Abstract

Musyawarah Nasional Luar Biasa Partai Golkar 2016 merupakan upaya mendemokratisasikan PartaiGolkar. Kecenderungan pragmatis politik di masyarakat terutama di negara berkembang utamanya diIndonesia adalah alasan terhambatnya Partai Golkar untuk mendemokratisasikan partainya.Peneliteian ini menggunakan metode peneliteian kualitatif. Subjek data yaitu pemilih dalamMunaslub, panitia Munaslub, dan penelitei politik. Munaslub Partai Golkar 2016 dihelat atas dasarpenyelesaian konflik diantara Aburizal Bakrie dan Agung Laksono pada masa Pemilu Presiden 2014.Konflik tersebut memaksa diadakannya penyelesaian karena adanya konflik tersebut menghambataktivitas partai. Sejak adanya konflik tersebut, tujuan utama dari konflik tersebut adalah konsensi darielite partai. Begitupula konflik tersebut adalah proses transaksi politik yang bertujuanmenguntungkan kepentingan elite partai tersebut. Pola penyelesaian konflik tersebut menyatakanbahwa ada oligarki yang menguasai Partai Golkar. Sebagai partai besar, Partai Golkar masih kesulitanmenghadapi tantangan oligarki di internal partainya. Kecenderungan tersebut dalam kasus MunaslubPartai 2016 dikarenakan biaya politik yang besar untuk dapat jadi Calon Ketua Umum. Dari segipemilih –pun menyadari bahwa Calon Ketua Umum harus memiliki kemampuan finansial yangberlebih. Alasan tersebut relevan dengan fakta di Indonesia pembiayaan partai kurang dialokasikanoleh negara. Setya Novanto “saudagar kaya” sebagai Ketua Umum terpilih adalah representasi daripraktik paradoks demokrasi di internal partai politik terutama Partai Golkar.

Abstract

The politics of familism is interesting to discuss because it is relatively a common phenomenon in Indonesia, but is hardly revelaed through academic lens. In practice,2 it is not rare to find a group of families drives a party machine through the party’s organizational structure, legislature body, and the other related decision making. this article is based on a case study in Partai Persatuan Pembangunan (PPP) in Rembang regency, Central Java, in which two big religious scholars’ families, namely KH. Maemoen Zubair and the late KH. Ahmad Thoyfoer have significant influences in the PPP’s political movement both in local and national level. This article proposas a question on how the practice of familism is constructed within the party’s body, and the implication on party’s institutional governance. The research applied participatory observation through direct involvement in party’s activities, in-depth interviews and documentary studies. This research found that familism is inseparable in party’s body. It is built through the involvement of relatives in party’s organization as well as kyai-santri relationships. Further, familism is found to bring traditional culture in political party’s governance.Keywords: The Politics of Familism, Patron-client, Kyai, Santri and Political Culture

Abstract

Regional autonomy is an authority that is given to autonomous regions to regulate and manage government affairs and the interests of the local community according to the aspirations of the community to increase the usability and also the results for the administration of government in the context of service to the community and implementation of legislation. But in the implementation of regional autonomy, not all regions can develop rapidly, so that there are several regions classified as still lagging behind. One of them is Banjarnegara Regency. To relinquish its status as a disadvantaged area, the Regency has carried out various development activities and infrastructures. So that in 2010 Banjarnegara District succeeded regardless of the status of underdeveloped regions. After being detached from the status of underdeveloped regions, until now Banjarnegara Regency is still continuing to carry out various development activities to strengthen the economy of the community. Ideal development must be fair and equitable. But in practice, infrastructure development in Banjarnegara Regency has not been evenly distributed. For this reason, this study will discuss the inequality of regional infrastructure development, especially road / bridge infrastructure, irrigation networks and markets. And its impact on people's welfare. The results of this study, the inequality of regional infrastructure development is because the existing development is only focused on the urban area. Abstract

The Honorary Board (BK) appears on the reformation era, the Honorary Board is a permanent equipment that is tasked with upholding the code of ethics for the members of the board. BK is one of the manifestations of the moral responsibility of council members towards the people. The formation of BK is a public spotlight on the poor performance of some members of the Board. Several cases were highlighted, such as the case of gun attacks, domestic violence and other cases. The need for integrity of the honorary body itself is very important to pay attention to.The method used in this research is qualitative descriptive. This research was conducted at the Central Java Provincial DPRD, the Honorary Board of the Central Java Provincial DPRD, the Central Java Provincial DPRD Secretariat and the Central Java Representative of the GNPK RI. Data collection techniques are carried out with interviews, documentation and literature studies.Based on the results of the study, the Effectiveness of the Board of Honor Board in Enforcing the Internal and External Code of Ethics in maintaining the image of the Legislative Institution (Case Study of the Central Java Province DPRD Honorary Agency) with the Institutional Effectiveness theory according to Martani and Lubis of the three approaches resulted in deficiencies in the three approaches because the initial approach was still less than perfect and BK has not been able to enforce a code of ethics for Board Members due to several factors.The results of this study are expected to provide good benefits for the parties involved. Based on the results of this study, the authors propose a recommendation that the requirements to become a member of the BK must be strengthened or seek figures who have good ethics and high discipline, make improvements to the rules of the Code of Ethics and Code of Conduct and increase the role of the community by providing guidance and counseling towards the community about the DPRD and the provision of guarantees of protection for people who want to complain / report violations of the Code of Ethics.Keywords: Effectiveness, Honorary Agency, Code of Ethics

Abstract

Collaborative Governance menjadi salah satu strategi tata kelola pemerintahan yang memiliki stigmapositif dapat menyelesaikan permasalahan dengan baik. Jika ditelisik lebih dalam bukan berarti teoriini tidak memiliki sisi lain sebagai celah. Melalui program kota kreatif Pekalongan, perspektifCollaborative Governance menarik untuk dikaji melihat bahwa 5 tahun menyandang predikat kotakreatif belum mengalami perkembangan, bahkan masyarakat jauh lebih mengenal Kota Bandungsebagai kota kreatif. Dengan diperkuat melalui penelitian secara kualitatif, wawancara, observasi, danstudi dokumentasi. Hasil penelitian menunjukkan bahwa proses kolaborasi dalam mewujudkan KotaPekalongan sebagai Kota Kreatif tidak terjadi karena prosesnya yang memang tidak sederhana. Tidakcukup hanya melihat peran dan hubungan, tetapi aspek politis sebagai bentuk rasionalitas para aktoryang terdapat dalam hubungan tersebut. Penelitian ini berargumen bahwa kolaborasi yang dilakukanoleh para aktor kota kreatif Pekalongan belum berjalan dengan baik. Terdapat dominasi pemerintahyang menyebabkan perkembangan beberapa program usulan aktor lain tidak dapat terealisasi.Sementara disisi lain, dominasi pemerintah juga diperlukan karena Kota Kreatif akan berkaitandengan jaringan kota kreatif daerah lain yang tentunya memerlukan campur tangan pemerintah.

Abstract

Pada pasar tenaga kerja terdapat dilema dalam kebijakan yang berkaitan dengan fleksibilitas. Kemudian tingkat upah yang rendah dan aturan perlindungan kerja yang minimal mengancam kelayakan hidup para pekerja fleksibel. Sedangkan pada pasar tenaga kerja uang kaku dengan berbagai macam regulasi pemerintah relatif menjamin kepentingan pekerja. Segala rekrutmen, upah minimum, PHK, dan perlindungan kerja telah diatur oleh pemerintah. Akan tetapi hal demikian dinilai memberatkan pengusaha sehingga menggunakan tenaga kerja paruh waktu. Tujuan penelitian ini adalah untuk menjelaskan bagaimana kebijakan-kebijakan pemerintah terhadap tenaga kerja paruh waktu berjalan sesuai atau tidak khususnya di Kota Semarang dimana banyak pelajar yang belajar sambil bekerja. Penelitian ini merupakan jenis penelitian kualitatif. Sumber data untuk penelitian ini adalah data primer yang didapatkan dari hasil wawancara dengan narasumber dan informan. Analisis data dilakukan dengan interactive model analysis. Berdasarkan hasil penelitian, ada perbedaan persepsi dalam hal pengawasan yang dilakukan oleh Dinas Tenaga Kerja Kota Semarang untuk memberikan pendampingan, pengawasan dan pembinaan bagi pelaku usaha maupun untuk tenaga kerja paruh waktu ternyata tidak cukup merata karena dari gerai makanan cepat saji belum merasakan mendapatkan pendampingan, pengawasan dan pembinaan. Hambatan dalam pengimplementasian kebijakan pemerintah terhadap tenaga kerja paruh waktu di Kota Semarang adalah perlindungan hukum terhadap tenaga kerja paruh waktu dalam UUTK tidak mengaturnya secara jelas, mengingat UUTK sendiri tidak membedakan pekerja penuh maupun pekerja waktu, hambatan lain adalah jika terlalu banyak tenaga kerja paruh waktu dalam satu gerai maka pengaturan jadwal akan semakin sulit sehingga tenaga kerja paruh waktu hanya mendapatkan jadwal masuk kerja per minggu yang semakin sedikit yang akhirnya mengurangi upah yang diterimanya.

Abstract

Learning from the experiences of women farmers in Kaliboto Village, Mojogedang, Karanganyar Regency, this paper disusses the gender dimensions of climate crisis which causes vulnerabilities, including to women farmers. Despite the previous numerous studies about climate crisis in Indonesia, it is unfortune to see that climate issues are centralized on technical paradigm instead of being seen as a political problem in general. Hence, this study focuses on how gendered-vulnerability happen and can be explained through power relations which politically exist among women farmers. To answer those questions, the researcher uses a qualitative method through interviews, literature and documentation analysis, and academic discussion. This research found that women farmer’s vulnerability is a real problem which exists in the society. Women farmers are often weak and weakend in terms of adaptation capability in any level of society, including limited access to some resources that have worsen their capability to strengthen resilience. The vulnerbalities that have been found regarding the impact of climate crisis are the needs of water for crops and households, labor absorption and revenue-stream, limitation of knowledges, roles, and public participation for women farmers in climate crisis era

Abstract

Politics of Bontang City discusses the model and achievements of family politics in leading Bontang City. The method used in this research is a qualitative approach with descriptive methods for the phenomena that occur, the emphasis of this research is interpretive. The results of this study found that the political family of Andi Sofyan Hasdam and Neni Moerniaeni and their son Andi Faisal Sofyan Hasdam have become political families in Bontang City. Meanwhile, the political dynasty model owned by the city of Bontang is the arisan model and the cross-space model, where the arisan model is realized by providing power regeneration to the political family, while the cross-spatial model is realized by the family. distribution of control by husbands and wives as well as mothers and children in power. executive and legislative in the city of bontang. Research has some opinions that there is a bloodline of the government family. At first glance there is nothing wrong with dynastic politics. Especially when referring to the democratic proposition that every citizen has the same right to be elected and to vote. However, it cannot be denied that the political dynasties that have developed so far have damaged the essence of democracy itself.

Abstract

This article discusses the modalities of minority ethnic groups to win the 2015 local government head's election in the District of Belu. There were three candidates in the election, two were the local ethnic group residents, and one candidate was Chinese, generally known to be the newcomers (migrants) in Indonesia's social context. Interestingly, the candidate from a minority ethnic group succeeded in winning the election and led the district for the next five years. In addition to the fact that the candidate is from a minority ethnic group, the candidate is not known to be the richest one compared to the others. This article looks at the three candidates' social, political, and economic modalities, applying qualitative research with interviews and observations as the data collection method. Although economic and political modalities are necessary, the results reveal that social modalities remain a key factor in gaining community support. Willybrodus Lay, the local Chinese candidate, paired with Ose Luan, won the election despite not being the wealthiest candidate with the most potent economic modalities. Lay's well-known generosity, and his good relationships with the greater community, and his proximity to various social institutions, especially with churches, mosques, and traditional groups, as well as his personality, led him to win the election. He beat another candidate, known to be the richest among the three, and another one, the most popular in local bureaucracy.
