Abstract

The community service program entitled "Distribution of Life Jackets and Marine Safety Education for Students Using Small Boats in Numbing Village" is based on the high risks faced by students in coastal villages who use small boats as their daily means of transportation. Numbing Village, as a coastal area, has limited access to land transportation, so many students rely on small boats to go to school. However, a lack of understanding about marine safety and a lack of safety equipment, such as life jackets, increases the risk of fatal accidents at sea, especially in bad weather conditions. The main aim of this program is to improve student safety by distributing life jackets and providing marine safety education. The distribution of life jackets is expected to reduce the risk of accidents caused by drowning, while marine safety education aims to increase students' awareness and skills in maintaining personal safety while on board. Apart from that, this program also aims to build awareness of the importance of marine safety from an early age. This program involves collaboration with local schools in Numbing Village, the village government, and the local maritime community. With support from various parties, the program can run more effectively in students' daily activities. This activity is carried out through two main steps. First, the distribution of life jackets to students which has a direct impact on their physical protection when they use ships. Second, organizing marine safety education which includes explaining how to use life jackets, steps to deal with emergency situations at sea, and awareness of weather and water conditions. It is hoped that this program can be implemented in other coastal areas in Indonesia to build a better maritime safety culture.

Abstract

The rise in cases of violence and abuse against children in Indonesia is the background for this research. Basically, children are unable to protect their basic rights, so legal protection is needed provided by the state. The aim of this research is to determine the role of the government in providing protection for children who are victims of sexual violence, and to find out whether rehabilitation and psychological support is needed for children who are victims of violence. sexual. The method used is a normative legal method through a statutory approach and a case approach. The aim is to focus more on supporting materials specifically discussing sexual violence against children and protection for children as victims of sexual violence and harassment. As a result, the government and society have established institutions as shelter for children who are victims of sexual violence and harassment. Apart from that, this institution also provides rehabilitation and psychological support services to support the mental recovery of children who are victims of violence and sexual abuse. This case will have an impact on the child's psychological condition which can cause trauma and serious mental problems. This will have an impact on the child's future, disrupting the development process and hampering the child's potential to become a quality individual. With strong and firm legal protection, it is hoped that it can prevent and reduce cases of violence and sexual abuse against children in Indonesia.

Abstract

The background to this problem is how the Criminal Law provisions regulate cyberbullying, what are the perpetrators' approaches to carrying out cyberbullying actions, and what factors influence perpetrators to carry out cyberbullying. The aim of this research is to analyze the applicable criminal law provisions related to cyber bullying, evaluate law enforcement against perpetrators of cyber bullying in Indonesia, and identify factors in cyber bullying. The method in this research is normative legal research. This approach is carried out by considering the contents of the ITE law, the analysis of which is carried out in more depth in relation to the problem of studying legal provisions. The result: Even though in the Criminal Code this matter has been formulated into different articles, the offense of insulting in the Criminal Code can be linked to Article 27 paragraph (3) concerning criminal acts of insulting via cyberspace. The approach taken by cyberbullying perpetrators is as follows: Instincts of cyberbullying perpetrators, First informant, one of the cyberbullying perpetrators, Cyberbullying perpetrators' actions through drive theory. Cyberbullying behavior is influenced by external and internal factors, including parental involvement, the school environment, as well as provocation and support. However, the main problem underlying cyberbullying is the perpetrator's sense of arrogance and superiority. Many cases of cyberbullying occur because the perpetrator feels more powerful and above other people. This can happen because social media is used unwisely, so they feel they can carry out inappropriate actions anonymously. Cyberbullying has a very bad impact on the mental and emotional health of victims. Therefore, there needs to be better awareness and education regarding the wise and responsible use of social media. Apart from that, there is also a need for strict supervision and action against perpetrators of cyberbullying. In this way, it is hoped that cases of cyberbullying can be reduced and society can use technology positively and have a good impact on life and social interactions.

Abstract

This study examines the development potential and carrying capacity of minawisata (fisheries-based marine tourism) in Kampung Madong–Sei Nyirih, Tanjungpinang City, Kepulauan Riau Province, in response to growing demands for sustainable coastal development and alternative livelihoods for fishing communities. The research aims to evaluate land suitability, environmental carrying capacity, and infrastructure readiness for three main clusters: mangrove ecotourism, fishing tourism, and floating net cage aquaculture. A mixed-methods approach was applied, combining Geographic Information Systems (GIS)-based spatial analysis, carrying capacity calculations aligned with national regulatory standards, and qualitative input from government, community, academic, and private stakeholders. The results revealed that 66.03% (199.42 ha) of mangrove areas and 99.13% (322.47 ha) of marine waters are highly suitable for tourism activities, while only 1.0% of the assessed areas are suitable for floating net cage aquaculture. Carrying capacity estimates showed the potential to accommodate 1,595 daily visitors for mangrove-based tourism, 1,075 for fishing activities, and 45 for aquaculture tourism. These findings underscore significant opportunities for developing integrated fisheries-tourism models, especially through mangrove conservation and traditional fishing practices that align with sustainable tourism principles. However, challenges remain in addressing infrastructure gaps, institutional coordination, and community capacity for tourism service delivery. The study concludes that Kampung Madong–Sei Nyirih holds strong potential as a model for sustainable coastal development that integrates conservation, economic diversification, and community empowerment. Its implementation could provide practical lessons for similar coastal regions in Indonesia and Southeast Asia facing the dual challenges of environmental protection and livelihood improvement

Abstract

In this article the author seeks to answer, within the context of the Indonesia state organizational system, why and how Indonesia should establish a single government authority entrusted with supervising the making of ministerial policy regulations or regional government regulations. To that purpose a comparison with other countries is conducted.  It is a fact in Indonesia that regulatory powers or function is shared by and among different ministries and by regional governments. The result of which is the problem of sectoral approach and the existence of numerous overlapping and conflicting regulations. To overcome this problem, in consideration of best practices in other countries, the author suggests the establishment of a single government agency entrusted with, inter alia, previewing ministerial or regional government draft regulations.

Abstract

Every job has certain characteristics or aspects that accompany individuals in carrying out their work. These aspects can make individuals work well or vice versa. Job characteristics as identification of various dimensions contained in a job design that simultaneously improves organizational efficiency and employee satisfaction. Job satisfaction is one of the ways that companies do to improve employee performance, companies are unlikely to achieve goals properly if employees are not likely to achieve goals properly if employees do not get good job satisfaction. The research method in this research is descriptive qualitative. This type of research is quantitative, with a sample of 173 respondents. The purpose of this study was to determine the effect of job characteristics on employee job satisfaction at the Riau Islands Province Education Office. Based on the tests carried out on the results of research and discussion, it can be seen that Job Characteristics have a positive and significant influence on Job Satisfaction. This certainly gives an indication that the increase in Job Characteristics will have a significant effect on increasing employee job satisfaction at the Riau Islands Province Education Office. The percentage of influence given by Job Characteristics to Job Satisfaction based on the results of data processing with an r square value of 13.5%.

Abstract

The Village funds are part of the State Revenue and Expenditure Budget which are allocated for villages and disbursed through the district/city expenditure budget. During the period of 2015 – 2018, two village heads (village of Malang Rapat and Penaga) were the suspects of corruption cases in Bintan District in the province of Riau Islands. There was no evaluation of the use of the village funds by the district government. The objective of this study was to gain an insight into the use of village funds in the province of Riau Islands. The study problem was how to evaluate the use, impact, and constraints in the utilization of village funds in the province of Riau Islands in 2018 (Case study in Bintan District and Lingga District). This study used a qualitative descriptive method, using interviews and observations for data collection. The results showed that a large portion of village funds was used for physical development in the village, while human development in the village was not yet properly implemented due to the limited allocation of village funds for empowerment and community development. The impact of village funds felt by the community for the addition of physical facilities in the village was significant, while the impact on empowerment and economy of the community was not. The constraints of the usage of the village funds were regulation, human resources, and coordination.

Abstract

The discussion on the Travel Corridor Arrangement (TCA) between the Indonesian and Singaporean governments will continue in the future, but technically and practically, there are still certain issues that the Indonesian government has not addressed effectively. This demonstrates that we are technically still waiting for the correct judgement while the COVID-19 pandemic's case count declines. The goal of this article is to examine different research hypotheses on the elements that impact Indonesia's readiness for TCA with the Singapore government. The technique employed is a qualitative literature review. To bolster the literature review with secondary data, the researchers enhanced the examination of research hypotheses using the NVivo program, which was then thoroughly assessed. The findings indicate that researchers will also identify that Indonesia will be more sensitive to TCA than Singapore, resulting in the decision being rejected, while the next hypothesis is that TCA is also focused on tourists, as opposed to business activities between the two countries, and that the Indonesian government has also proposed implementing RGL, but RGL is not a priority, implying that TCA is more effective. if RGL is emphasized, the hypothesis may be accepted. This suggests that based on some of the results of these hypotheses, the rejection of the first hypothesis is due to a lack of expertise in Human Resource Management in implementing TCA with the Singapore government

Abstract

Pengembangan ekowisata berbasis mangrove di Desa Kelumu, Kabupaten Lingga, menjadi perhatian utama dalam program pengabdian masyarakat ini. Desa ini memiliki potensi ekowisata yang besar, namun pengelolaannya masih belum optimal akibat keterbatasan sumber daya manusia, pemahaman yang kurang tentang ekowisata, serta keterbatasan akses teknologi. Tujuan dari program ini adalah untuk meningkatkan kapasitas SDM lokal dalam mengelola ekowisata mangrove secara berkelanjutan melalui pendekatan holistik dan terstruktur. Metode yang diterapkan adalah pendekatan partisipatif yang melibatkan masyarakat secara aktif dalam pemetaan potensi ekowisata mangrove, pelatihan, dan implementasi lapangan. Pemetaan ini melibatkan identifikasi kawasan strategis untuk pengembangan ekowisata, sementara pelatihan meliputi manajemen ekowisata, konservasi lingkungan, dan pengembangan produk lokal. Tahap implementasi melibatkan kegiatan langsung di lapangan, termasuk pembukaan jalur wisata, jasa pemandu wisata, dan konservasi mangrove. Hasil dari kegiatan ini menunjukkan peningkatan keterlibatan masyarakat dan pengetahuan teknis dalam pengelolaan ekowisata mangrove dianalisa dengan pendekatan PESTEL. Kesimpulan dari kegiatan ini menekankan pentingnya kerjasama lintas sektoral yang erat untuk mengatasi tantangan yang ada dan memastikan keberlanjutan ekowisata mangrove di Desa Kelumu.
