Abstract

Stunting masih menjadi salah satu permasalahan kesehatan prioritas di Indonesia, termasuk di Desa Sopo Tinjak, Kecamatan Batang Natal, Kabupaten Mandailing Natal. Rendahnya penerapan Perilaku Hidup Bersih dan Sehat (PHBS), terbatasnya pengetahuan masyarakat mengenai gizi seimbang, serta kurangnya sanitasi rumah tangga menjadi faktor utama yang berkontribusi terhadap tingginya risiko stunting pada balita. Kegiatan pengabdian ini bertujuan untuk meningkatkan pemahaman dan keterampilan masyarakat dalam menerapkan PHBS sebagai strategi pencegahan stunting melalui edukasi kesehatan, pendampingan perilaku, demo cuci tangan, senam pagi, serta sosialisasi mengenai sanitasi lingkungan dan pola konsumsi gizi seimbang. Metode yang digunakan meliputi penyuluhan, praktik langsung, observasi PHBS rumah tangga, kepada masyarakat dan siswa sekolah dasar. Hasil kegiatan menunjukkan adanya peningkatan signifikan pada pengetahuan masyarakat mengenai pentingnya PHBS, perubahan perilaku sehari-hari seperti kebiasaan cuci tangan pakai sabun, pengelolaan sanitasi rumah tangga, serta meningkatnya kesadaran orang tua dalam memberikan makanan bergizi kepada balita. Selain itu, partisipasi aktif masyarakat dalam kegiatan senam pagi dan edukasi gizi membantu memperkuat perilaku hidup sehat secara kolektif. Secara keseluruhan, kegiatan pengabdian ini berhasil mendorong penerapan PHBS sebagai langkah preventif yang efektif dalam menurunkan risiko stunting di Desa Sopo Tinjak. Upaya berkelanjutan diperlukan melalui pendampingan lintas sektor dan penguatan peran kader kesehatan desa untuk memastikan keberlanjutan perilaku sehat dalam jangka panjang

Abstract

The high prevalence of stunting in Mandailing Natal Regency, although showing a declining trend in recent years, remains above the national target and therefore requires accelerated efforts through a convergence-based approach at the village level. This study aims to analyze the effectiveness of the implementation of the Rumah Desa Sehat (RDS) as a convergence center for accelerating stunting mitigation, identify its supporting and inhibiting factors, and formulate strategies for strengthening the institutional capacity of RDS. This research employed a qualitative descriptive method with data collected through in-depth interviews, participatory observations, and document analysis involving local government officials, village governments, health workers, Kader Pembangunan Manusia (KPM), and posyandu cadres. Data analysis was conducted using the interactive model of Miles & Huberman, consisting of data condensation, data display, and conclusion drawing. The findings reveal that RDS functions as a multisectoral coordination platform, a center for nutrition education, and a space for integrating various health services such as integrated posyandu and child growth monitoring. However, its implementation has not yet been optimal due to limited budget allocation, low human resource capacity, weak institutional documentation, and limited community participation. This study concludes that strengthening RDS requires dedicated financial support, clear institutional regulations, continuous capacity-building for cadres, stronger integration with the puskesmas, and improved community nutrition literacy. Optimizing the role of RDS is crucial for accelerating the reduction of stunting and reinforcing village-based health governance.

The results show that RDS functions as a multisectoral coordination platform, a nutrition education center, as well as a space for integrating various health services such as integrated posyandu and child growth and development monitoring. However, its implementation has not been optimal due to limited budget allocation, low human resource capacity, weak institutional documentation, and low community participation. The study concludes that strengthening RDS requires specific budget support, clear institutional regulations, capacity building for cadres, more intensive integration with health centers, and improving community nutrition literacy. Optimizing RDS is crucial to accelerate the reduction of stunting rates and strengthen village-based health governance.

Abstract

Abstrak Dengan otonomi desa saat ini, sesungguhnya mengarahkan agar desa-desa yang berada di seluruh Indonesia tidak lagi memiliki ketergantungan yang mutlak terhadap Pemerintah Pusat, Provinsi, Kabupaten dan juga Pemerintah Kota. Akan tetapai mampu menjalakan aktifitas pemerintahan dan pemberdayaan masyarakat secara mandiri. Untuk mewujudkan otonomi desa tersebut, sesungguhnya telah dibarengai dengan turunnya dana desa yang dikeluarkan dari APBN dengan besaran tergantung desa yang bersangkutan, yang pengelolaannya dibebaskan kepada pemerintah desa yang bersangkutan dengan aturan yang berlaku. Pelaksanaan otonomi desa sesungguhnya belum dapat dipahami secara baik oleh Kepala Desa, Aparatur Pemerintahan Desa dan Badan Permusyawaratan Desa. Dengan kata lain penyelenggara Pemerintahan Desa belum paham akan tugas dan fungsinya masing-masing, struktur organisasinya sesungguhnya telah jelas akan tetapi bagaimana aplikasi dari struktur tersebut tidak jalan. Adapun yang menjadi tujuan penelitian ini adalah untuk mengetahui Bagaimana pelaksanaan otonomi desa dan untuk mengetahui Bagaimana pemberdayaan aparatur Pemerintah desa Kata Kunci : Otonomi Desa, Pemberdayaan Aparatur, Pemerintah Desa

Abstract

Transparency and public trust have become essential pillars for strengthening governmental legitimacy, particularly in democratic systems facing rising complexity and declining citizen confidence. This study aims to examine how the integration of political leadership and servant leadership can enhance institutional transparency and reinforce public trust. Using a qualitative literature study, the research analyzes scholarly articles, policy reports, and empirical studies published within the last decade. Data were collected through document analysis and evaluated using qualitative content analysis to identify thematic patterns related to leadership, transparency, and trust-building mechanisms. The findings indicate that servant leadership contributes significantly to ethical governance, open communication, and participatory decision-making, thereby promoting a transparency-oriented organizational culture. Meanwhile, political leadership provides the structural authority and policy direction necessary to institutionalize transparency through formal mechanisms such as open-government initiatives and public accountability systems. The integration of these two leadership approaches produces a synergistic effect: ethical values embedded in servant leadership are strengthened by the institutional power of political leadership, resulting in more consistent transparency practices and stronger public trust. This study offers strategic implications for public-sector leaders seeking to improve institutional legitimacy, accountability, and citizen engagement.

Abstract

Every child, including those with disabilities, possesses spiritual and intellectual potential that can be nurtured through spirituality-based Islamic Religious Education (PAI) aligned with their individual dispositions. This study examines an integrative multidisciplinary approach to PAI for students with disabilities by connecting Islamic educational theology, inclusive education principles, and adaptive spiritual pedagogy. Employing a qualitative case study design at SLB Kemala Bhayangkari Trenggalek, data were collected through observations, interviews, and documentation, and analysed using the Miles and Huberman interactive model. The findings indicate that spirituality-based PAI learning, as perceived by teachers, extends beyond formal worship instruction to include the cultivation of character values such as honesty, responsibility, and tolerance, adjusted to students’ abilities and types of disabilities. Spiritual elements were systematically integrated into lesson plans (RPP) and Individual Learning Programs (PPI), while instructional materials were linked to values such as patience and gratitude. Teaching methods and media were adapted using lectures, visual materials, videos, and experiential activities to accommodate diverse learning needs. Teachers also reported challenges related to students’ varying emotional conditions, which were addressed through flexible and creative instructional strategies. This study contributes an integrative conceptual framework that positions spirituality as a mediating pedagogical construct linking Islamic theology, inclusive education, and adaptive multisensory practices, offering both theoretical and practical implications for the development of more humanistic and inclusive PAI learning models for students with disabilities.
