Abstract

Penelitian ini bertujuan mengembangkan model konseptual game puzzle digital yang mengintegrasikan nilai-nilai kearifan lokal Topeng Amaq Abir dari Suku Sasak untuk mendukung pendidikan karakter di sekolah dasar. Penelitian menggunakan metode tinjauan integratif dengan mensintesis literatur dari tiga domain utama, yaitu pendidikan karakter, game-based learning, dan antropologi budaya Sasak. Analisis konten kualitatif dilakukan untuk mengekstraksi nilai filosofis Topeng Amaq Abir, yang kemudian ditransformasikan ke dalam mekanisme permainan yang terstruktur. Hasil penelitian menghasilkan model konseptual triadik yang mengintegrasikan aspek budaya, teknologi, dan pendidikan, disertai matriks transformasi yang memetakan nilai gotong royong, kejujuran, dan keberanian ke dalam mekanisme puzzle kolaboratif, sistem skoring transparan, serta tantangan progresif. Meskipun masih bersifat konseptual dan belum diuji secara empiris, model ini memberikan kontribusi konseptual yang jelas bagi pengembangan pendidikan karakter berbasis permainan, khususnya dalam memperkaya kerangka culturally responsive game-based learning. Model ini juga menawarkan rujukan desain bagi pendidik dan pengembang media dalam mengintegrasikan nilai budaya lokal ke dalam pembelajaran digital secara sistematis dan bermakna.

Abstract

This study examines digital transformation strategies that enhance transparency and efficiency in Indonesian local government administration and their contribution to good governance and Pancasila-based governance values through a reflexive thematic analysis of 127 official documents (2018–2025). Employing mixed-document triangulation and NVivo-Gephi network analytics, this research identifies three primary strategy clusters: roadmap-based planning (maturity 4.27), modular service orchestration (3.68), and platform interoperability (2.91), forming a Digital Governance Flywheel with transparency as a keystone mechanism (betweenness centrality 0.41). Quantitative findings reveal an 82% reduction in service cycles (d=2.67), an 89% improvement in public information access (d=2.14), and a 67% reduction in corruption risk, yielding a Digital Governance Contribution Index (DGCI) composite of 0.84 (Cronbach's ?=0.92). The findings demonstrate that digital governance not only strengthens administrative efficiency but also reinforces the ethical and normative foundations of governance aligned with Pancasila principles, particularly transparency, accountability, social justice, and participatory public administration. Dominant barriers include system fragmentation (?=-0.72) and digital illiteracy (?=-0.59), counteracted by political commitment (?=0.67). Policy implications encompass National API Standards, 3-tier ASN certification, maturity-linked fiscal federalism (+20% transfers for DGCI?0.80), and the establishment of the Indonesia Digital Governance Agency. Projected ROI reaches Rp 187 trillion within five years from efficiency gains (60%), corruption savings (28%), and service expansion (12%). Addressing evidence gaps in federal developing contexts, this research contributes the DGCI 2.0 instrument and the Indonesia Digital Federalism Template as a framework for strengthening Pancasila-oriented digital governance and ASEAN benchmarking.

Abstract

he purpose of this research is to formulate a legal policy of modern retail structuring that is oriented towards the value of Pancasila in protecting the people's market and maintaining the sustainability of the local economy in Central Lombok Regency. This study uses a socio-legal empirical research design by integrating normative legal analysis and spatial empirical approaches based on Geographic Information System (GIS) as well as qualitative interviews. The normative analysis is focused on Central Lombok Regency Regional Regulation Number 7 of 2021 concerning the Arrangement and Development of People's Markets, Shopping Centers, and Supermarkets. Meanwhile, empirical analysis was carried out through mapping 139 modern retail outlets, measuring distance to the people's market, field observations, and interviews with 24 informants consisting of market traders, local government officials, and modern retail managers. The results of the study show that the distribution of modern retail is concentrated in sub-districts with economic activity, such as Praya and Pujut. Of the 139 outlets, as many as 63 outlets are within a radius of less than 1 kilometer from the people's market, and some are very close, which causes asymmetrical competition between large capital and small traders. The implementation of the Regional Regulation is still formal administrative and does not reflect substantive protection of the people's market. The values of Pancasila, especially social justice and the people, have not been operationally internalized in the zoning, licensing, and supervision systems. This study concludes that the legal politics of modern retail arrangements need to be reoriented through the establishment of buffer zones to protect the people's market, the evaluation of permits based on socio-economic impacts, and the involvement of traders in the policy process so that the modern retail arrangement truly reflects the values of Pancasila and maintains the sustainability of the local economy.

Abstract

This study aims to determine the Impact of Non-Metal Rock Mineral Mining and Excavation Tax (MBLB) on the Original Regional Income of East Lombok Regency. The research method used is a quantitative method with an inferential approach. The data used is a type of secondary Time Series data in the form of Non-Metal Rock Mineral Tax (Galian Mineral Bukan Logam Batuan, MBLB) data and Original Regional Income data for East Lombok Regency in 2019-2023. The results of the study indicate that there is an impact of Non-Metal Rock Mineral Tax on the Original Regional Income of East Lombok Regency by 10 percent. The implication of this study is the importance of increasing Original Regional Income through other sectors that have great potential to be developed.

Abstract

Structural transformation is a way for developing countries to increase their economic growth by transforming their economic structure from the traditional agricultural sector to the manufacturing sector and the service sector.  This condition must be balanced by adequate human resource potential.  Central Lombok district.  The research method used descriptive qualitative method.  The analysis was carried out qualitatively based on quantitative data.  The results showed that there had been a structural transformation in Central Lombok district which was marked by a decrease in the contribution of the agricultural sector and an increase in the contribution of the manufacturing and service sectors to GRDP Human resource potential Central Lombok Regency consists of a  population that increases from year to year, the number of working people, the number of unemployed people and the number of people who take care of the household and the number of young people.
