Abstract

Penelitian ini bertujuan untuk memberikan informasi yang dapat digunakan sebagai dasar untuk kebijakan pembangunan daerah. Dengan mempertimbangkan karakteristik dan potensi sektor-sektor unggulan, Kabupaten Bekasi diharapkan dapat merancang strategi pembangunan yang lebih terarah untuk meningkatkan kesejahteraan masyarakat dan pertumbuhan ekonomi yang berkelanjutan. Laju pertumbuhan penduduk, perubahan struktur ekonomi, dan dampak pandemi COVID-19 turut memengaruhi kondisi ekonomi daerah. PDRB Kabupaten Bekasi terus mengalami peningkatan, dengan sektor industrip pengolahan menjadi kontributor utama. Berdasarkan metode analisis shift-share, Location Quotient (LQ), dan Klassen Typology menunjukkan bahwa sektor industri, terutama industri pengolahan, memiliki peran sebagai sektor utama di Kabupaten Bekasi. Skenario proyeksi PDRB hingga 2027 menggambarkan potensi pertumbuhan ekonomi yang bervariasi tergantung pada kondisi eksternal seperti stabilitas global dan pemulihan pasca-pandemi. Sektor pertanian, kehutanan, dan perikanan menunjukkan fluktuasi yang signifikan yang cenderung stabil dengan rata-rata 1.5 persen, sedangkan sektor perdagangan menunjukkan kesetabilan selama 8 tahun di angka 5 persen. Analisis konsumsi rumah tangga memperlihatkan peran utama dalam perekonomian, dengan kontribusi sebesar 35 persen meskipun terpengaruh penurunan daya beli selama pandemi.

Abstract

Purpose The purpose of this study is to use VOSviewer to conduct a bibliometric examination of language skills in a business context. A quantitative description method is employed in this investigation. Methodology The data utilized in this study came from Google Scholar search results for the term "Language skills in business context," which were obtained utilizing the publish or perish program. The data source was taken from the Google Scholar database for the period 2013 – 2023. The total documents found during the last 10 years were 616 documents. Results/Findings Based on the research results, it was found that the number of publications regarding the test language skills in business contex experienced fluctuations. The results of mapping the article data produce three forms of visualization, namely network visualization, overlay, and density. Implications The study provides valuable insights into the evolution, methodologies, and trends within research on language skills in a business context, emphasizing the importance of bibliometric analysis in understanding scholarly landscapes.

Abstract

The concept of state digital-surveillance has been recognized as a significant factor impacting individual privacy and social dynamics, drawing greater attention in sociological literature. However, existing studies often examine digital surveillance, social control, and privacy in isolation, and there is limited empirical research establishing clear causal links between state digital-surveillance and its broader societal impacts. As a result, there is a need for a confirmatory study that addresses this gap. The literature on the relationship between state digital-surveillance and its effects on privacy and autonomy remains fragmented, with few comprehensive studies exploring how surveillance practices shape societal structures. This scoping review utilizes the PCC model of PRISMA guidelines to investigate these connections. It focuses on the causal relationship between state digital-surveillance, individual freedoms, and societal control, providing an overview of existing literature and identifying areas for further research. Specifically, this review highlights the intersection of digital surveillance and social behavior, offering insights that map the complex linkages between state digital-surveillance and its effects on modern society.

Abstract

Education plays a strategic role in national development, such as School Operational Assistance (SOA) program, which is legally governed by multi-ministerial regulations namely the Regulation of the Minister of Education, Culture, Research, and Technology Number 63 of 2023, the Minister of Finance Regulation number 204 of 2022, and the Minister of Home Affairs Regulation number 3 of 2023. While existing studies on SOA have largely focused on administrative accountability and financial effectiveness, ther have paid limited attention to how legal compliance operates within a fragmented, multi-actor governance structure and how adaptive governance mechanisms can address regulatory rigidity and compliance traps. This gap is particularly evident in complex urban contexts such as Jakarta. This study aims to analyze the level of legal compliance in the management of SOA funds and to develop a dynamic governance model that can improve legal compliance and the effectiveness of SOA management in Indonesia. The research uses a descriptive-qualitative approach supported by quantitative data, through surveys and questionnaires of 52 high schools (public and private), and also uses a normative-qualitative method through document analysis techniques of laws and regulations related to the implementation of SOA from the Minister of Education and Culture, Minister of Finance, and Minister of Home Affairs. The results show that 90% of schools reported timely or very timely SOA fund disbursement, and 92% considered the allocated funds sufficient or very sufficient to support operational needs. In terms of administrative capacity, 94% of schools reported no difficulty in financial reporting, indicating relatively strong procedural compliance. However, substantive challenges persist: 28% of respondents identified limited budget flexibility, 27% reported mismatches between allocations and actual school needs, and 18% experienced high administrative burdens due to dual system. From a legal compliance perspective, this study reveals that compliance is predominantly deterrence-based, driven by administratice obligation rather than normative understanding of regulatory objectives, increasing the risk of procedural compliance traps. The recommended model developed refers to three pillars of dynamic governance, namely Thinking Ahead (flexible and responsive planning), Thinking Again (continuous evaluation and simplification of procedures), and Thinking Across (collaboration between institutions and stakeholders). This model is expected to become a policy reference that is not only relevant to Jakarta but can also be adopted in other regions with similar characteristics in education finance management.
