Abstract

Kebijakan publik sektor kesehatan hal yang sangat kompleks karena menyangkut hajat hidup orang banyak dan kepentingan masyarakat luas. Dalam perkembangan sistem kesehatan dunia, diperlukan kebijakan dari setiap negara untuk mengatasi  permasalahan  kesehatan. Salah satu penyakit yang mengancam kehidupan masyarakat dunia adalah penyakit Malaria.Sedangkan Negara Republik Tanzania merupakan salah satu negara yang memiliki masalah penyakit malaria yang menyebabkan banyak kematian. Namun kebijakan kesehatan dalam penanggulangan penyakit malaria mengalami kendala. Penelitian ini menggunakan metode penelitian kualitatif yang bersifat deskriptif. Data diperoleh menggunakan data sekunder dengan studi literatur. Hasil analisis bahwa keterbatasan dan ketidakmampuan pemerintah dalam pengalokasian anggaran untuk kesehatan sehingga pemerintah tidak mampu menyediakan fasilitas kesehatan yang memadai dan dalam penanggulangan penyakit malaria di Tanzania sudah menunjukan keberhasilan salah satunya di wilayah Zanzibar, namun hal ini tidak terlepas dari keterlibatan negara asing baik melalui organisasi internasional dan NGO yang memegang peranan penting.Kata kunci : Kebijakan Kesehatan Publik, Penanggulangan Penyakit Malaria, Tanzania.

Abstract

Penduduk pedesaan sebagian besar menggantungkan hidupnya melalui pertanian. Negara Indonesia merupakan negara yang memiliki lahan pertanian yang begitu luas. Berdasarkan data Badan Pusat Statistik tahun 2016, untuk lahan sawah di Indonesia mencapai 8,19 juta Ha. Data sensus penduduk menunjukkan jumlah penduduk pedesaan 50,21 % (BPS, 2010). Dengan potensi yang besar di bidang pertanian, tentunya hal ini perlu dukungan sumber daya penyuluh pertanian yang unggul untuk mendukung program pemerintah dibidang pertanian. Setelah terbitnya Undang-Undang No. 23 Tahun 2014 Tentang Pemerintah Daerah muncul kekhawatiran mengenai eksistensi penyuluhan di Indonesia. Tujuan dari jurnal ini yaitu, memaparkan perkembangan penyuluhan pertanian dan bagaimana dukungan Undang-Undang No. 23 Tahun 2014 terhadap penyelenggaraan penyuluhan. Adapun metode yang digunakan yaitu studi pustaka bersumber dari jurnal, peraturan-peraturan dan artikel yang berkaitan dengan kebijakan penyuluhan pertanian. Hasil dari jurnal ini yaitu menunjukkan bahwa adanya perubahan paradigma penyuluhan setelah terbitnya Undang-Undang No. 23 Tahun 2014 Tentang Pemerintah Daerah.

Abstract

This study discussed the social resilience of natural disaster survivors during the Covid-19 pandemic. So it would discuss more about the live of natural disaster survivors in this era, as it was known that facing a pandemic they were faced with natural disasters that had a major impact on their lives. This study aimed to discuss how the social life of natural disaster survivors was and what factors affected the social resilience of disaster survivors during the pandemic. In this study, the author used a qualitative method with household groups of natural disaster survivors as informants, which had the categories of groups of households that had lost their homes, groups of households that have lost their homes and jobs, groups of households that had lost their homes and families and the last group of homes. households who have lost their homes, jobs and family members. The Findings were survivors of natural disasters during this pandemic having a good level of resilience with the support of several factors, namely Individual Factors, Social Support and spiritual.

Abstract

Dalam mendukung pelaksanaan penguatan hukum yang berlaku di masyarakat, maka penguatan tersebut perlu dilakukan melalui pemerintah desa. Pemerintah pusat melalui program oleh Kementerian Hukum dan HAM Republik Indonesia merasa perlu untuk memberikan penghargaan kepada pemerintah desa yang telah berupaya untuk menetapkan terobosan-terobosan kebijakan dalam mendukung desa sadar hukum yang bertujuan untuk menguatkan keberadaan Indonesia sebagai negara hukum. Sebagai salah satu desa yang pernah meraih penghargaan Desa Tertib Hukum dari Polres Kota Tasikmalaya pada tahun 2011, 2013, 2014, 2016, dan 2018, Tim Pengabdian melihat potensi Desa Kadipaten untuk meraih Penghargaan Anubhawa Sasana Desa atau Desa Sadar Hukum. Metode pelaksanaan pengabdian ini adalah Focus Grop Discussion (FGD), pembekalan perangkat desa dalam bentuk pemaparan materi serta melakukan sosialisasi ke pedusunan di Desa Kadipaten. Hasil dari pengabdian ini terlihat bahwa masyarakat memiliki antusiasme yang tinggi dalam melakukan upaya meraih penghargaan tersebut

Abstract

The purpose of this study was to determine the provision of free land for transmigration development, identify issues, constraints, challenges in implementing transmigration in the era of regional autonomy, formulate material for consideration policies among limited land for the future. The research applied qualitative; types of data required in this research were secondary and primary data. Main data in this research were in the form of transmigration area development planning documents, regulations and research reports. The results of the study found that people who were at the transmigration development site gave their land for free to the local government accompanied by a report of the handover an area of 4 hectares. The novelty of this research focuses on the policy of providing free land in Payahe transmigration area to gain community support and participation without causing conflict of interest so that the development of the transmigration area can proceed smoothly. The analysis process is focused on aspects of policies and strategies for providing land supply processes and mechanisms, constraints and challenges, and the impact of transformation of land provision policies. Based on the results of the data analysis, it will be grouped and formulated as policy information for the formulation of policies for the provision of transmigration land.

Abstract

This study aims to determine the effect of the role of service quality and trust on community satisfaction in making e-KTPs in the Coblong sub-district in the city of Bandung. The samples taken in this study were 98 people using the incidental technique, namely determining the sample based on chance that met the criteria. Data analysis used multiple regression with the help of the SPSS 23 application for windows. The results of this study show that service quality and trust have a significant influence on people's satisfaction in making e-KTPs. The result of the coefficient of determination is 78.3% indicating that the two variables (service quality and trust) have a strong relationship in increasing community satisfaction. This research also has managerial implications, especially for service providers to provide the best service and build an image so that community satisfaction increases.

Abstract

Artikel ini merupakan analisis bibliometrik artikel ilmiah mengenai inovasi kebijakan sektor pendidikan pada masa pandemi yang dipublikasikan dalam jurnal terindeks Scopus. Analisis bibliometrik konten publikasi dalam database Scopus dilakukan pada jurnal Berbahasa Inggris yang mengandung kata kunci “innovation policy” dan “education” dengan limitasi subjek area “social sciences” dan “decision sciences”dalam kurun waktu 2020 hingga 2023 yang selanjutnya divisualisasikan dengan menggunakan VOSviewer. Tujuan analisis ini adalah untuk mengetahui seberapa besar dan jauh perkembangan artikel ilmiah tentang inovasi kebijakan dengan mengkonstruksi dan memvisualisasi data yang didapatkan dari Scopus. Hasil penelitian menunjukkan terdapat sebanyak 44 artikel dengan tren yang terus menurun dari tahun ke tahun. Sebaran publikasi menemukan adanya 7 penulis dengan 21 jaringan yang kuat dalam satu cluster yang sama. Selain itu, kata kunci yang paling banyak digunakan dan jaringan paling kuat terletak pada kata “innovation” dengan 13 kemunculan dan “innovation policy” dengan 12 kemunculan. Abstract

In a country, the government has the responsibility to provide equitable and quality access to education for all its citizens. This involves policy and investment in the education sector, training teachers, developing relevant curricula, and building adequate educational infrastructure. The provision of education is a fundamental requirement for the reconstruction of a civilization. This is a basic service that every individual needs and a responsibility that must be carried out by the state. Therefore, education is the process of developing and imparting knowledge, skills, and values to individuals in order to improve their abilities and quality of life. Education does not only occur in the school environment but can also occur in the home, community, and surroundings. This study aims to explain and describe educational policy innovations in the Provincial Government of West Java by using policy innovation instruments to conduct analysis. The method used in this study is a descriptive qualitative approach with the determination of informants using purposive techniques and triangulation for data processing. The results of the analysis show that the concept of Jura Education is a policy innovation that has fulfilled three main instruments, namely regulatory instruments, economic and financial instruments, and soft instruments. However, as a pilot project, this policy innovation still encounters a number of challenges in its implementation, requiring development from the government and related actors.

Abstract

The need for electricity supply in Indonesia is increasing amid the availability of main raw materials which can be considered "insufficient". Departing from this, the government plans to increase power generation capacity which is then outlined in the Electricity Supply Business Plan (RUPTL) since 2017. However, instead of using renewable energy, the power plant used is a power plant with coal as raw material. Even though the threat of climate change is increasingly real for the whole world. Indonesia's dependence on coal was increasingly felt when the Government issued PP No. 22 of 2021 concerning the Implementation of Environmental Protection and Management which is a derivative of Law no. 11 of 2020 concerning Job Creation. In this regulation, Fly Ash and Bottom Ash (FABA) dust, which is the result of burning coal, is removed from the Hazardous and Toxic Waste (B3). The purpose of this study is to provide alternative policies for policy makers by using descriptive qualitative methods in the review process. This study uses a qualitative method by utilizing secondary data with the results in the form of an explanation of alternative policies in overcoming the problem of coal policy which is summarized in PP no. 22 of 2021.

Abstract

Through The Policy Of Assistance Program For Micro Business Activities In The Framework Of National Economic Recovery, Fiscal Stimulus On A Large Scale Is Carried Out By The Indonesian Government To Support Micro Business Growth And Maintain Future Economic Sustainability. But In The Process Of Implementation Of The Bpum Assistance Program In The District Of Cicalengka, Bandung Regency, There Still Have Obstacles, Such As The Effort Of Coordination And Communication Between Institutions Are Under Good, Indications Of Inappropriate Assistance That Targets Ability And Nominal Money Delivery. This Research Used The Theory Provided By Kettner, Moroney And Martin Consist Of Five Assessments Of Program Effectiveness, Including: Effort (Effort), Cost Efficiency (Cost Efficiency), Result (Result), Cost Effectiveness (Defectiveness). The Research Method Used Is Qualitative Description. Data Collection Techniques By Library Study, Observation, Interview And Documentation. While The Data Analysis Techniques Is Through Several Stages, Namely Data Reduction, Data Presentation, And Conclusion Withdrawal/Verification. Research Results From Bpum's Assistance Program In Cicalengka Sub-District, Bandung Regency Can Be Say Effective, Although There Is One Aspect Of The Program Effectiveness Assessment That Has Not Been Fulfilled And Needs To Be Improved, The Effort Aspect. Melalui Kebijakan Program Bantuan Bagi Pelaku Usaha Mikro Dalam Rangka Pemulihan Ekonomi Nasional, Stimulus Fiskal Dalam Skala Besar Dilakukan Pemerintah Indonesia Untuk Menopang Pertumbuhan Usaha Mikro Dan Menjaga Keberlangsungan Ekonomi Kedepannya. Tetapi Pada Proses Pelaksanaan Program Bantuan Bpum Di Kecamatan Cicalengka Kabupaten Bandung Masih Memiliki Kendala, Seperti Upaya Koordinasi Dan Komunikasi Antar Lembaga Yang Kurang Baik, Indikasi Bantuan Tidak Tepat Sasaran Dan Nominal Dana Bantuan Yang Dirasa Kurang Memberikan Dampak. Penelitian Ini Menggunakan Teori Yang Dikemukakan Oleh Kettner, Moroney Dan Martin Yang Terdiri Dari Lima Penilaian Efektivitas Program, Diantaranya: Effort (Upaya), Cost Efficiency (Efisiensi Biaya), Result (Hasil), Cost Effectivness (Efektivitas Biaya) Dan Impact (Dampak). Metode Penelitian Yang Digunakan Adalan Kualitatif Deskriptif. Teknik Pengumpulan Datanya Dengan Cara Studi Pustaka, Observasi, Wawancara Dan Dokumentasi. Sedangkan Teknik Analisis Datanya Melalui Beberapa Tahapan Yaitu Reduksi Data, Penyajian Data Dan Penarikan Kesimpulan/Verifikasi. Hasil Penelitian Dari Program Bantuan Bpum Di Kecamatan Cicalengka Kabupaten Bandung Dapat Dikatakan Efektif, Walaupun Terdapat Satu Aspek Penilaian Efektivitas Program Yang Belum Terpenuhi Dan Perlu Ditingkatkan Yaitu Aspek Effort (Upaya).
