Abstract

The defense industry, crucial for national security, is increasingly pressured to integrate sustainability into its governance practices. This research aims to develop a strategic governance framework that effectively incorporates sustainability principles into the defense sector. Utilizing qualitative research methods and secondary data, including government reports, industry publications, and academic studies, the study analyzes existing governance practices, identifies key challenges, and proposes actionable strategies. Findings reveal that while the defense industry has implemented some sustainability measures, such as Environmental Management Systems and sustainable procurement policies, these efforts are often inconsistent and hindered by regulatory constraints, financial limitations, cultural resistance, and technological barriers. A proposed strategic governance framework includes clear sustainability goals, regulatory reforms, enhanced transparency, and leveraging technological innovation. The study concludes that a comprehensive approach, integrating policy recommendations, best practices, and targeted implementation strategies, is essential for embedding sustainability into defense governance. This framework can guide the defense industry in balancing security needs with environmental and social responsibilities, promoting long-term sustainable development. Abstract

The government as a state organizer has a responsibility for the budget it manages. Accountable defense budget management is a form of public accountability that is the duty and function of the Ministry of Defense. The Inspectorate General of the Ministry of Defense as a Government Internal Supervisory Apparatus (APIP) has a strategic role in improving government governance, including a role in supporting the accountability of defense budget management. To carry out this role, adequate auditor capability is required. This study aims to understand the efforts to improve the capabilities of the auditors of the Inspectorate General of the Ministry of Defense to support the accountability of defense budget management. Qualitative method was used in this research with descriptive analysis approach. Data collection was carried out by interview method based on the Internal Audit Capability Model (IACM). The results showed that there have been efforts to increase the capability of the auditors of the Inspectorate General of the Ministry of Defense to level 3 (delivered), but the achievement of defense budget accountability shown through the Government Agency Performance Accountability System (SAKIP) still requires continuous improvement.

Abstract

This study investigates the dynamics of change in Indonesian maritime culture through an analysis of the role of Dutch colonization in the transformation of national identity. Drawing on qualitative research methods using secondary data, the study examines three key areas: factors contributing to Dutch colonization, the impact of Dutch colonial policies on traditional maritime practices and social structures, and the contribution of Dutch colonization to Indonesian national identity formation and its contemporary legacy. The research's findings show that trade interests, military conquests, and cultural exchanges were the driving forces behind Dutch colonization, which had a significant impact on Indonesian maritime culture. Dutch colonial policies such as the cultivation system and cultural assimilation efforts disrupted traditional maritime practices and social structures, leading to socio-economic disparities and cultural hybridization. However, Dutch colonization also fostered a sense of resistance and solidarity among Indonesians, contributing to the formation of a unified national identity. In conclusion, the study underscores the multifaceted nature of Dutch influence on Indonesian maritime culture and national identity, highlighting the enduring legacy of colonialism in contemporary Indonesian society.

Abstract

Abstract This study investigates courage in military leadership, its impact on decision-making, inspirational influence, and the evolution of military institutions under courageous leaders in real-world scenarios and historical adversity. Using secondary data sources, including historical accounts and documented military actions, the research identifies attributes and skills associated with courageous military leadership, contributing valuable insights for training programs. The findings reveal nuanced expressions of courage among military leaders, shedding light on their decision-making processes during critical moments. The study underscores the inspirational impact of courageous leadership on unit morale and cohesion, emphasizing its role in shaping the trajectory of military institutions over time. The identified attributes and skills of courageous military leadership serve as a foundation for developing effective training programs to cultivate future leaders. Abstract

Public participation is a vital aspect of democratic governance, promoting transparency, accountability, and trust between governments and citizens. In Indonesia, public engagement in defense policymaking has been limited, often hindered by bureaucratic rigidity, lack of transparency, and societal perceptions that defense is an elite domain. This study explores the challenges and opportunities for fostering public participation in defense policymaking, focusing on its potential to strengthen trust and enhance policy legitimacy. Using a qualitative approach with secondary data, the research analyzes policy documents, government reports, and scholarly literature to uncover key patterns and insights. The findings highlight significant barriers, such as hierarchical bureaucratic structures, restricted access to information, and a general lack of public connection to defense issues. However, the study also identifies promising opportunities to enhance engagement, including leveraging digital platforms to reach a broader audience, collaborating with civil society and academic institutions, and adopting participatory governance models. Successful examples, such as community-driven disaster preparedness programs and participatory budgeting initiatives, illustrate the potential of inclusive approaches to build trust and improve policy outcomes. The study concludes that meaningful public participation is essential for ensuring defense policies align with societal needs and foster public trust. Addressing structural barriers and institutionalizing participatory mechanisms are key steps toward achieving this goal. These findings contribute to the growing discourse on participatory governance and provide practical recommendations for enhancing collaboration and inclusivity in defense policymaking. Abstract

Penyebaran hoaks dan disinformasi di Indonesia semakin meningkat, terutama selama periode krisis seperti pemilu dan pandemi. Penelitian ini bertujuan untuk menganalisis dampak penyebaran hoaks terhadap ketahanan nasional, khususnya dalam konteks sosial-politik. Menggunakan metode penelitian kualitatif dengan data sekunder, penelitian ini mengumpulkan data dari berbagai sumber, termasuk laporan dari Kementerian Komunikasi dan Informatika, MAFINDO, serta studi akademik terdahulu. Data sekunder ini dianalisis untuk mengidentifikasi pola penyebaran disinformasi, terutama melalui media sosial seperti Facebook dan WhatsApp. Hasil penelitian menunjukkan bahwa hoaks berdampak signifikan terhadap kepercayaan publik terhadap pemerintah, memperburuk polarisasi politik, dan mengancam stabilitas sosial. Disinformasi yang tersebar luas memanfaatkan literasi digital yang rendah di kalangan masyarakat, sehingga mempersulit usaha mitigasi. Kesimpulannya, penyebaran hoaks melalui media sosial tidak hanya menimbulkan ancaman terhadap opini publik, tetapi juga mempengaruhi ketahanan nasional. Penelitian ini merekomendasikan peningkatan literasi digital dan penguatan regulasi media sosial untuk mengurangi dampak disinformasi. Langkah ini mencakup kampanye edukasi literasi digital yang melibatkan berbagai lapisan masyarakat serta kebijakan yang lebih tegas pada platform media sosial untuk mengontrol penyebaran konten disinformasi. Peningkatan kolaborasi antara pemerintah dan platform digital juga diperlukan untuk memperkuat transparansi dan akuntabilitas dalam pengendalian informasi.

Abstract

This research explores the pivotal role of defense contractors in shaping defense policy and their significant impact on national security dynamics. Using qualitative research methods, with an emphasis on secondary data analysis, the study synthesizes findings from government reports, academic literature, and industry analyses. Key findings reveal the considerable influence of defense contractors’ lobbying activities on defense budget allocations and procurement policies, often redirecting resources toward projects that align with their technological expertise and profit motives. Additionally, defense contractors play a crucial role in shaping defense research and development priorities, driving innovation in areas such as cybersecurity, missile defense systems, and unmanned technologies. Ethically, the revolving door phenomenon between defense contractors and government officials raises concerns about potential conflicts of interest, undermining impartial decision-making and public trust. This research offers a comprehensive understanding of the strategic implications of contractor influence on defense policy, highlighting the need for greater transparency, accountability, and balanced competition in defense procurement. By illuminating these dynamics, the study contributes to policy discussions aimed at promoting ethical governance and ensuring the integrity of national security.

The background underscores the evolving landscape of global security challenges, necessitating innovative approaches beyond conventional military strategies. This study examines how technological advances such as artificial intelligence, machine learning, and cybersecurity measures shape defense management strategies. It also aims to understand the impact of geopolitical shifts on national defense policies, emphasizing the need for adaptable and forward-thinking strategies. Additionally, the research investigates effective measures for addressing non-traditional security threats, including economic, environmental, and health security considerations. Qualitative research methods using secondary data include literature review and case study analysis. Findings reveal that technological innovations enhance threat detection, decision-making processes, and defense capabilities. Geopolitical shifts necessitate continuously reassessing defense priorities, influencing strategy formulation and international alliances. Effective strategies for non-traditional threats emphasize integrated approaches across economic, environmental, and health domains. In conclusion, a comprehensive and adaptive defense policy framework is essential for mitigating multifaceted security challenges and ensuring national resilience.

Abstract

This research examines China's tactics in its South China Sea gray zone strategy, contrasting them with conventional military tactics, identifying primary objectives, aligning with regional and global ambitions, and highlighting potential regional implications. This study utilizes secondary data, including academic articles, government reports, and policy papers, to analyze China's gray zone strategy in the South China Sea. Qualitative content analysis will be employed to identify and interpret themes related to tactics, objectives, and regional implications. The research findings reveal that China's gray zone strategy in the South China Sea involves tactics such as maritime militia, island-building, coercive diplomacy, and lawfare. These tactics differ from conventional military approaches as they allow China to assert control without overtly crossing the threshold of armed conflict. The primary objectives pursued by China through the implementation of a gray zone strategy in the South China Sea include securing territorial claims, enhancing regional influence, and safeguarding national security interests. These objectives align with China's larger ambitions of regional hegemony and global leadership. Potential regional implications of China's gray zone strategy encompass heightened territorial disputes, compromised regional security, restricted freedom of navigation, challenges to international law, and strained US-China relations. To manage and counterbalance the risks arising from China's gray zone strategy, affected nations and regional stakeholders should adopt strategies and policies such as strengthening regional alliances, increasing military presence, engaging in multilateral negotiations, promoting international law, and enhancing security cooperation. These measures can help preserve regional stability and safeguard the interests of the affected nations.

Abstract

Indonesia memiliki peran strategis dalam peta global dengan menghadapi tantangan pertahanan yang semakin kompleks, menuntut modernisasi alat utama sistem persenjataan (Alutsista) dan peningkatan kemandirian industri pertahanan. Salah satu perusahaan yang terlibat dalam upaya ini adalah PT SAS Aero Sishan, sebuah industri pertahanan swasta yang menghadapi risiko kecelakaan kerja yang tinggi. Oleh karena itu, penerapan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) yang optimal menjadi sangat penting. Namun, hasil evaluasi pada tahun 2023 menunjukkan bahwa implementasi SMK3 di PT SAS belum berjalan maksimal, terutama karena terbatasnya tenaga ahli dan minimnya pelatihan yang memadai. Kondisi ini berdampak pada produktivitas perusahaan dan menghambat upaya menciptakan lingkungan kerja yang aman dan efisien. Penelitian ini bertujuan untuk menganalisis pengembangan sistem, efektivitas, dan keterlibatan karyawan dalam penerapan SMK3 di PT SAS Aero Sishan. Penelitian dilakukan dengan metode kualitatif menggunakan pendekatan studi kasus. Teknik pengumpulan data meliputi wawancara mendalam, studi dokumentasi, serta kajian pustaka, yang kemudian dianalisis dengan bantuan perangkat lunak NVivo. Hasil penelitian menunjukkan bahwa meskipun terdapat komitmen untuk menciptakan lingkungan kerja yang aman, pengembangan SMK3 masih terkendala oleh keterbatasan tenaga ahli dan kurangnya pelatihan. Efektivitas SMK3 terhadap produktivitas dipengaruhi oleh komitmen manajemen, budaya keselamatan, fasilitas pendukung, dan keberlanjutan pelatihan. Rendahnya keterlibatan karyawan dalam kebijakan keselamatan mengindikasikan kebutuhan akan peningkatan komunikasi dan edukasi, untuk membangun budaya K3 yang kuat guna mencapai produktivitas dan keselamatan kerja yang optimal.
