Abstract

This study explores the implementation and impact of the Ceria application, a digital integrated service platform developed by the Regional Office of the Ministry of Religious Affairs in East Java, Indonesia. The core objective of this digital innovation is to streamline bureaucratic processes, enhance the quality and efficiency of religious administrative services, and promote transparency and public participation. In the era of Industry 4.0, the transformation of public services through information and communication technology (ICT) has become imperative to meet increasingly complex societal demands for faster, more transparent, and accountable governance.Employing a qualitative research approach, the study collected data through interviews, observations, document analysis, and service usage statistics. The analysis revealed significant improvements in service delivery, notably a reduction in processing time from three to five days to merely one or two days, attributable to features such as real-time service status tracking and responsive complaint channels. These technological enhancements have contributed to strengthening public trust and satisfaction, reinforcing perceptions of professionalism and transparency within the ministry’s services. The application fosters a participatory culture by facilitating easier access for users, providing transparent information, and enabling active feedback, thus transforming bureaucratic practices into more adaptive, responsive, and user-centered processes.Despite these positive outcomes, the study identified critical challenges, primarily limited digital infrastructure in remote regions and disparities in digital literacy levels among users. Such barriers hinder equitable access to services and threaten the sustainability of digital initiatives. To address these issues, the study recommends ongoing infrastructural development, comprehensive digital literacy training, and community engagement to ensure that benefits are distributed inclusively across different societal groups. The findings underscore that such digital innovations are not merely technological upgrades but catalysts for cultural and institutional transformation. They promote ethical, moderate, and participative values that align with Indonesia’s national development agendas. Overall, the Ceria application exemplifies how strategic digital transformation can revolutionize public service delivery, fostering efficiency, transparency, inclusiveness, and trust. Future research may benefit from mixed-method approaches to examine broader impacts on user satisfaction, infrastructure readiness, and long-term sustainability. This case study offers valuable insights for policymakers and practitioners seeking to implement similar innovations to promote modern, accountable, and inclusive governance within religious and administrative services.

Abstract

Community-based waste management is a strategic step toward achieving sustainable development in Gresik Regency, Indonesia. This policy aims to reduce waste volume, raise community awareness, and support the vision of a Green Regency. This study evaluates the implementation and effectiveness of community-based waste management policies using a qualitative case study approach. Data were collected through in-depth interviews, participatory observation, and document analysis, then analyzed thematically to identify supporting and hindering factors influencing program success. The findings indicate that while progress has been made, significant challenges remain, including low levels of socialization, limited infrastructure, and weak inter-agency coordination. Community participation depends heavily on local leaders and facilitators, and the sustainability of institutions such as waste banks and management groups has yet to be evenly distributed. Adequate infrastructure, such as integrated waste processing facilities (TPS3R), is crucial and needs enhancement. Barriers like a lack of technical experts, cultural habits of indiscriminate waste disposal, and insufficient funding hinder the achievement of policy objectives. This evaluation underscores the necessity for increased education, institutional strengthening, and improved infrastructure to accelerate behavioral change and boost community participation. The results are expected to inform local government strategies for more effective implementation toward realizing a sustainable and environmentally friendly Gresik. An integrated and holistic approach is essential for optimizing waste management, creating a cleaner, healthier, and sustainable environment.

Abstract

The Community-Based Drinking Water and Sanitation Provision Program (PAMSIMAS) aims to increase access to clean water and proper sanitation in rural areas. However, the implementation of this program in several villages, including in Lubuk Ulak Village, Muara Pinang District, Empat Lawang Regency, still faces various challenges. This research aims to evaluate the PAMSIMAS development policy in the village, focusing on the effectiveness of implementation, the challenges faced, and its impact on the local community. This study uses a descriptive qualitative approach with a case study design. The data collection techniques used were in-depth interviews, observations, and document studies related to the implementation of PAMSIMAS. The collected data was analyzed thematically to find patterns relevant to the research objectives. The results show that although PAMSIMAS has succeeded in providing clean water infrastructure, there are still problems in terms of water resource management, community participation, and facility sustainability. Lack of technical training for local managers and weak coordination between stakeholders led to the insustainability of programs at the village level. In conclusion, PAMSIMAS in Lubuk Ulak Village needs improvements in planning, community involvement, and institutional capacity strengthening. Further research is needed to explore the sustainability of the program and the active role of communities and governments in sustainable clean water management.

Abstract

This study discusses the strategic role of the village government in economic empowerment of local fishermen in Mengkait Village, Anambas Islands, Riau Islands Province. With a descriptive qualitative approach, this study illustrates how village governments facilitate training, fishing gear assistance, and the establishment of economic institutions to improve the welfare of fishermen. The results of the study show that the role of the village government is quite effective, characterized by increasing the capacity of fishermen, the involvement of vulnerable groups, and the participatory involvement of the community in development planning. However, some challenges are still faced, such as dependence on aid and weak financial literacy. These findings show that empowerment carried out in a planned, participatory, and local potential-based manner is able to create significant economic changes in coastal villages. This research is expected to be a policy reference for the empowerment of fishing communities in other 3T regions in Indonesia.

Abstract

Regional tourism development is a crucial strategy for driving local economic growth and preserving cultural heritage. However, field conditions often reveal that policy implementation does not always proceed optimally. The Sekarsari Bathing Area in Mojokerto City is one of the tourism sites targeted by development policies, yet it has not demonstrated significant impact on community welfare or tourism attractiveness. This study aims to evaluate the implementation of regional tourism development policies at the Sekarsari site using William N. Dunn’s policy evaluation theory, which includes six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. This research adopts a qualitative approach with a case study design. Data were collected through in-depth interviews, field observations, and document analysis from various stakeholders such as the tourism office, site managers, local businesses, and community members. The research instruments were developed flexibly and iteratively according to field dynamics. Data analysis was conducted through data reduction, data display, and conclusion drawing in an interactive manner. The findings reveal that the tourism development policy at Sekarsari has not yet yielded optimal outcomes. The main weaknesses lie in the lack of community participation, uneven distribution of economic benefits, and limited innovation and promotion. Although there have been improvements in basic infrastructure and a modest increase in visitor numbers, the policy has not been fully responsive to local needs. In conclusion, the current policy does not fully meet Dunn’s six evaluation criteria and requires revisions in both strategic planning and technical implementation. This study recommends that future tourism policies be more community-based, inclusive, and adaptive to local contexts. For future research, a mixed-methods approach involving quantitative and geospatial analysis is suggested to strengthen comprehensive evaluative evidence.

Abstract

This study aims to analyze the implementation of the R1N1 Program as an innovative strategy to improve access and the effectiveness of healthcare services in Surabaya through the integration of healthcare personnel and ambulance facilities in each subdistrict. The program is measured using Everett Rogers' Diffusion of Innovation theory with five main indicators: Relative Advantage, Compatibility, Complexity, Trialability, and Observability. The research method used in this study is a qualitative approach, with data collection through in-depth interviews with various stakeholders, such as medical personnel, government officials, and the community. The results show that the R1N1 Program has successfully had a positive impact on improving healthcare access, with an observability rate of 90% and a relative success rate of 80%. The community has directly experienced the benefits of this program, particularly in reducing medical service waiting times. However, challenges remain related to coordination between medical staff and ambulances, as well as the limited understanding of the community regarding operational procedures. In conclusion, while the R1N1 Program has shown significant success, improvements are needed in coordination, socialization, and more stable funding support to ensure the sustainability and expansion of this program throughout Surabaya.

Abstract

Responsive public service plays a crucial role in building public trust in police institutions, particularly in handling citizen complaints. This study aims to examine the responsiveness level of Mojokerto Police Resort in managing public complaints and the factors influencing it. The research adopts a qualitative descriptive approach, utilizing data collection methods such as in-depth interviews, direct observations, and document studies. Participants include officers from the Integrated Police Service Center (SPKT), Women and Children Service Unit (PPA), community members who have filed complaints, as well as community leaders and NGOs involved in overseeing public services. Data analysis was conducted using Miles and Huberman’s model, which includes data reduction, presentation, and conclusion drawing. The findings reveal a varied level of awareness among the community regarding complaint channels, as well as differences in ease of access. Physical channels such as suggestion boxes and direct reporting at police stations are more familiar and accessible but face challenges related to communication effectiveness and evidence collection. Meanwhile, online platforms like social media and the official website are less recognized by the public, compounded by limited digital literacy and internet access in certain areas. Furthermore, the complaint handling process needs to be straightforward, transparent, and professional to ensure that the community feels respected and confident in the service. Factors affecting responsiveness include response speed, ease of access across multiple channels, and the professionalism of officers handling cases. Perceptions of transparency and openness in procedures also significantly influence community trust. Strategically, Mojokerto Police Resort has made efforts to develop digital complaint systems and enhance staff capabilities. However, further improvements are necessary in community education and awareness programs to increase familiarity and confidence in digital channels. The significance of high responsiveness is reflected in its strategic benefits, such as early identification of security disturbances, strengthening police legitimacy, and improving overall public service quality. Effective responsiveness fosters better relationships between officers and the community, enhances trust, and contributes to a safer and more orderly environment. Therefore, adopting modern, innovative, and technology-based complaint systems should be prioritized to reform police services. Overall, the responsiveness of Mojokerto Police Resort’s complaint handling system serves as a key indicator for the success of quality and equitable public services. By improving officer professionalism, infrastructure, and community outreach, it is expected that Mojokerto Police can enhance responsiveness, reinforce community trust, and deliver excellent, transparent, and accountable services. Such efforts not only improve the police institution’s reputation but also strengthen democratic foundations and social justice in the Mojokerto region.
