Abstract

This study aims to evaluate the policy for handling out-of-school children in Gorontalo Province by examining its implementation, governance mechanisms, and contextual challenges at the local level. The research employs a qualitative phenomenological approach to capture the perspectives, experiences, and interpretations of key actors involved in education policy implementation. Data were collected through in-depth interviews, document analysis, and field observations involving provincial and district education officials, school principals, teachers, local government representatives, parents, and children who had dropped out of school. The data were analyzed interactively using stages of reduction, display, and conclusion drawing, with policy evaluation focused on administrative, legal, and political dimensions. The findings indicate that the problem of out-of-school children in Gorontalo Province is most prominent among adolescents aged 16–18 years, particularly during the transition to secondary education. Economic pressure, socio-cultural norms, geographic accessibility, and limited educational infrastructure are key determinants of school discontinuation. From an administrative perspective, weaknesses in data integration and cross-sectoral coordination reduce policy effectiveness. Legally, although the policy framework is relatively strong, weak law enforcement and the absence of clear sanctions limit its coercive power. Politically, formal government support has not been fully translated into responsive and participatory policies for vulnerable groups. In conclusion, the effectiveness of policies addressing out-of-school children in Gorontalo Province depends not only on program availability but also on strengthening governance capacity, legal enforcement, and collaborative, context-sensitive implementation.

Abstract

Background Digital transformation has become a central agenda in public administration reform, including land administration, with the expectation of improving efficiency, transparency, and direct citizen access to services. In Indonesia, digital land administration has been promoted to simplify procedures and reduce informal practices. However, citizens continue to rely on intermediaries even after digital systems have been implemented. This study examines why intermediary dependence persists and how institutional arrangements shape access to digital land services. Methods This study employed a qualitative single-case study with a mechanism-based explanatory approach in Bone Bolango Regency, Indonesia. Data were collected through repeated field visits, in-depth interviews, direct observation, and document analysis, then analyzed using thematic coding and mechanism-based interpretation. Results The findings show that digitalization creates formal access but does not automatically produce practical accessibility. Limited digital literacy, administrative anxiety, fragmented institutional coordination, and hybrid administrative procedures continue to shape citizens’ experiences in accessing land services. Intermediaries remain important because they help citizens understand requirements, prepare documents, reduce procedural risks, and coordinate across institutions. Conclusion Digital reform does not automatically eliminate intermediary dependence in public service delivery. The effectiveness of digital governance should be assessed not only through technological availability and procedural efficiency, but also through citizens’ ability to access services directly and confidently. This study advances a relational institutional perspective on digital governance and suggests further comparative research across regions and public service sectors.

Abstract

This study aims to examine the performance of public organizations in waste management at the Environmental Agency of Gorontalo City using indicators of public organizational performance, namely productivity, service quality, responsiveness, responsibility, and accountability. This study employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The findings reveal that the productivity aspect has been implemented, although it has not yet been optimal, as reflected in the amount of waste managed each year Therefore, improvements in facilities, additional personnel, and greater public discipline are required to achieve more effective and efficient waste management. The service quality aspect has not been adequately achieved, particularly regarding the availability of waste management facilities and infrastructure, as well as the optimization of cleanliness in anticipation of future increases in waste production. The responsiveness aspect is considered fairly good, with prompt, firm, and friendly responses to public complaints, although part of the responsibility for cleanliness has been delegated to the subdistrict and village levels. The responsibility aspect demonstrates compliance with policies such as the Gorontalo City Regional Regulation through waste management and cleanliness programs. The accountability aspect is considered fairly good, as evidenced by the implementation of waste-handling and reduction programs and employee performance evaluations, however, greater transparency in public performance reporting is still needed.

Abstract

This study aims to analyze the risk management of School Operational Assistance (BOS) funds in Bone Bolango Regency from the perspectives of public administration and good governance. The study was motivated by the persistence of various problems in the management of BOS funds, such as delays in fund disbursement, weak supervision, limited human resource capacity, and the suboptimal implementation of transparency and accountability in school financial administration. This study employed a qualitative approach with a descriptive method. Data collection techniques were conducted through observation, in-depth interviews, and documentation. Data analysis utilized an interactive model consisting of data reduction, data presentation, and conclusion drawing. The findings reveal that risk management in the governance of BOS funds in Bone Bolango Regency has not yet operated optimally. Based on the Berg Risk Management Model approach, the identified risks include goal setting, risk identification, risk analysis, risk assessment, risk treatment selection, as well as monitoring and evaluation. The implementation of good governance principles such as transparency, accountability, effectiveness, and community participation still requires strengthening. This study recommends improving the capacity of BOS fund managers, strengthening internal supervision, digitalizing financial management systems, and enhancing coordination among educational stakeholders in order to establish effective and accountable governance of educational operational funding.

Abstract

BAPPEDA (Development Planning Agency at the Sub-National Level) of Gorontalo City aims to become a superior development planning institution with integrity and responsiveness to community needs. However, despite efforts to implement visionary leadership and foster a positive work culture, the expected outcomes have not been fully achieved. This study examines the effect of visionary leadership on the performance of civil servants (ASN) at BAPPEDA Gorontalo City, the effect of work culture on ASN performance, and the simultaneous effect of visionary leadership and work culture on ASN performance. The study employed a quantitative method with a population of 62 respondents. Data were collected through questionnaires and analyzed using SPSS version 21. The results indicate that visionary leadership has a positive and significant effect on ASN performance, contributing 40.10% to performance improvement. Work culture also has a positive and significant effect on ASN performance, with a contribution of 32.60%. Furthermore, visionary leadership and work culture simultaneously have a significant influence on the performance of ASN at BAPPEDA Gorontalo City. These findings suggest that strengthening visionary leadership and cultivating a positive work culture are important factors in improving employee performance and supporting the achievement of organizational goals.

Abstract

This study aims to analyze the service quality of the issuance of the Job Seeker Card (AK-1) at the Department of Manpower, Cooperatives, and Small and Medium Enterprises of Gorontalo City This study focuses on the five dimensions of service quality based on the SERVQUAL model Tangibles, Reliability, Responsiveness, Assurance, and Empathy The study is conducted based on the decline in the number of job seeker card service users year over year, indicating issues with service quality This study employs a qualitative, descriptive approach Data collection techniques include observation, interview, and documentation Data analysis uses the Miles and Huberman model, which consists of data reduction, data display, and conclusion drawing. The findings show that the service quality at the Department of Manpower. Cooperatives, and Small and Medium Enterprises of Gorontalo City is generally not yet optimal In terms of tangibles, service facilities still need improvement, particularly in the comfort of service rooms In terms of empathy officers have shown concern for the community, but it is not yet consistent across all service situations Responsiveness is considered fairly good, although delays in the service process still occur In terms of reliability, services are not yet fully consistent in providing accurate, precise results Meanwhile, in terms of assurance, officers provide polite and fairly convincing services, although their competence still needs Improvement The conclusion of this study indicates that the service quality of the issuance of the Job Seeker Card at the Department of Manpower Cooperatives, Small and Medium Enterprises of Gorontalo City Still requires improvement, particularly in enhancing facilities, human resource competence and service consistency to increase public satisfaction.

Abstract

One of the crucial elements in government operations is the quality of public services, particularly passport services at the Class II Non-TPI Banggai Immigration Office. The purpose of this study was to evaluate the quality of public services using the five dimensions of SERVQUAL: tangibles, reliability, responsiveness, assurance, and empathy. This is a qualitative study using a descriptive approach. Informants, consisting of employees and service users, were observed, recorded, and interviewed as part of the data collection process. The results indicate that public services at the Class II Non-TPI Banggai Immigration Office are not yet optimal. In terms of tangible dimensions, there are still limitations in facilities, such as waiting rooms and the number of seats available to the public. In terms of trust, there are inconsistencies in service times and the ability of officers to operate technology-based systems. In terms of responsiveness, officers are not fast enough in providing services and responding to public complaints, especially during busy times. In terms of trust, the certainty of passport processing times and the clarity of information are still not fully consistent, so there is still room for complaints. In terms of empathy, attitude, communication, and attention to the public, there is still a lack of clear alignment and harmony among officers. This study concludes that the quality of public services at the Class II Non-TPI Banggai Immigration Office still needs to be improved through improvements to facilities and infrastructure, increased officer competence, optimization of the service system, and strengthening professional attitudes in providing services to the public.
