Abstract

Recovery of corruption assets is a crucial legal and policy issue, yet Indonesia's history of asset recovery has not yielded significant results due to structural and procedural setbacks. Previous studies by Septiana & Afifah (2022) on civil confiscation and Santosa et al. (2023) on comparative asset forfeiture regulations have examined some aspects of this issue, but lack a comprehensive approach that integrates the principles of the United Nations Convention Against Corruption (UNCAC), domestic law, and the practical challenges faced by third parties. This study examines the procedures established under the UNCAC and their integration into the Indonesian legal framework, with the aim of facilitating the recovery of seized assets in corruption cases. It also investigates the difficulties in verifying asset ownership, the legal framework, and procedures for asset forfeiture. The paper's methodology combines a conceptual approach, which serves as a breakthrough in addressing emerging challenges, with normative research methods. According to the study's findings, the UNCAC addresses asset recovery from corruption crimes in two ways: direct property recovery and recovery through international collaboration. Meanwhile, the confiscation of assets from corruption crimes through prosecution is intended to return assets gained from corruption crimes under Law No. 20 of 2001, which has amended Law No. 31 of 1999, based on confiscation of assets from corruption crimes through civil lawsuits and confiscation of assets from corruption crimes that are difficult to prove through the shifting burden of proof. This research offers a comprehensive strategy that can serve as the foundation for developing a more effective asset recovery policy in Indonesia.

Abstract

This study investigates the role of da'wah in enhancing spirituality as a foundation for developing progressive character traits—such as integrity, responsibility, and social awareness—within the community of Sidenreng Rappang Regency, South Sulawesi. It explores how spiritual development through Islamic preaching can lead to positive individual and collective transformation. A qualitative approach was employed, utilizing interviews, field observations, and literature reviews to gather data on local da'wah practices and their impact on community values. Key informants included religious leaders, community members, and local officials involved in spiritual and social initiatives. Findings reveal that effective da'wah activities significantly contribute to increased personal spirituality and community cohesion. Approximately 80% of participants reported noticeable positive changes in attitudes and behaviors following sustained engagement with da'wah-based programs. These changes included stronger ethical awareness, enhanced social responsibility, and a greater sense of communal harmony. The results suggest that da'wah serves not only as a religious practice but also as a transformative social instrument. By embedding Islamic values into everyday life, da'wah fosters a spiritual environment that supports the formation of progressive character traits. This underscores its strategic role in building a socially conscious and morally grounded society in Sidenreng Rappang. Da'wah plays a critical role in spiritual and character development, making it an essential element in promoting holistic societal progress.

Abstract

This study explores how Citizenship Education (Civics) can improve students’ ethical politeness in sixth grade at Tamamaung 1 Makassar Elementary School. The research addresses concerns about declining student manners, especially in interactions with teachers and peers. A qualitative descriptive approach was applied to gain an in-depth understanding of student behavior and teacher strategies. Data were collected through classroom observations, interviews with teachers and students, and documentation, then analyzed narratively to identify themes of polite and impolite conduct. Findings show that teachers regularly encourage polite behavior such as respectful communication, attentive listening, and tolerance. Yet, some students still display impolite behavior influenced by family background and social environment. Teachers modeled good manners and applied classroom routines, including the “5S” culture (smile, greet, polite, friendly, courteous). However, politeness was not explicitly integrated into lesson plans, as curriculum guidelines lacked specific indicators. Despite this limitation, students generally responded positively, showing improvements in greetings, cooperation, and respect for peers’ opinions. The study concludes that Civics Education can foster ethical politeness when supported by consistent teacher modeling and reinforcement. Greater integration of character values into lesson planning is recommended to ensure sustained behavioral development in line with national education goals.

Abstract

This study analyzes the implementation of talent management through competency testing as a strategy to improve the quality of the State Civil Apparatus (ASN) within the Makassar City Government. Using a qualitative case study approach, the research explores the competency gaps identified among supervisory-level employees who participated in the 2024 competency assessment conducted by BKPSDM Makassar City. Data were collected through observations (12 February–15 March 2024), documentation review, and interviews with key stakeholders. The findings show that although 93% of employees fall within the “optimal” competency mapping category, only 20% meet the requirements for higher job placements, while 40% are still developing, and another 40% fall below required standards. Significant competency gaps were found in self-development, managing change, and orientation to results. These gaps indicate that competency test results have not been fully integrated into a comprehensive talent management system, particularly in linking assessment outcomes with strategic development, placement, and career acceleration policies. The study concludes that while competency testing provides a strong diagnostic foundation, its effectiveness in strengthening talent management relies on consistent follow-up mechanisms, data-driven decision-making, and sustainable development programs. Recommendations include enhancing HR analytics, reinforcing merit-based policies, and establishing continuous monitoring to develop a professional, accountable, and high-performing ASN workforce.

Abstract

Public policy serves as a framework to address public needs and interests, including the regulation of community services. Recognizing the critical importance of public services, governments are motivated to improve service quality through effective public policy implementation. This study aims to analyze the role of public policies in enhancing specific aspects of service quality, such as transparency, accountability, and professionalism. Using qualitative research methods, this study employs a literature study approach with a systematic selection of relevant sources, including peer-reviewed journals, government reports, and policy documents. Data analysis follows three stages: data reduction, data presentation, and conclusion drawing, ensuring a comprehensive understanding of the subject.  The findings indicate that public policies are instrumental in setting minimum service standards, promoting accountability and transparency, empowering communities, enhancing the professionalism of service apparatus, integrating technology into services, and enforcing compliance through penalties for providers failing to meet standards. These measures collectively contribute to significant improvements in service delivery. This research highlights the importance of policy design and implementation in fostering a responsive and efficient public service system. The findings provide actionable insights for policymakers to optimize public service frameworks and ensure community satisfaction.
