government program that people want mensejahterkan evenly from the Central State to the people in the village and prepare people to face the free market in ASEAN. To maintain Wonolopo Tourism Village, Semarang city government should be able to develop tourism village Wonolopo. Semarang city government should establish cooperation with Tourism Awareness Group Wonolopo and Tourism Village community in managing the program Wonolopo tourist village in Sub Wonolopo.This type of research is descriptive analysis with qualitative approach. Sources of data derived from primary data through interviews with key informants or person with semistructure interview techniques. Secondary data derived from the data of documents, archives and other sources related to the research. Data collection techniques in this study using interviews, observation and documentation. While the analytical techniques used in this research by analyzing qualitative data analysis in the form of a description or notes, depictions and conclusion on the symptoms studied.The results of this study found that the program is not developed tourist villages in the Village Wonolopo there are problems that are diinternal Wonolopo Travel Awareness Group itself. The problems started with the improper management of funds acquired through PNPM assistance of the Central Government by one group of people in the Travel Awareness Group. Additionally, adannya supervision less than Department of Culture and Tourism of Semarang on Wonolopo Travel Awareness Group. Moreover, the lack of attention from the local government of Semarang look at the lack of supporting facilities for running programs Wonolopo Tourism Village. Road infrastructure is still a lot of damage and there are no signposts direction. Abstract

Suitable house is the basic needs of all human beings. However, there are alot of indonesian people has not been able to meet those needs. Based on the PBDT (Integrated Data Base Update) in 2015 carried out by BPS (Central Bureau of Statistics). The number of unsuitable house in Semarang District totaled 39,984 housing units with a priority totalling 30,731 housing units is unsuitable located in the red area (Poverty Area). Based on the data, Semarang District Government conduct the rehabilitation programs of unsuitable house to overcome these problems. The purpose of this study is to describe the implementation of rehabilitation programs for unsuitable house, supporting and restricting factors, and provide an alternative policy or program to increase rehabilitaion programs for unsuitable house.This research used qualitative descriptive method. Descriptive research is problem-solving procedure that examined illustrate a subject or object of research in accordance with the facts as well as about an ongoing process in the field. In obtaining the data, researchers conduct interviews toward Community Empowerment Agency (Bapermades), Development Planning Agency at Sub-National Level (BPPD), and Village Government (Bringin, Nyemoh, Gogodalem, and Sambirejo).The results of this study explain that implementation of rehabilitation programs for unsuitable house in Semarang District has been running well enough. The implementation of the program is compliance with regulation and able to improve the house quality that previously unsuitable to become suitable. The program also encourage low-income communities to build their own suitable homes in accordance with the intent and purpose of the program. In the implementation of the program, there are supporting factors from the recipient or the community in the form of “gotong royong” and also the commitment from stakeholder. In addition there are also obstacle factors in the implementation of the program such as social jealousy, resources, data, infrastructure, natural RTLH, trust, and synergy programs.The suggested recommendations for this study are including the toilets as a component criteria for the rehabilitation, examine the return on the implementation system requires the existence of non-governmental aid receiver, make the database specified and ratified RTLH also updated periodically, invite private party and commercial bank to contribute in overcoming problems RTLH in Semarang, making digital application system for the verification process, networking and data updates, and perform RTLH synergy programs.Keywords: Implementation, Rehabilitation, House
