Abstract

Penelitian ini bertujuan untuk mengkaji penerapan teknologi informasi dalam upaya meningkatkan kualitas pelayanan publik di Desa Pantungo, Kecamatan Telaga Biru. Kajian penelitian difokuskan pada pengelolaan data dan informasi, pemanfaatan komunikasi serta kolaborasi digital, otomatisasi layanan administrasi, dan berbagai faktor yang memengaruhi efektivitas penggunaan teknologi informasi dalam pelayanan publik di tingkat desa. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data penelitian dikumpulkan melalui wawancara mendalam yang melibatkan kepala desa, sekretaris desa, perangkat desa, operator Sistem Informasi Desa (SID), serta masyarakat sebagai pengguna layanan. Selain itu, data pendukung diperoleh melalui kegiatan observasi langsung di lapangan dan dokumentasi yang berkaitan dengan penyelenggaraan pelayanan administrasi berbasis teknologi informasi di Desa Pantungo. Hasil penelitian menunjukkan bahwa penerapan teknologi informasi di Desa Pantungo telah dimanfaatkan dalam pengelolaan data administrasi, penyebaran informasi melalui website dan media sosial, serta mendukung proses pelayanan dan pengambilan keputusan desa. Berdasarkan hasil wawancara dan observasi lapangan, pemanfaatan teknologi informasi telah memberikan kemudahan dalam pengelolaan data, mempercepat pelayanan administrasi, dan mendukung koordinasi antarperangkat desa. Namun, penerapannya belum berjalan optimal karena pengelolaan data masih sebagian dilakukan secara manual, komunikasi digital belum dimanfaatkan secara merata oleh masyarakat, serta pelayanan administrasi belum sepenuhnya terintegrasi dalam satu sistem digital. Analisis penelitian menunjukkan bahwa efektivitas penerapan teknologi informasi masih dipengaruhi oleh keterbatasan sumber daya manusia, rendahnya literasi digital masyarakat, dan keterbatasan infrastruktur jaringan internet. Oleh karena itu, diperlukan pengembangan sistem pelayanan digital yang lebih terintegrasi, peningkatan kapasitas aparatur desa, serta penguatan sarana dan prasarana teknologi informasi guna mewujudkan pelayanan publik yang lebih efektif, cepat, dan responsif terhadap kebutuhan masyarakat.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan implementasi kebijakan Program Keluarga Harapan (PKH) di Desa Balate Jaya Kecamatan Paguyaman. Fokus penelitian ini adalah implementasi kebijakan Program Keluarga Harapan (PKH) yang ditinjau dari aspek komunikasi, sumber daya, disposisi (sikap pelaksana), dan struktur birokrasi. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Sumber data diperoleh melalui wawancara mendalam dengan aparat desa, pendamping sosial PKH, dan Keluarga Penerima Manfaat (KPM), yang didukung dengan observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi Program Keluarga Harapan (PKH) di Desa Balate Jaya secara umum telah berjalan cukup baik, namun belum sepenuhnya optimal. Pada aspek komunikasi, penyampaian informasi telah dilakukan melalui pertemuan kelompok dan media komunikasi digital, meskipun masih terdapat kendala keterjangkauan informasi bagi sebagian KPM. Pada aspek sumber daya, pelaksanaan program masih menghadapi keterbatasan jumlah pendamping sehingga memengaruhi intensitas pendampingan. Sementara itu, aspek disposisi menunjukkan sikap pelaksana yang responsif, ramah, dan bertanggung jawab dalam mendampingi KPM. Adapun pada aspek struktur birokrasi, pelaksanaan program telah didukung oleh pembagian tugas yang jelas, penerapan prosedur kerja, serta koordinasi yang cukup baik antar pelaksana. Kesimpulan penelitian ini menunjukkan bahwa implementasi Program Keluarga Harapan di Desa Balate Jaya telah memberikan kontribusi positif dalam membantu pemenuhan kebutuhan pendidikan, kesehatan, dan kesejahteraan keluarga penerima manfaat. Optimalisasi implementasi program perlu dilakukan melalui penguatan komunikasi yang lebih adaptif, peningkatan kapasitas sumber daya pelaksana, serta penguatan koordinasi antar pelaksana agar program berjalan lebih efektif dan tepat sasaran.

Abstract

Performance is an important aspect of the organization. Performance can be influenced by various factors, including discipline and work motivation. Therefore the purposes of this study are 1) to find out to what extent the influence of Discipline on Employee Performance; 2) to know to what extent the influence of the Work Motivation on Employee Performance; 3) to figure out to what extent the influence of simultaneous discipline and work motivation on Employee Performance. This quantitative method employed multistage sampling that was done in stages. It was based on the scope of employees in BTPN Gorontalo. The analysis tool used was a mathematical model of Multiple Linear Regression with SPSS 16.0. Moreover, all BTPN Gorontalo employees were taken as the population in this study. The results of the t-test of variable of discipline significantly influence employee performance seen from tcount (4,388) ¬>ttable(1,729); while the variable of work motivation has a significant effect on employee performance behavior seen from tcount (2,379) > ttable (1,729). Based on the calculated value of 13,532 with a p-value (sig. Value) of 0,000. This value is much lower than 0.05, which means it has simultaneous effect. According to the calculation of the determination coefficients, it is obtained R Square value of 0.501. This value means 50.1% of the variability regarding Employee Performance can be explained by the independent variables in the model (Discipline and Work Motivation), while the remaining 49.9% is influenced by other variables.

Abstract

This research aims to analyze and describe the effectiveness of the Electronic Investigation Management (E-MP) system at the Gorontalo Regional Police, examining the 5 (five) principles that must be fulfilled in policy effectiveness, namely: Right policy, Right implementation, Right target, Right environment, and Right process. The approach used in this research is qualitative. The research method is descriptive qualitative. Data collection was carried out using interview techniques, observation and documentation studies. The data analysis technique in this research was carried out by data reduction, data presentation and drawing conclusions/verification. The research results show 1) In terms of system accuracy indicators, E-MP has supported the duties and functions of investigations at the Gorontalo Regional Police; 2) The indicator of accuracy in implementing the E-MP system at the Gorontalo Regional Police shows that the system is being implemented properly in accordance with the initial objectives of the E-MP implemented at the Gorontalo Regional Police; 3) The E-MP target accuracy indicator at the Gorontalo Regional Police shows the success of the system with clarity of work targets as planned; 4) The environmental accuracy indicator of the E-MP system at the Gorontalo Regional Police shows that the internal environment is good with interaction between the National Police and the Gorontalo Regional Police through coordination and monitoring. However, the external environment is not yet good, public perception of the E-MP system at the Gorontalo Regional Police is not completely good due to lack of socialization; 5) The indicator of the accuracy of the E-MP system process at the Gorontalo Regional Police shows that the level of E-MP acceptance at the Gorontalo Regional Police is good. Personnel acceptance of E-MP as a useful rule and tool for drug investigations. The Narcotics Directorate and the public, especially suspects, can understand and accept all the rules that have been set. The Narcotics Directorate and the community are ready to be involved in implementing and being part of the implementation of the Electronic Investigation Management (E-MP) system at the Gorontalo Regional Police
