Abstract

Transformasi digital dalam administrasi pemerintahan menjadi tuntutan strategis dalam mewujudkan tata kelola pemerintahan yang efektif, transparan, dan akuntabel. Penelitian ini bertujuan untuk menganalisis implementasi manajemen kinerja Aparatur Sipil Negara (ASN) berbasis digitalisasi administrasi di Kementerian Sekretariat Negara Republik Indonesia, serta dampaknya terhadap efektivitas tata kelola pemerintahan. Metode penelitian yang digunakan adalah kualitatif deskriptif, dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi terhadap pejabat struktural serta staf pelaksana yang menggunakan sistem Piawai. Hasil penelitian menunjukkan bahwa penerapan sistem digital dalam manajemen kinerja ASN melalui Sistem Pemerintahan Berbasis Elektronik (SPBE) dan aplikasi Piawai telah meningkatkan efisiensi, transparansi, serta akuntabilitas proses penilaian kinerja. Digitalisasi administrasi membantu mempercepat proses pelaporan, mempermudah pemantauan real time, dan mengurangi tumpang tindih pekerjaan administratif. Namun, efektivitas implementasi masih menghadapi kendala berupa kesenjangan literasi digital ASN, keterbatasan integrasi antar sistem informasi, dan kurangnya evaluasi berbasis hasil (outcome). Secara konseptual, digitalisasi administrasi terbukti mendukung peningkatan kinerja ASN dan memperkuat prinsip Good Governance, terutama pada aspek efisiensi, transparansi, dan akuntabilitas publik. Oleh karena itu, dibutuhkan penguatan kompetensi digital ASN, integrasi sistem Piawai dengan SPBE nasional, serta kepemimpinan digital yang mampu mengoptimalkan teknologi sebagai instrumen reformasi birokrasi dan peningkatan kualitas tata kelola pemerintahan.

Abstract

Kepala sekolah memiliki peran yang sangat strategis dalam peningkatan kualitas pendidikan terutama dalam mengupayakan pengembangan sekolah dan perannya sebagai pelaksana delapan Standar Nasional Pendidikan. Guru Penggerak fokus kepada pengembangan kepemimpinan pembelajaran dan kemandirian guru dalam pengembangan profesional dirinya. Guru Penggerak juga menggerakkan ekosistem sekolah untuk meningkatkan kualitas pembelajaran murid dan menjadikan refleksi serta evaluasi menjadi basis yang menentukan kebijakan atau program di sekolah. Ke depan, arah kebijakan Program Guru Penggerak direncanakan akan menjadi program pendidikan calon kepala sekolah. Metode penelitian menggunakan metode kualitatif deskriptif. Instrumen penelitian dengan melakukan wawancara, Observasi dan dokumentasi. Mekanisme pendaftaran pelatihan Bakal Calon Kepala Sekolah (BCKS) melalui Sistem Informasi Manajemen Pengembangan Keprofesian dan Karier Pendidik dan Tenaga Kependidikan (SIM KSPSTK) adalah proses seleksi bertahap yang melibatkan pengusulan, seleksi administrasi, dan seleksi substansi telah berjalan dengan baik. Antusias guru yang mengikuti pendaftaran pelatihan bakal calon kepala sekolah cukup banyak walaupun masih ada kendala-kendala teknis dan non teknis seperti platform yang digunakan pendaftaran online ada gangguan, pandangan negatif terhadap jabatan kepala sekolah. Mereka melihatnya sebagai jabatan dengan beban kerja yang berat, insentif rendah, dan tugas kepemimpinan yang besar, sehingga banyak guru menolak untuk mengikuti seleksi kepala sekolah.

Abstract

Tujuan penelitian ini adalah untuk menganalisis Kebijakan Afirmasi Kualifikasi Guru S1/D4 Dalam Upaya Peningkatan Profesionalisme Guru Di Direktorat Jenderal Guru, Tenaga Kependidikan, dan Pendidikan Guru Kementerian Pendidikan Dasar Dan Menengah, beserta gambaran kebijakan, kendala dan upaya optimalisasinya. Metode penelitian ini merupakan penelitian kualitatif dengan desain studi kasus deskriptif. Dalam penelitian ini informan yang diwawancarai berjumlah 5 orang. Teknik analisis data yang digunakan adalah reduksi data, penyajian data dan penarikan kesimpulan serta verifikasi. Temuan dari penelitian ini adalah: (1) Kebijakan afirmasi kualifikasi guru S1/D4 bertujuan meningkatkan profesionalisme guru dengan memberikan kesempatan kepada guru non-sarjana (S1/D4) untuk meningkatkan kualifikasi akademik, yang pada akhirnya akan berdampak langsung pada kualitas pembelajaran di kelas. Kebijakan ini dapat menjawab kebutuhan akan guru yang kompeten sesuai kurikulum modern, memperkuat kompetensi, dan memfasilitasi guru yang ingin mengembangkan diri meski terkendala berbagai kondisi. (2) Kendala Kendala kebijakan afirmasi kualifikasi guru S1/D4 yaitu Akses untuk melanjutkan pendidikan S1/D4 sangat sulit bagi guru di daerah 3T (tertinggal, terdepan, terluar). Akses pendidikan yang terbatas menjadi kendala kebijakan afirmasi S1/D4 bagi guru karena guru di daerah terpencil mengalami kesulitan mengakses pendidikan tinggi karena jarak yang jauh, infrastruktur yang minim, dan kurangnya tenaga pendidik di daerah tersebut. Kendala lain adalah kesibukan guru, yang membuat mereka sulit meluangkan waktu untuk melanjutkan studi. (3) Upaya untuk Kebijakan Program ini secara langsung membantu guru memenuhi standar kualifikasi pendidikan minimum (S1/D4) yang menjadi syarat profesional, seperti yang diamanatkan Undang-Undang Guru Dan Dosen. Dengan terpenuhinya kualifikasi akademik, guru dapat melanjutkan ke program Pendidikan Profesi Guru (PPG) untuk mendapatkan sertifikat pendidik, yang dapat berujung pada peningkatan kesejahteraan, seperti Tunjangan Profesi Guru (TPG).

Abstract

Maksud primer dari riset ini ialah guna mengenali tata kelola performa, capaian institusional beserta dampaknya pada mutu layanan entitas pemerintahan, sekaligus melakukan asesmen terhadap pengaruhnya pada dorongan motivasi serta pencapaian prestasi pekerja. Riset ini memakai pendekatan kualitatif dengan kajian kepustakaan (library research) sebagai metode primer dalam pengumpulan dan pengolahan informasi. Pendekatan kualitatif terpilih lantaran memberikan peluang kepada peneliti untuk menyelami secara intensif konsepsi-konsepsi serta gejala yang berkaitan dengan tata kelola performa yang adaptif dalam konteks atmosfer kerja kontemporer. Secara spesifik, riset ini berkehendak mengenali unsur-unsur pokok seperti evaluasi yang berkeadilan, respons konstruktif, serta taktik pengembangan tenaga kerja yang mampu memberikan kontribusi pada realisasi sasaran institusional sekaligus menyediakan petunjuk bagi entitas dalam merumuskan sistem tata kelola performa yang mendorong partisipasi aktif dan kebahagian pekerja. Metode riset ini memanfaatkan pendekatan deskriptif kualitatif lewat penelusuran pustaka, dengan analisis tematik guna mengeksplorasi serta mengklasifikasikan informasi literatur yang berkenaan dengan tata kelola performa. Penemuan primer dalam penelusuran pustaka memperlihatkan bahwa tata kelola performa yang efisien berpusat pada penetapan sasaran, respons berkelanjutan, pengadopsian teknologi, serta pengembangan tenaga kerja yang menyeluruh. Implementasi ini mampu mengakselerasi produktivitas, keterlibatan, serta pencapaian sasaran institusional. Dengan mengintegrasikan prinsip-prinsip adaptabilitas dalam sistem evaluasi performa, entitas dapat meningkatkan efektivitas mereka dalam mengatur performa pekerja dan menanggapi transformasi dengan lebih sigap dan akurat. implementasi tata kelola performa yang efisien dalam mengakselerasi produktivitas dan motivasi pekerja.

Abstract

Efficient and accessible civil service is an important aspect of a country's development. Indonesia, as a country with a large and diverse civil service and a vast territory, faces complex challenges in providing equitable access to civil service for all civil servants. However, with rapid advances in information and communication technology, electronic-based government systems have emerged as a potential solution to improve service accessibility in Indonesia. The purpose of this study is to evaluate electronic-based government systems in improving the accessibility of public services in Indonesia and the benefits generated for the civil service (ASN). The Civil Service Information System (SIASN) is a digital platform developed by the State Civil Service Agency to manage ASN data and information in Indonesia. This study aims to evaluate the SIASN-based name and NIP correction service policy based on State Civil Service Agency Regulation Number 7 of 2023. This study uses a descriptive analytical approach by collecting data through literature studies and analysis of related documents. The results show that electronic-based government systems play an important role in improving the accessibility of public services and civil service in Indonesia. By reducing physical barriers, increasing efficiency, and providing additional benefits such as transparency and more active public participation, these systems can accelerate public service processes and increase the satisfaction of the civil service. To optimize the role of the electronic-based government system, joint efforts are needed between the civil service (ASN) and personnel managers in improving infrastructure, digital literacy, and data protection in order to accelerate personnel services in terms of correcting the names and NIP of civil servants (ASN) through the SKK SIASN application of the Civil Service National.

Abstract

This study aims to analyze the quality of the financial statements of the Directorate General of Forestry Planning and Environmental Management in supporting transparency and accountability in budget management for the 2019–2024 Fiscal Year. The analysis is focused on the Balance Sheet and Expenditure Realization Report using a descriptive quantitative approach. The analysis techniques used include the analysis of changes in financial statements (horizontal analysis), percentage analysis per component (vertical analysis), and trend analysis (trend analysis). The results showed that the financial position of the Directorate General of Forestry Planning and Environmental Management during the study period fluctuated, especially in the asset and equity components, while liabilities were at a relatively small level compared to total assets. The rate of realization of expenditure against the budget is consistently above 90 percent, which reflects the effectiveness of budget implementation. Trend analysis shows that the realization of spending tends to increase in the long term, despite fluctuations between budget years. Overall, the results of the analysis indicate that the financial management at the Directorate General of Forestry Planning and Environmental Management has shown a positive direction and is supported by the presentation of consistent and reliable financial statements. Thus, the quality of the financial statements produced has played a role in increasing transparency and accountability in budget management.

Abstract

This study aims to examine the effects of relational capital, work motivation, and work culture on employee performance at the Center for the Development of Public and Special Libraries, National Library of the Republic of Indonesia, within the context of service transformation and bureaucratic reform. A quantitative approach was employed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). Data were collected through a questionnaire distributed to employees and analyzed using SmartPLS software. The results indicate that relational capital, work motivation, and work culture simultaneously influence employee performance, with an adjusted R-square value of 0.534, indicating a moderate predictive power of the model. Partially, work motivation and work culture have a significant positive effect on employee performance, whereas relational capital does not show a significant effect. The effect size (f²) analysis further reveals that work culture exerts the strongest influence, followed by work motivation, while the contribution of relational capital is negligible. These findings suggest that improving employee performance in the National Library environment is more effectively achieved through strengthening work culture and enhancing work motivation as part of human resource development and bureaucratic reform strategies. This study provides empirical evidence and practical implications for human resource management in public-sector library institutions

Abstract

The change in policy to distribute Teacher Professional Allowances directly is a concrete step by the government to simplify bureaucracy and guarantee teachers' rights. Teachers, as the spearhead of education, gain certainty and protection of their rights to professional allowances, enabling them to perform their duties optimally and sustainably. This policy is expected not only to improve teachers' welfare but also to be part of a better, more transparent, and accountable education governance reform. The research method used was descriptive qualitative. The research instruments were interviews, observation, and documentation. There were five informants in this study, all of whom were from within the organization. The results of the study show that the policy of distributing Regional Civil Servant Teacher Professional Allowances (TPG) directly to teachers' accounts aims to improve the efficiency, transparency, and timeliness of payments. With this new mechanism, teachers are expected to receive their allowances faster and more reliably, which will have a positive impact on their welfare and motivation, although it requires strong coordination between the central and regional governments to validate teacher data and accounts. Eliminating bureaucratic procedures through local governments will make the process faster and more accountable. Ensuring that teachers receive allowances regularly, ideally every month along with their salaries. Improving teachers' welfare, which is expected to increase their work enthusiasm and the quality of education.

Abstract

The purpose of this study is to analyze the implementation of population information digitalization at the North Bekasi District Office. This study is a qualitative study with structured interviews with 5 informants. The results of the research that has been conducted show that: (1) The implementation of the population information digitalization policy in North Bekasi District still faces obstacles in the implementation of SIAK, such as low competence of service officers, infrastructure that does not meet specifications, unstable internet networks, and socialization and counseling that are not carried out continuously, making the community not understand the procedures that must be carried out in processing population documents. (2) Factors that influence the implementation of the population information digitalization policy in North Bekasi District, include: support, capacity, and value. (3) Strategies that need to be implemented by the apparatus in North Bekasi District in determining the success or failure of implementing the information digitalization policy in their area include: the need to implement minimum service standards as a reference in the performance of the administration of the population administration sector in order to improve the quality of services to the public, the need for improvements in the management of administrative services in North Bekasi District, the need to improve facilities and infrastructure supporting public services, and the need to add service officers, both honorary and contract, and the budget for implementing activities needs to be increased in order to anticipate the increasing number of people using services.

Abstract

This study aims to analyze the communication strategies used by tax officials to improve taxpayer compliance with the Certain Goods and Services Tax (PBJT) in the food and beverage sector in Pondok Gede District, Bekasi City. This study is driven by low tax compliance, despite the culinary sector's significant potential for Regional Original Revenue (PAD). The methodology employed in this study is qualitative with an interpretive approach, including in-depth interviews with the Head of the Tax and Retribution Unit (UPTD) in the Pondokgede area and several taxpayers. The analysis utilizes Cutlip, Center, and Broom's (2016) public communication strategy theory, which emphasizes the importance of strategic communication planning in fostering reciprocal relationships between public organizations and the public. Furthermore, this study relies on public service theory, which emphasizes empathetic communication and transparency as essential elements in public services focused on public satisfaction. The results of this study indicate that communication strategies play a central role in fostering awareness and trust among taxpayers. Three main approaches were used: a humanistic-interpersonal approach that emphasizes empathy and direct communication; a participatory approach that involves taxpayers in outreach activities; and a digital-adaptive approach through the use of social media and online platforms. The conclusion of this study indicates that improving tax compliance depends not only on fiscal policies or sanctions, but also on the quality of public communication that is educational, persuasive, and sustainable. Clear, open, and empathetic communication can build trust and motivate the public to actively participate in paying taxes as a contribution to regional development.
