Abstract

This study aims to evaluate the implementation of the "Lapor Pak Yes" program initiated by the Communication and Information Technology Office of Lamongan Regency as an innovation in public service. The program is designed to accelerate the resolution of public complaints through various communication channels, such as WhatsApp, Instagram, Telegram, and the national platform SP4N-LAPOR!. This research utilizes Dunn's (2003) policy evaluation theory, which includes six main criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. A qualitative approach was employed in this study, with data collection techniques including in-depth interviews, observations, and document analysis. The study involves various stakeholders, including local government officials and community members who actively use the "Lapor Pak Yes" program. The data collected highlights findings regarding the program's effectiveness in addressing public complaints, the challenges faced, and its impact on improving the quality of public services. The findings reveal that although the number of complaints received was relatively high, with approximately 319 reports related to civil services in 2022, the rate of complaint resolution remains low. Around 40% of reports concerning infrastructure issues, such as road repairs and flood management, were not promptly addressed

Abstract

Responsive public service is an essential indicator of government governance quality. This study evaluates the quality of the Sambat Rene Ker application using the SERVQUAL theory (Parasuraman, Zeithaml, Berry, 1990) through five dimensions. Using a qualitative approach, data were obtained from interviews, observations, and community complaint documentation. The analysis indicates that the reliability dimension is fairly good but hindered by server stability issues (20% deficiency). The physical evidence dimension shows a simple interface, but access speed and professionalism require improvement (15%). Responsiveness is adequate for initial responses, but follow-ups are often slow and lack transparency (25%). Assurance demonstrates good security, but insufficient progress notifications reduce trust. In conclusion, this application positively supports public services in Malang but requires improvements in infrastructure, coordination, and outreach to enhance responsiveness. This research is relevant for evaluating policies and innovations in technology-based services.

Abstract

This study aims to analyze the impact of implementing the CEISA (Customs and Excise Information System and Automation) on service quality at the Customs and Excise Office in Sidoarjo using the service quality theory by Parasuraman, Zeithaml, and Berry. Employing a qualitative method, data were collected through interviews with users and system operators. The findings indicate that CEISA improves service efficiency, reliability, and security, with 85% of users stating that the infrastructure is adequate and 82.5% confident in data security. However, technical issues and resistance to change remain key challenges. Recommendations include improving infrastructure, providing continuous training, and enhancing data security to improve service quality and the institution's positive image.

Abstract

This study aims to analyze the effectiveness of implementing the Government Food Reserve (CPP) program in supporting the food security of vulnerable families in Godog Village, Laren Subdistrict, Lamongan Regency. Since 2022, the CPP program has been designed to assist communities affected by food insecurity by providing food aid in the form of 10 kg rice packages. The study employs a qualitative approach with a descriptive research type. The focus lies on analyzing the program’s implementation and the factors influencing its success, using Edward III’s theory, which includes four key elements: communication, resources, disposition, and bureaucratic structure. Data were collected through in-depth interviews, participatory observation, and documentation involving beneficiaries, village officials, and aid distribution personnel. The findings indicate that the CPP program in Godog Village has significantly benefited vulnerable families by improving their food security but still faces several challenges. Good communication between the village government and the community, as well as the availability of resources, serve as the primary supporting factors for smooth aid distribution. Conversely, the main challenges arise from poor road infrastructure, which hampers aid distribution, and issues in updating the Beneficiary Family (KPM) data. The study recommends improving infrastructure and updating KPM data as strategic steps to enhance the program’s implementation effectiveness.

Abstract

This study aims to explore the sustainability of Rumah Susun Sederhana Milik (Rusunami) as a viable housing solution for Low-Income Communities (MBR) in Surabaya. The study adopts a qualitative approach using a case study method. Data were collected through in-depth interviews with residents, management representatives, and local government officials, as well as through field observations. Data analysis was conducted based on the indicators of the Adequate Housing Framework by UN-Habitat, which include secure tenure, affordability, habitability, accessibility, location, and the availability of basic services. The findings reveal that Rusunami is capable of providing affordable housing for MBR with a permanent ownership system, despite facing major challenges such as administrative barriers and low financial literacy. The program has proven to contribute to improving the quality of life of residents and reducing socio-economic inequalities. To ensure long-term sustainability, strategic measures are needed, such as simplifying administrative procedures and enhancing the financial literacy of the community. Development recommendations include improving the administrative system to ensure the program can be accessed by a larger number of MBR optimally.

Abstract

This study aims to analyze the implementation of the Betang Mobile application as an innovation in welfare services for MSME partners at PT. Bank Pembangunan Kalimantan Tengah. The study uses a qualitative approach with in-depth interviews and document analysis to explore the experiences and perspectives of various stakeholders involved, including MSME customers, customer service, and bank management. The research method applied is a case study with an innovation diffusion theory approach as proposed by Everett M. Rogers (1995). In this study, five key characteristics of innovation diffusion relative advantage, compatibility, complexity, trialability, and observability are used to evaluate the impact and acceptance of the Betang Mobile application among MSME partners. Data collected from interviews with informants, including MSME customers and customer service, indicate that 75% of MSME players feel the application enhances service access, while 85% of users find the application compatible with their needs. The findings show that the Betang Mobile application has provided benefits in terms of efficiency and ease of access for MSME partners. About 40% of users report increased satisfaction, and 82% consider the application more efficient compared to traditional methods. Challenges include the adoption of technology by older MSME players and those in remote areas. Based on these findings, the study recommends that Bank Pembangunan Kalimantan Tengah focus on digital education for MSME partners, strengthen data security systems, and consistently update features to maintain the application's relevance. In conclusion, the Betang Mobile application has proven to make a positive contribution to the welfare services of MSME partners, with visible impacts on the accessibility and efficiency of banking services. To enhance the effectiveness of this application, it is recommended that Bank Pembangunan Kalimantan Tengah address challenges related to technology adoption and data security, as well as conduct regular evaluations of the application's features to keep them aligned with evolving user needs.

Abstract

This study aims to describe and analyze: Community Empowerment Strategies in Batu Majang, Long Bagun District, Mahakam Hulu Regency, East Kalimantan and Inhibiting and Supporting Factors Affecting Empowerment in Tourism Village Development. The research is qualitative descriptive analysis The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, testing alternative interpretations dan forming and/or refining generalizable theory from case study. The results of the study show that the Community Empowerment Strategy in the Development of Tourism Villages in Batu Majang which is carried out includes: Planning is carried out through community proposals which are then mapped to potential based on ususlan. Implementation of Community Empowerment in Tourism Village Development by involving all elements of Village Muspides, Tourism Awareness Groups and all communities, Providing guidance to the community in a sustainable manner by collaborating with the tourism office, increasing the productive economy. Evaluation or Monitoring of Community Empowerment in Tourism Village Development through a village-level musayawarah forum which is delivered in a village deliberative forum every 3 months. Factors that inhibit community empowerment in the development of Tourism Villages include limited resources, both budget and human resources, traditional community behavior, and limited land. The supporting factors encountered are the support of some people and the existence of promotional media that can support the existence of tourist villages.

Abstract

This study aims to describe and analyze: The Effectiveness of Mobile Samsat Services in Serving Motor Vehicle Tax Payments in Lumajang Regency and the factors that affect the Effectiveness of Mobile Samsat Services in Serving Motor Vehicle Tax Payments in Lumajang Regency. The research is a qualitative descriptive analysis. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that the Mobile Samsat Service has been effective in increasing motor vehicle tax revenue. This program is designed to make it easier for people to pay vehicle taxes, thereby increasing accessibility and convenience. Despite challenges such as technical constraints and time constraints, feedback from the community has been generally positive, stating significant benefits of Samsat Roving in saving time and travel costs. Overall, the Mobile Samsat service in Lumajang Regency has succeeded in creating a mutually beneficial relationship between service providers and customers, which is expected to result in a more positive and trusting relationship between the parties involved. Ease and Accessibility of Services: Taxpayers feel more helped by the services that come directly to them, especially in areas far from UPT offices. The effectiveness of the Mobile Samsat in Lumajang Regency in increasing vehicle tax revenue is influenced by the ease of tax payment, strategic location and operational time, technology adoption, and consistent SOPs. Although it has had a positive impact, continuous efforts are needed to achieve greater inclusivity. These factors are important in improving the effectiveness of vehicle tax services and revenues.

Abstract

This study aims to describe and analyze: How is the appropriate technical management of regional assets based on applicable laws and efforts made by the East Java Provincial Government in managing regional assets to optimize Regional Fiscal Potential. This study uses a qualitative method of the Case Study approach. The data collection techniques used in this study are through observation, interviews and documentation. The data was analyzed using an interactive model analysis developed by Miles and Huberman with three procedures, namely data reduction, data display, and conclusion. The results of the study show that the technical management of regional assets carried out by the East Java Provincial Government in managing regional assets in order to optimize Regional Fiscal Potential includes Technical Utilization of Regional Assets in the form of Leases running in accordance with the rules that have been set, this can be seen from the policies used, namely the Governor of East Java Regulation Number 108 of 2018 concerning the Implementation Regulations of the East Java Province Regional Regulation Number 10 of 2017 concerning Management of Regional Property.Technical Utilization of Regional Assets in the Form of Borrowing and Using Property Based on Article 157 of Permendagri Number 19 of 2016, the Implementation of Borrowing and Use is outlined in the agreement and signed by: a.Borrowers and Governors/Regents/Mayors, for regional property that are in the Goods Manageriii; and b. Borrowers and Goods Managers, for regional property that is in the Goods Users. The technical utilization of regional assets in the form of Build to Hand Over / Build to Hand Over is carried out through a Build to Hand Over Agreement / BOT (Bulit Operate Transfer) covering aspects of Civil Law, Land Law (Agrarian), and Administrative Law. The Utilization of Regional Fixed Assets in the Form of Inventory Infrastructure Provision is carried out through SOPs consisting of four, namely; Issuance of Regional Head Decree on Infrastructure Provision Cooperation (KSPI), Selection and Determination of KSPI Partners, Implementation of KSPI and Termination of KSPI. Efforts made by the East Java Provincial Government in managing regional assets to optimize regional fiscal potential, including identification and inventory of the value and potential of regional assets, assessment of regional assets. Supervision and control of asset utilization, Regional asset management information system.

Abstract

This study aims to analyze the challenges and strategies in implementing e-government in remote areas of Sumenep Regency. The approach used is qualitative with a case study design, which allows for an in-depth understanding of the obstacles and efforts that can be made in implementing digital government services. Data were collected through interviews with key stakeholders, direct observation of e-government infrastructure and utilization, and documentation studies. Data analysis was carried out using thematic analysis methods, including data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of e-government in Sumenep faces various challenges, such as limited information and communication technology (ICT) infrastructure, low digital literacy of the community, the digital divide between urban and rural areas, limited government human resource (HR) competency, and limited budget. In addition, resistance to change, lack of supporting local policies, and data security issues are also major obstacles. To overcome these obstacles, a comprehensive strategy is needed, such as improving ICT infrastructure through collaboration with the private sector, digital literacy programs for the community, strengthening government HR capacity, optimizing budget allocation, and cultural and social approaches to increase public acceptance of e-government. Continuous evaluation and monitoring are also needed to ensure the effectiveness of implementation. With the right strategy, e-government in Sumenep has the potential to improve the quality of public services and encourage a more inclusive and sustainable digital transformation.
