Abstract

Grup music Efek Rumah Kaca dalam menciptakan karya yang penuh dengan kritik dan perlawanan terhadap penguasa dan membela rakyat. Grup music ERK juga sering mengekspresikan ide, ekpresi, juga gagasan yang di dalamnya mengandung kritik sosial tentang hak asasi manusia, budaya, politik, kekuasaan dan isu-isu lain di dalam lagu-lagu merek, bukan hanya dari lagu-lagu dan karya-karya nya, Efek Rumah Kaca juga sering menyampaikan Kritik Sosial Politik dan mempelopori serta ikut aktif dengan gerakan-gerakan sosial yang terjadi di masyarakat. Dalam skripsi ini, peneliti tertarik untuk melakukan penelitian terhadap peran grup musik Efek Rumah Kaca lewat karya dan aksi-aksinya yang secara khusus mempunyai signifikansi dan konsisten dengan tema sosial, politik, dan syarat akan kritikkritik sosial yang memberikan kontribusi pada kesadaran masyarakat akan masalah-masalah dan isuisu yang ada di Indonesia dan bagaimana akibat dari bentuk-bentuk gerakan sosial terhadap kebijakankebijakan pemerintah. Dalam penelitian ini penulis menggunakan pendekatan metode penelitian kualitatif dengan desain penelitian deskriptif. Fokus penelitian adalah bagaimana kritik dan gerakan yang mengadvokasi masalah yang disampaikan leh ERK. Penelitian ini menggunakan metode keabsahan data yaitu Triangulasi dan data yang terkumpul akan dianalisis. ERK terus mengedukasi masyarakat lewat kritik-krtitik yang disampaikan dan mengajarkan untuk meningkatkan kesadaran politik dalam masyarakat luas agar tercipta Indonesia yang lebih demokratis. Fenomena bagaimana sebuah kebijakan yang dikeluarkan Pemerintah bisa berubah seiring waktu karena adanya tekanan dari masyarakat lewat Gerakan-gerakan yang diprakarsai oleh para musisi, yang kemuddian menjadi gerakan nasional yang massive yang mengadvokasi suara rakyat

Abstract

The involvement of kyai (religious teacher) in political affairs has become prominent after the Indonesia reformation. With his charismatic images and long-maintained religious authority, kyai has amount of capital to easily enroll his self into politics without significant barriers. This becomes more evidence in the Indonesian political sphere after the reformation as the number of kyais serving as leaders in bureaucracy is increasing. However, their inclusion in politics does not always lead to the birth of greater impact on public policy. During the leadership of kyai in the governmental body, Kebumen -as a case study discussed in this article- has experienced late development, indicated by lessening development in terms of public infrastructure and social services.[Keterlibatan kyai dalam politik muncul secara masif sejak bergulirnya reformasi. Dengan kharisma dan otoritas keagamaan, kyai memiliki modal penting untuk terjun dalam politik tanpa kendala berarti. Inilah yang menjadi sangat jelas terkait peran kyai dalam politik, utamanya dengan semakin banyaknya jumlah kyai yang menjabat sebagai pimpinan birokrasi. Sayangnya, keterlibatan mereka kerap tidak menyebabkan lahirnya kebijakan publik yang relevan. Pada masa pemerintahan kyai sebagai bupatinya, Kebumen -yang menjadi lokus tulisan ini- mengalami ketertinggalan dalam pembangunan. Ini setidaknya ditandai dengan semakin melemahnya infrastuktur publik dan pelayanan sosial.]

Abstract

Generally studies on pribumi and Chinese relationship in Indonesia are dominated with conflict perspectives. In fact, in practice, the relationship between the two groups can be very dynamic. Amongst social tension arose between them, there are often stories about social harmony, social engagement and social cohesion. This is also what we found in the Minang-Chinese relationship in Padang, West Sumatra. The Minang-Chinese relationship in Padang, West Sumatra, in current period has been not only about social tension. In spite of the strong tension arose due to differences in ethnicity and religious belief, they are strongly tied in running local trading, political party, and other areas of public policy making. Competition in economy often stands together with cooperation. This similarly works in local politics, and, recently, community recovery post 2009-earthquake. Such dynamic relationships is inseparable from ethnic politics constructed throughout Padang history in the past. This paper sees that the relationships of Minang and Chinese are inseparable from the ethnic politics constructed throughout Padang history. This paper tries to portray briefly the journey of Minang and Chinese relationship in Padang and the politics that contextualizes the making of that relationship based on literature research and in-depth interviews. Despite its shortness, this paper is supposed to provide background information for those interested in discussing the issue of ethnicity in Padang and West Sumatra.

Abstract

ACCESSIBILITY OF PERSONS WITH DISABILITIESON PUBLIC FACILITIES IN SURAKARTA             The existence of Surakarta regulation number 2 year 2008 about difable equality, then shows that the Government of Surakarta has already committed to pay attention to persons with disabilities. In fact, however, it’s seen from the results of previous research that there still many public facilities that are not in accordance with the accessibility standard that is their right. The question is : how the success / failure from accessibility policy for persons with disabilities towards the provision of public facilities in Surakarta? What standard of success / failure about the accessibility policy in Surakarta? The purpose of this research is to explain the success / failure of the persons with disabilities accessibility policy to public facilities, and to explain couse of the success / failure of the persons with disabilities accessibility policy to public facilities.            The research was conducted using the theory of public service, persons with disabilities as citizens, accessibility as citizen’s right, and implementation of public policy. The method used in this research is qualitative method, data collecting method by using observation, interview, and documentation. In testing the validity and accuracy of data using triangulation technique of source and theory.            The result showed from regulation aspect, Government of Surakarta deserves to be appreciated to tried to fulfill the rights of people with disabilities as citizens by providing equality disabilities regulation. However, from implementation aspect, there needs an improvements because the accessibility for persons with disabilities runs optimally can be seens through public facilities condition in Surakarta. The existing of public facilities in Surakarta do not completely ignoring the accessibility guidance which means that there are public facilities that are good enough but more are not optimal due to lack of knowledge and understanding of state organizer as policy maker to the reference of accessibilities persons with disabilities. The lack of persons with disabilities understanding as citizen have more effect to their needs are neglecated. The low of their existance from the political side as a citizen to affect the regulation and even affecting the number during elections so that their involvement is ignorance by policy maker, the involvement of many parties lead to ineffectiveness in policy implementation. The existance of a non-specific budget causes unoptimal construction of public facilities, and the lack of coordination in the form of advocacy conducted by the Social Service with other agencies. Key words : Policy, Accessibility, People With Disabilities.

Abstract

This research has a goal to to find out the extent to which the success of the Bureaucratic Reform through the application of derivatives of e-government derived into an online-based system application, e-Kinerja in overseeing the running of government in Semarang City through the performance of civil state apparatuses, in which civil servants. How the implementation and implementation of a recent system change is implemented which results can be utilized by the people of Semarang City, as users and recipients of public services. BKD Semarang City as one of the government organization in the field of Personnel which build online system e-Kinerja gradually to SKPD in Semarang City area. BKD Semarang City is able to improve the performance of civil state apparatus through e-Kinerja.The type of research used in this research is analytical descriptive research type through qualitative approach. Sources of data used in the form of primary data derived from the results of in-depth interviews of research informants and secondary data in the form of archives and documentation. The technique of selecting informants using purposive sampling.The results of the study found that the implementation and application of online e-Kinerja system application succeeded to be a tool that plays a role in supervising the performance of bureaucracy in Semarang City. The success of development and implementation and implementation of e-Kinerja in all SKPD is considered very influential on the people of Semarang City. The success of Semarang City BKD's achievement in implementing this e-Kinerja online system also influences the services provided to the people of Semarang City, such as health services, education services, service in the field of personnel.Keywords : Supervision, Bureaucratic Performance, e-Kinerja

Abstract

Semarang City as one of the autonomous regions, has actually implemented the law by establishing non-smoking areas through Mayor Regulation No. 12 of 2009 on Non-Smoking Area and Limited Area of Smoking. With the aim of reinstating the zoning of the area without smoking and its management so that public health can be protected and improved from the disruption of cigarette smoke. This study aims to find out how the implementation of Regional Regulation No. 3 of 2013 on Non-Smoking Areas in health care facilities, teaching and learning process, and government offices in Tembalang Sub-district Semarang.Dan also know what are the factors inhibiting the performance apparatus in service facilities health, teaching and learning process, and government offices in Tembalang Sub-district, Semarang City, in the implementation of Perda Non-Cigarette Regions.The method used in this study using descriptive qualitative. The subject of this research is the government that is represented by the Health Office of Semarang City, responsible for the implementation of the policy, and the community. The sampling technique used in this research is Proportionate Stratified Random Sampling. The analysis used is qualitative analysis.Based on the result of research which can be concluded: 1) Implementation of Local Regulation Number 3 Year 2013 about Non Smoking Area in health service facility, teaching and learning place, and government office in Tembalang Sub-district Semarang not optimal yet 2) Factors that hamper apparatus performance in health facility , where the teaching and learning process, and government offices in District Tembalang Semarang City in the implementation of the Regional Regulation No Smoking, among others, communication, disposition and behavior change. Keywords: Implementation, Regional Regulation, Non-Smoking Area

Abstract

Penelitian ini merupakan penelitian kualitatif yang bertujuan untuk menjelaskan gambaran Kebijakan Pariwisata Berbasis Komunitas di Kota Surakarta. Pariwisata merupakan salah satu sektor penting bagi masing-masing daerah, Pemerintah Daerah berupaya untuk mengembangkan potensi wisata di daerah supaya dapat menarik minat wisatawan. Selain itu, melalui pariwisata memunculkan adanya pemberdayaan masyarakat lokal sehingga dari hal itu akan dapat meningkatkan kesejahteraan masyarakat setempat.Penelitian menggunakan metode deskriptif kualitatif dengan metode pengumpulan data adalah wawancara, studi pustaka, dokumentasi dan observasi. Teknik wawancara dilakukan kepada pihak-pihak terkait dengan Kebijakan Pariwisata Berbasis Komunitas di Kota Surakarta. Teknik analisis data penelitian bersifat deskriptif.Hasil dari penelitian ini didapatkan bahwa Kebijakan Pariwisata Berbasis Komunitas di Kota Surakarta ada berdasarkan potensi pariwisata di Kota Surakarta dan kondisi umum di Kota Surakarta, seperti kondisi geografis dan kependudukan, selain itu sebagai wadah memberdayakan masyarakat lokal, mengingat bahwa potensi wisata di Kota Surakarta hampir seluruhnya membutuhkan bantuan masyarakat lokal. Kebijakan Pariwisata Berbasis Komunitas di Kota Surakarta dinilai mampu untuk membantu kelompok pariwisata Kota Surakarta. Namun, masih terdapat kepentingan pribadi dalam pelaksanaan Kebijakan Pariwisata Berbasis Komunitas di Kota Surakarta, yang kemudian menjadi penghambat dalam implementasinya

Abstract

Semarang city as one of the autonomous regions, has actually implemented the legal obligation by entering the non-smoking area through Semarang city are of regulation no 3 of 2013 about area without smoking. The government is attempling to reduse and limit the society who smoke in order to reduce diseases caused smoking, the smoker from theactive and passive smokers. The research aims to determine whether regulatorypolice areas no 3 of 2013 is already or implemented property.The method used in this study using descriptive the subject of this research is the government that represented by the health office of Semarang city and Salpol PP Semarang city, responsible for the implementation of the policy and the community.Based on the result of research wich can concluded: Implementation of the local regulation no 3 of 2013 about non smoking area in Semarang city has not run in accordance with is expected. Abstract

Gender Responsive Planning and Budgeting (PPRG) is a planning made by all government agencies, professional organizations or other societies drawn up by considering four aspects: equal access, roles, benefits and controls between women and men. Planning and Budgeting needs to consider the aspirations, needs, and problems of women and men, both in the process of formulating and in the implementation of activities 212. Nevertheless, the implementation of PPRG in the regions has not been optimal, as well as the implementation and execution in the Regional Government of Temanggung Regency. With the less than optimal execution and implementation of PPRG, it is suspected that SKPD or the implementing agency of regional autonomy in the Temanggung Government is still not aware of whether it is a PPRG.This study aims to find out how the implementation of gender responsive planning and budgeting in the Regional Government of Temanggung Regency in 2016. Which, the authors will examine and interview some informants in some SKPD who have been able to implement PPRG. In the hope of obtaining comprehensive data related to PPRG. The research method used is an analytical descriptive in which this research seeks to find the widest knowledge of the object of research, to investigate in detail the activities or work of man, in this case is the work done in the Regional Government of Temanggung Regency in the management of PPRG.The results of this study indicate that the implementation and execution of PPRG implemented by SKPD or Agency in Local Government Temanggung Regency is still not optimal, because of the findings of research from 36 SKPD or Agency there are only 6 SKPD or Agency capable of implementing PPRG integrated with programs and activities implemented. Thus it can be concluded that the Regional Government of Temanggung Regency is still not optimal in the implementation of PPRG.Suggestions that can be submitted to the Local Government of Temanggung Regency is that the Regional Government of Temanggung Regency can arrange the local policy, be it Regent or Local Regulation which clearly regulate PUG and PPRG, so that all SKPD or Agency will as a whole prepare programs and activities that respond gender, which will be arranged in PPRG and ARG, so that the implementation of PPRG in the Local Government of Temanggung Regency can run optimally.Keywords : PPRG, PUG, ARG, Local Government

Abstract

Penelitian ini memabahas mengenai politik etnik pasca konflik Madura Dayak di Kabupaten Kotawaringin Barat, Kalimantan Tengah. Penelitian ini menjadi menarik dikarenakan masih minimnya pembahasan mengenai kondisi masyarakat pasca konflik etnik Madura Dayak yang terjadi di kota Sampit, Kabupaten Kotawaringin Timur. Namun dikarenakan terdapat banyak penelitian mengenai konflik etnik Madura Dayak yang mengambil latar belakang Sampit, Kotawaringin Timur, Peneliti memutuskan untuk melakukan penelitian di Pangkalan Bun, Kabupaten Kotawaringin Barat demi melihat sudut pandang lain serta dampaknya ke daerah diluar tempat kejadian konflik etnik Madura Dayak yang sering disebut sebagai Konflik Sampit tersebut.Penelitian dilaksanakan dengan menggunakan metode kualitatif dan pendekatan etnografi. Penelitian kualitatif dengan pendekatan etnografi dikenal sebagai suatu proses penelitian yang melibatkan peneliti secara langsung ke dalam kelompok tertentu. Penelitian kualitatif pendekatan etnografi pada umumnya digunakan untuk meneliti suatu kegiatan,bahasa,cara hidup, dan kepercayaan dalam masyarakat.Penelitian ini menghasilkan beberapa kesimpulan yang diantaranya adalah kondisi sosial masyarakat Kotawaringin Barat pasca konflik berlangsung baik dan lebih tertata. Masyarakat yang semakin heterogen, serta kemajuan teknologi serta zaman mengakibatkan pergeseran pola pikir yang kian terbuka terhadap pendatang. Alhasil kini suku Dayak bukanlah lagi satu-satunya masyarakat mayoritas, melainkan sudah disaingi jumblahya dengan masyarakat etnik Melayu, serta etnik Jawa yang kini dapat bermigrasi dengan mudah. Diluar suku mayoritas, Dayak, Melayu, dan Jawa, masyarakat suku Madura sendiri kedudukannya sudah jauh lebih aman. Fakta lapangan menyebutkan bahwa 85% pasar ekonomi dikuasai oleh etnik Madura mulai dari pasar tradisional hingga pertokoan klontong dan suplayer buah dan sayuran. Sementara masyarakat etnik Dayak, Melayu, dan Jawa lebih banyak yang terlibat dengan sektor industri seperti pengusaha sawit dan karet. Khusus untuk bidang birokrasi dan politik, masyarakat etnik Madura cenderung pasif dikarenakan memang minat dab bakat yang diturunkan secara turun temurun adalah kerja lapangan yang berkaitan dengan tenaga kerja. Oleh karena itu, masyarakat yang lebih aktif dalam bidang birokrasi pemerintah dan politik adalah etnik-etnik selain suku Madura, diantaranya ada Dayak, Jawa, dan Melayu.
