Abstract

The purpose of this study was to find out the Innovation of the Mandiri Civil Registry Pavilion Program in Improving the Quality of Population Administration Public Services at the Department of Population and Civil Registration of Malang Regency. This study uses a descriptive qualitative approach through interactive data analysis according to Miles Huberman and Saldana (2014). The results of the study show that ADM has a service system that is different from direct service because it connects between networks where the service is sufficient via online in managing population administration which acts as a link to be able to access printing to use ADM machines. In this program innovation is in accordance with public service innovation indicators which show changes in the system and form of population administration services. Supporting factors for this ADM program innovation include ADM machine operators in each sub-district, socialization support and easy access. While the inhibiting factors are the limited facilities and infrastructure, and the lack of understanding of the community.

Abstract

This study discusses improving the quality of service by using online water payments at regional drinking water companies in Bojonegoro Regency. This research is based on problems related to service quality that is not optimal. The purpose of this study was to determine the use of information technology for public services and also to find out the supporting factors and inhibiting factors in the application of information technology in PDAM Bojonegoro Regency. This research method uses qualitative research which aims to provide a clear description and understanding of the phenomena studied. The results of this study are that improving service quality through online water bill payments at Local water company Bojonegoro Regency is quite good as assessed by 8 indicators according to Carlson and Schwarz (1995) in Denhardt & Denhardt (2003:61) which include the following: convenience , security, reliability, personal attention, problem solving approach, fairness, fiscal responsibility, citizen influence. In addition, there are supporting factors and inhibiting factors for paying water bills online.

Abstract

Kinerja organisasi dan pemberdayaan masyarakat yang merupakan faktor pendorong kesejahteraan masyarakat baik secara parsial maupun secara simultan. Metodologi penelitian pada penelitian ini menggunakan metode kuantitatif yang menggunakan regresi sebagai pengukur seberapa besar pengaruh variabel bebas terhadap variabel terikat. Kinerja Organisasi dan Pemberdayaan secara simultan berpengaruh secara signifikan terhadap Kesejahteraan Masyarakat, telah diuji secara simultan menghasilkan Fhitng sebesar 1.902,792 > dari Ftabel sebesar 10,769 dengan nilai signifikansi 0,00 < 0,05 mennjkan Ha diterima dan H0 ditolak. Pada uji koefisien determinasi menghasilkan nilai sebesar 0,981 atau sama dengan persentase 98,1% menunjukan bahwa ada hubungan antara pengaruh variable X1 dan X2 terhadap Y pada penelitian ini, sedangkan sisanya sebesar 0,19% dipengaruhi oleh variabel lain. 2) Variabel Kinerja Organisasi secara parsial berpengaruh signifikan terhadap kesejahteraan masyarakat, telah diuji secara parsial menghasilkan thitung sebesar 3,675 < dari t tabel sebesar 1,667 dengan nilai signifikansi 0,00 < 0,05. Menunjukan Ha diterima dan H0 ditolak 3) Variabel Pemberdayaan Masyarakat secara parsial tidak berpengaruh signifikan terhadap kesejahteraan masyarakat, telah diuji secara parsial menghasilkan thitung sebesar 0,930 < dari ttabel sebesar 1,667 dengan nilai signifikansi 0,05 < 3,56. Menunjukan Ha ditolak dan H0 diterima.

Abstract

The implementation of public services in village government often experiences problems with timeliness, transparency, and effectiveness in services. So that technology-based public service innovation is needed to support this progress. The purpose of this writing is to analyze and identify the performance of the Saiti Mobile application used in public services in Saiti Village. In addition to discussing the performance of these applications, this paper also explains the elements of the benefits and satisfaction of public services received by the community from the development of this technology. This research was conducted using a qualitative approach with data collection techniques in the form of in-depth interviews, participant observation, and documentation. Based on the results of the research that has been done, it shows that the application of the Saiti Mobile application in Saiti Village is very helpful and beneficial for the community because it can increase trust, efficiency and effectiveness in services in Saiti Village.

Abstract

The purpose of this study is to determine the factors that influence the implementation of hygiene, beauty and order (K3) program policies to increase public awareness of preventing environmental pollution. The author used a descriptive qualitative method, using a qualitative approach. Where researchers use sources of information in the field to find information as deeply as possible. With this approach, the author can describe the conditions and situations in the field based on the data sources obtained both through observation techniques, interviews and documentation. The research informants in this study were officers of the Environmental Service (DLH) and the Civil Service Police Unit (Satpol PP) of West Sumba Regency. The place of this study is located in Wailiang Village, West Sumba Regency.  The results showed that the Implementation of the Cleanliness, Beauty and Order (K3) Program Policy to Increase Public Awareness of Environmental Pollution Prevention has been implemented properly. However, some obstacles are still encountered from several parties, both from the government, officials and the community. The need for cooperation between the government, officials and local residents to build a clean and orderly city environment, so that the image of a city is well known in wide circles and is able to increase the economic market in the are.

Abstract

In an effort to improve the quality of public service, the Jombang district is one of the most Indonesia areas to participate in the development of a digitisation of service. The latest innovation developed by the Jombang district administration is the e-office sabdopalon Jombang, which is the system for deso data news administration and online services that an android user can access through www.sabdopalon. Jomkakab. go.id. Researchers use qualitative research methods through a descriptive analysis approach, as with researchers' descriptive analysis it can easily get information and views on the research object. In research implementation of the e-office sabdopalon jombang as a step to the digital government, researchers use Charles Jones' theory of organization, the cooperation of the Jombang district government with communications and information services, and the public can access the 24-hour sabdopalon Jombang e-office with the support of Internet network and other electronics. In interpretation, some villages in the Jombang county have yet to include call center in information delivery. For application, it has been effective because people can easily access the features of the e-office sabdopalon Jombang, only Internet networks that haven't reached the far reaches of villages in the Jombang district are a problem in implementing it.

Abstract

The purpose of this research is to find out, describe and analyze the Implementation of Regional Regulation No. 9 of 2013 concerning the Handling of Street Children, Homeless, and Beggars (Policy Study at the Malang City Social Service) accompanied by the results of a research study on the supporting and inhibiting factors of its implementation. This study uses a descriptive qualitative research method. Data was obtained through observation, interviews, documentation, and triangulation. The data validity testing procedure was carried out by triangulating the source data analysis process using the model proposed by Miles and Huberman. The results of this study indicate that in terms of the Implementation of Regional Regulation No. 9 of 2013 concerning the Handling of Street Children, the Homeless, and Beggars (Policy Studies at the Malang City Social Service) studied through the theory of the Van Meter Van Horn implementation model has not been fully said to be good. From the application of the implementation of Regional Regulation No. 9 of 2013 concerning the Handling of Street Children, Homeless and Beggars (Policy Study at the Malang City Social Service) there are also inhibiting and supporting factors. Factors supporting the implementation are adequate resources and the existence of the Liponsos Camp Assessment Shelter, while the inhibiting factors are the condition of mobile social welfare problems and the absence of SOP raids from social services

Abstract

The implementation of public services in the Indonesian government often experiences obstacles in transparency, timeliness, and effectiveness in public services. So that technology-based public service innovation is needed to support this progress. The purpose of this paper is to analyze and identify the integration of E-KTP and SIM in realizing SIN to improve public service accessibility. In addition to discussing the integration of the two identities, this paper also explains the benefits received by the community from the development of these technologies. The benefits obtained if the integration of E-KTP and SIM can be realized: efficiency and simplicity, easy access to services, increased mobility, and cost savings. This research was conducted using a qualitative approach with descriptive qualitative methods by collecting data and making comparisons with other countries. Based on the results of the research that has been conducted, it shows that the application of E-KTP and SIM into SIN is very helpful and beneficial for the community because it can increase public trust, efficiency and effectiveness in public services in Indonesia.

Abstract

The implementation of road maintenance and surveillance policies is useful for providing comfort to road users in accordance with the Regulation of the Minister of Public Works Number 13 of 2011 concerning Procedures for Road Maintenance and Surveillance. Efforts to implement the policy are to provide services in the form of repairs, prevention of road conditions so as not to cause problems. The purpose of this research is to find out the implementation of road maintenance and surveillance in accordance with the Regulation of the Minister of Public Works Number 13 of 2011 concerning Road Maintenance and Surveillance Procedures. The results show that the implementation of road maintenance policy in Malang District is hampered by the shortage of quantity and quality of human resources and financial resources. The lack of competent human resources and the lack of financial resources have an impact on the course of implementing road maintenance policies. From these obstacles, the results of road maintenance implementation are not as expected. On the other hand, the community considers that the government of the Malang Regency Bina Marga Public Works Office has provided and shown positive services and responses in the implementation of road maintenance in Malang Regency. Community support is also a motivation for the government in implementing road maintenance policies.

Abstract

Environmental damage as a from of change caused by human interaction, both these changes are direct and indirect. This change becomes a new problem that is difficult to overcome. The problem of environmental damage is not a problem of an individual, an organization, but rather it is a common problem that requires joint handling as well. This research aims to find out how the government’s policy to tackle environmental pollution and how public policy encourages social inclusion in tackling pollution. This research uses a juridical approach by examining government policies. This research managed to find out what are the public policies in dealing with environmental pollution. The existence of the government’s role in encouraging social inclusion in tackling environmental pollution as a from of government participation in environmental pollution
