Abstract

After the enactment of Law Number 6 of 2014 concerning Villages on 15 January 2014, the Republic of Indonesia now has laws specifically regulating the administration of village governance. A very important part is the arrangement of village regulations. Village regulations are set by the village head after obtaining approval with the Village Consultative Body. In the process of establishing village regulations, community participation is needed, so that the output of village regulations can fulfil aspects of local community needs that are conveyed through the Village Consultative Body. The aspirations of the local community in the form of input and contribution ideas are more effective, because community complaints and opinions are taken into consideration in decision making. Related to this matter, the formulation of the problem in this study is how is community participation in the process of establishing Village Regulations in Koto Masjid Village, District XIII, Koto Kampar, Kampar Regency? There are still very many village organizers (Village Heads and Village Consultative Bodies) and village communities who do not yet have the knowledge and expertise in the field of legislation. This has the potential to affect the success of the implementation of the Law on Villages, and even does not rule out the possibility of creating legal chaos, among others, the occurrence of conflicts and overlapping laws and regulations. So that in the future knowledge of the establishment of legislation is needed which is able to encourage people to participate in the formation of village regulations, realize Village Regulations that are aspirational, responsive, obedient, harmonious and harmonious vertically and horizontally in the framework of developing national legal systems based on The 1945 Constitution of the Republic of Indonesia, and produced a Draft Law and Regulations that could be accounted for philosophically, juridically and sociologically. Knowledge can be obtained through legal counselling, especially legal counselling related to community participation in the process of establishing village regulations in Koto Masjid Village, District XIII Koto Kampar, Kampar District.

Abstract

Domestic violence is a form of human rights violation especially against women who are always victims. The government has issued a regulation namely Law Number 23 of 2004 concerning the Elimination of Domestic Violence. But domestic violence continues. Data from the National Commission on Violence Against Women shows graphs of violence against women especially domestic violence is increasing every year. Likewise, the case of domestic violence in Pekanbaru City, Riau Province, shows quite high data. For this reason, understanding and training regarding legislation related to domestic violence are needed. The purpose of community service activities is to support higher education programs through women's studies centres to protect women's rights. Besides that, it is also to disseminate information to the public to prevent domestic violence. The method used in community service is lectures, dialogues and solving domestic violence cases, a combination of these methods is expected not only to get participants material about PKDRT but also trained to solve various problems of domestic violence. Participants in this activity are 50 PKK RT 01 / RW 09 Air Putih Village Pekanbaru City residents, with the consideration that as PKK administrators and members, they can transfer their knowledge to mothers in their neighbourhood.

Abstract

Palung Raya village has culinary potential that can be developed such as lopek bugih, lopek bugih which is a traditional food belonging to Kampar Regency, this meal is a meal of processed glutinous rice flour which is filled with grated coconut filled with sugar. The purpose of this activity is to support higher education programs through realizing the three principles of higher education as well as improving the economy of lopek bugih business actors. The method of application is provided by providing socialization and assistance in managing business legality, and creating the latest innovative taste of lopek bugih which so far only consists of one taste, these activities are carried out by directly involving business groups that have met the elements. The empowerment of lopek bugih business actors resulted in business legality and innovation in variations of lopek bugih.

Abstract

With the increasing number of Covid-19 cases in Indonesia, including in Riau Province, it is necessary to implement Large-Scale Social Restrictions (PSBB). PSBB is one way to reduce the impact of Covid-19. PSBB has currently been implemented in 10 regions in Indonesia as part of efforts to prevent the corona virus. The Central Government through the Ministry of Health has approved Pekanbaru to implement the PSBB. The main reason for implementing PSBB in dealing with the Covid-19 corona virus is because physical distancing, which has been carried out so far, is ineffective in the community. On that basis, the government strengthened the policy of physical restrictions for the community by implementing PSBB in the regions. It is necessary to do the socialization of PSBB and this Perwako, so that the public knows the Rules about PSBB. The service activity aims to provide guidance to the people of Pekanbaru City regarding Corona and PSBB, because Pekanbaru City is one of the cities that is a transit point. The implementation of activities to increase public knowledge about PSBB and Perwako was successful. This can be seen from changes in the behavior of people who were previously reluctant to wear masks, then have started wearing masks when they go out, as can be seen from the behavior of people who have avoided people's hassles and tried to keep their distance. The community also complies with large-scale social restrictions set by the government, this can be seen from the minimum community activity at night outside the home.

Abstract

Community empowerment in an effort to prevent narcotics abuse is needed to protect the nation's future generations, thus it will help create a great community and independent village and will be able to create more creativity and wider work. The problem that occurs is community empowerment against the legal consequences of narcotics abuse in Naumbai Village, Kampar District, Kampar Regency, Riau Province. The purpose of community service activities that will be carried out is to provide knowledge and understanding of the importance of staying away from narcotics so as to create a healthy and creative society. The benefits are expected to have a good impact in terms of health, economy and social so that women can help the family economy and village communities, so that the people of Naumbai Village, Kampar District, Kampar Regency, Riau Province can obey and obey the law and are not involved in narcotics abuse.

Abstract

Historically village represent will form of political society and the governance in Indonesia far before this nation and state is formed. Social structure of a kind the village, socialize custom and others have come to social institution having very important position. In order to to realize autonomy and democratize at the village governance, hence need there is clear arrangement and this specially to existence BPD in each regency in Indonesia. In three governance period in Indonesia that is from Orde Lama period, period of Orde Baru and  Reform Order  have acknowledged legislative body and village governance system of village although own difference in the form of it implemented.

Abstract

AbstractThe purpose of this writing is to find out the responsibility of parents for traffic violations committed by minors and to know the idea of traffic violations committed by minors. This type of research will examine the subject matter in accordance with environmental space and identify problems through a normative juridical approach. Based on the results of the analysis in this study, it can be concluded: The responsibility of parents for traffic violations committed by minors due to negligence resulting in traffic accidents carried out by children cannot be transferred to their parents for criminal liability. The idea of criminal acts of traffic violations committed by minors should be transferred to the parents of the child on the grounds that the person responsible for the violation of the child is the parent of the child who has been negligent with his decision to make a leeway on the highway while still underage. Parents are stated as an aid to criminal acts committed by their children and are also responsible for victims of criminal acts committed by their children. Besides that, children can also be categorized as victims in the sense of victims from their parents' negligence because as long as their status is still a child, they are still under control parent or guardian. Keywords: Parental Responsibility, Criminal Driving, Children. AbstrakTujuan penulisan ini adalah mengetahui pertanggungjawaban orangtua terhadap tindak pidana pelanggaran berlalu-lintas yang dilakukan anak di bawah umur dan gagasan terhadap tindak pidana pelanggaran berlalu-lintas yang dilakukan anak di bawah umur. Jenis penelitian ini akan mengkaji pokok permasalahan sesuai dengan ruang lingkungan dan diidentifikasi masalah melalui pendekatan yuridis normatif. Pertanggungjawaban orangtua terhadap tindak pidana pelanggaran berlalu-lintas yang dilakukan anak di bawah umur yang karena kelalaiannya mengakibatkan kecelakaan lalu lintas yang dilakukan oleh anak tidak bisa dialihkan pertanggungjawaban pidananya kepada orang tuanya. Gagasan terhadap tindak pidana pelanggaran berlalu-lintas yang dilakukan anak di bawah umur sebaiknya dialihkan kepada orangtua anak dengan alasan yaitu penanggung jawab akibat pelanggaran pada anak adalah orangtua si anak yang telah lalai dengan keputusannya memberikan kelonggaran berkendara di jalan raya padahal masih di bawah umur. Orangtua dinyatakan sebagai perbantuan terhadap tindak pidana yang dilakukan anaknya dan turut bertanggungjawab terhadap korban dari tindak pidana yang dilakukan oleh anaknya, disamping itu anak juga bisa dikategorikan sebagai korban dalam artian korban dari kelalaian orang tuanya karena selama statusnya masih menyandang sebagai anak maka ia masih dibawah penguasaan orangtua atau walinya. Kata Kunci: Pertanggungjawaban Orangtua, Pidana Berkendara, Anak.

Abstract

AbstrakPenelitian ini menemukan bahwa Masyarakat Melayu dan Budayanya memiliki peranan yang penting dalam memberikan perlindungan dan mencegah terjadinya kekerasan kepada anak. Masyarakat melayu sebagian besar adalah penganut Agama Islam, sehingga Nilai-nilai Islam yang ada menempatkan orang tua, keluarga dan masyarakat memandang Anak adalah Karunia Tuhan yang Maha Esa, yang senantiasa harus dijaga karena dalam dirinya melekat harkat, martabat dan hak-hak sebagai manusia yang harus dijunjung tinggi. Perlindungan anak dari tindakan kekerasan bertujuan untuk menjamin dan melindungi anak dan hak-haknya agar dapat hidup, tumbuh dan berkembang, berpartisipasi secara optimal sesuai dengan harkat dan martabat kemanusiaan. Namun,  dalam tataran pelaksanaannya masih ditemukan berbagai faktor penghambat sehingga tetap terlihat berbagai prilaku kekerasan terhadap anak, baik dari sisi budaya melayu yang semakin tergerus oleh nilai-nilai luar dan pengaruh globalisasi, serta belum terlihatnya Eksistensi Badan/Institusi/Lembaga yang secara fungsi.Kata kunci: Perlindungan, Anak, Kekerasan, Budaya, Melayu. Abstract The research found that Malay communities have an important role in providing protection and preventing violence to children. Melayu community is mostly adherents of Islam, so that the existing Islamic values place parents, families and communities view the Child is a gift of God Almighty, which always must be maintained because in him embedded the dignity, dignity and rights as a human Should be upheld. Child protection from acts of violence aims to guarantee and protect children and their rights in order to live, grow and develop, participate optimally in accordance with human dignity and dignity. Abstract

The issuance of the mayor’s regulation of Pekanabaru Number 48 of 2015 conceringthe provision of exclusive breast milk, article 3 paragraph 1 which states the support forexclusive breastfeeding must be carried out by families, communities, state/private-ownedenterprises, city governments and the support as referred to in paragraph 1 covers theprovision of breastfeeding times and places to breastfeed (ASI corner). The formulation ofthe problem in this thesis, namely: First, the role of the local government of the city of newweek in an effort to provide a special room for breastfeeding in government agencies.Second, the inhibiting factor in the effort to provide a special room for breastfeeding ingovernment agencies. Third, the efforts that must be made by the Pekanbaru city governmentare to maximize the provision of special breastfeeding rooms in government agencies.This type of research is a sociological legal research, because it is based on fieldresearch, namely by collecting data from interviews questionnaires, and literature studiesthat are related to the problems to be studied, assisted by primary, second and tertiary data.The research was conducted at the Pekanbaru City Health Office, the Pekanbaru Mayor’sOffice, the Pekanbaru Public Service Mall, the Pekanbaru City Women and ChildrenEmpowerment Service, Sail District,Binawidya District , and the Pekanbaru City RegionalPeople’s Representative Council of Pekanbaru city. While the population and sample are allparties related to the problem under study, namely all regional apparatus organizations inthe city of Pekanbaru and female employees who work in the office or government agency ofthe city of Pekanbaru. This study uses qualitative data analysis and produces descriptivedata.From the results of the study if can be conclude that. First, the role of the PekanbaruCity government in providing a special breastfeeding room in government agencies has notrun optimally. Second, the inhibiting factors from the implementation of the provision ofspecial breastfeeding room in government agencies are regulatory factors, budget factor,lack of coordination factors, human resources factors,lack of data collection, lack ofsocialization, education and information and supervision factors. Abstract

The dissolution of social organizations which are the absolute authorityof the Government based on Law Number 16 of 2017 concerning Stipulation ofGovernment Regulations in Lieu of Law Number 2 of 2017 concerningAmendments to Law Number 17 of 2013 concerning Social Organizations intoLaws does not reflect the basic principles of a rule of law and democracy thatrequires the protection of human rights and the distribution of power in orderto prevent the instrumentation process from placing the law as part of power.The dissolution of social organizations should still involve a court process toavoid subjective decisions made by the government. Therefore, the purpose ofthis thesis research is first, to analyze the mechanism for dissolution of socialorganizations based on Law Number 16 of 2017 concerning Stipulation ofGovernment Regulations in Lieu of Law Number 2 of 2017 concerningAmendments to Law Number 17 of 2013 concerning Social Organizations intoLaws which is reviewed from the perspective of the rule of law and democracyin Indonesia. Second, the ideal arrangement for the dissolution of cocialorganizations in IndonesiaThis type of research can be classified into normative juridicalresearch, namely a research that describes clearly and in detail the mechanismfor the dissolution of social organizations based on Law Number 16 of 2017concerning Stipulation of Government Regulations in Lieu of Law Number 2 of2017 concerning Amendments to Law Number 17 of 2013 concerning SocialOrganizations into Laws, which is reviewed from the perspective of a rule oflaw and democracy in Indonesia. This study uses data sources in the form ofprimary data and secondary data, and data collection techniques are carriedout by literature review.From the results of the research problem there are two main things thatcan be concluded. First, the problem of fulfilling human rights in themechanism for dissolving social organizations in Indonesia. Second, the idealarrangement is related to the mechanism for the dissolution of SocialOrganizations in Indonesia. The author's suggestion is that the current Law onSocial Organizations needs to be revised again by incorporating the court'sauthority in deciding disputes over the dissolution of social organizationswhich is supported by the application of fast, simple and low-cost judicialprinciples.Say key: Social Organization-Rule of Law-Democracy
