Abstract

Pengembangan produk unggulan menggambarkan kemampuan daerah untuk memproduksi suatu produk, menciptakan nilai, memanfaatkan sumber daya secara nyata, meningkatkan produktivitas dan investasi. Metode analisis untuk menentukan produk unggulan didasarkan pada hasil analisis overlay basis ekonomi (LQ dan DLQ) dan analisis Shift Share. Berdasarkan hasil penelitian, ada tiga sektor unggulan di Kabupaten Bandung Barat, yaitu pertanian, industri pengolahan, dan jasa. Ketiga sektor tersebut memerlukan fokus strategi pengembangan, yaitu Peningkatan Kapasitas Sumber Daya Manusia, Peningkatan Infrastruktur, Peningkatan Kolaborasi dan Kapasitas Kelembagaan, Pemanfaatan Teknologi, dan Hilirisasi Produk Pertanian serta Inovasi Industri Pengolahan. Hasil penelitian produk unggulan dapat menjadi referensi bagi Pemerintah Kabupaten Bandung Barat untuk mengoptimalkan pengelolaan sumber daya daerah dan mengembangkan berbagai program dan kebijakan untuk memaksimalkan potensi sehingga dapat mendukung pertumbuhan ekonomi dan pembangunan daerah secara keseluruhan. The development of superior products describes the ability of the region to produce a product, create value, utilize resources in a real way, increase productivity and investment. The analysis method for determining superior products is based on the results of the economic base analysis overlay (LQ and DLQ) and Shift Share analysis. Based on the results of the research, there are three leading sectors in West Bandung Regency, namely agriculture, processing industry, and services. The three sectors require a focus on development strategies, namely Strengthening Human Resources Capacity, Improving Infrastructure, Increasing Collaboration and Institutional Capacity, Utilizing Technology, and Downstreaming Agricultural Products and the Processing Industry Innovation. The results of research on superior products can be a reference for the West Bandung Regency Government to optimize regional resource management and develop various programs and policies to maximize potential so as to support economic growth and overall regional development.

Abstract

This systematic mapping study identifies and analyses fintech innovations that influence investment decision-making in ASEAN banking. Through a rigorous literature search and screening process, 128 relevant studies were analyzed, identifying four key fintech innovations that impact investment decision-making in ASEAN banking: advisory platforms, blockchain technology, peer-to-peer lending, and mobile banking. The analysis of these innovations reveals their potential to improve investment decision-making in terms of cost efficiency, speed, accessibility, and transparency. However, the study also identified several challenges associated with these innovations, including cybersecurity risks, regulatory issues, and a lack of customer trust. This study provides valuable insights into the current state of fintech innovation in ASEAN banking and its impact on investment decision-making. The findings can help policymakers, regulators, and financial institutions make informed decisions about developing and adopting fintech innovations in the region.

Abstract

In the era of digital transformation and the Fourth Industrial Revolution, the role of the private sector in supporting national development has become increasingly significant, particularly through strategic synergy with the government. This study in PT Orbit Future Academy (OFA), a company engaged in technology-based education and training, to establish effective relationships with government institutions in order to strengthen its position within the national education ecosystem. This research is a descriptive qualitative approach grounded in the theoretical framework of government public relations, specifically based on the principles of government public relations as outlined in Minister of Administrative and Bureaucratic Reform Regulation No. 30 of 2011 concerning General Guidelines for Public Relations Governance in Government Institutions.  The results show that OFA actively implements Government Relations strategies through partnerships with the Ministry of Manpower, the National Professional Certification Agency (BNSP), the Higher Education Service Institution (LLDIKTI), and regional education offices. Programs such as AWS re/Start, Orbit Skill Center, and Sekolah@2024 demonstrate OFA's tangible contribution to government policy in improving human resource competencies. However, the company still faces challenges, including complex bureaucracy, regulatory misalignment, and the absence of a dedicated Government Relations Officer. This study recommends that OFA develop a more structured Government Relations system, enhance human resource capacity in the field, and expand communication networks with both central and regional government institutions to strengthen cross-sector collaboration in advancing technology-based education and training.

Abstract

Penelitian ini bertujuan untuk mengkaji pengaruh komunikasi pemerintahan DPRD Kota Depok kepada Walikota Depok dalam polemik pembangunan Masjid Jami Al Quddus dan relokasi SDN Pondok Cina 1. Pembangunan Masjid Jami Al Quddus menjadi polemik di tengah-tengah masyarakat karena akan dibangun di lahan SDN Pondok Cina 1 yang menyebabkan sekolah tersebut akan digusur. Beberapa masyarakat tidak menyetujui pembangunan masjid ini dan menyampaikan tuntutannya kepada DPRD Kota Depok. Dewan Perwakilan Rakyat Daerah Kota Depok berperan penting dalam menyampaikan aspirasi masyarakat ini dalam bentuk surat rekomendasi kepada Wali Kota Depok dan jajarannya. Isi surat rekomendasi tersebut berupa tiga tuntutan dari masyarakat. Pengaruh komunikasi pemerintahan yang dilakukan oleh DPRD Kota Depok kepada Walikota Depok dan jajarannya akan dianalisis dengan menggunakan teori Ulbert Silalahi yang melihat pengaruh komunikasi pemerintahan dilihat dari sikap (attitude), pemahaman (understanding), serta perilaku (behavior). Penelitian ini menggunakan metode penelitian kualitatif bersifat deskriptif. Data diperoleh dengan studi literatur, observasi, dan wawancara. Hasil penelitian menunjukkan bahwa komunikasi yang dilakukan oleh DPRD Kota Depok berpengaruh kepada Walikota Depok baik dari sikap (attitude), pemahaman (understanding), dan perilaku (behavior). Dari sikap (attitude), Walikota Depok berjanji akan membalas surat rekomendasi dari DPRD Kota Depok. Dari pemahaman (understanding), Walikota Depok, jajarannya, dan masyarakat dapat mengerti dan menjelaskan isi surat rekomendasi tersebut walaupun lembaga Bappeda Kota Depok tidak dapat menjelaskan isi surat rekomendasi tersebut. Dari perilaku (behavior), Walikota Depok dan jajarannya melakukan apa yang sesuai dengan tuntutan dari DPRD Kota Depok salah satunya dengan memperbaiki jalan akses menuju SDN Pondok Cina 1 Depok, penundaan pembangunan Masjid Jami Al Quddus, sampai pada akhirnya pembangunan Masjid Al Quddus dibatalkan.

Abstract

Effective communication is a pivotal component in the provision of inclusive digital archive services, particularly for individuals who are Deaf and depend on visual communication and Indonesian Sign Language (Bisindo). The objective of this study is threefold: first, to analyze the communication process in the management of digital archives at PT Kereta Api Indonesia (Persero); second, to identify communication barriers experienced by Deaf individuals; and third, to formulate strategies for developing inclusive digital archive services. The research employs a descriptive qualitative approach with participatory observation, interviews, and documentation studies at the Section of Asset Ownership Document and Files (USDA) of PT KAI. Participatory observation was conducted to directly observe the steps in using the Rail Document System (RDS), the workflow of digital archive services, and the interactions between Deaf and hearing staff members. Over two months, in-depth data were collected through observation, interviews, and documentation involving seven informants, both internal and external. The results indicate that the management of PT KAI's digital archives has been technically well-executed; however, it does not fully accommodate the needs of Deaf users. The study proposes several recommendations, including the integration of Indonesian Sign Language (Bisindo) into the digital archive system, the provision of content or features accompanied by visual guides, the implementation of sign language training for PT KAI employees, and the reinforcement of internal company policies and regulations.
