Abstract

This research examines the production management of self-propelled mortar carrier systems in supporting the independence of Indonesia's defense industry. In accordance with the Law of the Republic of Indonesia No. 16 of 2012 on Defense Industry which aims to ensure that the fulfillment of defense and security equipment can be carried out independently. This research uses the theory of production and production management presented by E.L. Brech. The production system starts from inputs, which consist of information, management, equipment and workers, as well as raw materials and capital, which then get treatment in the form of transformation into outputs in the form of goods and services. This research uses a qualitative research method with a case study approach. Primary data is obtained through interviews and direct observation to related parties, while secondary data is obtained from literature studies, documents and other data. This research reveals that the production process at PT SAS Aero Sishan still requires improvement efforts to increase production effectiveness. This research underlines the importance of production management to optimize the resources owned through the production process so as to produce quality and superior products and services in order to realize the independence of the defense industry.

Abstract

Abstrak Penelitian ini mengeksplorasi dilema keamanan dan implikasinya terhadap kebijakan pertahanan negara, yang bertujuan untuk mengidentifikasi strategi resolusi yang efektif. Dengan menggunakan metode penelitian kualitatif dengan data sekunder, penelitian ini mengkaji pengaruh sejarah, mekanisme keterlibatan diplomatik, dan kemajuan teknologi di bidang pertahanan. Berdasarkan analisis sejarah, Dilema Keamanan mempengaruhi strategi pertahanan termasuk penangkalan nuklir dan perlombaan senjata selama Perang Dingin. Keterlibatan diplomatik melalui hotline militer, perjanjian pengendalian senjata, dan pertemuan bilateral merupakan hal yang sangat penting dalam mengurangi ketegangan. Langkah-langkah ini menumbuhkan kepercayaan dan mengurangi kesalahpahaman, yang sangat penting untuk meningkatkan keamanan internasional. Selain itu, memanfaatkan teknologi pertahanan seperti sistem pertahanan rudal dan kemampuan siber terbukti penting dalam mencegah ancaman sekaligus meminimalkan agresi yang dirasakan. Temuan ini menunjukkan bahwa transparansi, kepentingan bersama, dan komunikasi yang efektif sangat penting dalam mengelola teknologi ini untuk menghindari meningkatnya dilema keamanan. Sebagai kesimpulan, studi ini menggarisbawahi pentingnya strategi pertahanan yang seimbang yang mengintegrasikan inisiatif diplomatik dan teknologi maju untuk meningkatkan stabilitas dan mencegah konflik. Abstract

Abstract: Machine learning (ML) is increasingly pivotal in shaping future defense strategies, offering advancements across critical domains such as cybersecurity, resource allocation, and autonomous systems. This research explores the multifaceted impact of ML in defense, focusing on three primary areas: enhancing threat detection and mitigation in cybersecurity, optimizing resource allocation and logistics in military operations, and navigating the ethical and strategic implications of autonomous defense systems. The study utilizes qualitative research methods, particularly through secondary data analysis from government reports, academic publications, industry white papers, and ethical frameworks. Findings indicate that ML algorithms significantly bolster threat detection by leveraging Anomaly Detection Theory and Game Theory, thereby enhancing responsiveness to cyber threats. In military logistics, ML models informed by Operations Research and Supply Chain Management Theory optimize resource distribution, improve operational efficiencies, and support mission readiness. Ethically, the deployment of ML in autonomous defense systems prompts considerations of moral responsibilities, biases, and strategic risks, necessitating comprehensive governance frameworks. In conclusion, while ML offers transformative potential in defense strategies, effective implementation requires robust ethical guidelines, strategic foresight, and interdisciplinary collaboration to mitigate risks and maximize benefits. Abstract

In an era characterized by rapid geopolitical shifts and evolving security threats, the imperative for evidence-based defense policymaking has never been more pressing. This research delves into the intricate nexus between strategic thinking and empirical evidence in defense policy formulation, seeking to address key gaps in understanding and practice. Through a qualitative analysis of secondary data encompassing scholarly literature, governmental reports, and defense policy documents, this study elucidates the fundamental elements of strategic thinking within defense policymaking frameworks and examines their current integration with empirical evidence. The research findings shed light on the pivotal role of strategic foresight, threat assessment methodologies, and resource allocation strategies in shaping defense policy. Moreover, the study explores the impact of intersectionality, encompassing factors such as geopolitical dynamics, technological advancements, and socioeconomic disparities, on the effectiveness of strategic thinking and the utilization of empirical evidence in defense policy making processes. The novelty lies in the comprehensive exploration of intersectionality's impact on defense policy formulation and the identification of guiding principles to enhance the integration of strategic thinking and empirical evidence. The research underscores the need for a holistic approach that acknowledges and addresses the multifaceted nature of contemporary security challenges.

Abstract

Hybrid warfare, with its blend of conventional military tactics, irregular warfare, cyber attacks, and information operations, presents complex challenges to national security. The role of intelligence in understanding, countering, and formulating effective defense policies in hybrid warfare contexts is crucial. This qualitative research study examines the multifaceted role of intelligence in addressing hybrid warfare threats and shaping national defense policies. Utilizing secondary data sources, including government reports, academic publications, and policy analyses, the study employs thematic analysis to explore three key areas: (1) the role of intelligence in understanding and countering hybrid warfare threats; (2) integrating intelligence insights into formulating national defense policies to address hybrid threats; and (3) challenges in employing intelligence-led defense policies in hybrid warfare contexts. Findings highlight the significance of intelligence in providing situational awareness, informing policy decisions, and mitigating risks in hybrid warfare scenarios. The study ends by stressing how important it is for leaders to be able to adapt, for institutions to work together, and for ethical concerns to be taken into account when improving intelligence capabilities and making the best use of them to deal with the changing challenges of hybrid warfare.

Abstract

ABSTRACT This research delves into the Evolution of Indonesia's Defense Diplomacy Strategy in the North Natuna Sea, employing Historical Institutionalism to analyze the historical trajectory. The study also adopts a Neorealist Perspective to assess the Current State of Defense Cooperation and Alliances in the region, shedding light on geopolitical dynamics. A Legal Positivist Perspective evaluates Adherence to International Maritime Laws and Defense Diplomacy. Additionally, Cultural Diplomacy, Soft Power, and their influence on Indonesia's Defense Diplomacy in the North Natuna Sea are examined, emphasizing implications for Perception and Support. Qualitative research methods, including document analysis and expert interviews, guide the investigation. Findings reveal a nuanced historical development, realist power dynamics, legal frameworks, and the crucial role of cultural diplomacy. The research underscores the need for a comprehensive and adaptive defense diplomacy strategy to secure the North Natuna Sea. Abstract

Abstract The relationship between political ideology and public administration policy has been studied extensively in the past few decades. Research has indicated that political actors play a crucial role in shaping public administration policy as they are the ones who are elected to represent the interests of the voters. Public opinion also plays an important role in shaping policy as it is the voice of the people who elect government officials. The aim of this study is to explore the correlation between political ideology and public administration policy, the impact of political actors on public administration policy, the role of public opinion in shaping public administration policy, and the effects of policy implementation on political ideology. The methodology employed in this study involves qualitative analysis of survey data obtained from a wide range of sources such as books, journals, and various documents. The findings of this study suggest that political ideology is strongly correlated with public administration policy. The impact of political actors on public administration policy is significant, with those in power often shaping policy to fit their own political agendas. Public opinion has a significant impact on policy formation, with policymakers often looking to cater their policies to the needs and desires of the electorate. Policy implementation has also been found to have a significant impact on political ideology, with policies that are successfully implemented often creating an ideological landscape that is difficult to change. Abstract

The maritime sector in Indonesia stands at a crucial juncture, demanding a nuanced understanding of the current state of maritime education, its challenges, and the pathways toward fostering maritime leadership. This research, titled "Sailing Towards Excellence: Revamping the Education Policy to Foster Maritime Leadership in Indonesia," employs qualitative research methods using secondary data to explore these dimensions comprehensively.The study begins by examining the current features of maritime education programs in Indonesia and assessing their alignment with the dynamic needs of the maritime industry. It investigates the challenges educational institutions face in delivering quality maritime education and explores their repercussions on the development of maritime leadership. Furthermore, the research delves into industry professionals' perceptions of graduates' preparedness for maritime education programs. Identified regulatory barriers within the current education policy are scrutinized to understand their impact on the evolution of maritime education in Indonesia. The research concludes by formulating specific policy recommendations to address the identified gaps and enhance maritime leadership development.

Abstract

This qualitative research study explores the adaptation of Human Capital Management (HCM) principles to meet the unique needs and challenges of defense organizations. The background highlights the increasing importance of optimizing HCM in defense to ensure operational readiness and adaptability in a dynamic security environment. The aim of this research is to provide insights into customizing HCM strategies for defense settings, including hierarchical structures, specialized skill requirements, and the imperative of operational readiness. Qualitative research methods using secondary data analysis were employed to examine existing literature, reports, and case studies related to HCM in defense. Findings reveal that customization of HCM in defense involves aligning leadership styles with HCM principles, overcoming cultural resistance, addressing bureaucratic constraints, and leveraging technological innovations for recruitment, training, and performance evaluation. Transformational and servant leadership styles emerged as conducive to HCM success in defense. Additionally, the study identifies relevant metrics such as retention rates, training effectiveness, promotion from within, employee engagement, and performance metrics, along with evaluation methods like benchmarking and cost-benefit analysis, as suitable for measuring HCM impact. These metrics can inform ongoing improvements, ensuring that defense organizations continuously adapt to meet evolving security challenges. In conclusion, this research sheds light on the potential of HCM to transform defense organizations, offering a roadmap for customizing strategies and leveraging leadership, technology, and evaluation methods to enhance human capital and national security.

Abstract

The Indonesian Navy faces challenges in maintaining the readiness of warships deployed in external operation areas due to inefficiencies in logistics distribution. Understanding current practices and identifying bottlenecks is crucial for devising strategies to enhance logistics efficiency. This study aims to investigate the current logistics distribution practices of the Indonesian Navy, identify primary bottlenecks and inefficiencies, explore opportunities for optimization, and propose strategies for increasing logistics distribution efficiency to support warships in external operation areas. Utilizing Creswell's qualitative research framework, this study analyzes existing secondary data from academic journals, reports, and governmental documents related to naval logistics in Indonesia. The study reveals the current logistics distribution practices and procedures of the Indonesian Navy, identifies primary bottlenecks and inefficiencies within the existing system, explores opportunities for optimization of logistics processes and infrastructure, and proposes a comprehensive strategy for increasing logistics distribution efficiency to support the readiness of Indonesian Navy warships in external operation areas. By leveraging qualitative research methods and secondary data analysis, this study provides valuable insights into enhancing logistics distribution efficiency for Indonesian Navy warships, contributing to improved readiness and operational effectiveness in external operation areas.
