Abstract

Abstrak Nilai tukar merupakan salah satu aspek yang memengaruhi daya saing ekspor. Pada tahun 2013 hingga tahun 2015, volatilitas nilai tukar mengalami kenaikan, khususnya pada triwulan akhir tahun 2015 yaitu sebesar 16,90%. Kondisi ekspor utama pertanian Indonesia pada tahun tersebut rata-rata mengalami penurunan. Penelitian ini bertujuan untuk menganalisis pengaruh volatilitas nilai tukar terhadap kinerja ekspor utama pertanian Indonesia ke negara mitra dagang utama dengan menggunakan gravity model. Ekspor utama pertanian yang dianalisis yaitu karet alam, kopi, udang, dan Crude Palm Oil (CPO). Model ARCH-GARCH digunakan untuk mengukur volatilitas nilai tukar. Hasil analisis menunjukkan bahwa volatilitas nilai tukar berpengaruh negatif terhadap ekspor karet alam, kopi, dan udang Indonesia. Artinya, semakin fluktuatif nilai tukar rupiah maka akan menurunkan ekspor karet alam, kopi, dan udang Indonesia ke negara mitra dagang utama. Pengaruh negatif tersebut juga menunjukkan adanya penghindaran risiko yang dilakukan oleh pelaku usaha. Beberapa rekomendasi hasil kajian yang dapat dilakukan Pemerintah Indonesia adalah menjaga stabilitas nilai tukar, kemudahan akses ke lembaga keuangan, penerapan lindung nilai (hedging), kontrak jangka panjang (longterm contracts), dan menjaga pertumbuhan produksi komoditas. Kata Kunci: Volatilitas Nilai Tukar, Ekspor Utama Pertanian, Model ARCH-GARCH Abstract The exchange rate is one aspect that affects export competitiveness. From 2013 to 2015, exchange rate volatility increased, especially in the final quarter of 2015, which was 16.90%. Indonesia's main agricultural export conditions in the year on average experienced a decline. This paper analyzes the effect of exchange rate volatility on the performance of Indonesia's main agricultural exports to major trading partner countries using the gravity model. The main agricultural exports analyzed were natural rubber, coffee, shrimp, and Crude Palm Oil (CPO). The ARCH-GARCH model is used to measure exchange rate volatility. The analysis shows that exchange rate volatility harms on Indonesia's exports of natural rubber, coffee, and shrimp. This means, the more the rupiah exchange rate fluctuates will reduce Indonesia's natural rubber, coffee and shrimp exports to the main trading partner countries. The negative influence also indicates the existence of risk aversion by business actors. Some recommendations for the Government of Indonesia based on the study findings are maintaining exchange rate stability, easy access to financial institutions, implementing hedging, long-term contracts, and maintaining commodity production growth. Abstract

Abstrak Sektor makanan olahan merupakan salah satu andalan ekspor nonmigas Indonesia. Salah satu upaya untuk meningkatkan ekspor produk makanan olahan Indonesia adalah dengan melibatkan pihak asing agar menanamkan modalnya pada industri makanan olahan. Di sisi lain kepemilikan asing masih menjadi perdebatan di Indonesia. Pembatasan kepemilikan asing dilakukan untuk melindungi perusahaan domestik. Tujuan penelitian ini menganalisis dampak kepemilikan asing terhadap kecenderungan ekspor output dan impor bahan baku perusahaan makanan olahan Indonesia. Data yang digunakan adalah data cross section hasil Survei Tahunan Industri Besar dan Sedang tahun 2010 dan 2015 dari Badan Pusat Statistik. Penelitian ini menggunakan analisis model Tobit. Hasilnya menunjukkan bahwa kepemilikan asing berpengaruh positif terhadap kecenderungan ekspor makanan olahan. Pengaruh besarnya porsi kepemilikan asing bergantung pada kebijakan substitusi impor atau promosi ekspor yang diterapkan pemerintah. Kepemilikan asing juga berpengaruh positif pada kecenderungan impor bahan baku makanan olahan. Oleh sebab itu, untuk meningkatkan ekspor makanan olahan pemerintah perlu mendorong investasi asing di industri makanan olahan. Upaya untuk mengurangi impor bahan baku oleh perusahaan asing dapat dilakukan dengan mendorong penyediaan bahan baku lokal yang kompetitif dari segi harga dan kualitas. Abstract The processed food sector is one of the contributors to Indonesia's non-oil and gas exports. One of the efforts to increase Indonesian processed food products export is by involving foreign parties to invest in the processed food industry. On the other hand, foreign ownership is still debated in Indonesia. Restrictions on foreign ownership are often done to protect domestic companies. This study aims to analyze the impact of foreign ownership on processed food export and raw material import propensity of Indonesia's processed food. The data used are the cross-section data from 2010 and 2015 Large and Medium Industry (IBS) from Statistics Indonesia. The Tobit regression model is utilized in this research. The results show that foreign ownership has a positive effect on processed food export propensity, but the large share of foreign ownership depends on the policies adopted by the government, whether import substitution or export promotion. Foreign ownership also has a positive effect on raw material import propensity. Therefore, to increase exports of processed food, the government needs to encourage foreign investment in the processed food industry. To reduce imports of raw materials by foreign firms is carried out by encouraging the domestic supply of raw materials, which is competitive in price and quality. JEL Classification: F14, F23, O53

Abstract

The success of agriculture cannot be separated from several things, one of which is financing. Credit is a financing mechanism that has a role as the formation of farmers' capital to support increased food production, especially rice. This study aims to analyze the effect of credit on the technical efficiency of lowland rice farming. Data collection used primary data and secondary data. Primary data were obtained from interviews with respondent farmers consists of 36 credit users and 66 non-credit users, the sample selection was carried out randomly. The results of the analysis that using the stochastic frontier analysis method on the Cobb-Douglas production function indicated that credit farmers were more efficient than farmers who do not use credit. The average level of technical efficiency for credit farmers was 0,93, while farmers who did not use credit were 0,87. Based on the results of the research, by using credit there was an opportunity for farmers to fulfill the supply of production inputs needed in order to increase their production, because the technical efficiency is higher than the farmers who do not use credit.

Abstract

Poverty is the problem in the economic development, the problem that to be the center of governments attention like in Kulon Progo Regency, the regency with the highest poverty rate at Special Region of Yogyakarta Province. The reducing poverty rate achievement in Kulon Progo Regency is under from the target listed in the 2017th to 2022nd Regional Medium-Term Development Plan (RPJMD). The social aid budget is a budget that directly related with the poverty reducing programs. Previous studies has shown that the social aid program is affecting the poverty reduction. This research aims to analyze the poverty spreads and the social aid budgets implementation, and this is for formulating the strategy of social aid budget allocations to reduce the poverty in Kulon Progo Regency. The results showed that the northern part of the regency where are dominated by highland, it has a higher poverty rate than the southern part of the district which is a coastal area. Wates and Pengasih subdistricts receive the largest allocations for social aid budget. The strategy is formulated by using IE matrix, SWOT matrix, and QSPM matrix which generate several alternatives priority strategies, that are encouraging the active role of stakeholders, and it is providing an accurate and specific integrated data on the social welfare of social aid recipients.

Abstract

Narrowing land tenure is happening in Indonesia agricultural household. This affect on decreasing agricultural household income. Attempts to increase income in the non-agricultural sector have resulted in a variety of income structures. The relationship between land tenure and household income does not always show the same direction, this is due to different agro-ecosystem conditions. This study aims to analyze: (1) the effect of land tenure and agro-ecosystem conditions on the non-agricultural income structure, (2) the effect of land tenure and non-agricultural income structure on the welfare of agricultural households. The data used is the National Farmer Panel sourced from the Indonesian Center of Agriculture Socio Economics Policy Studies (ICASEPS), Ministry of Agriculture. The analytical method used is Generalized Linear Model whics is processed using R Software. The results show that there is a negative relationship between land area and non-agricultural income structure. Meanwhile, education and agro-ecosystem conditions are positively related to non-agricultural income structure. The percentage of non-agricultural income, sequentially from the highest, is the agro-ecosystem of paddy fields, dry land based crops and vegetables, dry land based plantation. A positive relationship is also shown between the variables of land area, education, non-agricultural income structures and the welfare of agricultural households which were proxied using per capita expenditure. Meanwhile, an increase in household members will reduce the welfare of agricultural households.

Abstract

The purpose of this study was to describe and improve the business model of Sepakat feed bank group, Tanggat Village, Monta District, Bima Regency. Data collection procedures through in-depth interviews and focus group discussion. Data analysis using business model canvas approach and SWOT analysis to produce a business model prototype. The results of this study show elements that must be improved in the initial mapping of the business model are value proposition, channel, key activities, key resources, key partner and revenue stream. The SWOT analysis illustrates that the strengths possessed are well-mapped customers and abundant raw materials. The weaknesses are low quality of human resources to maintenance feed process equipment, limited land, lack of superior forage varieties, product distribution channels are not varied and limited business capital. Opportunities that can be exploited are the development of new feed product, utilization of information technology and government support. The threats they face are dependence on one feed product and the climate. Improvement strategies carried out include creating new products (value proposition), utilizing various facilities for selling product such as social media and BUMDes (channels), establishing separate business units to manage feed banks (key activities), making superior forage by utilizing Bima Regency government land (key resources), cooperate with financial institutions (key partners) and add variety of feed product as main source of income (revenue stream).

Abstract

Government procurement is the most vulnerable government activity to corruption, especially in the era of decentralization, which grants local governments the authority to manage their domestic affairs independently. The results of the Financial Audit Agency's (BPK) examination of the Palembang City Government in 2022 revealed indications of price manipulation, specifications favoring specific products and contractors, and goods and services produced not complying with the provisions in the contract. This research aims to formulate an anti-corruption strategy for government procurement based on corruption risk. The methods used in this research include descriptive analysis with a literature review, quantitative analysis using Fuzzy Synthetic Evaluation (FSE), and strategy formulation using the Multicriteria Policy (Multipol) method involving government procurement stakeholders. The research findings indicate that the governance of government procurement in Palembang City is still inadequate, with the highest risks being related to implementer integrity, contract execution control, and procurement planning risks. Relevant anti-corruption strategies include the utilization of e-procurement, enhancing human resources and the Procurement Service Unit's (UKPBJ) competence, improving the quality of planning, and strengthening supervision and stakeholder participation.
