Abstract

This research commences by pinpointing challenges concerning the efficiency of public services at the community level. It proceeds with gathering data via interviews, observations, and reviewing documents, which is then analysed through the interactive framework developed by Miles and Huberman. This study aims to assess the efficacy of the Kios e-PAKLADI initiative in enhancing both the efficiency and accessibility of administrative services related to the populace in Plintahan Village, located in Pandaan District of Pasuruan Regency. The theoretical basis for this research utilises the notion of public service effectiveness, employing indicators such as accuracy of targets, efficiency of execution, punctuality, and accomplishment of goals. The results show that the initiative has met its objectives, as active citizens are now able to manage administrative paperwork without having to go to the sub-district office. Nonetheless, challenges to technical efficiency persist due to connectivity issues and incomplete document submissions. Additionally, the dissemination of information is not fully effective since village officials primarily receive it rather than the broader community. Achievement of goals can be seen in the rise in service offerings, especially concerning the distribution of Family Cards and ID Cards, while oversight is effectively conducted through digital communication between village officials and the Department of Population and Civil Registration. In summary, Kios e-PAKLADI has a favourable impact on enhancing the efficiency of public services; however, it requires better outreach efforts, improved human resources, and enhanced network infrastructure for the sustainable implementation of digital services.

Abstract

This study aims to analyze and describe the implementation of the Bina Keluarga Balita program policy in Mentikan Village, Prajurit Kulon District, Mojokerto. By using qualitative descriptive research methods. The technique of determining the informants is purposive sampling. The technique of collecting data is by observing, interviewing, and documenting as well as analyzing the data by collecting data, reducing data, presenting data and drawing conclusions. The results showed that in the process of implementing the Bina Keluarga Balita (BKB) program policy, from the size and objectives, the implementers already understood the policy standards and targets aimed at developing resilience, empowering families, improving environmental quality. There are still family who are less open minded in the BKB program. The communication between organizations have been going well according to the rules. The characteristics of the implementing agency run according to the organizational structure. The social, economic, and political conditions also influence the implementation of the BKB program policy in Mentikan Village, from an economic point of view, mothers cannot participate in BKB activities due to work demands, and the social aspect of the BKB program can add insight and knowledge of mothers to educate their children. ,as well as in terms of politics so far there has been no change in laws and regulations. The dimension of the implementing tendency goes well, but there are some people who are less open minded. The conclusion of this study is that the implementation of the BKB (Bina Keluarga Balita) program policy in Mentikan Village, PrajuritKulon District, Mojokerto has been going well but there are still people who lack knowledge or understanding of the importance of the BKB program, and socialization is less than optimal due to the difficulty of conditioning the schedule of the students. Abstract

This study examines the role of the General Election Commission (KPU) in boosting first-time voter participation in Seketi Village, Balongbendo District, Sidoarjo. Using qualitative methods, data were collected via interviews, observations, and documentation, and analyzed using the Miles and Huberman model. The KPU's roles as Regulator and Dynamistator were effectively implemented, but their roles as Catalyst and Facilitator were less successful. Socialization efforts and provided facilities were hindered by the pandemic and low engagement from first-time voters, leading to decreased voter participation. The findings highlight the need for improved communication strategies and resource utilization to enhance first-time voter engagement. Highlights: Effective Roles: KPU succeeded as Regulator and Dynamistator. Pandemic Impact: Socialization and voter engagement hindered by COVID-19. Communication Gaps: Insufficient social media use reduced first-time voter information. Abstract

General Background: Dengue fever remains a persistent public health concern in Indonesia, particularly in densely populated urban areas where environmental conditions support mosquito breeding. Specific Background: The Surabaya municipal government initiated a community-based Larvae Monitoring Jury Program implemented by Surabaya Hebat cadres to reduce dengue transmission at the neighborhood level. Knowledge Gap: Despite widespread implementation, limited research has examined how cadre roles function operationally within this program framework. Aims: This study aims to analyze the roles of Surabaya Hebat cadres in the Larvae Monitoring Jury Program in Kutisari Indah Barat using Bintoro Tjokroamidjojo’s role theory encompassing motivator, facilitator, and mobilizer dimensions. Results: Findings show that cadres actively conduct routine inspections, community education, and environmental monitoring, contributing to preventive efforts, yet face obstacles including unclear task distribution, limited initiative, inconsistent community engagement, and uneven program acceptance across areas. Novelty: The study provides a contextualized qualitative analysis of grassroots health governance by mapping practical cadre functions to established role theory. Implications: Continuous evaluation, clearer role allocation, and strengthened community participation are necessary to ensure sustainable program implementation and improved dengue prevention outcomes. Highlights: Volunteers conducted door-to-door inspections and education activities on a regular schedule. Implementation encountered coordination problems and varying acceptance among residents. Abstract

General Background: Population growth in Indonesia increases demand for accessible and efficient public services, particularly in population administration and civil registration. Specific Background: The Population and Civil Registration Office of Sidoarjo Regency implemented the web-based Plavon Dukcapil system to facilitate administrative services, including Child Identity Card issuance as an essential legal identity document for children. Knowledge Gap: Although digital services have been introduced, concerns remain regarding service infrastructure, procedural delays, and limited public awareness of administrative service procedures. Aims: This study aims to describe the quality of population administration services through Plavon Dukcapil, focusing on Child Identity Card services using the service quality dimensions of Zeithaml, Parasuraman, and Berry. Results: Using a descriptive qualitative approach, the study shows that tangible aspects indicate professional staff performance and adequate supporting facilities, although waiting seating remains limited. Reliability reflects clear service procedures but delays in document publication due to incomplete submissions and system disruptions. Responsiveness demonstrates fast complaint handling through hotlines and social media, despite limited direct public socialization. Assurance confirms cost-free services and secure management of population data, strengthening public trust. Empathy reveals friendly and non-discriminatory staff providing clear guidance to service users. Novelty: This study provides an integrated evaluation of digital population administration services through Plavon Dukcapil by applying a multidimensional service quality framework to Child Identity Card services. Implications: The findings emphasize the importance of improving service facilities, system stability, and public socialization to support sustainable digital public service delivery. Highlights: Professional staff conduct and adequate infrastructure support administrative processing, yet seating capacity remains insufficient during peak visits. Clear operational procedures exist, but document verification and system disruptions contribute to processing delays. Cost-free processing and protected demographic records strengthen public trust and user satisfaction. Abstract

Pelayanan administrasi surat dinas memerlukan pengelolaan efisien dan akuntabel sebagai fondasi komunikasi resmi pemerintahan. Penelitian ini mengkaji permasalahan rendahnya optimalisasi fitur disposisi dan ketergantungan pada sistem manual dalam penerapan aplikasi E-Buddy di Pemerintah Desa Kajeksan. Tujuan penelitian adalah mengevaluasi efektivitas aplikasi E-Buddy dalam meningkatkan efisiensi pelayanan administrasi surat dinas menggunakan teori evaluasi kebijakan William N. Dunn (2003) dengan enam kriteria: efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Penelitian menggunakan metode kualitatif deskriptif dengan teknik wawancara mendalam, observasi, dan dokumentasi terhadap tiga informan kunci. Hasil penelitian menunjukkan bahwa aplikasi E-Buddy efektif dalam meningkatkan kecepatan pelayanan dan ketertiban administrasi, namun belum optimal karena rendahnya pemanfaatan fitur disposisi (hanya 2-3% dari total surat masuk), kesenjangan digital aparatur, serta kendala teknis. Dari enam kriteria evaluasi, hanya aspek ketepatan yang mencapai tingkat optimal, sementara lima kriteria lainnya masih memerlukan perbaikan melalui peningkatan kapasitas SDM, stabilitas teknis, dan penguatan SOP.

Abstract

Penelitian ini menganalisis koordinasi stakeholder dalam pembangunan fisik Desa Ketapang tahun 2023–2024 berbasis swakelola. Permasalahan meliputi keterlambatan penyelesaian kegiatan, keterbatasan kompetensi teknis masyarakat, komunikasi dan koordinasi yang belum optimal. Penelitian menggunakan pendekatan kualitatif dengan teknik wawancara, observasi, dan dokumentasi, serta analisis data model interaktif Miles, Huberman, dan Saldana (2014). Kerangka analisis menggunakan teori koordinasi Handayaningrat (1989) meliputi aspek komunikasi, kesadaran pentingnya koordinasi, kompetensi partisipan, kesepakatan dan komitmen, serta kontinuitas perencanaan. Hasil penelitian menunjukkan koordinasi telah berjalan, kompetensi partisipan menjadi faktor kunci yang memengaruhi keberhasilan pembangunan.

Abstract

This research aims to analyze and describe the effectiveness of the SIPRAJA application program in digital-based administrative services in Karang Tanjung village, Candi District, Sidoarjo Regency. This research uses a qualitative descriptive method with a technique for determining informants called purposive sampling. The informants who were used as research subjects consisted of the Village Secretary and the Head of the Community and Services Section. Data collection was carried out through interviews, observation and documentation. The method used in this research is descriptive qualitative with a technique for determining informants, namely purposive sampling. The informants in this research were the Village Secretary, Head of the Services and Community Section. Data collection techniques can be obtained through interviews, observation and documentation. The data analysis in this research uses Milles and Huberman's theory, namely data collection, data reduction, data presentation, and drawing conclusions and verification. The research results show that the SIPRAJA Application is said to be not yet effective for the Karang Tanjung Village Community where there is a difference between online and offline applications via the SIPRAJA Application. There is only one human resource as operator, namely the Village secretary and the village head as application verifier. Then the community does not incur any costs for this program, and the community can use the facilities and infrastructure provided at Kanto Village. The number and quality of services are effective, handling each administrative service at SIPRAJA only takes 5-10 minutes. Regarding the service procedures, they are good and correct, but people who still don't understand technology choose to submit administrative applications offline to the Karang Tanjung Village Office.

Abstract

This study aims to analyze the effectiveness of the Jempol Sedekap Child Identity Card (KIA) Program in Prambon District, Sidoarjo Regency. A descriptive qualitative approach was used, with data collected through observation, interviews, and documentation. Informants were selected using purposive sampling, including administrative service officers and field implementers of the outreach program. The analysis applied Duncan’s effectiveness theory, which includes goal achievement, integration, and adaptation. The findings show that goal achievement remains suboptimal due to limited implementation frequency and uneven coverage. Adaptation efforts were evident through public consultation forums, but were hindered by a lack of training and limited human resources. Integration with educational institutions such as K3S and IGTKI has been established, but lacks adequate coordination in documentation. The study concludes that the program’s effectiveness needs improvement through better planning, training, and cross-sectoral coordination.

Abstract

Purpose : This study aims to describe and analyze the implementation of the e-government-based SIPADES application policy in Ketapang Village and identify factors that support and hinder its implemention. Design/methodology/approach : This study employed a descriptive qualitative method, collecting data through field observations, interviews, and documentation. The data analysis was guided by George C. Edward III’s theoretical framework on policy implementation, which emphasizes four key components: communication, resources, disposition, and bureaucratic structure. Findings : The results of the study suggest that the implementation of SIPADES in Ketapang Village has not been ideal due to inadequate socializing, data loss during updates, and unstable internet connections. However, the village officials remain committed through the provision of facilities and manual recording, but the workload is still concentrated on the Village Secretary. Practical Implication : These findings form the basis for the village government and the the Village Community Empowerment Office to improve technical assistance, improve communication regarding application updates, strengthen digital infrastructure, and equalize SIPADES operational tasks. Originality/value : This research provides a fresh viewpoint on the implementation of SIPADES in regions impacted by disasters, highlighting the crucial role of external influences in determining the success of e-government initiatives—an aspect that has been minimally explored in earlier studies.
