Abstract

This research aims to explains the method used to analyze the implementation of the United Nations (Department of Economic and Social Sustainable Development) program in achieving the Sustainable Development Goals (SDGs), which is the global development agenda agreed upon by 193 UN member countries in 2015. The research method used is Systematic Literature Review (SLR), which involves the systematic identification, evaluation, and interpretation of evidence contained in scientific literature to answer specific research questions. The results of this research will help Indonesia achieve the SDGs in the fields of peace, justice and strong institutions, which is goal number 16 of the 17 SDGs goals. UNDP programs in Indonesia have an important role in supporting the achievement of the SDGs in the areas of peace, justice and institutions through various initiatives and projects that are in line with national and regional priorities. However, as the implementation of its programs is faced with various challenges and obstacles, such as the complexity of problems in the fields of peace, justice and institutions, lack of resources and uncertainty in funding. Efforts continue to be made to find innovative solutions and obtain further support from relevant parties

Abstract

Public administration ethics plays a crucial role in realizing clean and transparent governance. In the context of increasing global demands for honest, just, and transparent government actions, public administration ethics ensures that government officials act with integrity, professionalism, and social responsibility. The research aims to analyze the significance of these ethics in promoting governance that is free from corruption, collusion, and nepotism (KKN), and how its application can improve public trust and the quality of services. A qualitative, descriptive research methodology, primarily utilizing a literature review, was employed to explore the role of ethical principles, such as honesty, fairness, openness, and professionalism, in the public administration process. The results of this research indicate that while ethics are integral to fostering a clean government, challenges such as a deeply rooted culture of corruption, ineffective monitoring systems, and lack of public participation hinder their full implementation. Furthermore, the study highlights the importance of transparent decision-making, public participation, and accountability in reinforcing these ethical standards. The research concludes that strengthening public administration ethics, alongside enhancing transparency and citizen engagement, is essential for ensuring the effectiveness, fairness, and trustworthiness of public governance. Consequently, it provides recommendations for governmental reform to enhance ethical practices, improve public service delivery, and foster a more accountable and transparent system.

Abstract

Public administration ethics is essential to achieve transparent governance. This ethic includes integrity, transparency, accountability and justice to combat corruption and nepotism. Applying this ethic fosters an efficient and fair government that prioritizes the interests of society. This article discusses the strategic impact of ethics in improving the quality of public services, public trust, and bureaucratic reform through transparency and participation. It also discusses challenges in implementing ethics, such as corruption and inadequate oversight, and proposes solutions such as ethics education and meritocracy. By promoting strong ethical standards, credible and accountable governance that is aligned with the public interest can be realized.

Abstract

Implementasi prinsip-prinsip etis dalam tata kelola pemerintahan menjadi landasan utama untuk membangun aparatur yang berintegritas dan bermoral tinggi. Ketika diterapkan dengan tegas dan berkelanjutan, etika pemerintahan mampu mengeliminasi berbagai bentuk pelanggaran dalam birokrasi. Penelitian ini bertujuan untuk menganalisis implementasi etika birokrasi dalam sistem pelayanan publik di Indonesia. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan komparatif. Data dikumpulkan melalui studi kasus di tiga wilayah, yaitu Sulawesi Utara, Kabupaten Tangerang, dan Kecamatan Kluet Utara. Hasil penelitian menunjukkan bahwa implementasi etika birokrasi di Indonesia masih menghadapi berbagai tantangan, seperti praktik diskriminasi, rendahnya profesionalisme pegawai, keterbatasan infrastruktur, kurangnya transparansi, dan budaya organisasi yang belum mendukung pelayanan beretika. Meskipun penerapan etika birokrasi terbukti dapat meningkatkan kualitas, efisiensi, dan responsivitas pelayanan publik, upaya optimalisasinya membutuhkan transformasi komprehensif mencakup pengembangan SDM, penegakan kode etik, reformasi birokrasi berbasis merit, serta promosi transparansi dan akuntabilitas yang melibatkan seluruh pemangku kepentingan.

Abstract

Penelitian ini bertujuan untuk membahas mengenai implementasi etika dalam pengelolaan keuangan yang diselenggarakan di Kantor Desa Pandanrejo, Kecamatan Bumiaji, Kota Batu. Jenis penelitian yang digunakan adalah kualitatif deskriptif dan pengumpulan data dilakukan melalui wawancara dengan kepala urusan keuangan di Kantor Desa Pandanrejo serta melalui studi kepustakaan menggunakan e-book dan artikel jurnal yang memiliki relevansi dengan topik penelitian yang diangkat yaitu mengenai etika dalam pengelolaan keuangan. Hasil penelitian menunjukkan bahwa Kantor Desa Pandanrejo sudah mengimplementasikan etika dengan baik mengikuti prinsip-prinsip etika dalam pelayanan publik, yaitu transparansi, akuntabilitas, keadilan, dan integritas. Pengimplementasian etika pengelolaan keuangan yang dijalankan di Kantor Desa Pandanrejo berpedoman pada Permendagri Nomor 20 Tahun 2018 tentang Pengelolaan Keuangan Desa. Penelitian ini diharapkan dapat memberikan sumbangsih bagi pemahaman tentang pelaksanaan keuangan desa khususnya bagi masyarakat Desa Pandanrejo dan juga masyarakat secara umum.

Abstract

Hubungan rumit antara etika dan kinerja dalam kerangka kerja organisasi terutama terlihat pada entitas yang beroperasi dalam sektor pemerintah, di mana kedua elemen ini sangat terjalin dan saling berpengaruh. Investigasi ilmiah ini berlabuh dalam tujuan mengeksplorasi dan menjelaskan secara menyeluruh dinamika yang ada antara pertimbangan etis dan kemanjuran operasional Aparatur Sipil Negara (ASN), dengan tujuan aspirasional bahwa temuan tersebut akan berkontribusi secara signifikan pada peningkatan kualitas keseluruhan layanan publik yang diberikan kepada masyarakat. Kaliber dan efektivitas layanan publik yang diberikan oleh ASN pada dasarnya bergantung pada etos kerja yang kuat dan standar moral yang ditegakkan oleh personel dalam upaya profesional mereka. Pendekatan metodologis yang digunakan dalam penyelidikan akademis yang ketat ini dicirikan sebagai penelitian kualitatif, yang sangat mahir dalam mengungkap nuansa perilaku manusia dan budaya organisasi. Akibatnya, dalam ranah penelitian kualitatif, proses analisis informasi dirancang dengan cermat untuk membangun hipotesis dan kerangka teoritis yang memperkaya pemahaman kita tentang dinamika masyarakat yang lebih luas. Prinsip etika dasar inilah yang berfungsi sebagai landasan perilaku administratif, memastikan bahwa pilihan dan tindakan yang dilakukan oleh administrator publik diinformasikan tidak hanya dengan mengejar efisiensi, tetapi juga oleh komitmen yang teguh terhadap keadilan, integritas, dan kebenaran di semua dimensi tanggung jawab operasional mereka. Pendekatan holistik semacam itu sangat penting, karena menumbuhkan budaya akuntabilitas dan tata kelola etis yang penting untuk menopang kepercayaan publik dan kepercayaan pada lembaga-lembaga pemerintah. Pada akhirnya, interaksi etika dan kinerja dalam ASN tidak hanya berdampak pada hasil langsung dari pemberian layanan publik tetapi juga membentuk lintasan jangka panjang reputasi organisasi dan kesejahteraan masyarakat. Oleh karena itu, sangat penting untuk menyadari bahwa peningkatan kerangka etika dapat mengarah pada peningkatan yang signifikan dalam kinerja secara keseluruhan dan, akibatnya, lingkungan pelayanan publik yang lebih adil dan efektif.

Abstract

Education in remote areas is still lagging behind compared to urban areas. Limited access, infrastructure and human resources are the main factors inhibiting educational progress in the region. This journal aims to discuss strategies for improving the quality of education in remote areas through the use of technology and multi-stakeholder collaboration. This research uses qualitative methods with a case study at a school in a remote area. The research results show that the use of technology and multi-stakeholder collaboration can improve the quality of education in remote areas. Utilization of technology can be done using e-learning, learning videos, and simulations. Multi-stakeholder collaboration can be carried out between government, schools, communities and non-governmental organizations. The findings of this research provide important implications for educational policy and practice in remote areas. The government needs to increase funding allocations for providing infrastructure and technology in schools in remote areas. Schools need to develop learning programs that utilize technology and collaborate with various parties to improve the quality of education. The community needs to be actively involved in supporting education in remote areas.

Abstract

Public service innovation is important in the implementation of public services. In the current digital era, it is necessary to innovate digitally based public services because this is in line with demands for bureaucratic reform to create a clean, transparent and accountable government. Through digitalization of public services, it also makes it easier for the government to achieve effectiveness and efficiency and can lead to becoming a digital-based government. The involvement of State Civil Apparatus (ASN) is very important in developing innovation. This is in line with ASN's core value, namely having morals, where there is a demand for ASN to have competence in operating technology, information and communication (ICT). Digital literacy skills also support digitalization in government. This research aims to analyze forms of innovation in public services and the efforts made to move towards a digitally literate government. The research results show that regions in Indonesia have begun to implement digital-based public service innovations in the form of applications and websites. The government has also formed a strategy to build digital culture within the government through various training provided to ASN, one of which is through increasing digital literacy. The government is also collaborating with various parties to support the successful implementation of government digitalization, both with internal and external parties.

Abstract

The central government or local government has a very big role in the fulfillment of the principle of public services, for example in terms of education, health, socio-economic, and transportation, but in all sectors in the fulfillment of improved services, one is the increased access to public services that have not especially in areas that are archipelagos or remote areas. Success in the delivery of public services one can be measured from the access of its public services, so that not being able to get easy access in public services will cause problems that will affect the welfare of the whole society. Therefore, the role of government is very large in the implementation of public service oriented to the community.

Abstract

(Effectiveness of Using KAI ACCESS Application in Improving the Quality of PT KAI Services (Study at Gubeng Station) The government as the holder of the people's trust in achieving a prosperous life has a big role and responsibility in organizing and implementing supporting programs to achieve a prosperous life and fulfilling job opportunity quotas in Indonesia. The Balikpapan City Manpower Office, which has responsibility for carrying out mandatory employment matters, strives to ensure that local job seekers can compete in the job market by increasing their competency. This research aims to analyze the strategy of the Balikpapan City Manpower Office in improving the competence of local job seekers as well as the obstacles faced by the Balikpapan City Manpower Office. This research is a mixed methods research method with a research focus on strategies for increasing the competence of local job seekers through analysis of the internal environment of strengths and weaknesses , analysis of the external environment of opportunities and threats and the obstacles faced by the Balikpapan City Employment Service. The results of the research show that the strengths of the Balikpapan City Manpower Office are: 1) Plan Work structured , 2) Regulation employment , 3) Facilities and infrastructure . The weaknesses of the Balikpapan City Manpower Office are : 1 ) Lack of human resources, 2) Limitations budget , 3) There is no UPTD BLK for Balikpapan City. The opportunities that the Balikpapan City Manpower Office has are : 1) Development technology , 2) The existence of private LPK , 3) The existence of owned BLK Province East Kalimantan , 4) Training Institute belonging to the Ministry, 5) Apprenticeship . The threats faced by the Balikpapan City Manpower Office are : 1 ) Immigrants from outside area , 2) Expensive cost training Work . Meanwhile, the obstacles faced by the Balikpapan City Manpower Office originate from job seekers who are not serious about improving their competence and the limitations of LPKs in Balikpapan City both in terms of numbers and quality standards.. Abstrak Pemerintah sebagai pemegang amanah rakyat pada pencapaian kehidupan yang sejahtera memiliki andil dan tanggung jawab besar dalam mengatur serta melaksanakan program-program pendukung agar tercapainya kehidupan yang sejahtera dan terpenuhinya kuota-kuota peluang kerja di negara Indonesia. Disnaker Kota Balikpapan yang memiliki tanggung jawab dalam melaksanakan urusan wajib ketenagakerjaan berupaya agar pencari kerja lokal dapat bersaing di pasar kerja dengan meningkatkan kompetensinya. Penelitian ini bertujuan menganalisis strategi Disnaker Kota Balikpapan dalam meningkatkan kompetensi para pencari kerja lokal serta kendala yang dihadapi Disnaker Kota Balikpapan. Penelitian ini merupakan metode penelitian mixed methods dengan fokus penelitian strategi peningkatan kompetensi para pencari kerja lokal melalui analisis lingkungan internal strenght dan weakness, analisis lingkungan eksternal opportunity dan threat serta kendala yang dihadapi Dinas Ketenagakerjaan Kota Balikpapan. Hasil penelitian menunjukkan strenght (kekuatan) yang dimiliki Disnaker Kota Balikpapan yaitu : 1) Rencana kerja terstruktur, 2) Regulasi ketenagakerjaan, 3) Sarana dan prasarana. Weakness (kelemahan) yang dimiliki Disnaker Kota Balikpapan yaitu : 1) Kurangnya SDM, 2) Keterbatasan anggaran, 3) Belum adanya UPTD BLK Kota Balikpapan. Opportunity (peluang) yang dimiliki Disnaker Kota Balikpapan yaitu :1) Perkembangan teknologi, 2) Keberadaan LPK Swasta, 3) Keberadaan BLK milik Provinsi Kaltim, 4) Lembaga Pelatihan milik Kementerian, 5) Pemagangan. Adapun threat (ancaman) yang dihadapi Disnaker Kota Balikpapan yaitu : 1) Pendatang dari luar daerah, 2) Mahalnya biaya pelatihan kerja. Sementara itu, kendala yang dihadapi oleh Disnaker Kota Balikpapan yaitu berasal dari dalam diri pencari kerja yang tidak serius untuk meningkatkan kompetensi dirinya serta keterbatasan LPK di Kota Balikpapan baik dari jumlahnya maupun standar mutu yang dimiliki.
