Abstract

This study evaluates the implementation of Minimum Service Standards (SPM) in the social sector in Gorontalo Province, which aims to improve the welfare of vulnerable communities such as people with disabilities, neglected children, and the elderly. A descriptive-qualitative approach is used to analyze target achievement, service facilities, human resource (HR) capacity, and cooperation between stakeholders.The results of the study show an increase in SPM achievement from 55.46% in 2022 to 70.30% in 2023. However, service facilities and HR competencies still need improvement. Cross-sectoral collaboration helps overcome obstacles, but is not yet fully optimal. Opportunities for improvement include service digitalization, HR training, and strengthening partnerships. Strategic recommendations include increasing the budget, developing a policy roadmap, and public education campaigns. These steps are expected to encourage the achievement of more effective SPM to improve social welfare in Gorontalo.

Abstract

This study aims to analyze transparency in managing the village fund in Pasigadan Sub-district, South Bolaang Mongondow Regency. Transparency in managing village funds is crucial to ensure that allocation and utilization align with the principles of accountability, participation, and budget discipline. The study employed a qualitative approach with a descriptive research method. Data were collected through interview. Observation, and documentation from several villages in Posigadan Sub-district. The findings show that transparency in managing village fund in the sub-district remains suboptimal. The main challenges identified include limited public access to village financial information, minimal community involvement in planning deliberations and a lack of openness in the management and documentation processes. Although village governments have made efforts to improve transparency, more effective strategies are still needed, such as using information technology and enhancing the capacity of village officials. This study strengthens village governance by emphasizing the importance of transparency to support better village development. The implications of this study highlight the need for stricter policies to enforce principles of transparency and increase community participation in monitoring the village fund.

Abstract

Policy dimension is one of the vital components in public administration that influences the success of government policy implementation. Keban (2014) emphasized that policies must be based on accurate data and through a participatory formulation process, to ensure that the policy is able to answer the problems faced by the community. In this case, policies must always place the community as the main priority, by paying attention to social justice and inclusiveness in the formulation process. This study uses a qualitative approach with a descriptive method. This approach was chosen because this study seeks to understand in depth how the Implementation of Immigration Policy for Mixed Marriage Couples in Gorontalo Province is going well. The qualitative approach allows researchers to explore the perspectives of various stakeholders, such as mixed marriage couples and immigration officers.Based on the research results, it can be concluded that although the immigration procedures implemented at the Class I TPI Gorontalo Immigration Office are quite clear and structured, there are still several obstacles faced by mixed marriage couples, both in administrative, legal, and social aspects.

Abstract

In Senior High School 4, Gorontalo City, there are several teachers who only use the lecture model in class when teaching, which creates a mediocre learning atmosphere, as a result, students' enthusiasm for learning decreases. Teachers do not yet understand how to design and implement learning models effectively. Inconsistency of Learning Models with Student Characteristics, Minimal Student Engagement in learning, because learning is only centered on teachers, Lack of Teacher Understanding of Learning Models, Evaluations that are not in line with Learning Models, and there are still many evaluations that only focus on memorization, whereas an effective learning model that can increase students' learning motivation is a learning model that emphasizes students' critical thinking skills. The method used in this study is Qualitative. The results and discussion of this study are In general, the implementation of Problem Based Learning has a significant positive impact on students' learning motivation, especially in terms of increasing involvement, self-confidence, and collaborative learning. However, the success of its implementation is highly dependent on student readiness, teacher support, and a supportive learning environment. The existence of challenges such as the need for high independence and teacher readiness are factors that need to be considered to ensure that Problem Based Learning can provide maximum benefits for students' learning motivation. The disadvantages of the Problem Based Learning Learning Model are that the problem-solving process through PBL takes longer than traditional learning methods. Students need time to understand the problem, conduct research, discuss, and find solutions.

Abstract

This study aims to address the declining trend of students’ character values through a collaborative character education strengthening program at SMK Negeri 3 Gorontalo. Technological advancement, while offering convenience, also poses a risk of eroding students’ moral values. The research employed a collaborative approach involving lecturers, students, and school stakeholders, consisting of three phases: preparation (needs analysis, coordination, and material development), implementation (socialization, seminars, and interactive discussions), and evaluation through surveys and feedback. The results indicate a considerable improvement in students’ understanding of core character values such as honesty, responsibility, and discipline, along with active participation in reflective activities. The program also strengthened the synergy between schools and higher education institutions as a foundation for sustainable character development. The study concludes that collaborative and contextual approaches are effective in instilling character values, although periodic evaluations are necessary to ensure long-term internalization. These findings emphasize the importance of integrating character education throughout the entire educational ecosystem, both at the school and university levels.ABSTRAKPengabdian ini bertujuan untuk mengatasi tren penurunan nilai-nilai karakter pada siswa melalui program penguatan pendidikan karakter berbasis kolaborasi di SMK Negeri 3 Gorontalo. Kemajuan teknologi, meski membawa kemudahan, juga berpotensi menggerus nilai-nilai karakter siswa. Metode yang digunakan adalah pendekatan kolaboratif antara dosen, mahasiswa, dan pihak sekolah, yang meliputi tiga tahap: persiapan (analisis kebutuhan, koordinasi, dan penyusunan materi), pelaksanaan (sosialisasi, seminar, dan diskusi interaktif), serta evaluasi melalui survei dan umpan balik. Hasil pengabdian menunjukkan peningkatan pemahaman siswa terhadap nilai-nilai karakter, seperti kejujuran, tanggung jawab, dan kedisiplinan, serta partisipasi aktif dalam kegiatan reflektif. Program ini juga memperkuat sinergi antara sekolah dan perguruan tinggi sebagai fondasi penguatan karakter berkelanjutan. Kesimpulan pengabdian ini menegaskan bahwa pendekatan kolaboratif dan kontekstual efektif dalam menanamkan nilai-nilai karakter, meskipun memerlukan evaluasi berkala untuk memastikan internalisasi jangka panjang. Temuan ini mendukung pentingnya integrasi pendidikan karakter dalam seluruh ekosistem pendidikan, baik di tingkat sekolah maupun perguruan tinggi.

Abstract

This study aims to determine (1) the Governance of the Developmentof Asmara Garden Agrotourism in Bulotalangi Timur Village, Bulango TimurDistrict, Bone Bolango Regency, which is reviewed from the planning,implementation and evaluation. (2) Factors that determine the development ofAsmara Garden Agrotourism Development in Bulotalangi Timur Village, BulangoTimur District, Bone Bolango Regency, which is seen from the attractions,accessibility and amenities. This study uses a qualitative approach method with aqualitative descriptive research type, and uses data collection techniques withobservation, interviews and documentation. Based on the results of the researchconducted, (1) Governance in the development of Asmara Garden agrotourismwhich includes planning, implementation, and evaluation has been runningoptimally. However, it has not been running fully, such as the lack of communityparticipation and involvement in managing Asmara Garden at this time. (2) Thefactors that determine the development of Asmara Garden agrotourism, namelyattractions, accessibility and amenities, are quite adequate. However, there arestill some that have not been fulfilled, such as attractions that have begun todecrease and amenities that are damaged and the lack of other supportingfacilities.

Abstract

The purpose of this study was to determine and analyze the determination of employee performance culture and its impact on services at Aloei Saboe Gorontalo Hospital, including (a) competence. (b) management and (c) service incentives. This research method is a qualitative research type. The results of the study indicate: (1) the determination of employee competency development as human capital at the hospital is very possible because general practitioners and dentists are still dominant to be studied. Nursing staff and non-medical staff are still limited in quantity and quality. This limitation is not only in terms of quantity of manpower, but this limitation qualitatively still needs to be improved, both intellectual ability, performance, morals, attitudes, behavior, personality, and mindset as human capital in providing services, even though they have gone through "credentials". (2) Management as a dominant determinant influences the improvement of employee performance as human capital, even more so as a driver of controlling resources owned by the hospital. (3). Service incentives as a determinant motivate and build employee performance in carrying out service tasks at the Hospital. The use of service incentives as an effective instrument to improve service quality. The management of the hospital implements service incentives very appropriately considering the increasing development of competing hospitals with various services offered and have begun to use incentives as a means of improving services

Abstract

Inclusive education is a vital approach to ensuring equitable access to learning for all students, including children with special needs (ABK). Despite increasing attention to inclusive policies in Indonesia, their implementation at the local level remains varied and often fragmented. Existing studies have not sufficiently explored the operational challenges of the RAIS (Child-Friendly, Inclusive, and Healthy) model, particularly in rural or underserved areas. This study aims to analyze the implementation of the RAIS inclusive education policy for children with special needs at the State Junior High School level in Bulango Ulu District. Using a descriptive qualitative method, data were gathered through interviews with key stakeholders—such as the Education Office, school principals, and supervisors—and supported by secondary documentation. The results reveal suboptimal implementation across planning, execution, and supervision stages. Planning suffers from inadequate technical and financial support; execution is hindered by the lack of trained and accompanying teachers; and supervision remains limited to administrative review. The study offers novelty by highlighting the RAIS model’s current status as a conceptual framework without concrete cross-agency operationalization. The findings imply the need for intersectoral synergy—particularly among the Education, Health, and Child Protection Offices—to ensure RAIS becomes a functional and comprehensive policy for inclusive, equitable education. Highlights: RAIS is still conceptual and lacks operational guidelines. Teacher readiness and support are major implementation gaps. Cross-agency coordination is essential for effective inclusion. Abstract

This research aims to describe the development of responsibility character through Scout activities at SMA Negeri 1 Tapa and to identify the inhibiting factors in its implementation. Responsibility is an essential character that should be instilled from an early age, and Scout activities are considered an effective medium to develop this value through direct experiences, leadership training, and various activities that promote social awareness and individual commitment. This research uses a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. The findings show that Scout activities at SMA Negeri 1 Tapa have generally been successful in developing students' sense of responsibility, as reflected in their awareness in fulfilling duties, courage in decision-making, and ability to collaborate and care for the surrounding environment. However, several inhibiting factors still occur, such as low student participation, lack of parental understanding of the importance of Scout activities, and limited support from the school. This research recommends strengthening the synergy between the school, Scout leaders students, and parents to develop the role of Scout activities in character development. ABSTRAKPenelitian ini bertujuan untuk mendeskripsikan pembinaan karakter tanggung jawab melalui kegiatan Pramuka di SMA Negeri 1 Tapa serta mengidentifikasi faktor-faktor yang menghambat pelaksanaannya. Karakter tanggung jawab merupakan nilai penting yang perlu ditanamkan sejak dini, dan kegiatan Pramuka dinilai sebagai media efektif dalam menumbuhkan nilai tersebut melalui pengalaman langsung, pelatihan kepemimpinan, serta berbagai aktivitas yang membangun kesadaran sosial dan komitmen individu. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa kegiatan Pramuka di SMA Negeri 1 Tapa secara umum telah mampu membentuk karakter tanggung jawab siswa, baik dalam bentuk menjalankan tugas dengan penuh kesadaran, keberanian mengambil keputusan, serta kemampuan bekerja sama dan peduli terhadap lingkungan sekitar. Namun demikian, terdapat beberapa faktor penghambat seperti rendahnya partisipasi siswa, kurangnya pemahaman orang tua terhadap pentingnya kegiatan Pramuka, serta terbatasnya dukungan dari pihak sekolah. Penelitian ini merekomendasikan peningkatan sinergi antara sekolah, pembina, siswa, dan orang tua guna memperkuat peran kegiatan Pramuka dalam pembinaan karakter siswa.

Abstract

The abuse of non-narcotic addictive substances such as fox glue among adolescents has become increasingly alarming, particularly in rural areas like Sansarino Village, Ampana Kota Subdistrict, Tojo Una-Una Regency. This phenomenon not only negatively affects the physical and psychological health of adolescents but also raises complex legal challenges, especially due to the lack of specific regulations regarding inhalant substances. This research aims to identify the legal implications of fox glue abuse among adolescents, examine the effectiveness of law enforcement, and evaluate the role of relevant institutions in addressing the issue. A juridical-sociological approach was used, with data collected through in-depth interviews, field observations, and document analysis. The findings reveal that weak social supervision, low legal awareness, and suboptimal intervention by authorities contribute to the widespread abuse. Moreover, the absence of explicit legal provisions for glue abuse hinders the enforcement process. The study recommends collaborative strategies involving law enforcement, local government, schools, and families through legal counseling, social supervision, and integrated rehabilitation programs. ABSTRAKPenyalahgunaan zat adiktif non-narkotika seperti lem fox oleh remaja merupakan fenomena sosial yang semakin mengkhawatirkan, khususnya di wilayah perdesaan seperti Desa Sansarino, Kecamatan Ampana Kota, Kabupaten Tojo Una-Una. Fenomena ini tidak hanya berdampak buruk pada kesehatan fisik dan mental remaja, tetapi juga menimbulkan persoalan hukum yang kompleks, terutama karena keterbatasan regulasi terkait zat inhalan. Penelitian ini bertujuan untuk mengidentifikasi dampak hukum dari penyalahgunaan lem fox oleh remaja, menelaah efektivitas penegakan hukum, serta menganalisis peran lembaga terkait dalam upaya penanggulangannya. Penelitian menggunakan pendekatan yuridis-sosiologis dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, dan dokumentasi. Hasil menunjukkan bahwa lemahnya pengawasan sosial, rendahnya literasi hukum, dan belum optimalnya intervensi aparat berkontribusi terhadap maraknya kasus penyalahgunaan. Selain itu, belum adanya regulasi yang secara spesifik mengatur penyalahgunaan lem juga menjadi kendala dalam proses penegakan hukum. Oleh karena itu, diperlukan strategi kolaboratif antara aparat penegak hukum, pemerintah desa, sekolah, dan keluarga dalam bentuk penyuluhan hukum, pengawasan sosial, serta program rehabilitasi yang terintegrasi.
