Abstract

Penelitian ini menganalisis implementasi Peraturan Menteri Keuangan (PMK) Republik Indonesia Nomor 146 Tahun 2023 Pasal 17 Ayat 1 sampai 4 mengenai kriteria penerima Bantuan Langsung Tunai Dana Desa (BLT-DD) bagi masyarakat miskin di Desa Kartiasa, Kabupaten Sambas, Tahun Anggaran 2024. Program BLT-DD bertujuan untuk mengurangi kemiskinan ekstrem melalui penyaluran bantuan sosial yang tepat sasaran. Penelitian kualitatif dengan pendekatan normatif-empiris ini menggunakan kerangka teori implementasi kebijakan George C. Edwards III (komunikasi, sumber daya, disposisi, dan struktur birokrasi). Data dikumpulkan melalui observasi partisipan, wawancara mendalam dengan Kepala Desa, perangkat desa, BPD, Ketua RT/RW, pendamping desa, dan masyarakat (penerima dan non-penerima), serta dokumentasi. Hasil penelitian menunjukkan bahwa implementasi Peraturan Menteri Keuangan Nomor 146/2023 telah dilakukan secara terstruktur melalui tahapan sosialisasi, verifikasi data DTKS (desil 1–4) yang ketat, dan penetapan melalui Musyawarah Desa Khusus (Musdesus) yang transparan, didukung oleh komitmen multi-aktor desa dan kepatuhan administratif (Siskeudes). Meskipun demikian, program menghadapi hambatan signifikan, yaitu ketidakakuratan dan ketidakmutakhiran data DTKS dari pusat, keterbatasan kuota anggaran yang tidak sebanding dengan jumlah keluarga miskin, serta dinamika sosial-ekonomi masyarakat yang cepat berubah, yang memicu kecemburuan sosial dan tantangan dalam memastikan keadilan distribusi. Secara keseluruhan, BLT-DD di Desa Kartiasa efektif membantu penerima namun masih perlu perbaikan pada sistem pemutakhiran data terpadu dan penambahan alokasi kuota.

Abstract

This study aims to analyze the strengthening of the Pancasila Student Profile through multidisciplinary synergy based on digital transformation in the implementation of the Merdeka Curriculum at SMAN 2 Bone. The Pancasila Student Profile serves as an important foundation in shaping students who are characterized, creative, independent, critical thinkers, and capable of adapting to the development of digital technology. This study employed a qualitative approach with a descriptive method. Data were collected through observations, interviews, and documentation involving teachers, students, and school stakeholders participating in the implementation of the Merdeka Curriculum. The results of the study indicate that multidisciplinary synergy through the integration of various subjects and the utilization of digital technology can enhance students’ engagement in the learning process. The implementation of digital transformation was carried out through the use of interactive learning media, digital platforms, and collaborative projects that support the strengthening of the values of the Pancasila Student Profile. In addition, the application of project-based learning in the Merdeka Curriculum encourages students to become more active, innovative, and capable of critical thinking in solving problems. Therefore, strengthening the Pancasila Student Profile through multidisciplinary synergy based on digital transformation can be an effective strategy to improve the quality of education and to shape students’ character in accordance with the demands of the digital era.
