Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan pemahaman politik dan memperkuat nation building melalui partisipasi edukatif siswa di SMAN 7 Gorontalo. Latar belakang kegiatan ini berangkat dari fenomena rendahnya kesadaran politik di kalangan pelajar yang berdampak pada lemahnya semangat kebangsaan dan partisipasi warga negara muda dalam kehidupan demokratis. Oleh karena itu, kegiatan ini dirancang untuk menghadirkan pembelajaran politik yang kontekstual, reflektif, dan partisipatif agar siswa mampu memahami hubungan antara pengetahuan politik dengan tanggung jawab kebangsaan. Metode pelaksanaan menggunakan pendekatan participatory education yang melibatkan siswa secara aktif melalui observasi, sosialisasi, diskusi kelompok, dan refleksi nilai-nilai Pancasila dalam konteks kehidupan berbangsa. Data diperoleh melalui survei menggunakan angket yang dianalisis secara deskriptif kuantitatif, kemudian disajikan dalam bentuk grafik untuk menggambarkan persepsi dan tingkat pemahaman siswa terhadap politik dan nation building. Hasil pengabdian menunjukkan bahwa sebagian besar siswa berada pada kategori “Setuju” dan “Sangat Setuju” terhadap pentingnya pemahaman politik dalam membentuk kesadaran kebangsaan. Keterlibatan aktif siswa dalam kegiatan diskusi dan refleksi menunjukkan bahwa partisipasi edukatif mampu menjadi sarana efektif dalam menumbuhkan rasa tanggung jawab sosial dan kesadaran bernegara. Kegiatan ini diharapkan menjadi model edukatif berkelanjutan dalam penguatan karakter kebangsaan di lingkungan sekolah

Abstract

This study examines the implementation of public service digitalization to improve government accountability in Limba U1 Village, Gorontalo City, as part of broader efforts to enhance the quality of administrative services in the digital era. Despite increasing initiatives toward digital transformation, local governance continues to face challenges in infrastructure, human resource capability, and community engagement. The research aims to analyze how digitalization enhances administrative efficiency and strengthens transparency within local government operations. Employing a qualitative descriptive approach, data were collected through interviews, observations, and document analysis involving local officials and community members. The findings indicate that digitalization improves service delivery speed, data transparency, and bureaucratic accountability, while also exposing barriers related to limited technical capacity and uneven digital literacy among both staff and citizens. The study concludes that effective digital governance requires strong leadership commitment, capacity building, and inclusive public participation. Furthermore, this research provides empirical insight into the local adaptation of national digital policies within the Electronic-Based Government System (SPBE) framework, emphasizing that successful digital transformation depends on institutional readiness and community involvement. Leadership consistency and interagency coordination are also identified as critical factors for ensuring the sustainability of digital initiatives. By linking technological innovation with social inclusion and bureaucratic reform, this study underscores that digitalization should not be viewed merely as a technical adjustment but as a form of institutional transformation toward accountable and citizen-oriented governance, offering strategic implications for strengthening the capacity and responsiveness of local public institutions in Indonesia.

Abstract

This study examines the effectiveness of employee competency development through the use of the Competency House Application at the Gorontalo Provincial Health Office. The topic is important because competency development among civil servants remains suboptimal despite the availability of a digital platform designed to support structured and continuous learning. The study addresses the central research question: how is competency development implemented through the application, and what factors hinder its effectiveness? The novelty of this paper lies in its empirical investigation of a digital competency system within a provincial-level public health institution, an area that has received limited scholarly attention in Indonesia. What is new in this study is the integration of digital competency mapping with real organizational constraints in a public-sector health context, offering insights not documented in prior research. Using a qualitative descriptive approach, data were collected through interviews, observations, and document analysis to explore implementation practices and identify barriers. The findings show that the application has not been effectively used for competency planning, monitoring, and evaluation due to limited digital literacy, inadequate socialization, insufficient technical and human resource support, minimal leadership commitment, and a weak culture of self-directed learning. The study concludes that optimizing the application requires stronger digital infrastructure, continuous training, systematic socialization, and greater managerial involvement. These results imply that digital platforms can enhance competency-based human resource management when supported by sufficient organizational readiness. The most important implication is that strengthening digital capability and leadership commitment can transform competency development systems and improve public-sector performance.
