Abstract

Peat restoration is a government strategic program which is a top priority area, especially for Riau Province. Peat restoration is also one of the pilot projects that must be handled correctly, quickly and thoroughly so that it does not repeat the wounds of the disaster like 7 years ago. This is because, as the owner of the largest peatland in Sumatra, history has also been categorized as the biggest source of forest and land fires. It was suspected that the restoration of the peat was originally due to forest and peatland fires, so that the World Bank once estimated that the economic loss from the karhutla disaster reached Rp. 221 Trillion (Mileva et al. 2016). In accordance with Presidential Decree No. 1 of 2016, the government established the Peat Restoration Agency which is the leader in implementing peat restoration in Indonesia (Lebaran et al. 2016). It should be known that peat restoration is indeed designed within the framework of collaboration with many elites (representative groups that are considered capable), namely the Government, communities, NGOs and the private sector, which are the key elites for the implementation of peat restoration (collaborative governance). The elite approach strategy is the focus of this study by using collaborative governance theory as the main research framework. This study uses a qualitative method with a case study approach assisted by literature studies. Researchers found that there was a failure of peat restoration management strategy in Riau. The unclear status of the Regional Peat Restoration Team (TRGD) and the inactivity of the Riau Provincial Government in supporting the peat restoration agenda became the findings of this study. Researchers see there are several factors that cause it to happen. Economic factors become the main ones because peat restoration is related to investments in forestry and oil palm plantations. Then the cause of the failure of the management strategy, namely failure to understand communication between elites, was also caused by a lack of commitment from elite leaders in Riau.

Abstract

User experience (UX) plays an important role in digital public services. Poor user experience can cause confusion among the public and hamper the administrative process in public services. Pekanbaru City has online-based public services that can facilitate the public. However, the public service applications are not easy to use so public administration studies are still needed from a user experience (UX) perspective. The method used in this research is an exploratory qualitative approach using secondary data. The results show that the application owned by the Population and Civil Registration Agency of Pekanbaru City requires in-depth study and redesign so that the public goals can be achieved.

Abstract

Efektivitas kinerja merupakan ketepatgunaan/kemampuan dalam melaksanakan suatu pekerjaan sesuai dengan tujuan yang sudah ditetapkan. Penelitian ini bertujuan untuk melihat efektivitas kinerja Badan Pendapatan Daerah dalam meningkatkan penerimaan pajak bumi dan bangunan di Kota Pekanbaru. Dalam artikel ini, peneliti menggunakan metode kualitatif dengan pendekatan deskriptif. Peneliti menggunakan teori Gibson dimana efektivitas kinerja tercapai jika memenuhi aspek produktivitas, efisiensi, kepuasan, adaptasi dan perkembangan. Temuan dari penelitian ini adalah efektivitas kinerja Badan Pendapatan Daerah dalam meningkatkan penerimaan pajak bumi dan bangunan dapat dilihat semakin baik, dengan meningkatnya penerimaan pajak bumi dan bangunan setiap tahunnya. Peneliti juga menemukan faktor penghambat dalam pelaksanaan efektivitas kinerja, meliputi penerimaan pajak bumi dan bangunan yang belum stabil setiap tahunnya, pelayanan pembayaran pajak yang belum optimal dan citra buruk instansi serta kurangnya edukasi kepada masyarakat pentingnya melunasi pajak khususnya pajak bumi dan bangunan. Secara keseluruhan, efektivitas kinerja Badan Pendapatan Daerah dalam meningkatkan penerimaan pajak bumi dan bangunan belum bisa dikatakan baik.

Abstract

Drug abuse has become a complex problem faced by Indonesia and of course requires a special strategy and the active role of all parties in its prevention and handling. This is evidenced by the rampant cases of drug trafficking and abuse that occur in villages in Kuantan Singingi, one of which is Seberang Taluk Village, Central Kuantan District. This study aims to see the performance of the Village Government in the Clean Drugs (Bersinar) Village program in Seberang Taluk Village, Central Kuantan District, Kuantan Singingi Regency. In this study, the authors used descriptive qualitative research methods. The researcher uses Dwiyanto's theory where the indicators used in measuring organizational performance use 4 (four) indicators, namely, productivity, responsiveness, responsibility, and accountability. The results of this study indicate that the distribution and abuse of drugs in Seberang Taluk Village has decreased during the program of the Clean Drugs Village (Bersinar) with a percentage of approximately 80%. However, the implementation of the Shining Village Program still faces several obstacles. Researchers found factors that influence the implementation of this program, which include the problem of limited budget, incompetent human resources, and lack of public self-awareness. Overall, the Seberang Taluk Village Government, Central Kuantan District can be said to have been quite good at implementing the Shining Village program in preventing drug trafficking.

Abstract

The hospital is one of the organizations in the service sector that is engaged in efforts to improve public health. In addition, the hospital as oe of the subsystems of health services provides two types of services for the community, namely health services and administrative services. Therefore, as a hospital service institution, it is required to improve its service quality management continuously and continuously in various fields of service provided. So the Dumai City Hospital should be able to provide good service to pattiens with planned management for class B classified hospitals. The purpose of this study was to find out how the management of outpatient services in the field of pregnancy at the Regional General Hospital in Dumai City. This research method uses qualitative research methods with data collection thechniques using primary data and secondary data obtained from the results of observations, interviews, and documentation that the researcher analyzed in obtaining the data. This study uses the theory of Ratminto about service management, namely planning, implementation, and coordination. The results of the study indicate that the service management of the Dumai City Regional Public Hospital still has obstacles in its services such as training of workers who have not all received training, budget, facilities and infrastructure.

Abstract

This study aims to analyze the implementation of agile governance in public information management at the Riau Province Communication, Informatics and Statistics Service (Diskominfotik). Agile governance is a governance approach that emphasizes flexibility, responsiveness, and rapid collaboration in providing public services. The research method used is qualitative descriptive with an explanatory approach. Data collection was carried out through observation, interviews, and document studies analyzed using Nvivo 14 software. The results of the study indicate that the implementation of agile governance at Diskominfotik Riau is still faced with a number of obstacles, including limited knowledge and capacity of human resources (HR) in understanding the concept and a bureaucratic structure that does not fully support flexibility. In addition, performance evaluations that are not yet based on quick wins slow down the adaptation process. Nevertheless, Diskominfotik Riau has utilized various digital platforms to provide access to public information, although improvements need to be made in terms of responsiveness and timeliness of service. Recommendations from this study include increasing training for HR, implementing a more flexible governance model, and periodic evaluations based on short-term results. The implementation of agile governance is expected to improve the quality of public services and strengthen public trust in government transparency.

Abstract

This study examines the impact of community participation, multi-stakeholder collaboration, transparency, and accountability on village financial governance policies in Rokan Hulu Regency, Riau Province, within the framework of the New Public Governance (NPG) paradigm. This research used a mixed methods approach with a sequential exploratory design. Qualitative data were collected through semi-structured interviews, direct observation and document analysis, then analyzed using thematic techniques. Quantitative data was obtained through a Likert scale questionnaire survey involving 90 purposively selected respondents and analyzed descriptively and inferentially. The research findings show that community participation, multi-stakeholder collaboration, transparency, and accountability significantly improve the effectiveness, efficiency, and accountability of village financial governance. However, challenges such as low participation of vulnerable groups, weak synergy between informal actors, and unequal access to information are still major obstacles. The study concludes that strengthening formal collaboration, improving technical capacity through internal audit training, and adopting inclusive strategies to increase community participation are critical to advancing village financial governance. This study contributes to the theoretical development of the NPG paradigm and provides practical recommendations for designing policies for inclusive and sustainable village financial governance.

Abstract

Bukit Tiga Puluh National Park as a protected forest in Indragiri Hulu Regency is not spared from these illegal activities. Therefore, it is very necessary government management such as DLHK, police and other agencies authorized in curbing the protected forest. Research methods with descriptive qualitative approaches, located in Indragiri Hulu. Data collection techniques are carried out with a derivative, interview with 3 informants, and observations. Data analysis is expanded with reduction, display, and data verification. The results showed that the control process in the TNBT area with managerial processes based on George R. Terry’s theory where there were 4 variables namely planning, organizing, coordinating, and supervising. In DLHK planning an inventory and mapping, which is the work plan of the next managerial variable. In the process of controlling there are also obstacles, namely: 1) Lack of community legal awareness, 2) There are problems in the inauguration of the TNBT forest area boundaries.

Pembegalan dilakukan oleh seorang atau beberapa orang yang sedang melintas dijalan dengan merampas harta benda miliknya disertai dengan tindak kekerasan, bahkan tidak jarang memakan korban jiwa. Namun masih ada kendala dalam pelaksanaan Strategi Penanggulangan Kejahatan Begal oleh Polresta Pekanbaru seperti kesulitan dalam mendeteksi pelaku begal, kurangnya sosialisasi dan himbauan pada msyarakat, belum lengkapnya infrastruktur yang mendukung. Tujuan dari penelitian ini untuk mengetahui apakah Strategi Penanggulangan Kejahatan begal Oleh Polresta pekanbaru sudah berjalan dengan baik atau belum. Metode yang digunakan adalah metode kualiattif dengan pendeakatan studi kasus dengan teknik pengumpulan data melalui wawancara, obeservasi, dan dokumenatsi. Pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan yang dilakukan pada teknik analisis data. Teori yang digunakan dalam penelitian ini adalah teori dari geof Mulgan, dengan lima indikator yakni tujuan (Purpose), lingkungan (Environment), pengarahan (Direction), tindakan (Action), pembelajaran (Learning). Hasil penenlitian ini menunjukkan bahwa Strategi penanggulangan Kejahatan begal oleh polresta Pekanbaru belum berjalan dengan baik, hal ini dapat dinilai dari tujuan yang belum sepenuhnya terwujud untuk menciptakan rasa aman kepada masyarakat karena masih terdapat kejahatan yang terjadi diberbagai lokasi daerah seperti kejahatan begal, lingkungan yang masih kekurangan personil serta belum lengkapnya infrastruktur yang mendukung. Pengarahan yang masih harus ditingkatkan lagi, karena masih banyak warga yang tinggal di daerah rawan begal belum mendapatkan pengarahan, tindakan yang mana masih terbatasnya sarana dan prasaran serta keterbatasan personil dalam melakukan penyelidikan. Pembelajaran, yang belum berjalan dengan baik karena kesulitan dalam mendeteksi pelaku begal seperti masyarakat yang tertutup dan tidak mau direpotkan dalam memberikan informasi yang menghambat strategi, serta pelatihan teknis penagkapan yang harus ditingkatkan lagi, karena mengingat modus operandi yang semakin canggih, dan tingkat kekerasan yang tinggi. Faktor penghambat dalam pelaksanaanya adalah kesulitan dalam mendeteksi pelaku begal, kurangnya sosialisasi dan himbauan kepada msyarakat, belum lengkapnya infrastruktur yang mendukung dalam penanggulangan kejahatan begal.
