Abstract

A sense of security is one of the things that humans need to support their dailyactivities. The police offered security through Program Safe House 112 wheresecurity is not only the police responsibility, but there is public participation in it.However, in the implementation of the Safe House program 112 is run into difficultybecause still rising crime that occurred in Salatiga. However, the formation of theProgram Safe House 112 does not have a considerable influence because it is stillrising crime that occurred in Salatiga.By this research, the writer wants to know the implementation of the ProgramSafe House 112 Police Partners and how far its impact on public order and securityenvironment in Salatiga. The writer limit discussion on the implementation scope ofcommunication, sources, and implementing attitude in the implementation ofProgram Safe House and factors which related with the impediment about ProgramSafe House 112 Police Partners in Salatiga.By using descriptive qualitative research methods and data collection byinterview and literature study, the writers found that the role of the Program SafeHouse 112 in minimizing rate crime can not be implemented to the fullest. Thewriters also found several factors that impede the implementation of the ProgramSafe House 112 Police Partners is socialization that takes a long time, a lack ofresources in fund, amount of program implementor, and lack of commitment andconsistensy in program implementing, as well as describe the conditions of securityand order situation in Salatiga.

Abstract

This study was undertaken to explain how the stages of pre and post development planning in the Kertomulyo Village, Margoyoso District of Pati regency. From the data processing research shows that the stages of pre Musrenbang village is an activity with a long process and just not a technical preparations such as the spread of invitations, the place settings and consumption. The main activities of the pre musrenbang village is a substance or material to prepare village plans better. Activities that must be performed after Musrenbang are: Publishing News Musrenbang events, work meetings finalization of the document RKP Village, determination decree village head, village delegation debriefing team, and delivery of RKP village of the Village Head to Sub-district Head. Public participation in the implementation of Musrenbang getting better, it can be proved with attendance increasing every year. However, women's participation is still lacking in rural development planning.Keywords: Rural Development Planning Meeting, the public participation.

Abstract

Decentralization provides broad opportunities for local governments to develop regional potential according to regional needs and priorities. Technological advances have created a model of public services that are carried out through electronic systems, and public monitoring of public policies demands that the government be more transparent and accountable.This study describes implementation of E budgeting in the city government of Surakarta and transparency of government towards the public. This research uses descriptive qualitative research methods with data collection techniques through interviews, documentation and literature review conducted on related informants.The city govenrment of Surakarta utilizes information technology to demonstrate transparency and accountability from the local government to the people of the city of Surakarta. The realization of transparency can be seen from the government’s efforts to publish the implementation of the planning, budgeting and program activities of the city government of Surakarta.Implementation of E budgeting in the city government of Surakarta is quite good. This study describes the implementation of E budgeting and transparency. It is hoped that the next research will further deepen research on E budeting in the city government of Surakarta.

Abstract

This research was conducted to analysis about Local Revenue and Expenditure Budget (APBD) in Office of Social Walfare, Manpower and Transmigration of Tegal Regency in employee expenses and public expenses at 2011 Fiscal Year. The purpose of this research is to identify factors that determine allocation of budget on Office of Social Walfare, Manpower and Transmigration of Tegal Regency, the reason why employee expenses is bigger than public expenses anf also impact on public services, and obstacles that may be encountered when it committed to balance the expenditure between employee expenses and public expenses. This research using exploratory qualitative analysis by interviewed with the bureaucracy of Tegal Local Government about making process Local Revenue and Expenditure Budget (APBD) in Office of Social Walfare, Manpower and Transmigration of Tegal Regency, Wahana Karyatama NGO, and Radar Tegal. The secondary data obtained from the budget data regencies / cities in Indonesia at 2011 Fiscar Year from FITRA NGO. The results shows factors that determined allocation of budget in Office of Social Walfare, Manpower and Transmigration of Tegal Regency were based on tecnocratif, aspirative, and political approaches. When budget allocation for employee expenses is greater than public expenses, it will obstruct the public service. For instance the program of public service will be decrease every year because of budget allocation isn’t enough to cover it. The obstacles that will be encountered in balancing expenditure between employee expenses and public expenses is that high number of civil servant, cannot be easily reduced the employee expenses dan also increasing local revenue can not be implemented easily.

Abstract

Penyelenggaraan pelayanan publik yang dilaksanakan oleh aparatur pemerintah dalam berbagai sendipelayanan yang menyangkut kebutuhan dasar penduduk masih dirasakan belum seperti yangdiharapkan oleh masyarakat. Oleh karena itu pelayanan publik tidaklah sesederhana dengan adanyaproblem lalu timbul solusi, adanya kebutuhan timbul suatu pelayanan. Ketidak sederhanaan itu bisadilihat salah satunya dari pengoperasian BRT Trans Jateng koridor 1 Bawen-Tawang. Kebijakan BRTTrans Jateng koridor 1 Bawen-Tawang ini satu trayek dengan BRT Trans Semarang koridor 2Ungaran-Terboyo yang lebih dahulu beroperasi. Maka tujuan dilakukannya penelitian ini untukmengidentifikasi masalah dari pelaksanaan operasional BRT Trans Jateng koridor 1 Bawen-Tawangyang merugikan BRT Trans Semarang koridor 2 Ungaran–Terboyo dilihat dari aspek komunikasi dankerjasama antar pemerintah daerah. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif yang mana situpenelitian ini dilakukan di Dinas Perhubungan Provinsi Jawa Tengah dan Dinas Perhubungan KotaSemarang. Teknik yang digunakan yakni observasi, wawancara dan berbagai dokumen data yangdianalisis dengan menggunakan triangulasi sumber data. Hasil dari penelitian ini mengungkapkan bahwa komunikasi yang terjadi antara pemerintah daerahdidalam naskah Perjanjian Kerjasama ini memang tidak disinggung masalah dampak ataupun kerugian yang di sebabkan oleh salah satu pihak. Selain itu didalam kerjasama yang terjalin hanya sebatas pengelolaan bersama sarana dan prasarana BRT yaitu pemanfaatan shelter bersama-sama.

Abstract

Micro and Small Business licensing program based on technology and information on"iJus Melon" application is a program that gives ease to the community by accessing theapplication "iJus Melon" to obtain the legality of micro and small business licenses. Micro andsmall business actors who have registered in the database of Department of Cooperatives andSMES in Semarang will get a business support facility from the government of Semarang, butnot least among the efforts made by the city government Semarang to address problems thathave been constrained by some factors experiencing failure in implementing innovations inpublic service is electronic based. This research uses innovation theory to broaden the scope ofinformation about the implementation of application innovation "iJus Melon" failure becauseit was influenced by several factors when the innovation was realized by the government ofSemarang As an electronic-based public service. After the researchers conducted interviewsand observations showed that the application "iJus Melon" which is not accessible to the onlinecommunity because there is a mismanagement in the application creation system "iJus Melon"and is not known Transparent how to form the cooperation to finally cause problems in theapplication building system "iJus Melon". Secondly, the selection of the term name on theinnovation of public service that does not conform to the substance that will be done so as toinflict mis perception (mis understanding) of the community in understanding the concept ofpublic service based online The. Third, there is no transparency of budget management for theimplementation of application innovation "iJus Melon" conducted by the government. Inaddition, the Department of Cooperatives and SMES have made various efforts to overcomethe problems that arise due to the inhibitory factor that is excessive dependence on the highperformer, obstructed organizational arrangement, not given Incentives, and administrativebarriers despite the implementation have been supported by the encouragement of politicalactors, economic pressures and service improvements, technological availability, andbudgetary availability. Abstract

Semarang is the most affected by HIV (Human Immunodeficiency Virus) and AIDS (Acquired Immuno Deficiency Syndrome) in Central Java Province. High-risk practices is the one of the affect factors to get exposed to HIV and AIDS. The local government has coped the case by establishing Semarang AIDS Prevention Commission. The commission was formed in 2010, whilst during 2010 to 2013 a significant increase of HIV and AIDS number has been found. The improvement is associated with the commission’s work performance since its early years, especially to prevent the society at risk to expose to HIV and AIDS. The research is to observe the role of Semarang AIDS Prevention Commission through out 2010 to 2013 over people who are at risk to get affected by HIV and AIDS, to find out the affect factors during those years, as well as to discover how the commission’s programs relate to the prevention of the prone society. Author uses qualitative method with descriptive approach to collect data by means of observation, interview and document studies. Research is conducted in Semarang AIDS Prevention Commission with supporting interview with the policy-holders and and the parties concerned. To overcome the transmission of HIV and AIDS in Semarang, Semarang AIDS Prevention Commission carry out programs to prevent the society at risk. Programs are delivered by the members and the working groups of the commission, funded by the Regional Government Budgets (APBD) through Health Department (Dinkes) and helped by Global Fund grants. The increasing number of HIV and AIDS when the commission’s first years after being established is a good result, it gives a hint that the commission has done the job well and better by finding more cases, however, member coordinations and funds are the most hampers to running the programs.Enforcement of member coordinations and availability of funds are the key to effective and maximum conduct in preventing sociey at risk to expose to HIV and AIDS. Abstract

ABSTRACTThe implementation of house enhancement policy in inhabitable settlement through village structuring at DKI in 2013 (a case study at kampung deret Petogogan) was aimed to find out how a policy is implemented at DKI Jakarta, and how local society’s participation an to changing their house areas healthier, more well-structured and more habitable.The research methodology was qualitative. The data collection came from primary and secondary data. Research subjects were the Department of Housing and Building of DKI Jakarta Province, the Department of Housing and Building of South Jakarta, and Petogogan inhabitants.Tecnique of collecting data, by interview and documentation.The inhabitable is one of the social problems that is difficult to be solved. Building an inhabitable settlement called as slum area can cause a potential problem in the city. The implementation of house enhancement policy in inhabitable settlement through village structuring at DKI Jakarta is one of the outstanding programs planned and socialized by the government of DKI Jakarta. The target village operates the concept of changing regions into one unified region. It is different from the slum reduction programs initiated by the previous governor of Jakarta, the policy involved the community during implementation. Abstract

The representative of Woman is regulated in every election process stages settled in the Law. Where the quota regulates party organizing and legislative candidacy. The Party is required to comply with these rules in order to become an election participant. Moreover, the party is also required to be able to nominate the best cadres to be able to compete with other candidates. The party has a right to vote for those to be nominated in order to increase the party's vote. In addition to parties that compete in the election, each candidate of course also compete with other candidates to get support from the community including women candidates. The purpose of this paper is to know what are the factors to influence in the winning of women legislative members from PKB and PDIP fractions in the 2014 Election in Pekalongan Regency reminding the votes of both parties are consistent from the 2009 General Election and 2014 Election.The theory used in this research is the Political Marketing theory used to be able to know the strategies used by each elected female candidate. In Political Marketing theory there are 4 aspects namely Product, Promotion, Price, and Place. The research is done by qualitative research method. The data collection is done by through in-depth interviews with source persons and field documentation.The results of research that done are in the vote acquisition each candidate have its own factor. The factors used in the winning of female legislative members from PKB and PDI-Perjuangan fractions in the 2014 Election in Pekalongan Regency are political parties, candidate figures, successful teams, and families. Each of these factors has its own role in accordance with the needs of the candidate. The strategy used through Political Marketing theories are Product, Promotion, Price, and Place. The product is the vision and the mission that is offered to the community. The mission vision is about sustainable development for the improvement of the people's economy. Promotion is the strategy used by each candidate. The strategy used is to go directly to all levels of society. Price is a range to know the cost required of each candidate. For the price of one seat a legislative member is very expensive given the intense competition. Places are used for mapping territories and approaching communities regarding language use for campaigns. Because of the women election become legislative members, it is expected to give spirit and motivation for society especially women to be brave of politics because politics not only belong to men but also women can compete even their achievement can be more than men.Keywords: political party, female candidate, winner

Abstract

Program Nasional Pemberdayaan Masyarakat (PNPM) MandiriPerkotaan is one of the programs that comes as a solution to the problem ofpoverty. PNPM Mandiri Perkotaan is also present to overcome the problem ofpoverty in Pekalongan Regency, one of the assisted areas is in Babalan LorVillage Sub-Distric of Bojong Regency of Pekalongan. Furthermore, inimplementing a development program, it is necessary to involve all parties inother words, it requires participation of all components involved. Poverty andparticipation are two things that are closely related, the ineffectiveness ofparticipation and integration of the poor into the main institutions of society, isone of the characteristics of the culture of poverty. This research is conducted byusing qualitative research method. Data collection used in this research isinterview and documentation.The results show that the participation of the Babalan Lor villagecommunity can be concluded that it is running but needs to be improved. Villagersof Babalan Lor are only enthusiastic to be involved in the introduction andplanning process. While community involvement in the process of implementation,monitoring and evaluation even for the maintenance of the results of developmentneeds to be improved because people tend to be oriented towards the material orwages to be received, not the benefits of such development. On the other hand,there are encouraging factors of community participation that include: 1)Community Needs and 2) Village Facilitator Support, BKM Margo Mulyo andCommunity Leaders of Babalan Lor Village.Keywords: Participation, PNPM Mandiri Perkotaan
