Abstract

Permasalahan sampah di Surabaya yang semakin meningkat, memberikan dampak negatif bagi lingkungan dan kesehatan masyarakat. Volume sampah yang besar dan iklim tropis di Indonesia membuat sampah yang dihasilkan cenderung basah dan lebih sulit untuk dikelola. Untuk mengatasi masalah ini, pemerintah bekerja sama dengan sektor swasta dalam mengelola sampah menjadi energi listrik. Penelitian bertujuan untuk menganalisis model kerja sama antara sektor publik dan swasta dalam program Waste to Energy di PLTSa Benowo. Penelitian menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Informan penelitian adalah Bidang Sarana dan Prasarana Pemanfaatan Limbah dari Dinas Lingkungan Hidup dan HSE PT. Sumber Organik. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menjelaskan bahwa public private partnership dalam pelaksanaan program waste to energy di PLTSa Benowo menggunakan Build Operate Transfer sebagai model kerja sama. Berdasarkan unsur perjanjian BOT oleh Anjar Pachta Wirana, sebagai berikut: 1) Build, lahan seluas 37,4 hektar disediakan Pemkot Surabaya untuk dikelola PT. Sumber Organik. Pemkot Surabaya berperan sebagai pengawas sekaligus perantara kepada pemerintah pusat mengenai perizinan pengelolaan sampah; 2) Operate, PT. Sumber Organik bertanggung jawab atas pengelolaan sampah dan pemeliharaan fasilitas di PLTSa Benowo; dan 3) Transfer, setelah kontrak berakhir, kepemilikan atas aset PLTSa Benowo akan dikembalikan kepada Pemerintah Kota Surabaya.

Abstract

Seeing the large number of residents in Surabaya City and the higher percentage of population growth, the Surabaya City Government made an innovation, namely the JEBOL ANDUK (Jemput Bola Administrasi Kependudukan) Programme. The program aims to maximise population administration services to the community and create an orderly population administration. Gebang Putih Village is one of the villages in Sukolilo Sub-district with a high percentage of orderly population administration.   This research was analysed using the theory of program effectiveness by Budiani, there are several aspects to determine the effectiveness of a program, namely 1) Accuracy of program targets; 2) Socialisation of the programme; 3) Programme objectives; and 4) Programme monitoring.  The programme has been implemented effectively, as seen from the success of the programme implementation, which has increased from the previous year. This can be seen from the first success, namely the increased level of community participation in the programme. Second, the decrease in the number of people without legal identity documents before and after the programme. Third, community satisfaction with the accessibility and quality of services provided. Fourth, the programme reached vulnerable and underserved groups. Effectiveness of the administrative ball pick-up programme implementation. The JEBOL ANDUK program is not only successful in its implementation, but also has a significant positive impact on the community, especially in terms of improving access and quality of population administration services. The success of this program makes an important contribution to improving the effectiveness of population administration management at the local level.

Abstract

In the modern era, information and communication technology is very important for society. In the modern era, information technology plays a very important role, especially in terms of public services, with the development of communication and information tools, there will be many electronic systems that can make it easier for public servants to carry out services to the community. In addition to the administrative interests of government or offices, the development of technology and information functions in terms of archiving, documentation, and correspondence in a government or office environment will become more effective. Therefore, the use of E-mail Mobile plays a very important role in carrying out administrative activities, archiving, documentation, and correspondence within the scope of government agencies and offices. The Surabaya City Education Office has used the mobile e-mail system to carry out administrative and archiving activities, so that it will be effective in providing services and storing archives.

Abstract

Preventing and handling sexual violence in every tertiary institution is a very important issue and requires appropriate and comprehensive steps in implementing the prevention and handling of violence in the tertiary environment. Universities are fully responsible for protecting the academic community from all forms of violence, especially sexual violence. This strategy is also designed to prevent, detect and handle cases of sexual violence systematically and sustainably. So that the community and campus residents as objects in a policy for preventing and handling sexual violence are one of the main reasons for the formation of regulations for the Prevention and Handling of Violence in Higher Education Environments (PPKPT) which have been formed in Permendikbudristek No. 55 of 2024 as a more complete replacement for Permendikbudristek No. 30 of 2021 concerning Prevention and Handling of Sexual Violence (PPKS).

Abstract

The use of the Inlislite application at the East Java Provincial Library and Archives Service since 2010 has improved efficiency in cataloguing. With 11 staff managing the system, errors are rare. However, the main challenge is data security and the need for competent IT personnel. On average, cataloguers can input 5-10 book titles per day, although OPAC updates are still done manually. The availability of tools for data backup shows concern for the protection of important information. In addition, training for new staff helps improve understanding and quality of data management. Overall, Inlislite provides great benefits, but there are still challenges that need to be overcome to optimise the use of the system.

Abstract

Perusahaan Umum Daerah Air Minum Tirta Kencana Kabupaten Jombang merupakan salah satu perusahaan di Indonesia yang menyediakan dan mengelolah semberdaya air. Proses pengelolaan ini di harapkan agar mempermudah masyarakat dalam memperoleh air bersih dalam memenuhi kebutuhan sehari-hari. Penelitihan ini dianalisis dengan menggunakan teori efektifitas dari Sondang P. Siagian, terdapat beberapa aspek untuk mengetahui efektifitas yaitu 1) Ukuran Waktu, 2) Ukuran Harga, 3) Ukuran Nilai-nilai Sosial Budaya, 4) Ukuran Ketelitihan. Pelayanan penyediaan air bersih ini sudah berjalan sesuai dengan standart prosedur yang telah ditentukan oleh perusahaan. Masyarakat terbantu dengan adanya PERUMDAM Tirta Kencana Kabupaten Jombang khusnya Kecamatan Jombang mereka lebih mudah dalam mengakses air bersih dengan pelayanan yang cukup baik dan harga yang sesuai.

Abstract

Sumber Daya Manusia (SDM) merupakan komponen penting yang memengaruhi kinerja organisasi, terutama dalam konteks Program Pemerlu Pelayanan Kesejahteraan Sosial (PPKS) di UPTD Liponsos Keputih Kota Surabaya. Penelitian ini bertujuan untuk mengeksplorasi berbagai faktor yang memengaruhi pelaksanaan program PPKS dan mengidentifikasi tantangan yang dihadapi, termasuk keterbatasan SDM, sarana, dan prasarana. Meskipun program ini dirancang untuk memberikan dukungan dan rehabilitasi bagi Penyandang Masalah Kesejahteraan Sosial (PMKS), pelaksanaannya masih menghadapi kendala signifikan, seperti tingginya angka pengulangan kasus gelandangan dan kurangnya tenaga pendamping yang memadai. Metode penelitian kualitatif digunakan untuk mengumpulkan data melalui wawancara dan observasi, yang menunjukkan bahwa keterbatasan SDM berdampak pada kualitas dan kuantitas kinerja pegawai. Rekomendasi yang dihasilkan mencakup perbaikan dalam pengelolaan SDM, alokasi anggaran, dan kolaborasi dengan institusi pendidikan untuk meningkatkan efektivitas program. Penelitian ini diharapkan dapat memberikan kontribusi positif terhadap pembangunan dan pemberdayaan masyarakat di Kota Surabaya, serta menciptakan lingkungan yang lebih inklusif bagi seluruh lapisan masyarakat.

Abstract

The achievements obtained, such as the Digital Government Award 2023 from the Ministry of Administrative Reform and Bureaucratic Reform (PANRB) in the category of Implementation of Electronic-Based Government System Services (SPBE) for Central and Regional Government Agencies (IPPD) in 2023, demonstrate that the East Java Provincial Government is an excellent example of an E-Government system implementation in Indonesia.Government to Business (G-to-B) ties are one of the features of the E-Government system, and they are demonstrated through the electronic purchase of products and services from the government (E-Procurement),t is anticipated that the digitalization of public procurement would improve implementation accountability and transparency. One method of acquiring government products and services is through Direct Procurement, which is one of the suppliers' options.As one of the Regional Work Units (SKPD) that was recently formed in 2020, the Bureau of Goods and Services Procurement of the Regional Secretariat of East Java Province is the focus of this research, which looks at how the goods and services procurement policy is being implemented through Direct Procurement. This research uses four focuses of policy implementation theory according to Richard Matland, namely: 1) The Accuracy of Policy; 2) The Accuracy of Implementation; 3) The Accuracy of Target, and 4) The Accuracy of Environment.

Abstract

Surabaya, as the second largest metropolitan city in Indonesia with an area of 333.063 km² and a population of approximately 2.87 million, faces complex challenges in the implementation of population administration services. Data from the Surabaya City Population and Civil Registration Office (Dispendukcapil) in 2024 reveals a significant gap between targets and actual outcomes, where KTP ownership only reaches 46.68% of the eligible population. This condition indicates a discrepancy between public service theory which emphasizes accessibility and on-the-ground practices that remain hindered by conventional systems. This study aims to analyze the implementation of the "Jemput Bola Administrasi Kependudukan" (JEBOL ANDUK) Goes to School program in increasing KTP ownership among students at SMA Negeri 17 Surabaya, using George C. Edward III’s policy implementation theory. The research employs a descriptive qualitative approach with data collection techniques including interviews, observation, and documentation. The main findings indicate that program implementation is not yet optimal in the aspect of communication, as the dissemination of information regarding the importance of KTP and population administration remains limited. On the other hand, the resource aspect has been effectively managed, supported by four trained officers and adequate facilities. The disposition aspect demonstrates a positive response, with participation from 156 students. Furthermore, the bureaucratic structure aligns with a flexible standard operating procedure (SOP). The results of this study suggest that although the JEBOL ANDUK Goes to School program has the potential to increase KTP ownership among students, improvements in communication strategies are necessary to achieve optimal and sustainable implementation.

Abstract

The Waste Bank Information System (SI BANK SAM) is a digital application owned by the Environmental Service of Blitar Regency that manages waste banks. This application was developed due to the suboptimal management of waste banks, which had shortcomings such as inaccurate record-keeping, slow data verification, and high operational costs. This study aims to analyze the effectiveness of SI BANK SAM in managing waste banks in Blitar Regency, enabling the Environmental Service to evaluate existing challenges. Evaluations that improve the application’s effectiveness can enhance SI BANK SAM’s role in addressing waste problems in Blitar Regency. This research uses a descriptive qualitative approach. The results show that the SI BANK SAM application is one of the best solutions provided by the Environmental Service of Blitar Regency to optimize the management of waste banks, replacing the manual system that had many drawbacks such as slow data collection and frequent discrepancies between recorded data and actual field conditions. Field findings indicate that SI BANK SAM operates as expected, with 4 out of 5 dimensions performing well based on Gibson’s (2003) effectiveness theory, which includes the dimensions of production, efficiency, satisfaction, adaptation, and development.
