Abstract

The purpose of this study is to analyze the portrait of bureaucratic political behavior in general elections and to strengthen salbiyah behavior as an alternative to the rational attitude of the bureaucracy. This study uses qualitative methods with a phenomenological approach. The results of the study show that the portrait of bureaucratic political behavior in general elections is mapped in two approaches, namely the sociological and psychological approaches. Bureaucratic political behavior with a sociological approach determines political choices based on the candidate’s job and affiliation with social organizations that are influenced by culture. Bureaucratic political behavior with a psychological approach determines political choices based on one’s interest in political parties and orientation towards prospective candidates who are influenced by political issues. Strengthening salbiyah behavior as an alternative to bureaucratic rational attitudes is carried out by implementing obedience and obedience to leaders, firmness of principles, consistency with applicable regulations, and the wisdom of a leader (ta’uwa).

Abstract

This study aims to describe the dynamics of involvement and bureaucratic behavior of non-ASN Bawaslu personnel in the selection of members of the general election organizing commissioners in Gorontalo Province. This study uses a qualitative method with a phenomenological approach. Data collection uses observation, interview and documentation techniques. Data analysis is carried out interactively through data reduction, data presentation and drawing conclusions. The results of the study show that the dynamics of involvement of non-ASN Bawaslu personnel in the selection of general election organizers is influenced by capacity, both professionalism and independence, affiliation with community organizations, and support in the form of political party recommendations. The behavior of the non-ASN Bawaslu bureaucracy in recruiting candidates for general election organizer commissioners can be assessed from the aspects of legitimacy, rational encouragement, attractiveness which is a source of inspiration, and consultation. Individual characteristics, including abilities, needs, experience, intelligence and talents possessed by non-ASN Bawaslu staff, dominate bureaucratic behavior in the arena of contestation for recruitment of general election organizers.

Abstract

Penelitian bertujuan untuk mendeskripsikan dan menganalisis secara sistematis partisipasi masyarakat terhadap penyelenggaraan pemerintahan daerah dibidang pembangunan kawasan industri berdasarkan peraturan perundang-undangan. Adapun tipe atau sifat penelitian adalah yuridis-normatif. Pendekatan penelitian adalah pendekatan perundang-undangan, pendekatan konseptual dan pendekatan kasus.Hasil penelitian menunjukan bahwa pelaksanaan pembangunan kawasan industri mongondow pada tahap perencanaan telah sesuai dengan peraturan perundang-undanganan namun dalam hal pelibatan masyarakat yang terdampak secara langsung dinilai minim partisipasi karena pada pengumuman rencana usaha, dipublikasi pada media cetak koran yang berasal dari kota manado dan tidak disertakan batas waktu untuk masyarakat memberi saran, pendapat dan tanggapan serta dari 9 (sembilan) desa yang masuk wilayah studi amdal hanya 3 desa yang masing-masing hanya 1 orang perwakilan dari 3 desa tersebut. Bahwa pelibatan peran masyarakat dalam penyusunan rencana tata ruang antara lain dapat dilakukan melalui penjaringan opini publik, forum diskusi, dan konsultasi publik. Untuk rencana tata ruang wilayah (RTRW) kabupaten Bolaang Mongondow yang memuat lokasi pembangunan kawasan industri sesuai dengan aturan yang berlaku bahwa ditetapkan untuk masa waktu 20 tahun dan akan dievaluasi 5 tahun sekali.

Abstract

In the implementation of public services in Indonesia, there are still many irregularities, both at the central and regional levels. The aim of this research is to find out how the State Civil Apparatus performs in public services at the Botumoito Subdistrict Office, Boalemo Regency and what factors can influence it. The research method used in this research is a qualitative descriptive approach. Based on the research results, it shows that the performance of the State Civil Apparatus in public services at the Botumoito Subdistrict Office in terms of quantity, timeliness and ability to work together has shown good results, but in terms of quality it still needs to be improved. Furthermore, looking at the factors that influence the performance of State Civil Apparatus in public services at the Botumoito Sub-District Office, Boalemo Regency, in terms of leadership and teams, they can be factors that encourage the quality of performance of officials in this agency, but individual, system and contextual factors are inhibiting factors.

Abstract

This research aims to determine the influence of employee competency on the quality of public services in Dumbo Raya District, Gorontalo City. The approach in this research is quantitative. The sample in this study was 105 people consisting of 93 members of the public and 12 employees. The type of data in this research is primary. The data collection technique is by distributing questionnaires. The data analysis technique uses simple linear regression. The results of this research show that employee competency has a positive and significant effect on the quality of public services at the Dumbo Raya District Office, Gorontalo City. Positive test results mean that the improvement in the quality of public services at the Dumbo Raya District Office, Gorontalo City occurs because employees have good competence in carrying out their mandated duties and responsibilities related to public, technical and administrative services. The influence of employee competency on the quality of public services is 69.00% while the remaining 31.00% is influenced by other variables not examined in this research, such as infrastructure and facilities variables, information systems and technology, policies and procedures, management of budget resources in service, openness and transparency, community participation, supervision, organizational culture as well as partnership and collaboration with the sub-district government.

Abstract

Village fund management perspective refers to the level of human resource capacity and is influenced by various things. The aim of this research is to analyze capacity building and factors that influence village fund management in Bulango Ulu District, Bone Bolango Regency. This research method is descriptive qualitative. The results of this research show that performance capacity, personal capacity and supporting service facilities are not optimal. Furthermore, 3 factors that influence capacity building are human resources that are not yet competent, village government organizational commitment is good, and community participation where the community is less involved in managing and supervising village funds.

Abstract

Penelitian ini dilakukan dengan tujuan menganalisis optimalisasi dan Faktor penghambat peningkatan pendapatan asli daerah melalui pajak kendaraan bermotor di Provinsi Gorontalo. Penelitian ini menggunakan jenis deskriptif pendekatan kualitatif. Data terdiri dari data primer yang diperoleh dengan wawancara mendalam dengan informan serta data sekunder berasal dari berbagai sumber. Hasil penelitian menunjukan bahwa dari aspek formulasi pemerintah provinsi Gorontalo melakukan mekanisme perencanaan setiap tahunnya tertuang dalam dokumen renstra. implementasi sistem data masih terpusat di badan keuangan keengganan wajib pajak melakukan pembayaran pajak kurangnya SDM serta anggaran. Evaluasi badan keuangan melakukan razia kerja sama bersama kepolisian dan Dinas Perhubungan. Faktor penghambat dalam optimalisasi adalah aspek pendataan wajib pajak, sumber daya manusia, pelayanan, koordinasi, kesadaran wajib pajak dan status kepemilikan kendaraan. Disarankan Perlunya pemerintah provinsi Gorontalo membuat terobosan dalam melakukan pungutan pajak kendaraan bermotor dengan memanfaatkan teknologi yang dapat dengan mudah diakses oleh masyarakat, konsisten melakukan Razia/sweeping masyarakat patuh dan taat pajak. Meningkatkan Organisasi bidang pendapatan menjadi Badan Pendapatan Daerah.

Abstract

This research aims to determine and analyze: 1) the implementation of the public information disclosure policy at the BPK Representative Office of Gorontalo Province, studied from four stages, namely: a) initial; b) intermediate; c) advanced; and d) innovative. 2) The factors that determine the implementation of the public information disclosure policy at the Gorontalo Province Representative Office of the BPK are examined from six factors, namely: a) the size and objectives of the policy; b) resources; c) characteristics of implementing agents; d) the attitude or disposition of the implementer; e) communication between organizations; and f) social, economic and political environment.This research approach is qualitative. This type of research is descriptive qualitative. The data collection techniques used were documentation studies, interviews and observations. Data analysis techniques include data reduction, data presentation, and drawing conclusions. The research results show that 1) The implementation of the Public Information Openness policy at the BPK Representative Office of Gorontalo Province starting from the Initial, Intermediate and Advance stages has been carried out in accordance with the Open Government Partnership theory but is not yet fully optimal, but the BPK has made innovations to support the implementation of the Public Information Openness policy. 2)The factors that determine the implementation of the Public Information Openness policy at the BPK Representative of Gorontalo Province, namely the Policy Size and Objectives Factor, Resource Factors, and Social, Economic and Political Environmental Factors are supporting and inhibiting factors in the implementation of the policy. Meanwhile, the Characteristic Factor of the Implementing Agent, the Attitude or Disposition Factor of the Implementer, and the Communication Factor between Organizations are supporting factors in the implementation of the Public Information Openness policy at the Gorontalo Province Representative BPK.

Abstract

This Community Service (PkM) aims to increase people's political awareness through the spirit of political literacy and provide new initiatives for improving the quality of democracy at the village level. The method used is interactive dialogue in the form of discussions discussing the topic of strengthening and empowering people's political knowledge through sustainable political education so that the quality of democracy is not eroded by the bad effects of hoaxes, involving lecturers, students and the village government. The dialogue process involves resource persons including lecturers and also the audience (invitees from elements of the village government) to respond to the contents of the dialog being discussed. The expected result of this PkM is to make political literacy a new culture in the people of Huntu Barat Village which can be channeled through sustainable political education. Democracy will not be sufficient only to be built from above, but must also be endeavored from below (grass root), namely through society as the subject as well as the object of democracy. Therefore, increasing the knowledge and ability of the people's political literacy will slowly create a healthy and quality democratic climate. This PkM activity was attended by 100 participants from both the general public and students as well as several lecturers from the Faculty of Social Sciences, State University of Gorontalo.

Abstract

Penelitian ini bertujuan mengkaji peran nilai-nilai lokal dalam memotivasi PNS dalam melaksanakan tugas pelayanan publik, dengan fokus pada dua nilai utama Gorontalo, yaitu "huyula" (gotong royong) dan "bapodulu" (saling menghormati). Tujuan penelitian ini adalah untuk mengeksplorasi bagaimana nilai-nilai tersebut dapat diintegrasikan ke dalam reformasi administrasi publik guna meningkatkan motivasi PNS, serta dampaknya terhadap kualitas pelayanan publik. Pendekatan yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa integrasi nilai-nilai lokal dapat memperkuat budaya organisasi yang mendukung kolaborasi, empati, dan rasa tanggung jawab terhadap masyarakat. Meskipun ada tantangan dalam implementasinya, seperti resistensi terhadap perubahan dan ketidaksesuaian antara praktik birokrasi modern dan nilai lokal, penelitian ini menawarkan rekomendasi untuk pengembangan program pelatihan berbasis nilai lokal dan kebijakan yang mendukung penerapan nilai-nilai tersebut dalam administrasi publik. Penelitian ini diharapkan memberikan kontribusi terhadap pengembangan reformasi administrasi publik yang lebih responsif, efektif, dan berkelanjutan.
