Abstract

This study aims to analyze effective strategic management practices for enhancing the quality of senior secondary education units in Indonesia. The role of secondary education is crucial as it serves as a bridge between basic education and either higher education or direct entry into the workforce. However, the sector faces persistent and multi-dimensional challenges, including disparities in access and quality across regions, inequitable distribution of qualified teachers, limited financial resources, and the insufficient integration of school programs with market demands. Employing a qualitative literature review and document analysis methodology, this study synthesizes findings from national education policies, empirical studies, and international best practices. The discussion encompasses visionary educational planning, comprehensive curriculum management, human resource development, facilities and infrastructure optimization, financial stewardship, stakeholder collaboration, and the integration of information technology. The findings indicate that a holistic, adaptive, and stakeholder-engaged approach to management—grounded in data-driven decision-making and continuous improvement—is fundamental to fostering sustainable and high-quality senior secondary education. The paper concludes with recommendations for strengthening school management systems through professional development, participatory leadership, and technological innovation.

Abstract

Early Childhood Education (ECE) represents a critical stage in shaping the holistic development of children. Despite its significance, existing studies tend to address ECE management in fragmented dimensions, lacking an integrated managerial framework. This study aims to synthesize diverse managerial approaches into a systemic framework focused on the foundational phase, to support the delivery of high-quality educational services. Employing a Systematic Literature Review (SLR) with an exploratory qualitative design, the research adheres to the PRISMA guidelines. Data were retrieved from scholarly databases including Google Scholar, Garuda, SINTA, and DOAJ, with inclusion criteria comprising open-access articles published between 2015 and 2025 that focus on ECE management. Thematic content analysis identified five key categories: curriculum and instruction, institutional management and leadership, teacher professionalism, holistic-integrative approaches, and strategic innovations. The findings reveal that high-quality ECE management during the foundational phase is underpinned by the integrated implementation of these five dimensions. The study concludes that a systematic and interconnected managerial approach is essential for enhancing ECE quality and provides practical implications for school administrators, policymakers, and educational researchers.

Abstract

This study aims to analyze the management of education and training centers in improving vocational school teachers’ competencies. Using a qualitative descriptive approach, data were collected through in-depth interviews with training center managers and vocational school teachers, direct observation of training activities, and document analysis, including training modules and evaluation reports. The key findings indicate that effective management of training centers is characterized by strategic planning based on training needs analysis, the implementation of professional development programs with industry collaboration, and the application of both formative and summative evaluation systems. The study highlights the importance of aligning training management with ongoing curriculum developments, technological advancements, and industrial requirements. The novelty of this research lies in its integrated approach that links managerial strategies directly with measurable improvements in teacher performance and learning outcomes in vocational education. The results show that adaptive and responsive training systems, strengthened by sustainable school-industry partnerships, are essential to guarantee continuous competence development among vocational teachers. The study recommends further research on the implementation of more flexible and scalable digital-based or hybrid training models to reach a broader range of educators across different regions and sectors.

Abstract

Character education in special schools is vital for developing students' personality, independence, and social skills. However, the 2024 Education Report Card indicates that student character development and curriculum management remain at the medium and developmental stages, suggesting a gap between ideal education goals and actual implementation. This study explores the application of the PDCA (Plan-Do-Check-Act) quality management cycle in managing the character curriculum. Using a qualitative case study approach, the research involved in-depth interviews, participatory observation, and document analysis. Findings reveal that the Plan stage is collaboratively and adaptively implemented through a thematic approach with teachers and parents. The Do stage focuses on instilling character values through practice and teacher role modeling. The Check stage involves reflective supervision and ongoing evaluations, while the Act stage emphasizes internal teacher training and curriculum revisions based on field data. The PDCA cycle has proven effective in creating a responsive, reflective, and sustainable character curriculum system. This study provides valuable insights for special education institutions aiming to develop a more effective and context-specific curriculum management system.

Abstract

School regrouping has become a strategic policy implemented by the Indonesian government to improve the efficiency and effectiveness of basic education management through institutional mergers. This study explores the impact of school regrouping on institutional governance and operational systems, with a case focus on SDN Pekojan 01 in West Jakarta, which resulted from the merger of SDN Pekojan 01 Pagi and SDN Pekojan 02 Petang. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis. The findings highlight substantial changes in leadership structure, teaching and learning organization, resource allocation, and financial management. Regrouping facilitated a unified school identity, improved coordination among stakeholders, and enabled optimal utilization of infrastructure. However, the process also posed challenges such as administrative overlaps, increased workload, and limited supporting facilities. This study emphasizes the importance of strategic planning, adaptive leadership, and inclusive stakeholder involvement in ensuring a smooth transition and maintaining educational quality. The insights provided offer a valuable contribution to the discourse on educational restructuring in urban school settings.
