Abstract

Nowadays, the United States shows its foreign policy focus to the Asia Pacific region where there is a border conflict between China and the countries in the Southeast Asia Region. This paper tries to analyze the increasing tension of the US and Chinese military forces in the South China Sea and see how the challenges Indonesia will face with the escalation in the South China Sea. The United States of America began to increase its military power aimed to overseeing the South China Sea and Chinese Hegemony. The increase in US military strength certainly threatens China's interests in the South China Sea so that even in the middle of Covid-19, China is showing its military strength by conducting patrols and joint exercises in the waters of southern China. The improvement of the two superpowers can be seen in the framework of the Balancing Power theory, which emphasizes the analysis of military force tension in both countries. Whereas in analyzing the challenges faced by Indonesia, it can use the Balance of Threat theory. The purpose of this paper is to provide recommendations for the Indonesian government in dealing with the increasing tension in the South China Sea.

Abstract

This paper aims to provide a perspective on assistance to MSMEs in East Java in the face of the Covid-19 pandemic. So far, MSMEs have been proven to be one of the economic drivers that accommodate the majority of workers in Indonesia. The existence of the Covid-19 Pandemic has depressed MSMEs throughout Indonesia and often have to go out of business. It seems that the government assistance that has been provided in the context of Covid-19 is still focused on individual or family assistance. Therefore, the authors consider MSMEs to be an essential factor in efforts to overcome the impact of Covid-19, especially in East Java. This paper uses the review literature as a method of data collection and research. The research results are expected to be an input for the Government, especially East Java Province, to consider the existence of capital assistance for MSME’s.

Abstract

Komodo National Park is a medium in maintaining national identity to support the implementation of national defense and maintain national security. Komodo National Park is one of five national parks that were first designated in Indonesia with the main icon being the endemic animal, the Komodo. Then, the Government runs this park management model using a participatory approach to tourism development accompanied by the provision of training to develop human resources, capital assistance, to equipment assistance which is synergized and integrated with environmental care institutions and conservation organizations. This research uses a qualitative approach with a literature study by searching and studying various literatures related to culture and welfare in Komodo National Park so that the data in this study uses secondary data. The legacy of the Ora legend that provides behavioral construction to the local community until the next generation builds a sense of belonging among the people to maintain the unity of Indonesia and live peacefully side by side with Komodo according to the provisions of the zoning area. This is the basis for how the government carries out development efforts with community participation which is accommodated in activities that accommodate creativity, interest, and potential such as creative economic training to improve the level of community welfare. The conclusion in the research: national security which is manifested in the management of Komodo National Park describes the societal security and environmental security sectors.

Abstract

This study aims to determine the effect of the antecedents of Supply chain quality risk management (SCQRM) implementation on organizational performance with the moderating role of organizational culture in the Indonesian Navy. Based on data from questionnaire survey data totaling 260 Indonesian Navy officers, the SCQRM theory model is proposed and the structural equation model is used to test the proposed hypothesis. The results show that strategic leadership, information, and control mechanisms are significant antecedents of SCQRM implementation. Furthermore, strategic leadership and information significantly contribute to organizational performance. An interesting finding is that control mechanisms do not have a direct impact on organizational performance, but they do contribute indirectly to organizational performance mediated by SCQRM implementation. Also, SCQRM implementation significantly contributes to organizational performance and the moderating effect of organizational culture strengthens the relationship between SCQRM implementation and organizational performance. This study focuses on the concept and implementation of SCQRM in Indonesian Navy logistics with the role of strategic leadership, information, control mechanisms, and organizational culture to improve organizational performance using single respondents and expert perceptions, namely Indonesian Navy Officers. The managerial implications suggest that complementary benefits arise from the adoption of a more holistic approach to the management of supply chain quality risk at the organizational level with supported the role of strategic leadership, information, control mechanisms, and organizational culture will improve organizational performance. Three contributions to science in the development of SCQRM theory. First, this study develops an SCQRM theoretical model with three unique dimensions (supplier development, risk management integration, and proactive product recall). Second, this study provides a new perfection of how the complementarity system of SCQRM is operated to improve organizational performance. Moreover, the findings imply that a successful SCQRM implementation is built on a complementarity power in risk management resources and routines. The multiple manifestations of the three SCQRM dimensions are all driven by a cohesive, yet unobserved synergy, which also forms one of the competencies of the organization. Third, this study also provides a new perfection on the role of strategic leadership, information and control mechanisms as antecedents of SCQRM implementation, and the moderating role of organizational culture that strengthens the relationship between SCQRM implementation and organizational performance.

Abstract

Indonesia is one of the countries of multi-ethnic, racial, tribal, language, culture, and religion. Religions and various schools thrive therefore the understanding of religious pluralism in pluralism is needed, one of which is often a problem in Indonesia is the establishment of houses of worship. The problem of establishing a house of worship or the transfer of the function of the use of buildings instead of houses of worship in an area can lead to horizontal conflict. GKI Yasmin conflict in Bogor City is one of the problems of the establishment of houses of worship in Indonesia. Polemic of the existence of GKI Yasmin began the rejection by 30 residents of Curug Mekar Village of Bogor City on January 10, 2006 they filed a letter to the Mayor of Bogor to revoke the IMB GKI Yasmin. The Yasmin GKI conflict lasted for 15 years from 2006 to 2021. The path of peace has been taken and both sides have agreed to the relocation of GKI Yasmin, conflict resolution by the Bogor city government received appreciation from the central government. This event is a message of peace from Bogor to the world that peace can never be achieved by judging each other.

Abstract

Jurnal ini berjudul kajian strategi kebijakan publik provinsi Aceh sebagai upaya untuk meningkatkan kesejahteraan masyarakat dan merawat perdamaian masa depan. Penelitian jurnal ini dilatarbelakangi oleh adanya kesenjangan antara das sein dan das sollen. Di mana Provinsi Aceh yang memiliki dana otsus begitu besar setiap tahunnya, tetapi belum mampu juga untuk mendongkrak kesejahteraan masyarakat. Sehingga dengan belum sejahteranya masyarakat Aceh akan berpotensi menimbulkan konflik yang bersumber dari ekonomi. Tujuan penelitiaan ini untuk menganalisis kebijakan publik apa saja yang sudah dibuat oleh Pemerintah Aceh, menganalisis implementasi kebijakan publik yang sudah dibuat tersebut, menganalisis indikator/barometer keberhasilan implementasi kebijakan publik tersebut, dan menganalisis hambatan dalam mengimplementasikan kebijakan publik tersebut, yang kemudian dikaitkan pada upaya untuk meningkatkan kesejahteraan rakyat Aceh dan mewujudkan perdamaian positif di masa depan. Teori utama yang digunakan dalam jurnal ini yaitu teori manajemen konflik, teori kebijakan publik, konsep kesejahteraan. Penelitian ini menggunakan metode kualitatif melalui kegiatan studi pustaka dan wawancara pada bulan Maret 2021. Berdasarkan hasil penelitian menunjukkan bahwa kebijakan publik yang telah Pemerintah Aceh lakukan pada dasarnya sudah cukup beragam seperti mengurangi beban pengeluaran masyarakat, meningkatkan pendapatan, meningkatkan kualitas SDM, menekan biaya transaksi ekonomi, menjaga stabilitas pangan, menanggulangi dampak bencana. Namun pada praktiknya/implementasinya, kebijakan tersebut belum bejalan optimal. Hal ini tandai dengan masih banyaknya rakyat miskin di Aceh. Kemudian, adapun barometer untuk keberhasilan kebijakan publik di Aceh ini mencakup 7 aspek, dan hambatan dalam pengimplementasian kebijakan publik ini adalah belum adanya komitmen yang kuat untuk pembangunan kesejahteraan dari seluruh pihak terkhusus eksekutif dan legislatif. Kami menyarankan agar potensi konflik yang bersumber ekonomi tidak terjadi di Aceh, sebaiknya dilakukan langkah-langkah seperti penguatan sinergitas antara pemerintah provinsi dan seluruh pemerintah kab/kota, pencarian sumber dana baru agar dapat menambah anggaran belanja untuk program pengentasan kemiskinan, pemenuhan hak-hak ekonomi bagi kelompok eks kombatan GAM dan korban konflik, perlunya peran aktif dari pemerintah pusat terhadap pemerintah Aceh terkait pengelolaan dana otonomi khusus Aceh.

Abstract

Over the past few years, the intensity of use of the term "Indo-Pacific" has been increasingly encountered in various strategic discussions. Currently, the Indo-Pacific is an important area that reflects global geopolitics in the 21st century because it is the most strategic international trade and shipping route. In addition to its strategic location, the Indo-Pacific also causes various threat dynamics, especially due to the presence of various large countries in the region that are trying to exercise their hegemony. The dynamics of threats that are often encountered in this region include issues of the South China Sea, US-China rivalry, maritime disputes, and maritime security. In the midst of the increasingly complex dynamics of threats in the Indo-Pacific region, the Indonesian Navy has the duty and support for creating regional security through the role of Navy diplomacy. This article uses a qualitative method with a case study approach. The several theories used are regional security complexity theory, threat theory, and naval diplomacy. There are three important points elaborated in the discussion including: The security complexity and dynamics of threats in the Indo-Pacific region, Regional cooperation to achieve regional stability, and Implementation of the Indonesian Navy's diplomatic role in the region.

Abstract

Indonesia is an archipelagic country that has abundant potential marine resources which have the potential to cause exploitation and create vulnerability to transnational crimes. One of them is the Riau Archipelago, the outer archipelago of Indonesia. It is directly adjacent to Singapore and Malaysia, a crossroads for international shipping that makes it a strategic place. Because of this strategic location, security is needed by the authorized institution. In this case, the author intends to analyze BAKAMLA's efforts in securing the waters of the Riau Archipelago. This paper will analyze BAKAMLA's strategy for preventing transnational crimes at national borders in terms of the strategic position of the Riau Archipelago using the theory of threat and national defense. The writing method used is a descriptive qualitative literature study

Abstract

The conflict prevention of Ethnic, Religious, Racial and Inter-group conflicts (SARA) in Palembang City, South Sumatra province is classified as really good because it succeeded in making this region get the status of zero conflict SARA. This status indicates that South Sumatra, especially the city of Palembang, has never experienced any SARA conflict. This is inseparable from the results of the synergy of all parties involved in maintaining SARA peace in this area. This study uses a qualitative approach. For data collection techniques, researchers conducted interviews, observation, and documentation procedures. The theories and concepts used in this research include: Synergy Theory, Leadership Theory, Peace Theory, Conflict Prevention Concept, Religious Harmony Concept and KAMTIBMAS Concept. The results of this study indicate that the Palembang City Government has various forms of synergy in preventing SARA conflicts with the South Sumatra Provincial Government, including; Development of high tolerance facilities, supporting any existing events, joint operations, education, giving awards and strengthening existing early detection systems. The synergy barriers are; the high ego of individuals or groups, the uneven level of public welfare resulting in social jealousy, lack of education so that they are easily provoked by hoax issues, lack of budget and frequent occurrence of miscommunication which causes misperceptions. And efforts to overcome these obstacles include optimizing modern technology, education, providing operational assistance and organizing positive activities. It is hoped that the formula for preventing SARA conflicts in Palembang, South Sumatra can become a role model for public security and order.

Abstract

Terjadinya perekrutan yang dilakukan oleh kelompok radikal NII telah menarik perhatian publik serta pemerintah Indonesia, teridentifikasi terdapat banyak masyarakat Garut telah berbaiat dan terpapar paham radikal NII. Hal tersebut memunculkan ancaman bagi kedaulatan ideologi bangsa Indonesia yang disebabkan oleh pemahaman radikal yang memiliki tujuan mendirikan negara Islam Indonesia. Untuk mengantisipasi hal tersebut dilakukan sebuah program deradikalisasi yang bertujuan untuk memutus paham radikal di masyarakat terutama bagi para anggota yang telah berbaiat dan terpengaruh paham radikal. Penelitian ini bertujuan untuk menganalisis implementasi program deradikalisasi yang telah dilaksanakan oleh pemerintah dalam penanggulangan paham radikalisme NII di Garut, dengan menggunakan metode penelitian kualitatif. Implementasi yang telah dilaksanakan oleh pemerintah yang tergabung dalam satuan tugas penanggulangan paham intoleransi dan radikalisme wilayah Garut telah berjalan cukup baik berdasarkan indikator teori implementasi yang meliputi komunikasi, sumber daya, disposisi, dan struktur birokrasi. Program yang telah dijalankan telah meraih hasil yang memuaskan dengan banyaknya eks anggota NII menyatakan deklarasi kembali ke NKRI dan dilakukan pembinaan agar tidak terpengaruh kembali. Namun persepsi yang masih beranggapan bahwa NII itu sudah tidak ada dan juga konsistensi pemerintah untuk melakukan penanggulangan menimbulkan tantangan tersendiri bagi pemerintah karena Garut merupakan daerah potensi radikal dan merupakan basis dan embrio kelompok NII.
