Abstract

Abstract: Study This aim For research about networking policy in handling refugees in Indonesia who have arranged in regulation president number 125 of 2016 concerning handling refugees abroad. Handling includes; discovery, shelter, security and supervision immigration. For That study This focused just handling in place shelter precisely in the Regency Bintan. Goal: study This aim For know and describe role actor in handling refugees in place shelter Already walk Good or No as well as analyze factors What that's the only thing that hinders it in handling that. Method: the method used in study This is qualitative description, and technique data collection was found from observation, interviews and documentation. Results: livelihood show that each actor knows very well duties and functions in handling in place shelter refugees in Bintan. Interaction between actors too Good in do coordination after exists formation unit task in letter decision regent Bintan in 2019. But there is a number of findings problem yet resolved in accordance with applicable legislation. Conclusion: based on in study this., handling actors in Bhadra's Community House already Good with formation unit task in a convenient area actor coordinate. But actors too feel lack clear explanation in regulation president number 125 of 2016 concerning handling refugees overseas who haven't answer problem in the field.

Abstract

This research aims to evaluate policies related to the Interest-Free Capital Assistance Program for MSMEs in Kepulauan Riau Province through a descriptive-qualitative approach using the William N. Dunn Model Policy Evaluation. The results of the research show that, first, the Interest-Free Capital Assistance Program Policy for MSMEs in the Kepulauan Riau Province is in accordance with the goal, namely that MSME actors can survive the impact of COVID-19. This can be seen from the budget allocation of Interest-Free Capital Assistance that increases every year. Second, the Interest-Free Capital Assistance Program Policy for MSMEs in the Kepulauan Riau Province has been beneficial for MSME actors. This can be seen from the number of MSME actors receiving assistance, which increases every year. And, third, the Interest-Free Capital Assistance Program Policy for MSMEs in the Kepulauan Riau Province has supported and satisfied stakeholders. This can be seen from the support of various parties, such as policymakers, service providers, regulation providers, and beneficiaries who request that this policy continue. This research also suggests that intensive coordination between stakeholders is needed, systems that have been successfully run elsewhere need to be adopted, and commitment needs to be strengthened, especially from service providers.AbstrakPenelitian ini bertujuan untuk mengevaluasi kebijakan terkait Program Bantuan Modal Tanpa Bunga untuk UMKM di Provinsi Kepulauan Riau melalui pendekatan Kualitatif Deskriptif dengan menggunakan Evaluasi Kebijakan Model William N. Dunn. Hasil penelitian menunjukan bahwa Pertama, Kebijakan Program Bantuan Modal Tanpa Bunga untuk UMKM di Provinsi Kepulauan Riau sudah sesuai dengan tujuan yaitu agar pelaku UMKM dapat bertahan dari dampak Covid-19. Hal ini dapat dilihat dari alokasi anggaran Bantuan Modal Tanpa Bunga yang bertambah setiap tahun. Kedua, Kebijakan Program Bantuan Modal Tanpa Bunga untuk UMKM di Provinsi Kepulauan Riau sudah bermanfaat bagi pelaku UMKM. Hal ini dapat dilihat dari Pelaku UMKM penerima bantuan yang bertambah setiap tahun. Serta, Ketiga, Kebijakan Program Bantuan Modal Tanpa Bunga untuk UMKM di Provinsi Kepulauan Riau sudah mendukung dan memuaskan stakeholder. Hal ini dapat dilihat dari dukungan berbagai pihak seperti pengambil kebijakan, penyedia regulasi, penyedia layanan, sampai dengan penerima manfaat yang meminta agar kebijakan ini agar terus dilanjutkan. Penelitian ini juga menyarankan bahwa perlu dilakukan koordinasi yang intensif antar pemangku kepentingan, perlu mengadopsi sistem yang sudah berhasil dijalankan ditempat lain, serta perlu penguatan komitmen khususnya dari pihak penyedia layanan.

Abstract

This article discusses the mentoring of village fund management in Benan Village, Katang Bidare Subdistrict, Lingga Regency. The village fund management mentoring is carried out by the community service team of the Faculty of Social and Political Sciences at Raja Ali Haji Maritime University as part of the higher education tridharma. The purpose of this activity is to describe the mentoring process conducted by the community service team in Benan Village, with a focus on efforts to improve the efficiency, accountability, and transparency of village fund management. The implementation method of this community service is through socialization and lectures. The results of this community service show that the mentoring of village fund management in Benan Village has a positive impact on improving the management of village funds. The mentoring is done through socialization and technical guidance. Based on the results of this activity, the community service team identifies some challenges faced in village fund management mentoring, including uncertainty in mentoring resources and coordination among related institutions.

Abstract

Research discusses the implementation of anchor anchor management policies in the Kepulauan Riau Province which involves various actors with different interests. Research objectives are to implement anchor anchor management policies in the Kepulauan Riau Province. Research method used is a post-positivism approach by analyzing the types of benefits obtained, the scale of change desired, the decision-making framework, institutional and regime characteristics, as well as policy implementation and responsiveness. Results and discussion show that implementing this policy has significant economic, social, environmental and security benefits but still requires improvements to infrastructure and supporting facilities. There is also a need for good cooperation and coordination, increasing institutional capacity, increasing the capabilities of relevant officials, as well as developing technology and innovation to support more effective policy implementation. In conclusion, the anchor anchor management policy in the Kepulauan Riau Province must be improved so that it can have a positive impact on the community and the surrounding environment and improve the welfare of the local community. Apart from that, this research also highlights the importance of involving various actors in decision making regarding anchor anchor management policies. In this way, the resulting policies can be more effective and efficient, and can meet the needs and interests of all parties involved. Implication of this research is the need for synergy and collaboration between various actors regarding anchor anchor management policies. Apart from that, it is also important to pay attention to the decision-making framework, characteristics of institutions and regimes, as well as policy implementation.

Abstract

In this article the author seeks to answer, within the context of the Indonesia state organizational system, why and how Indonesia should establish a single government authority entrusted with supervising the making of ministerial policy regulations or regional government regulations. To that purpose a comparison with other countries is conducted.  It is a fact in Indonesia that regulatory powers or function is shared by and among different ministries and by regional governments. The result of which is the problem of sectoral approach and the existence of numerous overlapping and conflicting regulations. To overcome this problem, in consideration of best practices in other countries, the author suggests the establishment of a single government agency entrusted with, inter alia, previewing ministerial or regional government draft regulations.

Abstract

Money Laundering Crimes can be damaging for the finance, the provision written in The Law Number 8 of 2010 concerning the Prevention and Eradication of Money Laundering. History of this crime came from “dirty money” or “illicit money”. Basically, the motive for the occurrence of money laundering comes from money resulting from criminal acts previously, as explained in Article 2 paragraph (1) of Law Number 8 of 2010 concerning the Prevention and Eradication of Money Laundering Crimes. The purpose of this research is to knowing The Magistrate Authority  in order to do Reverse Burden in Money Laundering criminal cases. Using qualitative research methods and normative legal research. Using Normative Legal Research and employing Qualitative Research Methods. The Criminal Justice Process according to Procedure Code.

Abstract

Kebijakan Kawasan Perdagangan Bebas (FTZ) merupakan komitmen pemerintah pusat untuk mewujudkan percepatan pertumbuhan ekonomi di daerah. Di Provinsi Kepulauan Riau, terdapat tiga wilayah yang termasuk sebagai kawasan FTZ: Batam, Bintan dan Karimun (BBK). Salah satu kebijakan yang diberikan pada kawasan zona bebas ini adalah pemberian izin usaha FTZ khusus rokok. Namun hal ini menjadi masalah di lapangan karena peredaran rokok khusus FTZ di luar kawasan bebas tidak terkontrol. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pengawasan yang dilakukan oleh KPPBC Tipe Madya Pabean B Tanjungpinang terhadap peredaran rokok khusus FTZ. Dalam penelitian ini, metode penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Hasil dari penelitian ini menunjukkan bahwa pengawasan yang dilakukan oleh Kantor Pengawasan dan Pelayanan Bea dan Cukai (KPPBC) Tipe Madya Pabean B Kota Tanjungpinang tehadap peredaran rokok khusus kawasan bebas di luar daerah kawasan bebas telah dilaksanakan baik secara preventif dan represif, namun demikian dalam pelaksanaan pengawasan tersebut masih ditemukan beberapa kendala berupa ketidakjelasan batas-batas dari kawasan bebas, kurangnya fasilitas sarana prasarana serta sumber daya di lapangan dan rendahnya tingkat kesadaran/ketidakpatuhan masyarakat khususnya pedagang rokok dan pengomsumsi rokok.

Abstract

The community service program entitled "Distribution of Life Jackets and Marine Safety Education for Students Using Small Boats in Numbing Village" is based on the high risks faced by students in coastal villages who use small boats as their daily means of transportation. Numbing Village, as a coastal area, has limited access to land transportation, so many students rely on small boats to go to school. However, a lack of understanding about marine safety and a lack of safety equipment, such as life jackets, increases the risk of fatal accidents at sea, especially in bad weather conditions. The main aim of this program is to improve student safety by distributing life jackets and providing marine safety education. The distribution of life jackets is expected to reduce the risk of accidents caused by drowning, while marine safety education aims to increase students' awareness and skills in maintaining personal safety while on board. Apart from that, this program also aims to build awareness of the importance of marine safety from an early age. This program involves collaboration with local schools in Numbing Village, the village government, and the local maritime community. With support from various parties, the program can run more effectively in students' daily activities. This activity is carried out through two main steps. First, the distribution of life jackets to students which has a direct impact on their physical protection when they use ships. Second, organizing marine safety education which includes explaining how to use life jackets, steps to deal with emergency situations at sea, and awareness of weather and water conditions. It is hoped that this program can be implemented in other coastal areas in Indonesia to build a better maritime safety culture.

Abstract

The rise in cases of violence and abuse against children in Indonesia is the background for this research. Basically, children are unable to protect their basic rights, so legal protection is needed provided by the state. The aim of this research is to determine the role of the government in providing protection for children who are victims of sexual violence, and to find out whether rehabilitation and psychological support is needed for children who are victims of violence. sexual. The method used is a normative legal method through a statutory approach and a case approach. The aim is to focus more on supporting materials specifically discussing sexual violence against children and protection for children as victims of sexual violence and harassment. As a result, the government and society have established institutions as shelter for children who are victims of sexual violence and harassment. Apart from that, this institution also provides rehabilitation and psychological support services to support the mental recovery of children who are victims of violence and sexual abuse. This case will have an impact on the child's psychological condition which can cause trauma and serious mental problems. This will have an impact on the child's future, disrupting the development process and hampering the child's potential to become a quality individual. With strong and firm legal protection, it is hoped that it can prevent and reduce cases of violence and sexual abuse against children in Indonesia.

Abstract

The background to this problem is how the Criminal Law provisions regulate cyberbullying, what are the perpetrators' approaches to carrying out cyberbullying actions, and what factors influence perpetrators to carry out cyberbullying. The aim of this research is to analyze the applicable criminal law provisions related to cyber bullying, evaluate law enforcement against perpetrators of cyber bullying in Indonesia, and identify factors in cyber bullying. The method in this research is normative legal research. This approach is carried out by considering the contents of the ITE law, the analysis of which is carried out in more depth in relation to the problem of studying legal provisions. The result: Even though in the Criminal Code this matter has been formulated into different articles, the offense of insulting in the Criminal Code can be linked to Article 27 paragraph (3) concerning criminal acts of insulting via cyberspace. The approach taken by cyberbullying perpetrators is as follows: Instincts of cyberbullying perpetrators, First informant, one of the cyberbullying perpetrators, Cyberbullying perpetrators' actions through drive theory. Cyberbullying behavior is influenced by external and internal factors, including parental involvement, the school environment, as well as provocation and support. However, the main problem underlying cyberbullying is the perpetrator's sense of arrogance and superiority. Many cases of cyberbullying occur because the perpetrator feels more powerful and above other people. This can happen because social media is used unwisely, so they feel they can carry out inappropriate actions anonymously. Cyberbullying has a very bad impact on the mental and emotional health of victims. Therefore, there needs to be better awareness and education regarding the wise and responsible use of social media. Apart from that, there is also a need for strict supervision and action against perpetrators of cyberbullying. In this way, it is hoped that cases of cyberbullying can be reduced and society can use technology positively and have a good impact on life and social interactions.
