Abstract

This study aimed to determine the effectiveness of the Batu City Government Instagram @pemkotbatu.official as a form of public relations media in the cyber era. The theory used in this study is a public relations strategy that consists of defining problems, planning, and programming, taking action and communicating, and evaluating programs. The method used is qualitative with data from the @pemkotbatu.official Instagram account managed by the Public Relations of the Batu City Government so that it is in the form of descriptive data and not in the form of numbers, as is the case in quantitative research. The study results found that the Public Relations of the Government of Batu City are promoting more than just the agendas. More than that, public relations needs to rely on a strategy, namely, that agencies or institutions are liked and trusted by their audiences, called target audiences so that they can all form opinions and perceptions within the community to elevate the image of government agencies or institutions. Properly using social media can improve the image or reputation of the institution, but mistakes in using social media can also be fatal. Therefore the use of social media must continue to be accompanied by capacity building in content management and public relations strategy.

Abstract

The Sexual Violence Crime Bill (RUU TPKS) was ratified by Indonesia's Parliament (DPR RI) on April 12, 2022, generating significant public interest that peaked between April 10-16, 2022. Online media outlets capitalized on this momentum. This study examines news framing by three media outlets using framing theory and ekspression concepts through qualitative framing analysis. Results show that during April 10-16, 2022, Suaramerdeka.com published 3 articles on RUU TPKS, while Kompas.com published 35 and CNNIndonesia.com published 18. Kompas.com's extensive coverage reflects its business-oriented approach, engaging in commodification practices for political-economic interests. Nevertheless, Kompas.com maintained balanced reporting with sufficient moral content to educate the public about protection for sexual crime victims, unlike CNNIndonesia.com and Suaramerdeka.com, whose coverage lacked moral framing.

Abstract

Urban waste management remains a persistent governance challenge in rapidly developing cities, particularly those with tourism-driven economies. This study examines municipal solid waste management in Batu City, Indonesia, focusing on how local governance arrangements shape policy performance. The findings show that, despite the existence of local regulations aligned with national waste policy, implementation remains predominantly disposal-oriented and highly dependent on the Tlekung landfill. Upstream strategies, including waste reduction, segregation, and community-based waste banks, are weakly institutionalized, fragmented, and largely dependent on short-term projects rather than embedded governance mechanisms. These limitations are reinforced by constrained municipal budgets, uneven administrative capacity across governance levels, and the absence of stable coordination between government agencies, community groups, and private waste actors. Seasonal waste surges associated with tourism further strain existing service capacity and expose systemic vulnerabilities in local waste governance. This study highlights that the core challenge lies not in regulatory absence but in fragmented governance and limited cross-sectoral integration. Strengthening collaborative governance arrangements and institutionalizing community participation are essential to shift urban waste management in Batu City from disposal-centered practices toward more sustainable and resilient governance outcomes.

Abstract

General elections are a crucial component of the democratic system, involving the participation of all eligible citizens. Generation Z, as one of the significant voter groups, attracts the attention of political parties due to their large number of votes. However, this generation often exhibits apathy and a lack of political knowledge. This study aims to analyze the voting behavior of Generation Z and the factors influencing it. The study employs in-depth interviews with 14 informants consisting of students, university students, and private-sector workers, as well as Focus Group Discussions (FGD) with 7 university students. The results indicate that initial voter conditions, such as economic background and previous experiences, mass media, and the characteristics of parties or candidates, significantly shape the political preferences of Generation Z. Social media emerges as the primary source of information, while experiences and discussions in academic environments enhance political participation. Emotional and rational factors also influence voting decisions, with emotions toward certain parties or candidates and rational analysis of received information playing critical roles. These findings underscore the importance of political education and media literacy in shaping informed and critical voters, contributing to the strengthening of democracy and the development of a more inclusive society in line with the Sustainable Development Goals (SDGs).

Abstract

The use of traditional cultural elements in popular media tends to increase as it can attract audience attention. Similarly, in the music video "Lathi" by Weird Genius (ft. Sara Fajira), Javanese cultural elements are utilized in its visual narrative and lyrics. This study aims to analyze how Javanese culture is depicted in the "Lathi" music video using Ferdinand de Saussure's semiotic approach and Vincent Mosco's commodification theory. The method used is descriptive qualitative analysis of signs (signifiers) and meanings (signifieds) in eight selected scenes from the "Lathi" music video. The results show that Javanese cultural elements, such as wayang kulit, Jaipong dance, and Kuda Lumping, as well as the representation of Javanese women, are commodified to create a commercially appealing product. Furthermore, the video portrays women as initially weak and submissive to the whispers of men, yet as the narrative progresses, they rise and fight back, symbolizing strength and resilience. The use of cultural symbols not only enhances the aesthetic appeal but also amplifies the mythical and eerie impression of women when they decide to resist oppression. The conclusion of this study is that despite the commodification, the "Lathi" music video successfully introduces Javanese culture to a global audience and conveys important values about the strength and resilience of Javanese women in facing challenges.

Abstract

Hoaxes related to Covid-19 continue to increase on social media in Indonesia. As one of the largest internet users in Indonesia, hoax production is predicted to continue to occur. This research wants to map the hoax of Covid-19 news, especially related to vaccine news in Indonesia. Data were obtained from the hoax buster page of the Committee for Handling Covid-19 and Aptika Kominfo from January 18 to May 28, 2021, as many as 36 hoaxes. This research is important to be a guide to understanding hoaxes so that anti-hoax activists can formulate effective hoax prevention strategies. The results of this study found that most of the hoaxes were related to misleading information about the impact of vaccines, found as many as 12 news stories spread through social media on Facebook, more specifically spreading distrust of the government. Other hoax themes are partly targeting some individuals who deliberately use the name of a doctor to provide misleading information. The covid-19 hoax that spreads a lot has a pattern of attach, sort, straighten, resettle, and break. That is, hoax makers make use of images or text from real events and then changed them according to certain intentions and purposes.
