Abstract

The vibrant bilateral relations between Indonesia-Vietnam has been tested by the Sink the Vessels policy, a robust measure executed by Indonesia to tackle rampant illegal fishing that encroach Indonesian waters. The policy has caused in the demolition of, among else, Vietnamese fishing vessels; and has also led to near-clash and incidents at sea. Despite these, both countries bilateral relations were far from hostile condition, and uphold their neighbourly relations to manage the illegal fishing problem. How Could Indonesia’s foreign policy action did not further exacerbate Indonesia-Vietnam relations post “Sink the Vessels” policy? To tackle our question, this article probes to describe the complex systems that interwoven Indonesia and Vietnam during the rising tension. We argue that the complex systems encapsulated Indonesia – Vietnam relations post “Sink the Vessels” policy consist of symbol system, interest system, and role system that maintain their friendly bilateral relations, even in the turbulence ocean. This article exposes that Indonesia-Vietnam responds to tackle the problem stems primarily from the linkage between the three systems to escape the security dilemma.

Abstract

 Kerja sama dengan luar negeri merupakan salah satu pilihan yang dapat dilakukan daerah otonom, Otonomi daerah semakin membuka gerbang bagi dunia luar kepada Local Government to Local Government, sampai Person to Person. Berawal dari hal tersebut muncul jaringan-jaringan Sister City.Adanya kerja sama sister city menjadi penghubung bagi Pemerintah Bandung untuk mewujudkan cita-cita dan visi misi yang akan dicapai dengan lebih cepat, salah satu negara yang aktif dalam melakukan kerja sama adalah Korea Selatan kerja sama dilakukan oleh Kota Seoul sebagai salah satu kota metropolitan yang berkembang. United Nation Development Programme mengeluarkan ketetapan elemen kunci tentang kerja sama antara kota dalam hal ini adalah kerjasama Sister Cities. Berdasarkan penelitian dan pembahasan yang peneliti uraikan beberapa poin yang ditetapkan oleh UNDP telah dipenuhi seperti adanya perjanjian secara legal, adanya komunitas yang merepresentasikan masyarakat, pengertian tentang kelanjutan kesepakatan, timbal balik kedua belah pihak dan hasil dari kesepakatan yang telah disepakati, namun dalam penelitian ditemukan bahwa masih ada beberapa kesepakatan yang sudah rinci namun kesepakatan belum dilaksanakan dalam bentuk program.

Abstract

This study aims to describe the hegemony of the aristocratic political elite in the administration of the government bureaucracy, to reveal the patterns and media of the hegemony of the aristocratic elite in maintaining the status and identity of the power structure, bureaucratic politics and to explain how the political implications of the hegemony of the aristocratic elite on the freedom of local democracy in Central Lombok Regency. The research uses a descriptive qualitative approach, one type of research that is intended to explore and clarify a phenomenon or social reality. By knowing the sources of primary and secondary data, as well as collecting data through in-depth interviews, non-participatory observations and documentation. Analysis of the data using an interactive analysis model. Based on the results of research analysis, the political hegemony of the aristocratic elite is carried out by regional heads as nobles by utilizing the government bureaucratic network through the placement of regional heads. The state civil apparatus from clans, relations and aristocratic relatives in various strategic positions such as heads of offices, and heads of government, patterns and strategies used to carry out political hegemony by the nobility in Central Lombok Regency is to utilize socio-religious organizations such as Nahdlatul Wathan, Islamic Boarding Schools and Islamic Boarding Schools. cultural associations such as the Central Lombok Sasak Cultural and Customary Council which have a wide network spread across the island. In fact, the political hegemony of the aristocratic elite in Central Lombok Regency has negative implications for local democracy.

Abstract

The bitter sanctions against the Indonesian Football Association (PSSI) by the Fédération Internationale de Football Association (FIFA) in 2015-2016 revealed an irritate reality regarding how weak the position of the state is; when dealing with organizations that are considered as representations of global institutions in the world of football. Therefore, Indonesia's powerlessness has made the question why the state is powerless before FIFA as an international organization finds its importance. Using the Coxian approach to understand the World Orders, this article argues that this condition due to the FIFA’s hegemony which supported by three main aspects, namely; first, the idea of football which is a populist sport, must be separated from the political intervention of state power. Second, FIFA's material capacity has made football as a sport with high economic value, even in Indonesia itself. Finally, supported by the previous two aspects, the governance of FIFA institutions has gripped various regions of the world, so that it has created sovereignty in the world of football. Using critical analysis, the intellectual work of this paper does not only intend to improvise in the selection of topics but also presents alternative narratives in the contemporary constellation of contemporary international relations studies.

Abstract

Pada tatanan negara demokrasi, lazimnya partai politik melakukan upaya perekrutan calon kandidat yang akan menduduki jabatan-jabatan strategis. Oleh karena itu, partai politik harus menyediakan kader-kadernya yang siap mengikuti seleksi di intenal partai. Pada kasus Pilkada Kota Cimahi tahun 2017, Paslon yang terpilih bukan dari kader PDI Perjuangan, karena penjaringan dilakukan secara terbuka bagi kader dan non kader. Dengan demikian tujuan penelitian dilakukan untuk mengetahui dinamika dan metpde seleksi yang dilakukan PDI P Perjuangan dalam pencalonan walikota dan wakil walikota di Kota Cimahi pada tahun 2017. Penelitian ini menggunakan pendekatan kualitatif dengan mengamati dan mendengarkan narasumber untuk mendapatkan pemahaman holistik. Pengumpulan data dilakukan dari unsur internal dan eksternal PDI Perjuangan dan beberapa bakal calon dari kader dan bukan PDI Perjuangan, sedangkanengumpulan data primer dilakukan melalui wawancara mandalam sedangkan penentuan informan dilakukan berdasarkan purposive technique. Adapun hasil dari penelitian ini adalah Tim Seleksi tingkat lokal tidak hanya melaksanakan fungsi prosedural dalam proses seleksi, akan tetapi ada peran lebih dalam melakukan screening bakal calon, khususnya mengenai komitmen yang akan diberikan kepada partai. Dominasi dan kuatnya kewenangan DPP dalam memutuskan hasil seleksi masih sangat mencolok, termasuk tim seleksi pusat pun akan sangat bergantung dengan keputusan DPP, meskipun tahapan prosedural sudah secara rinci dilaksanakan. Proses penentuan calon dapat dikatakan dinamis di tingkat lokal, namun setelah mencapai tahap akhir, dinamika tersebut terhenti oleh kebijakan DPP yang berwenang untuk memutuskan dan merekomendasikan calon untuk berkontestasi dalam Pemilu. Hal yang menarik lainnya dalam proses pencalonan di internal PDI-P Kota Cimahi adalah tidak adanya mahar politik, namun bakal calon diminta komitmennya untuk membiayai pemenangan Pilkada. Selanjutnya, penelitian ini menunjukan adanya keterbatasan desentralisasi kewenangan dalam proses rekrutmen. Kesimpulan dari penelitian ini terdapat pengaruh kekuatan oligarki dalam proses rekrutmen dan seleksi kandidat, serta kekuatan finansial yang dapat mengimbangi pengaruh tersebut.

Abstract

Tulisan ini mengkaji tentang pentingnya pengawasan partisipatif dalam mengawal penyelenggaraan pemilu, yang bertujuan untuk menciptakan pemilu yang berintegritas dan demokratis. Walaupun telah dibentuk berbagai lembaga pengawas pemilu, baik di tingkat Pusat (Bawaslu), di tingkat Daerah (Panwaslu), maupun DKPP sebagai lembaga yang khusus menangani pelanggaran etik yang dilakukan oleh penyelenggara pemilu, namun  dalam penyelenggaraannya masih ditemui berbagai pelanggaran baik yang dilakukan oleh peserta, partai politik, birokrasi, masyarakat maupun penyelenggara pemilu, sehingga pemilu dinilai kurang berintegritas dan kurang demokratis. Dengan dilibatkannya stakeholder dan masyarakat secara independen dalam mengawasi  penyelenggaraan pemilu, diharapkan proses pemilu yang demokratis akan terwujud. Melalui studi literatur, tulisan ini mengkaji tentang aspek-aspek yang terkait dengan pengawasan partisipatif dalam mengawal penyelenggaraan pemilu serta beberapa upaya yang dapat dilakukan untuk mengawal penyelenggaraan pemilu untuk menciptakan pemilu yang berintegritas dan demokratis.

Abstract

Indonesian Maritime Domain has overlapping area with one of the immense project which is China’s New Silk Road. Thus, with providing opportunities such as financial loans and infrastructure investment which are essential to realize the appealing policy of Joko Widodo’s, Global Maritime Fulcrum. However, this project doesn’t seem without implications for Indonesian Maritime Security given current unsolved problems, South China Sea Dispute, IUU fishing and Natuna island. Indonesian Foreign Policy has always been on one of the main policy which is Free and Active. Also, internal and external factors such as anti-Chinese sentiment and US-China rivalry have been determinative for Joko Widodo’s Policy as well. The researcher used the Qualitative research method with an explanatory approach in conducting the research and processing the data. The primary data document directly from ministries as an official statement and speech of leaders. Secondary data, written and visual sources such as scientific books or journals, archival sources, personal documents, internet sources, other official documents. This research concluded that Indonesian Foreign Policy is crucial in order to obtain benefits while reducing implications. Therefore, this research sought to establish how Indonesian Foreign Policy has been managing China’s New Silk Road to maintain Maritime Security of Indonesia. Abstract

 One of the main challenges in describing and analyzing development process in border area is its complexity and scope. It requires the use of development concept and moral assessment, so those concept are discussed. This article is an analysis about the development process in the border area of north Kalimantan. Research shows that the real conditions in the border area of north Kalimantan are still poor. It was proven by lack of infrastructure, and the basic need services such as education and health. What does it take to enhance the quality of development? Does it require an ethic approach? Moral dimension is designed to help avoid such wrong model in development implementation and support for sustained improvement in the border area of north Kalimantan.

Abstract

The problem of human trafficking under the guise of illegal TKI trade (Human Trafficking) is still a crime that can threaten human security throughout the world including in Indonesia and more particularly in four districts in West Nusa Tenggara, West Lombok, Central Lombok Regency, East Lombok Regency, and North Lombok Regency. IOM Indonesia's Counter Trafficking Unit is one of the international organizations that have the task of dealing with human trafficking issues. With the sense of need to play an active role in overcoming the problem of illegal TKI trade in NTB, therefore Counter Trafficking Unit cooperates with NTB government to jointly seek various strategies to create human security in the form of illegal kindergarten trade in four districts namely West Lombok regency, Central Lombok, East Lombok Regency, and North Lombok Regency of West Nusa Tenggara Province. The methodology used by researchers in this research is qualitative method with descriptive technique. This method according to the researchers will be able to describe and explore problems that occur systematically, valid, factual and accurate. Furthermore, the main purpose of this research is to see how the role of Counter Trafficking Unit in assisting NTB Government to overcome the illegal trade of migrant workers by Traffickers (Calo/ PJTKI) in NTB. The conclusion of this research is IOM Counter Trafficking Unit has a role set in handling the problem of illegal TKI trade in NTB, ie as role expection, strengthening of role conception, establishing partnership with NTB government from 2001 -2018.
