Abstract

Badan Usaha Milik Desa (BUMDes) merupakan fasilitator untuk menggerakan perekonomian didesa, Tujuan penelitian untuk mengetahui prinsip-prinsip dalam pengelolaan Badan Usaha Milik Desa (BUMDes) dengan 6 prinsip pengelolaan yaitu Kooperatif, Partisipatif, Emansipatif, Tranparansi, Akuntabel dan Sustainabel di Desa Cipayunggirang Kecamatan Megamendung Kabupaten Bogor terutama di BUMDes MAJU BERSAMA. Metode yang digunakan adalah teknik pengumpulan data dengan memilih Populasi dan Sampel dengan melakukan observasi, wawancara, kuesioner, studi kepustakaan. Langkah selnajutnya menganalisis data menggunakan deskriptif adalah agar mengetahui gambaran realita dan kenyataan dari data yang diteliti sehingga dapat membandingkan variabel mana yang saling terhubung. Setelah analisis deskriptif didapat selanjutnya analisis ini menggunakan skala likert yang didalamnya menggambarkan indikator penelitian atau variabel yang akan menjadikan patokan tolak ukur yang dapat dihitung menggunakan Weight Mean Score. Hasil dari penelitian memperlihatkan bahwa implemntasi yang dihasilkan menggunakan prinsip pengelolaan BUMDes Maju Bersama secara umum berjalan dengan baik. Hal ini bisa di pastikan berdasarkan program-program yang berlangsung setelah adanyan pengelolaan BUMDes di Cipayunggirang ini. Ada beberapa hal yang harus di benahi dan ditingkatkan kembali seperti pemberdayaan masyarakat dalam berkoordinasi dengan pengelola BUMDes Maju Bersama sehingga bisa menghasilkan sosialisasi yang lebih seragam untuk mengembangkan BUMdes Maju Bersama ini secara berkualitas.

Abstract

Penelitian bertujuan untuk mengetahui efektivitas pelayanan yang diselenggarakan oleh Sistem Badan Penyelenggaraan Jaminan Sosial ( BPJS ) di Puskesmas Caringin Kabupaten Bogor dalam rangka inisiatif pemerintah untuk meningkatkan akses kesehatan yang merata. Sistem BPJS diharapkan dapat meningkatkan akses yang lebih baik dan merata kepada masyarakat dalam memperoleh pelayanan yang berkualitas. Metode yang digunakan dalam penelitian ini adalah metode deskriptif yaitu uraian yang berupa penggambaran untuk menjelaskan jawaban yang diberikan responden dalam kuesioner, data- data yang diperoleh melalui observasi , wawancara ,angket, daftar pustaka dan dokumentasi lapangan. Teknik menghitung data kuesioner dengan weight mean score (WMS). Adapun sampel yang diteliti berjumlah 96 orang yang merupakan peserta BPJS di Puskesmas Caringin. Terdapat enam dimensi dalam penelitian ini yaitu  ketepatan waktu pelayanan, ketersediaan obat-obatan, kesopanan pelayanan, kenyamanan pelayanan, adanya tenaga medis. Hasil penelitian menunjukan pelayanan yang diselenggarakan melalui sistem BPJS di Puskesmas Caringin Kabupaten Bogor sudah  efektif.

Abstract

Targeted policies and programs that consider the needs of the community must be supported by government efforts to establish appropriate policies. Effective policies are essential for ensuring that programs can be implemented successfully. The purpose of this study is to assess the effectiveness and efficiency of the policy for handling social welfare services for the homeless and beggars at the Social Service Office of Bogor City. This research utilizes a policy implementation theory consisting of four main components: Communication, Resources, Disposition, and Bureaucratic Structure. A descriptive quantitative analysis approach is employed in this study. Data were collected through field observations and questionnaires distributed to 24 respondents. For data analysis, the Weight Mean Score (WMS) formula was used, and measurement was conducted using a Likert scale. The results indicate that the communication dimension scored 4.81, categorized as very good; the resource dimension scored 4.61, also categorized as very good; the disposition dimension scored 4.25, categorized as very good; and the bureaucratic structure dimension scored 4.65, categorized as very good. Consequently, the overall score for the policy implementation assessment was 4.58, categorized as very good. It is hoped that this research will assist the Social Service Office of Bogor City in evaluating or reconsidering the policies for handling social welfare services for the homeless and beggars in Bogor city.

Abstract

Bogor Career Center (BCC) is a program from the Bogor Regency Manpower Office to improve job opportunities and workforce skills. However, the effectiveness of this program still faces challenges, such as synergy between stakeholders, limited resources, and workforce readiness in facing industrial competition. This study aims to analyze the SWOT factors in the implementation of collaborative governance in the BCC program and measure its effectiveness which emphasizes trust, communication, and implementation capacity, as well as analysis that includes program success, target achievement, user satisfaction, input-output levels, and overall goal achievement. This study uses qualitative methods with interview techniques, documentation studies, and observations. The results of the study indicate that BCC has strengths in policy support and partnership networks, but still faces coordination constraints and resource limitations. The opportunities for this program lie in the utilization of technology and industry collaboration, while the threats include labor market dynamics and budget constraints. The analysis shows that trust and communication between stakeholders still need to be strengthened, and implementation capacity is not optimal. In terms of effectiveness, target achievement and user satisfaction still need to be improved to ensure the sustainability of the program. In conclusion, the success of collaborative governance in the BCC program depends on strengthening trust, communication, and implementation capacity, as well as the effectiveness of the program in achieving targets and user satisfaction.

Abstract

This study investigated the techno-economic feasibility of producing trash cans from sawdust waste to support sustainable waste management and smart tourism infrastructure in Indonesia. With the growing volume of tourist-generated waste and increasing demand for eco-friendly public facilities, this innovation offers a low-cost, circular economy solution. A 20-year financial projection was conducted using indicators such as Net Present Value (NPV), Gross Profit Margin (GPM), Payback Period (PBP), and Return on Investment (ROI). Results indicate strong economic viability, with an initial investment of USD 19,500 and a payback period of just over two years. The model contributes to SDG 11 (Sustainable Cities and Communities) and SDG 12 (Responsible Consumption and Production), and aligns with national policy frameworks such as RIPPARNAS, RPJMN, and Ministerial Regulation No. P.75/MENLHK/2019. Abstract

This research aims to analyze the techno-economics of plastic waste into ecobrick products from a Collaborative Governance perspective. The research method used is to carry out an economic feasibility analysis of ecobrick production from plastic waste over 20 years, by carrying out an analysis from various points of view. The research results show that the production of ecobricks from plastic waste is economically feasible if it is produced for 20 years. This is proven by the technical analysis of the conversion of 135 tons of plastic waste per year to produce 90,000 ecobricks with a total production cost per bottle of USD 0.308 at a selling price of 0.617. However, when production started, there were quite large losses due to equipment and raw materials, reaching negative values of -1000. Even so, in the third year, there was a relatively stable increase until it reached an increase in cumulative net profit every year. Thus, analytical calculations show the potential for significant profits by achieving the break-even point (BEP). However, fluctuations in raw material prices and operational costs can affect profitability, so there is a need for collaborative governance involvement from the government sector in policies on the use of plastic waste and providing financial assistance to the community as waste producers and the private sector as producers. Therefore, this research will have an impact on the government's goal of achieving environmental cleanliness by creating ecobricks and creating profit opportunities for the community and entrepreneurs/private parties. This study also supports current issues in the Sustainable Development Goals (SDGs).

Abstract

Few studies employed bibliometric analysis to examine land service quality in the public sector. Using bibliometric analysis, this research focused on identifying the topics studied, mapping the trend of studies, and presenting future research. This research extracted data from the Google Scholar database through Publish or Perish based on the keyword "land service quality". Data from this research were collected during April 2025 and yielded 992 articles published during 2020-2024. Data processing employed VOSviewer overlay visualization to map keywords and clusters of topics, the trend of topics, and the latest topics for future research regarding land service quality in the public sector. This research revealed that the most dominant topics focused more on environmental and spatial aspects than social, institutional, or administrative aspects of land service governance. This research also indicated the trend of research topics shifting from purely environmental issues to an integrative approach with aspects of land degradation, food security, arable land, evidence, and comprehensive review (data-based approaches). In addition, this research delineated studies emphasizing the land issues over the services as the core tasks of the public sector (the government). However, institutional governance, policies, public service systems, participation, and fairness of community access to land resources mainly influenced future research. This research was still limited by extracting data only from the Google Scholar database. Moreover, this research contributed as a valuable reference and literature for other researchers who have used bibliometric analysis to study the topic of land service quality in the public sector.

Abstract

Improving the quality of Human Resources for the State Civil Apparatus (ASN) is a fundamental step in enhancing the effectiveness of public service delivery amidst increasing demands for professionalism and adaptability. Collaborative governance is viewed as a strategic approach to address the complexity of implementing integrated and participatory training and certification programs for State Civil Apparatus (ASN). This study aims to analyze the implementation of collaborative governance in the management training and certification of ASN in 2024. A descriptive quantitative approach was employed, using purposive and total sampling techniques with 82 respondents comprising both participants and organizers. Data were collected through questionnaires and analyzed using the Weighted Mean Score (WMS) method. The results show that efforts to apply collaborative governance principles in ASN training have been initiated through inter-agency cooperation. However, the implementation has not fully reflected the theoretical framework, particularly Emerson et al. (2012), which emphasizes shared motivation, joint capacity for collective action, and mutual understanding of change. Furthermore, based on Kirkpatrick's training evaluation model, the impact of these efforts has not yet reached significant levels of behavioral change or measurable results. This indicates that the current application of collaborative governance remains partial and has yet to contribute optimally to the overall effectiveness of ASN training. The findings highlight a gap between theoretical concepts and field practices, providing a foundational basis for the development of a more applicable and impactful collaborative model for future ASN training initiatives.

Abstract

The implementation of the Digital Population Identity (IKD) is one of the government’s efforts to digitize public services, particularly in the area of civil registration. This study aims to evaluate the effectiveness of the IKD program conducted by the Department of Population and Civil Registration (Disdukcapil) of Bogor Regency. The research uses a descriptive quantitative approach to gain a statistical picture of public perceptions of the program. Data were collected from 100 respondents through a structured questionnaire, supported by interviews with key officers at Disdukcapil. The effectiveness of the IKD program was measured using five dimensions proposed by Sutrisno (2010): program understanding, target accuracy, timeliness, goal achievement, and actual change. The results of this study indicate that the IKD program in Bogor Regency is considered effective, with an overall average score of 3.83, categorized as "good." The highest score was achieved in the program understanding dimension (3.97), which shows that most of the community already understands how to access and use IKD services. However, the lowest score was found in the timeliness dimension (3.71), indicating that technical issues such as poor internet access, limited digital literacy, and application errors are still obstacles in the field. Interviews also revealed that socialization efforts must be strengthened, and the system interface must be simplified to accommodate citizens with low digital skills. This study contributes by filling the research gap on the regional implementation of digital identity services from a quantitative perspective. While previous studies often focused on national-level policies or technological design, this research provides empirical evidence of how the IKD program performs in practice at the local level. The findings suggest that strengthening public understanding is key to increasing program effectiveness. Policymakers are encouraged to improve education, infrastructure, and application usability to ensure inclusive and sustainable digital public services.
