Abstract

Climate change necessitates a global shift toward sustainable energy, prompting international initiatives such as the Just Energy Transition Partnership (JETP) to bridge the gap between global climate commitments and national development priorities. This study examines Indonesia's international role realization through JETP implementation within a hybrid global governance framework, utilizing role performance theory to analyze the alignment between partnership commitments and actual implementation outcomes. Employing qualitative research methods with systematic literature review spanning 2022-2025, this research investigates JETP's USD 20 billion commitment through a dual-level analysis encompassing international partnership dynamics and domestic policy translation mechanisms. The findings reveal a significant gap between ambitious commitments and implementation realities, with only USD 1.1 billion (5.5%) mobilized through 54 projects by September 2024. While JETP successfully established multi-stakeholder coordination mechanisms involving G7 countries, international financial institutions, and Indonesia's national framework, operational challenges, including complex disbursement processes, extended stakeholder consultations, and structural limitations in financing architecture, have hindered rapid implementation. This research contributes to understanding the intersection of symbolic commitment and structural barriers in international environmental governance, demonstrating that multilateral climate finance partnerships require substantial institutional maturation time to effectively bridge global climate goals with national energy transition realities in developing countries.

Abstract

Sustainable Development Goals (SDGs) are a set of international agreements on efforts that must be made to create a just, prosperous, and safe world for humans and the planet Earth. Efforts to achieve SDG number 2, namely "zero hunger", need to be done by implementing sustainable agriculture. This article explains the implementation of sustainable agriculture in West Sumatra Province, which has prepared a "Regional Action Plan for Sustainable Development Goals." In the RAD, it is stated that the Provincial Government will build a sustainable food production system. This research was conducted using a qualitative method. Data collection was carried out through interviews with farmer groups and various government agencies, accompanied by a review of related documents. The researcher used a policy framework consisting of four factors proposed by Eyhorn et al. (2019) to realize sustainable agriculture. The results of this study indicate that the first factor, namely the transformation towards sustainable agriculture, is underway in West Sumatra Province. The second factor, namely cooperation with the market to absorb sustainable agricultural products, has been attempted; the other two factors, namely incentives and sanctions related to sustainable agriculture, still need to be implemented.

Abstract

This article explores the Sawah Pokok Murah (SPM) initiative in West Sumatra as a localized, reconstructive response to the capitalist-driven global food system. Through a historical sociology approach and food sovereignty framework, the study investigates how SPM challenges structural inequalities in global food markets by promoting sustainable farming practices and community empowerment. The paper analyzes the historical context of SPM, its socio-economic impact, and its role in resisting neoliberal agricultural policies. Key findings reveal that SPM empowers local farmers, reduces dependency on global supply chains, and fosters economic resilience, thereby providing a viable alternative to market-driven agriculture. However, challenges such as youth engagement and regional disparities highlight the need for targeted policy interventions. This study contributes to the discourse on food sovereignty and offers a critical perspective on how localized innovations can reshape global agricultural systems toward greater sustainability and equity.

Abstract

In 2018, Palembang became one of the hosts of the biggest sports event in Asia, that’s the Asian Games. As a civil society, the youth community organization is a driving force for the functioning of the social system. This paper explores the role of Pemuda Pancasila as youth community organizations in the success of Asian Games 2018. This study employed descriptive qualitative methods to explore the research objectives. The results showed that Pemuda Pancasila Pelembang conducted peaceful actions to anticipate events which could impact the success of Asian Games 2018, and appealed to the public to contribute to the success of this event through mass and electronic media, furthermore to help maintain security during the Asian Games 2018 event.

Abstract

Background: Indonesia continues to face recurring instability in food availability, marked by fluctuating prices and frequent shortages of staple commodities. Specific background: The Food Estate Program, introduced in 2020, was launched as a large-scale agricultural strategy intended to strengthen national food reserves and reduce vulnerability to supply disruptions. Knowledge gap: Despite extensive discussion, there remains limited integrated analysis comparing policy expectations with actual implementation outcomes across different regions. Aims: This study evaluates the program’s performance in relation to its stated goal of achieving national food security. Results: The evaluation shows that major constraints persist, including land unsuitability for selected crops, environmental degradation, recurrent crop failures, low productivity, inadequate scientific assessments, corporate-centered decision-making, and limited participation of local farmers. Novelty: This research provides a consolidated, multi-site evidence review that highlights disparities between program design and field conditions. Implications: Findings indicate the need for more context-based land evaluation, transparent governance mechanisms, strengthened farmer involvement, and collaboration with independent research institutions to support more coherent pathways toward national food security. Abstract

This study’s background is based on the social and political tension in developing the SEZ in Indonesia. The research concluded that the main problems in SEZ development stemmed from three main factors: (1) lack of comprehension of multi-level governance, both from the central and local governments; (2) too-centralized government imposing top-down regulation; (3) lack of skills from the local government and local community to negotiate and collaborate with the multi-stakeholders. This study disclosed that Mandalika SEZ has encountered the same problem, specifically the lack of the role of local government and local communities in participating in Mandalaika SEZ sports tourism development. This study is crucial in terms of its contribution to theory and fieldwork investigation. This study investigated the political economy impacts of Mandalika SEZ by employing the integration of Multi-Level Governance (MLG) and Bargaining and Cooperation (BNC) theories. The integration of these theories is novel and differentiates them from previous research. This study employed a qualitative research approach, utilizing stakeholder interviews as the primary data source, complemented by secondary data obtained from prior research.

Abstract

The Solok Mayor Election was one of the simultaneous Election of Regional Heads held on the first wave of national elections along with 269 regions in Indonesia and simultaneously with the Governor Election and 13 Regents/Mayors in West Sumatera Province. Not only the simultaneous implementation of Pilkada but the joint funding was initiated to reduce the burden of the regional budget. The research which aims to explain the process of budgeting of Solok Mayor Election in the first wave regional elections in year 2015. Using qualitative research method with a case study approach, this study concludes that the Solok Mayor Election budget has been based on the principles in the budget preparation stage and formulation in the budget cycle. Turbulence policy on the implementation of the election model in the Election of Regional Heads is anticipated with policy anticipation both in terms of planning and budgeting that it doeas not disrupt the regional budget cycle. But on the other hand, there is no proportional joint funding (cost sharing) according to the workload among the executors of the Simultanoeus Regional Head Election that it makes the budget for the Election of Regional Heads burden for the Solok City Regional Revenue Budget Keywords: Budgeting, budget, simultaneously local elections Abstrak Tulisan ini tentang analisis anggaran pelaksanaan Pemilihan Walikota Solok Tahun 2015yang termasuk dalam Pilkada serentak nasional gelombang pertama di Indonesia bersama 269 daerah dan serentak dengan Pemilihan Gubernur serta 13 Bupati/Walikota di Provinsi Sumatera Barat. Tidak saja pelaksanaan Pilkadayang serentak tetapi pendanaan bersama kembali digagas untuk mengurangi beban anggaran daerah. Riset yang bertujuan untuk menjelaskan proses penganggaran Pemilihan Walikota Solok pada Pilkada Serentak Nasional Gelombang Pertama pada Tahun 2015 yang lalu. Tulisan ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus dalam penelitian. Sehingga dapat disimpulkan bahwa anggaran Pemilihan Walikota Solok telah berdasarkan pada prinsip-prinsip dalam tahapan budget preparation and formulation dalam siklus anggaran. Turbulensi kebijakan tentang pelaksanaan model pemilihan dalam Pilkada diantisipasi dengan kesiapan kebijakan (policy anticipation) baik dari sisi perencanaan maupun anggaran sehingga tidak mengganggu siklus anggaran daerah. Tapi, disisi lain tidak terjadi pendanaan bersama yang proporsional (cost sharing) sesuai beban kerja diantara pelaksana Pilkada serentak sehingga menjadikan anggaran Pilkada beban bagi APBD Kota Solok Kata Kunci : Penganggaran, anggaran, pilkada serentak
