Abstract

The COVID-19 pandemic has necessitated a rapid and coordinated international response, particularly in the procurement of life-saving vaccines. As nations endeavor to protect their populations, health diplomacy emerges as a pivotal strategy. This study provides an in-depth analysis of Indonesia’s health diplomacy strategy in securing booster vaccines for COVID-19, a critical component in mitigating the impact of the pandemic. Employing a qualitative research method, this investigation synthesized data from comprehensive literature reviews and focus group discussions (FGDs) to construct a nuanced understanding of Indonesia’s approach. The findings illuminated the multifaceted nature of Indonesia’s health diplomacy, operating on bilateral, regional, and global stages. A notable outcome of these diplomatic efforts was the acquisition of 510,000,000 doses of the booster vaccines scheduled for distribution by the end of 2022. The research identified a supportive diplomatic ecosystem underpinned by the universal necessity for vaccine access, transcending national borders. This environment was characterized by a coalition of researchers advancing vaccine knowledge, complexities surrounding vaccine procurement, and the operationalization of international initiatives such as the COVAX Facility and the ASEAN COVID-19 Response Fund. The intricacies of Indonesia’s diplomatic engagements revealed the importance of collaborative frameworks in addressing global health crises. The study contributes to the discourse on health diplomacy by highlighting the mechanisms and outcomes of Indonesia’s vaccine procurement strategy, offering insights into the role of diplomacy in pandemic preparedness and response.

Abstract

The dynamics in the regional and global scope encourage countries to implement defense diplomacy to achieve national defense and security interests. Indonesia is one of the countries that has implemented defense diplomacy and cooperated with many partners spread across various countries. However, from 2019 to 2023, Indonesia's defense diplomacy and cooperation strengthened with one country, France. This research aims to find out the motives of Indonesia's defense diplomacy towards France in the 2019-2023 period. This research uses a qualitative method with the concept of defense diplomacy motives from Frega Wenas Inkiriwang. The research uses data from books, journal articles, news, reports, and documents from official websites. The research data collection technique was conducted through literature studies and interviews. The results show that the motives of Indonesia's defense diplomacy towards France focus on the motives of strategic engagement, confidence-building measures, capacity building, and international reputation to overcome problems, such as inadequate defense equipment, limited defense technology, unfulfilled MEF I and II targets, lack of human resources capable of mastering defense technology, and the interests of maintaining the integration of the Republic of Indonesia. This study found that Indonesia should keep developing diplomatic connections with France to strengthen the defense industry's capabilities and the competency of the Indonesian National Military personnel. Nevertheless, the Indonesian government must establish a monitoring mechanism for cooperation in procuring defense equipment and staff training. This guarantees the continuation of the cooperation agreement, which promotes Indonesia's defense capabilities and independence. Indonesia is not intended to become dependent on France due to the ongoing collaboration; instead, it is designed to assist in developing national defense.

Abstract

The West Sumatra has a high index of food security and because of its dependence on modern farming systems that are chemical based, farmers are susceptible to environmental degradation and market forces worldwide. Through the Critical International Relations (CIR) approach of Robert W. Cox, this paper analyzes how community-based agroecological practices can be the solution to a transition between climate change adaptation and democratic resilience in West Sumatra. The current study is dedicated to the case of Cheap Staple Rice Fields (Sawah Pokok Murah - SPM) an agroecological farming system, a grassroots movement that helps to break free of the company inputs and promotes the self-reliance of farmers. The results demonstrate that SPM does not only lead to climate adaptation and food availability, but also transforms the community-based innovations into the inclusive local governance, in which local governments adopt the grassroots initiatives into their policy-making. This research paper addresses a gap in the literature by demonstrating that food security is not merely associated with the production of adequate food, but also with promoting ecological justice and enhancing the community capacity towards participatory decision-making. Theoretically, the study suggests that agroecology can serve as a deliberative democratic mechanism, allowing local communities to build democratic resilience through daily food governance practices.

Abstract

The world always faces limitations in dealing with the pandemic. China had emerged as an active actor in health diplomacy to address this. China was the first country to send vaccines and health aid to Southeast Asia through ASEAN. However, the relationship between China and ASEAN did not begin with the pandemic. Both countries have a long history and recently renewed their plan of action (POA), which serves as evidence of their relationship namely the ASEAN-China Comprehensive Strategic Partnership (CSP) 2021-2025. The POA includes a sub-chapter on health that navigates China's health diplomacy towards ASEAN. Therefore, this research aimed to examine China's health diplomacy towards ASEAN within the framework of the ASEAN-China CSP 2021-2025. This paper utilized the concepts of health diplomacy forms by Rudolf (2021), health diplomacy factors by Kickbusch (2013), and health diplomacy instruments by Bertorelli et al. (2013). This research used qualitative methods, with data collection process through official archives, documents, and internet-based research. This study found that China practiced health diplomacy towards ASEAN through two shapes: vaccine diplomacy and mask diplomacy. Factors in China's health diplomacy include: (i) joint action; (ii) the involvement of academics and scientists; (iii) the complexity of negotiations through hierarchical dialogue; (iv) alleviating equity issues regarding health in ASEAN; and (v) institutionalization features fulfilled through the ACCF. China's health diplomacy used operative and collaborative instrument realized through the consensus and implementation of the ASEAN-China CSP 2021-2025.
