Abstract

ABSTRACTSince the enactment of Regulation (UU) number 6 year 2014 about Village, each village will be given Rp. 1 billion. This village funds are prioritized for the development and empowerment of village communities. Under supervision of the use of village funds, the government of Banyuwangi through Village and Community Empowerment Office created an integrated village budgeting system by online. This system is called E-Village Budgeting (E-VB). This system is purposefully created for budget transparency, providing convenience in administrative accountability, financial control of the district level, as well as the ease of financial accountability and evaluation.This study is conducted through mixed method between quantitative and qualitative research by using observation data, interviews, documentations and questionnaires to explain in detail the real situation and use triangulation of data sources, methods and theories. Qualitative method is used to explain in detail about the innovation of village financial governance, while quantitative research method is used as supporting to explain the situation in society.Based on the study, the result shows that E-VB application system in accordance with the theory and innovation concept. This system is an innovation designed to facilitate village government's financial governance by utilizing the internet network in every village. The implementation of E-VB system has been successful with less constraints.Based on the researcher’s observation, the problem is servers are often down, especially when many village apparatus are using the E-VB application concurrently. In the future, the Government of Banyuwangi must increase the number of existing servers for the future E-VB application system can be operated more appropriately.Keywords: Innovation of Village Government Financial Governance, E-Village Budgeting

Abstract

BUREAUCRATIC REFORM OF ORGANIZATION IN AN EFFORT TO IMPROVE PUBLIC TRANSPORT SERVICES (CASE STUDIES IN TERMINAL MANGKANG MANAGEMENT)ABSTRACTBureaucratic reform is essentially an effort changes made consciously, to position themselves (bureaucracy) is back, in order to adapt to a dynamic environment dynamics, as well as to improve the performance of the bureaucracy in providing service to the community. The Terminal is the terminal type Mangkang that exists in the city of Semarang and managed by Dishunkominfo Semarang. As a public facility, the terminal should be able to provide a service to the community with the best. However, since the terminal mangkang operated until this time the terminal was still not functioning with optimal in providing service to the community, therefore Dishubkominfo considered the need for reform in UPTD Terminal Mangkang as terminal Manager mangkang in order to improve its performance in managing mangkang terminal in order to provide good service to the community.The purpose of this study is to find anything bureaucracy reform of government especially the uptd terminal mangkang as the management of mangkang terminal . A method of research used is research methodology qualitative. The research was done at the uptd terminal mangkang and terminal mangkang. Instrument research by interviews, observation and study documentation was done with certain sources.The result of this research indicates that there are some effort of reforms, reform efforts done by means of change the organizational structure, change behaviors and habits of employees and providing education and training. The obstacles faced by in reform efforts are poor quality of human resources and lack of budget for education and training.Advice provided to Dishubkominfo Kota Semarang is need of study and research deep relating to the effectiveness of management systems mangkang terminal, there should have been study thoroughly related potential mangkang terminal, there should have been good coordination with other parties in optimizing terminal mangkang, improvement facilities terminal , and perform various innovations such as smartcard , barcode door , and the installation of cctv in the station .Keywords: bureaucratic reform , public transport services , mangkang terminal.

Abstract

ABSTRACTThe implementation of house enhancement policy in inhabitable settlement through village structuring at DKI in 2013 (a case study at kampung deret Petogogan) was aimed to find out how a policy is implemented at DKI Jakarta, and how local society’s participation an to changing their house areas healthier, more well-structured and more habitable.The research methodology was qualitative. The data collection came from primary and secondary data. Research subjects were the Department of Housing and Building of DKI Jakarta Province, the Department of Housing and Building of South Jakarta, and Petogogan inhabitants.Tecnique of collecting data, by interview and documentation.The inhabitable is one of the social problems that is difficult to be solved. Building an inhabitable settlement called as slum area can cause a potential problem in the city. The implementation of house enhancement policy in inhabitable settlement through village structuring at DKI Jakarta is one of the outstanding programs planned and socialized by the government of DKI Jakarta. The target village operates the concept of changing regions into one unified region. It is different from the slum reduction programs initiated by the previous governor of Jakarta, the policy involved the community during implementation. Abstract

Penelitian ini membahas mengenai transformasi Kelurahan Kandri, Kecamatan Gunungpati setelah adanya pemberdayaan masyarakat melalui desa wisata. Penelitian ini bertujuan untuk menjelaskan terkait dengan transformasi Kelurahan Kandri, Kecamatan Gunungpati setelah adanya pemberdayaan masyarakat melalui desa wisata dan juga membahas tentang bagaimana intervensi pemerintah dalam pelaksanaan program pemberdayaan masyarakat melalui desa wisata tersebut. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Pengumpulan data dalam penelitian ini menggunakan wawancara semi terstruktur, observasi . Sebagai data pendukung dalam penelitian ini menggunakan studi literatur ataupun dokumentasi. Analisis data dalam penelitian ini meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Penelitian ini menunjukkan bahwa telah terjadi transformasi Kelurahan Kandri setelah adanya pemberdayaan masyarakat melalui desa wisata. Pada saat sebelum dikembangkan menjadi Desa Wisata Kandri profesi masyarakat sekitar dominan sebagai petani tetapi kemudian setelah adanya desa wisata masyarakat tidak hanya bekerja sebagai petani saja tetapi beralih dalam bidang kepariwisataan seperti menyewakan perahu wisata yang ada di Waduk Jatibarang, membuka usaha warung makanan dan minuman, pemandu wisata, homestay. Pengembangan desa wisata mempunyai banyak dampak positif bagi masyarakat sekitar seperti acara-acara kebudayaan yang dapat disaksikan oleh wisatawan dan mempunyai nilai ekonomi. Peneliti ini merekomendasikan baik masyarakat maupun pengurus Desa Wisata Kandri untuk selalu mengembangkan Desa Wisata Kandri agar Desa Wisata Kandri semakin maju. Selain itu, agar selalu melestarikan kearifan lokal karena itulah yang menjadi daya tarik tersendiri dari Desa Wisata Kandri tidak hanya potensi alamnya saja tetapi potensi budayanya yang menarik dan unik

Abstract

ABSTRACTGoals to be achieved by this research are: 1) analyze and identify the process of obtaining a driver's license (SIM D) for Persons with Disabilities in Sidoarjo, 2) analyze and identify bottlenecks in the acquisition of a driver's license (SIM D) for the Disabled in Sidoarjo district, and 3) analyze and identify solutions to overcome barriers to government acquisition of a driver's license (SIM D) for Persons with Disabilities in Sidoarjo. The results of this study are expected to provide a foundation for further studies related to the regulatory process with disabilities in obtaining a driver's license.This is a descriptive qualitative research is to gain a clearer picture of the provision of regulatory processes with disabilities in obtaining a driver's license in Sidoarjo East Java. Technical data collection was done by using interviews and observations through the regulatory process with disabilities in obtaining a driver's license in Sidoarjo East Java. The results of the data collection so that the reduction is then performed relevant news and used as needed, then do the presentation by quoting that meet the rules of scientific writing (not the language of journalism), then do the analysis, and finally draw a statement to answer the problem.Based on the survey results revealed that: 1) The process of acquiring a driver's license (SIM D) for Persons with Disabilities in Sidoarjo relatively similar to the general driver's license, 2) barriers encountered by people with disabilities in obtaining a driver's license is the differences in perception among officers police in providing a driver's license to the applicant, and 3) the government until now has not been able to provide solutions related to the need for a driver's license for persons with disabilities. Attention of the government not to increase the knowledge, skills , independence, ability, willingness and competitiveness with disabilities. Government attention to people with disabilities are more mercy (charity).Keywords : regulations, driver's license, disabled.

Abstract

Penelitian ini membahas tentang bagaimana pernikahan dini bisa terus terjadi di Desa Jurangjero Kecamatan Bogorejo Kabupaten Blora dan bagaimana respon pemerintah desa dalam menghadapi fenomena ini. peneitian ini bertujuan untuk menjelaskan bagaimana fenomena pernikahan dini di Desa Jurangjero dan mengidentifikasikan bagaimana respon pemerintah desa setempat dalam menghadapinya.Penelitian ini menggunakan metode kualitatif dengan metode etnografi. Pengumpulan data menggunakan teknik observasi dengan melakukan pengamatan lalu mencatatnya, wawancara serta dokumentasi. Sebagai data pendukung, dalam penelitian ini menggunakan studi literature. Adapun analisis data meliputi reduksi data, penyajian data, dan penarikan kesimpulan.Penelitian ini menunjukan bahwa fenomena pernikahan dini di Desa Jurangjero Kecamatan Bogorejo Kabupaten Blora yang mana pernikahan dini di desa ini merupakan kasus pernikahan dini tertinggi di tingkat kecamatan. Adapun penyebab terjadinya pernikahan dini tidak lain adalah karena budaya yang terbawa dari jaman nenek moyang yang dilakukan hingga sekarang, selain itu anggapan masyarakat bahwa pernikahan dini lebih baik dibandingkan pendidikan yang memakan banyak waktu dan materi serta pemahaman kesehatan reproduksi yang kurang dari kalangan masyarakat. Dalam panalitian ini juga dijelaskan bagaimana respon pemerintah desa dalam menghadapi fenomena ini. Sejauh ini pemerintah selalu membantu proses demi proses dari tingkat desa hingga permohonan dispensasi ke pengadilan agama, meski pemerintah desa paham akan batas usia pernikahan namun pemerintah desa pakewuh untuk menolak karena aparat desa juga merupakan warga desa setempat di sisi lain pemerintah desa juga menjaga konstiuen dan berusaha melayani warga dengan baik. Meskipun pernikahan dini telah menjadi permasalahan umum namun hingga saat ini belum ada upaya khusus dari pemerintah desa dan kabupaten sehingga pernikahan dini terus terjadi hingga sekarang.

Abstract

The background of this study of fiscal decentralization policy implemented by the government, particularly in the transfer of authority collection urban land and building tax from Central Government to the Government of Semarang in 2012, the authority in carrying out urban land and building tax collection entirely within the current city government Semarang, because urban land and building tax into local tax revenues and the whole result is the original income Semarang. However, a decline in revenue target urban land and building tax after becoming local taxes in the city of Semarang in 2012-2013. The purpose of this study is to describe and analyze collection urban land and building tax in the city, the factors causing the decline in revenue target urban land and building tax in Semarang as well as the efforts made by the government of Semarang to increase acceptance urban land and building tax.This study is a qualitative research, technique of data collection by interviews, documentation and literature. Results of the study was a decrease in revenue target urban land and building tax in Semarang City year 2012-2013 resulting from the lack of preparedness of Semarang City Government in implementing the transfer of urban land and building tax became local taxes. Among others of the organizational structure and working procedures of implementing the collection is too simple, human resources are less than in quantity and quality, base data held is not accurate, the supporting infrastructure is not well established, as well as the collection system that does not comply with the rules determined.

Abstract

Interest group is a continuation of political participation in a political system.Interest group can be considered as an entity that seeks to articulate aspiration of its follower to the government of the state, without attempts to gain certain positions of public officials. One of prominent interest groups in Indonesia is Nahdlatul „Ulama. The existence of Nahdlatul „Ulama should be recognized as an interest group that is adequate and competent to transform condition of the nation-state into expectation of the society . Because of its comprehensive organizational structure and supported by a large number of followers, Nahdlatul „Ulama is considered able to act as opinion leader for people, particularlly for its followers, in order to respond situation that is occured in Indonesia.In the contemporary era, the existence of the Nahdlatul „Ulama can be assessed from results of National Conference of The „Ulama and Great Conference of Nahdlatul Ulama 2012. Two of four recommendations issued from the conference are corruption and tax fraud which are important to be eradicated for the sake of the wider community.In articulating, Nahdlatul „Ulama tended to combine the “top-down”, as form of guiding for the followers and “bottom-up”, as form of awareness of the problems. Related to issues of corruption and tax fraud, Nahdlatul „Ulama integrated the „Ulama‟s opinion and the expert‟s. It also based on the condition or situation that occurs in Indonesia. Eventually, the recommendations and the actions taken by Nahdlatul „Ulama aims to persuade the government to act seriously in solving corruption and tax fraud, as form of public interest articulation and moral support.

Abstract

This research is based on utilization of nutritious plant diversity by people to be used as Indonesian traditional herbal medicine called Jamu. Along with development of technology, industry of herbal medicine start to popping up, but not as fast as development of chemical medicine and foreign herbal medicine. However, developing of herbal medicine becoming moved down and hence government intervening is needed. The problem of this research is the role office of industry and commerce in advacing traditional herbal medicine industry at Semarang in regulation, budgets and program during 2014.The goal of the research is explaining role of the office of industry and commerce in advacing traditional herbal medicine industry at Semarang whitin aspects such as regulation, budgets and program. This research using qualitative-descriptive method with the type of data used are primary and secondary data through interviews and collectif document.The result shows that in advacing traditional herbal medicine industry at Semarang, office of industry and commerce at Semarang in aspect regulation making an industy cluster which is focusing on small and medium industry to joined in a clusters of herbal medicine in Semarang. In budget aspect, to advacing herbs medicine industry cluster has a limited budget. Its because they must share it with another clusters. In program aspect, there are some program such as taking and drinking herbs medicine movement, using land area for medication planting utilization, socialization to take herbal medicine movement. The programs are good, but has not been efficient due to small budget and murky regulation.Researcher suggess to review aspects of the regulation, budget and program in advacing traditional herbal medicine industry at Semarang in order to optimizing and advancing that herbal medicine industry in Semarang.Keywords: office of industry and commerce Semarang, herbal medicine, regulation, budget, program.

Abstract

Structural local government official have important and strategic role in order to guarantee the success of government’s job, development and service to the people, therefore implementation of civil servant appointment and placement in structural position must comply with regulations to ensure quality, objectivity and transparency of the policy. In Kendal, there are some civil servants who placed in structural position which are considered less appropriate between their structural position and formal educational backgrounds.This research aims to find out and evaluate placement of civil servant in structural position in Kendal regency based on Regional Regulation (Perda) of Kendal No. 2 of 2012. The method of this research is qualitative descriptive using interviews and document study as data collection techniques.The results of this research described that civil servant placement process in structural position in Kendal is not fully appropriate with Regional Regulation (Perda) of Kendal No. 2 of 2012. Civil servant placement in structural position also describe that the process lack of transparent and not implemented yet merit system purely. Furthermore there are some civil servants who placed in structural position that is not appropriate with educational term which is prioritize in competency standards of structural position, due to the lack of civil servants who have an educational background in specific sector. Keywords: Civil servant, structural position, placement, structural local government official
