Abstract

Life in Indonesia does not recognize Samenleven's relationship because the rules of law and religion do not justify it, but there are still many things like that in Bajo Village. Bajo customary law includes the Bajo Customary Institution. In this institution, its existence helps the village government develop and regulate matters relating to local customs and solving problems regarding adultery, namely Samen Leven. This paper describes how customary law can be used as a law enforcement instrument to resolve the Samenleven offense. Semenleven is living together between a man and a woman without a legal marriage bond. This research uses the type of empirical normative research. The data types used are primary and secondary data sources using several approaches. The results show that the use of Bajo customary law, as a form of law enforcement against the perpetrators of the Samen Leven offense, will create a bargaining justice where customary law is used as the first route in resolving a conflict between victims, perpetrators, and the community. The consequence is that the perpetrator must admit that he has been guilty and is willing to take responsibility for his mistake following applicable customs. The Bajo Customary Council uses customary law as a reference to resolve any problems that occur in Bajo Village, Tilamuta District, namely customary law by deliberation/mediation.

Abstract

The purpose of community service this time is first, helping the teacher's difficulties in writing scientific articles compiled from the results of Class Action Research (PTK) that has been done. Many results are obtained in teacher PTK and need to be published in order to be a reference for teachers and other educators. Second, for the promotion and class of teachers who have been promulgated in Permenegpan No. 16 of 2009 and Permendiknas No. 35 of 2010. Second, scientific articles written by teachers can be used for submissions for promotions and classes of teachers that have been promulgated in Permenegpan No. 16 of 2009 and Permendiknas No. 35 of 2010. Both candies require the calculation of the credit number of functional positions of teachers for the affairs of promotion and class. One of the credit figures is obtained from scientific publications. The target of this community service activity is to help teachers to hone their skills in terms of writing scientific articles and providing assistance / clinical scientific articles until published in the intended journal. The implementation of this activity is scheduled for three months, starting from: (1) giving material, (2) introducing and providing examples of scientific articles that have been published in national and international journals, (3) accompanying teachers in writing scientific papers compiled from the results of PTK, (4) helping teachers to assess the extent to which their scientific writing is worth publishing, and (5) helping to give directions to which journals will be intended to publish their work.

Abstract

This research is motivated by the problems encountered in the application of regional regulation number 1 of 2017 which contains norms against drug abuse and the like, this study aims to find out about the implementation of regional regulation number 1 of 2017 concerning the prevention and eradication of abuse and illicit trafficking. narcotics (P4GN) against narcotics abuse, (Policy Study on the Guidance and Supervision of Adolescents at the National Narcotics Agency of Malang Regency). In this study the authors used descriptive qualitative methods, using a qualitative approach. where researchers use information sources in the field to find information as deep as possible. With this approach, the author can describe the conditions and situations that exist in the field based on the data sources obtained through observation, interviews, and documentation techniques. Research informants in this study were BNN officers in Malang Regency and patients infected with drugs. The place of this research is located at BNN Pakis, Malang Regency. The results of the study indicate that the implementation of regional regulation number 1 of 2017 concerning the prevention and eradication of abuse and illicit trafficking of narcotics (P4GN) against narcotics abuse has been implemented well, but there are still some obstacles encountered in the application of existing regulations such as facilities, funds, and new tricks in marketing drugs.

Abstract

Constitutional Court Decision No. 14/PUU-XI/2013 mandated national elections simultaneously between elections executive (President and Vice-President) and legislative (House of Representatives, Provincial and District/City). After the 1945 amendment to experience a variety of complications in the Indonesian political system nationally. Democratization deliver the Indonesian people switching system of government, ie from a presidential system to the parliamentary system. Elections as a democratic process to the leadership of the government elected by the people as a sovereign State. The system of government by consensus of the people, by the people and for the people has implications for improving the effectiveness and stability of the country. The Problem is the electoral system with the current political party system is less effective in the election which is actually held separately between the presidential election, and the election pileg. Giving rise to various problems of the complexity of government (central and local governments). In the hierarchy, the presidential system is less relevant to the separate electoral system between national elections (pileg and presidential) election and the multi-party system. Political reality with the current system adopted, lead to conflicts among constituents, a very high political costs for the government and the candidates (candidates), strengthening of money politics is difficult to avoid the impact of a majority vote, a negative effect on the psychology of candidates when lost or won in battle politics, coalitions are not “healthy” in the implementation of the government, due to various political ideologies and individual interests, as well as the problems of the strategic policies of government. The correlation between electoral systems simultaneously with  a multi-party system is a simplified alternative solution in presidential systems strengthening to improve the welfare of the whole people of Indonesia.

Abstract

The concept of mineral and coal mining management provided by business entities, cooperatives and individuals as regulated in Law No.3 of 2020 concerning Amendments to Law No.4 of 2009 concerning Mineral and Coal Mining which is managed under the concept of a Mineral and Coal mining company. constitution based on the 1945 Constitution. The research method used is juridical normative, resulting in that the form of mineral and coal mining companies by the 1945 Constitution is a business entity, cooperative or individual listed in the Mineral and Coal Mining Law. which has a cooperative nature by the 1945 Constitution.

Abstract

The purpose of this study is to determine the implementation of human resource development based on the Minister of Home Affairs No. 114 of 2014 About Village Development Guidelines in Tungkulrejo Village, Padas Sub-district, Ngawi District. To Know the Supporting and Inhibiting Factors in the Implementation of Human Resource Development in Tungkulrejo Village, Padas Sub-district, Ngawi District. This research uses field research method which gives description about the implementation of human resource development in Tungkulrjo Village, Padas Subdistrict, Ngawi Regency. Data collection techniques use observation, interview or documentation techniques, by selecting subjects and informants who are involved and technically and functionally involved in human resource development. The data obtained are then analyzed qualitatively. The results of this study illustrate that; The role of village government in the development of human resources in Tungkulrejo Village, has made policy on activities that can build existing human resources. However, these activities have not been able to provide a good impact on the economy of the people of Tungkulrejo Village. Internal and external factors become an inhibiting and supporting factor in the development of human resources in Tungkulrejo Village.

Abstract

This research is the result of research that describes the implementation of BPJS Kesehatan in Kedungkandang Health Center, Malang City. The purpose of this research is to know the factors that hinder and support the implementation of the BPJS health program at the Kedungkandang Health Center, and to find out how the BPJS Kesehatan program is implemented at the Kedungkandang Health Center.This study uses several theories, namely Public Policy, Health Service Policy, Implementation. Researchers found 4 factors affecting the implementation process of the BPJS Health program at the Kedungkandang Health Center, namely first, the communication or socialization factor, while the second, the resource factor, from human resources to other resources such as facilities, information, then third, dispotition factors. or the attitude of the bureaucratic apparatus, and fourth, the bureaucratic structure factor. The research method used is qualitative. The research was conducted in the city of Malang, the place is in the Kedungkandang Health Center, the Health Office. Data collection techniques in this study were observation, interviews, and documentation. From research conducted based on field studies in the form of observations and interviews, researchers found that the implementation process at the Kedungkandang Health Center was running quite well, although there were still some obstacles, the Kedungkandang Health Center and the Health Office continued to fix the deficiencies in the process. the implementation of the BPJS program can run well. Based on the research can conclusion The BPJS program is a form of bureaucratic reform in the health sector, because with the BPJS program the community can get treatment more easily and it is not difficult to file documents like the previous health system. With the existence of the BPJS program, it is hoped that it can improve the quality and quality of health service providers to the community in Malang City.

Abstract

Tujuan penelitian ini adalah membahas tentang pengembangan Desa Wisata Adat Using Kemiren melalui konsep Penta Helix. Seperti yang kita ketahui, bahwa konsep Penta Helix merupakan konsep kolaborasi antara lima pemegang kepentingan yakni pemerintah, masyarakat, swasta, akademisi, dan media massa. Kami menggunakan metode deskriptif, dengan pendekatan kualitatif dimana peneliti memanfaatkan sumber informasi di lapangan guna mencari informasi sedalam mungkin. Dalam prakteknya, pengembangan Desa Wisata Adat Using Kemiren masih mengandalkan dua aktor utama yakni Pemerintah Desa dan Masyarakat Kemiren. Sejauh ini, hasil yang di dapatkan memang sudah cukup baik. Hal ini dapat dilihat dari jumlah wisatawan yang terus mengalami peningkatan setiap tahunnya. Akan tetapi jika melihat potensi yang dimiliki oleh Kemirin, peluang untuk meningkat jumlah wisatawan serta mengembangkan potensi lokal masih sangat terbuka lebar. Oleh sebab itu dibutuhkan aktor atau pemangku kepentingan lainnya yang dapat mendukung pengembangan Desa Wisata Adat Using Kemiren.

Abstract

Penelitian ini bertujuan mengetahui faktor pendukung dan penghambat pengelolaan Participating Interest 10% di Blok Madura Offshore, mengetahui sistem kerja sama pengelolaan Participating Interest 10% Blok Madura Offshore, dan mengukur implikasi Participating Interest 10% terhadap Pendapatan Asli Daerah Kabupaten Sumenep. Metode penelitian ini menggunakan pendekatan kualitatif deskriptif dengan jenis penelitian studi kasus. Pengumpulan data dalam penelitian ini menggunakan tekhnik observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan, pertama, faktor pendukung yang mempengaruhi keberhasilan pengelolaan Participating Interest di Blok Madura Offshore terletak kepada regulasi dan kesiapan operator. Sedangkan faktor penghambatnya berupa keterbatasan pendanaan yang berhubungan langsung dengan skema kepemilikan saham dan keterbukaan infromasi. Akibatnya, implikasi terhadap Pendapatan Asli Daerah Kabupaten Sumenep kurang maksimal. Kata Kunci: Implikasi, Participating Interest, Badan Usaha Milik Daerah, Pendapatan Asli Daerah

Abstract

Penelitian  ini merupakan hasil penelitian yang menggambarkan tentang proses peran pemerintah desa dalam menanggulangi  wabah corona virus (covid-19) (studi pada desa pandansari lor kecamatan poncokusumo kabupaten malang). Latar belakang penelitian ini berawal dari Penyebaran covid-19 semakin meningkat yang tersebar diseluruh wilayah Indonesia dengan total kasus 1,26 juta jiwa terinveksi covid-19, 1,07 juta jiwa telah sembuh dan 34.152 jiwa meninggal dunia serta Covid-19 menjadi perhatian penting pada bidang medis, bukan hanya karena penyebarannya yang cepat dan berpotensi menyebabkan kolaps sistem kesehatan, tetapi juga karena beragamnya manife stasiklinispada pasien. Oleh karena itu penulis ingin mengetahui bagaimana Bagaimana peran pemerintah desa Pandansari lor dalam penanggulangan covid-19 serta faktor  pendukung dan penghambat pemerintah desa Pandansari lor dalam penanggulangan covid-19. Metode penelitian ini adalah dengan menggunakan pendekatan kualitatif. Metode penelitian kualitatif yaitu penelitian yang menggambarkan peristiwa maupun fenomena yang terjadi di lapangan, pada penelitian di lakukan pengumpulan data dilakukan dengan teknik wawancara, observasi dan dokumentasi. Analisis pada penelitian ini menggunakan analisis deskritif kualitatif yaitu dengan cara data yag diperoleh dari hasil wawancara dengan informan dideskritifkan secara menyeluruh. Hasil penelitian ini menunjukkan bahwa (1) ) upaya yang dilakukan pemerintah desa Pandansari Lor adalah membentuk satgas dan relawan, membuat peraturan wajib memakai masker, melakukan sosialisasi, himbau dan edukasi terkait dengan penyebaran Covid-19, (2) faktor pendukung penanggulang Covid-19 adalah sikap dari pemerintah desa dan masyarakat setempat dalam upaya pencegahan penularan Covid-19 dan sarana dan prasarana yang ada di Desa Pandansari. Berdasarkan penelitian dan pembahasan maka penulis mengajukan saran-saran sebagai berikut : keterbukaan dan dukungan masyarakat terhadap setiap program penangan Covid-19 serta dukungan dan kerjasama yang baik antara  lembaga pemerintah dan non pemerintah serta masyarakat setempat.
