Abstract

Joko Widodo (Jokowi) is a leader that is widely expected to transform Indonesia into a better country. Hopes and wishes were rising when he was elected as the president of Indonesia. This paper will describe various innovations undertaken before and after his presidential inauguration as well as the assorted innovations made in reforming the administration of his cabinet. As the president of Indonesia, Joko Widodo is required to realize the aspirations of the people in freeing the government from corruption, collusion, and nepotism. The management of ministerial and non-ministerial institutions becomes the very first crucial issue undertaken by Joko Widodo. This led to a polemic in regards to reducing or increasing the number of institutions, as the Jokowi administration actually increased the amount. In Susilo Bambang Yudhoyono's administration, several policies were made systematically and based on legislations that had been approved by the lagislature. Joko Widodo's administration in more partial in nature. The administrative reform program that is highly anticipated is the continuation of the Public Service Act. This law is a step forward from the administrative reform program that aims at the creation of good governance. Changes is career path, salary system, pension and benefits for civil servants, performance-based staffing are various efforts of sustainability carried out by Joko Widodo's administration.

Abstract

The aim of this study is to describe the policy innovation of the implementation of a smart city in Bandung. Heightening urban issues are becoming increasingly complex and limited resources are available to alleviate them, making the government to continue making policy innovations in order to improve the societal welfare. The smart city policy innovation implemented by the government of Bandung is expected to solve the priority problems of Bandung effectively and efficiently. In conducting a policy innovation, special attention should be paid to several important things such as regulation, community needs, and understanding the apparatus and those who contribute in the implementation of a smart city in Bandung. With the fulfillment of several policy innovation factors, the implementation of a smart city in Bandung can be successful and solve the problems that currently exist in the city. To analyze the smart city policy innovation in Bandung, the researchers used the policy innovation instrument phase from Susanna Borras and Charles Edquist. The method used in this research is a qualitative method with a descriptive analysis method, and data collection was carried out through literature and field study (observation, interview, and documentation). The result of this research is that the smart city policy innovation in Bandung has not been successfully implemented. This can be seen from the three instruments of policy innovation that have not been implemented in the implementation of a smart city in Bandung. The three instruments are a regulation instrument, an economic financial instrument, and a soft instrument.

Abstract

Masalah sosial yang dihadapi masyarakat Indonesia dipengaruhi oleh kondisi kemiskinan, seperti kekurangan makanan, pendidikan, kesehatan, pengangguran, gizi buruk, dan lain-lain. Kemiskinan merupakan masalah pembangunan yang kompleks dan multidimensi sehingga untuk mengatasinya diperlukan suatu upaya kolektif dari pemerintah dan masyarakat dalam menyusun dan menerapkan strategi yang komprehensif, terpadu, terarah, dan berkelanjutan. Untuk wilayah perkotaan, upaya itu diwujudkan oleh Pemerintah Indonesia dengan Program Penanggulangan Kemiskinan di Perkotaan (P2KP). P2KP hadir untuk melaksanakan amanat Program Pembangunan Nasional yang menempatkan penanggulangan kemiskinan sebagai prioritas mendesak untuk segera ditangani. P2KP membawa paradigma baru bahwa untuk menanggulangi kemiskinan secara berkelanjutan diperlukan suatu pendekatan yang berbasis pada prinsip prinsip pemberdayaan komunitas sehingga dalam proses pelaksanaan program perlu dilakukan upaya upaya tertentu yang harus dilakukan oleh komunitas itu sendiri dengan sasaran utama adalah masyarakat miskin di tingkat kelurahan di perkotaan. Usaha mendorong kemandirian dan kemitraan masyarakat bersama Pemerintah Daerah dalam menanggulangi kemiskinan di perkotaan Indonesia telah dilakukan melalui P2KP tahap pertama, kedua, dan ketiga, yang kemudian dilanjutkan menjadi Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri Perkotaan.                                                             AbstractThe social problems faced by the Indonesian people are affected by poverty conditions, such as food shortage, education, health, unemployment, malnutrition, and others. Poverty is a complex and multidimensional development problem. Thus, in order to overcome poverty, a collective effort needs to be done by involving the government and society in developing and implementing comprehensive, integrated, effective, and sustainable strategies. In urban areas, such effort is realized by the Indonesian Government by way of Urban Poverty Program (P2KP). P2KP is present to carry out the mandate of the National Development Program that puts poverty alleviation as an urgent priority for to be addressed immediately. P2KP brings a new paradigm in tackling poverty in sustainable manner by making use of an approach based on the principles of community empowerment so that the program implementation process should contain specific efforts that are done by the community with the primary target is the urban poor people in kelurahan. Several efforts to encourage self-reliance and partnership between community and regional government in elevating urban poverty in Indonesia have been conducted through P2KP in three stages, continued as the National Community Empowerment Program for Urban Community (PNPM Mandiri Perkotaan).

Abstract

This Article is intended to the poverty incidence that occurred in Indonesia in 2005 and 2008 as the impact of rising world oil prices that led to the unconditional cash transfer program UCT (Bantuan Langsung Tunai (BLT) i.e Indonesia literate) was launched in Indonesia. BLT program is one program that was launched by the Indonesian government in early 2005 and mid 2008. Unconditional cash transfer program is one of the social policy given to the poor as a way to reduce the impact of rising world oil prices that could affect the purchasing power of the poor in Indonesia. This program circulate the money of approximately US$ 10/month is regarded as an aid that is “giving charity” to the poorin Indonesia. This article also will show some of the BLT program as one of the social policy in Indonesia. The various obstacles encountered during this policy and also someeconomic and social problems encountered in this program, starting from the problems of counting the poor community, the implementation of the program until the end of thisBLT program. This will be a descriptive writing by describing a variety of archival and field data the government and conducted by the author. It is to intended the readers toknow how social policy was implemented in Indonesia as an experience.

Abstract

The existence of regional autonomy, one of which is trying to provide the best quality service and helping the welfare of local communities with regional capabilities in managing their own regions. But in reality, regional autonomy does not provide equitable publik services, this is because Garut Regency has a large area and a large population and is not balanced with the capacity and resources of the local government in serving the community. The purpose of this study is to determine the expansion of the New Autonomous Region of South Garut Regency as an alternative to realizing the effectiveness of publik services. The method in this research uses a descriptive qualitative approach, collecting data through interviews. Interactive model of data analysis techniques consisting of data reduction, data presentation and increasing conclusions. The results of this study are the division of South Garut Regency is an appropriate and fast alternative as an effort to provide effective and optimal publik services in overcoming development disparities. The conclusion of this study in terms of speed, the expansion of South Garut Regency can help accelerate the services provided by the local government with the support of adequate human resources and infrastructure. In terms of accuracy it helps in providing services that reach all corners of the village and on targeted budget allocations. In terms of convenience when it makes it easier to serve the community because of the government offices that are close to access that is accessible to the community. In terms of justice, the large population is balanced with the number of government agencies / offices in the South Garut region.

Abstract

ABSTRAKPenelitian ini bertujuan untuk menggambarkan performa perilaku kolektif gerakan Bike to Campus komunitas UIN Sunan Gunung Djati Bike Community (USBC). Penelitian ini dilatarbelakangi oleh masifnya penggunaan kendaraan bermotor dan polusi di sekitar kampus UIN Sunan Gunung Djati Bandung yang dapat mendegradasi kenyamanan kampus dan mengganggu kesehatan. Oleh karena itu, dibentuklah komunitas sepeda USBC untuk mengajak mahasiswa menggunakan sepeda sebagai transportasi alternatif yang mendukung mobilitas dan aktivitas sehari-hari mahasiswa. Metode penelitian yang digunakan adalah kualitatif deskriptif. Penentuan informan secara purposive sampling. Data dikolektifkan menggunakan teknik observasi, wawancara, dan dokumentasi. Analisis data dilakukan dengan prosedur pengumpulan data, reduksi data, penyajian data, verifikasi, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa gerakan Bike to Campus komunitas USBC adalah gerakan sosial baru yang dibentuk oleh mahasiswa yang peduli terhadap isu etika environmetalis dan kesehatan. Perilaku kolektif dilakukan secara individual, berkelompok , maupun berkolaborasi dengan komunitas sepeda atau pemerintah kota. Adapun problem yang dihadapi adalah visi dan misi yang belum konkret, perilaku kolektif sangat bergantung pada inisiatif para anggota, dan belum terselenggaranya regenerasi kepemimpinan.  ance of the collective behavior of the Bike to Campus movement in the UIN Sunan Gunung Djati Bike Community (USBC) community. This research is motivated by the massive use of motorized vehicles and pollution around the campus of Sunan Gunung Djati UIN Bandung which can degrade campus comfort and disrupt health. Therefore, the USBC bicycle community was formed to invite students to use bicycles as an alternative transportation that supports the mobility and daily activities of students. The research method used is descriptive qualitative. Determination of informants by purposive sampling. Data is collected using observation, interview, and documentation techniques. Data analysis is done by procedures for data collection, data reduction, data presentation, verification, and conclusion. The results of the study indicate that the movement of the Bike to Campus community of USBC is a new social movement formed by students who care about the issues of environmental and health ethics. Collective behavior is carried out individually, in groups, and in collaboration with the bicycle community or the city government. The problem faced is that the vision and mission are not yet concrete, collective behavior is very dependent on the initiative of the members, and the implementation of leadership regeneration has not yet been implemented.

Abstract

The purpose of this study was to determine the policy advocacy network in support of the expansion of the new South Garut autonomous region. The method used in this study used a qualitative descriptive approach. The technique of collecting data through interviews and documentation, informants were selected based on purposive sampling and snowball. The data analysis technique used is an interactive analysis model including data reduction, data presentation (display) and drawing conclusions. The results of this study are that the Policy Advocacy Network in supporting the expansion of the New South Garut Autonomous Region, has so far made efforts to support the expansion with their respective roles. Both from South Garut academics, South Garut community leaders, especially the expansion presidium who are representatives of the South Garut community and the Garut district government itself as policy makers at the district / city level. The three actors of course network with each other to support the division of South Garut into a new district in West Java, through procedures that are regulated in accordance with the applicable laws and regulations in establishing a new autonomous region.

Abstract

The tourism sector has a significant contribution to the economy of Manado City, North Sulawesi Province. However, on the other hand, it has a negative effect on the increase in the number of child commercial sexual exploitation victims and makes children into commercial sex workers. Despite not effective, the Local Government of Manado City, North Sulawesi Province, has made efforts to cope with the child commercial sexual exploitation victims. In connection with the case, this study is designed to analyze the causes of ineffectiveness of Local Government efforts in tackling child commercial sexual exploitation victims. The study was conducted in tourism area of Manado City, North Sulawesi Province. The informants involved in this study were divided into two types: experts and non-experts. The informants were determined by using Opportunistic Sampling, and the sampling is using Snowball Sampling. The results of the study showed that the development of tourism sector has negative effect on children in the communities. Efforts made to cope with child commercial sexual exploitation victims by the local government and relevant parties have not been effective due to limited allocation of budgets and skilled, quality human resources, the lack of harmonious understanding between police with judges and public prosecutors as law apparatus, supervision, and protection of victims in solving the cases of child commercial sexual exploitation victims, the implementation of action committee’s duties and responsibility have been not effect, the number of obstacles facing them.

Abstract

Kinerja organisasi desa belum optimal dalam memaksimalkan potensi desa wisata. Hal ini mengakibatkan desa wisata belum memberikan kontribusi positif pada pembangunan desa. Indikator yang menjadi tolak ukur belum optimalnya kinerja lembaga desa adalah belum terwujudnya tiga sasaran pengembangan pembangunan desa yaitu atraksi wisata, aksesibilitas dan amenitas. Penelitian ini dilakukan untuk menganalisis bagaimana mewujudkan kapasitas organisasi desa yang efektif. Penelitian ini menggunakan pendekatan kualitatif bersifat deskriptif interpretatif , dengan subjek penelitian empat desa wisata yaitu Desa Sungai Kecil, Desa Sebong Pereh, Desa Pengudang, dan Desa Berakit. Data yang digunakan yaitu data primer melalui wawancara yaitu dengan tanya jawab berdasarkan daftar pertanyaan dan wawancara tidak terstruktur serta observasi untuk melihat langsung realitas yang terjadi di locus penelitian. Data selanjutnya yang digunakan yaitu data sekunder dari dokumen pendukung. Hasil dari analisis penelitian empiris membuktikan dimensi kapasitas organisasi cenderung tidak memberikan manfaat yang lebih besar dalam pembangunan di desa wisata. Keseluruhan dimensi kapasitas yang dinilai tidak menunjukkan dukungan kapasitas kerja yang efektif. Implikasi dari hasil temuan penelitian dan dokumentasi yang dilakukan menghasilkan kesimpulan bahwa Human resorcus, Eksternal, inftastructure dan Financial dalam linkungan organisasi desa belum memilikikualitas yang mencukupi untuk mendukung secara efektif terlaksana pembangunan kepariwisataan di empat desa wisata.

Abstract

This study aims to describe the hegemony of the aristocratic political elite in the administration of the government bureaucracy, to reveal the patterns and media of the hegemony of the aristocratic elite in maintaining the status and identity of the power structure, bureaucratic politics and to explain how the political implications of the hegemony of the aristocratic elite on the freedom of local democracy in Central Lombok Regency. The research uses a descriptive qualitative approach, one type of research that is intended to explore and clarify a phenomenon or social reality. By knowing the sources of primary and secondary data, as well as collecting data through in-depth interviews, non-participatory observations and documentation. Analysis of the data using an interactive analysis model. Based on the results of research analysis, the political hegemony of the aristocratic elite is carried out by regional heads as nobles by utilizing the government bureaucratic network through the placement of regional heads. The state civil apparatus from clans, relations and aristocratic relatives in various strategic positions such as heads of offices, and heads of government, patterns and strategies used to carry out political hegemony by the nobility in Central Lombok Regency is to utilize socio-religious organizations such as Nahdlatul Wathan, Islamic Boarding Schools and Islamic Boarding Schools. cultural associations such as the Central Lombok Sasak Cultural and Customary Council which have a wide network spread across the island. In fact, the political hegemony of the aristocratic elite in Central Lombok Regency has negative implications for local democracy.
