Abstract

General elections are a form of a country's democratic system. The General Election Supervisory Body is one of the agencies in organizing general elections which is responsible for supervising general elections so that they run honestly and fairly. This research aims to determine the role of the East Java Province Bawaslu in monitoring the neutrality of the State Civil Apparatus in the Election. The method used in this research is descriptive qualitative with data collection techniques through observation, interviews and documentation. Analysis of this research data uses the theory put forward by Sururama and Amalia (2020:44) explaining the stages of supervision which consist of setting implementation standards, determining measurement of activity implementation, comparing activity implementation with standards and analyzing deviations, and taking corrective action. The research results show that there is SKB Number 2 of 2022 concerning Guidelines for the Neutrality Development and Supervision of State Civil Service Employees in the Implementation of General Elections and Elections. Apart from that, Bawaslu also held declaration activities to increase the neutrality of ASN during the election and take action against violations that occurred according to the rules.

Abstract

This study examines the impact of traditional market revitalization on stakeholders in Indonesia through a systematic literature review. The revitalization of traditional markets aims to increase competitiveness, improve physical conditions, and promote local economic growth. The method used was a systematic literature review in which 10 articles were selected from a Google Scholar search. The results show that revitalization has positive impacts, such as improved market cleanliness and convenience, but also negative impacts, such as reduced income for merchants and accessibility issues. Factors hindering the success of revitalization include inadequate communication, limited resources, resistance from traders and inappropriate market design. To optimize revitalization outcomes, a holistic assessment is needed that involves all stakeholders in planning, implementation and evaluation. Socialization, education and active community participation are also important to ensure the sustainability of the revitalization program. In summary, revitalizing traditional markets has great potential to improve market quality and support the local economy, but requires careful planning and the involvement of all stakeholders to ensure long-term success.

Abstract

There are many residents in Gebang Putih Village who do not have complete population documents, especially in RW 001. Through the MSIB (Certified Independent Study Internship) program, the author conducts community service by optimising population administration services in the village with several methods, namely collecting data, program implementation, and evaluation. After the community service activities carried out by the author, the number of residents who have incomplete population documents has decreased drastically. The decrease in the number of residents who do not have incomplete documents is the result of optimisation efforts that have been made by the author and village officials.

Abstract

Penelitian Ini Bertujuan Untuk Mengetahui Dan Mendeskripsikan Terkait Model Collaborative Governance Dalam Pengelolaan Sampah Berbasis Refuse Derived Fuel (RDF) Di Kabupaten Sidoarjo. Metode Yang Digunakan Dalam Penelitian Ini Yaitu Kualitatif Deskriptif Dengan Fokus Model Collaborative Governance Menurut Ansell & Gash (2008). Hasil Penelitian Menunjukan Bahwa Dalam Model Collaborative Governance Dalam Pengelolaan Sampah Berbasis Refuse Derived Fuel (RDF) Yang Dilakukan Oleh Pemerintah Kabupaten Sidoarjo, PT. PLN Nusantara Power Dan PT. Bangga Indonesia Mulia Dalam Variabel Kondisi Awal, Desain Kelembagaan, Kepemimpinan, Dan Proses Kolaborasi Telah Berjalan Dengan Baik. Namun Meskipun Demikian Hasil Sementara Dalam Kolaborasi Ini Masih Kecil Karena Dalam Pengelolaan Sampah Berbasis Refuse Derived Fuel (RDF) Hanya Mampu Mengelola Sampah 1% Dari 68.697.731 Kg Sampah Yang Masuk Pada Periode Januari Sampai April 2023.

Abstract

Abstract This research discusses the implementation of the Mobile Library Car (MPK) at the East Java Province Library and Archives Service in increasing the public's interestin reading, especially school students. Data was obtained through in-depth interviews, direct observation and the author's experience. The results show that the success of MPK is influenced by a clear organizational structure, effective division of tasks, and also good logistics management. This program runs with participation and support from the government and community. The results of implementation include the impact of the Mobile Library Car (MPK) program on increasing interest in reading, the role of library staff interaction, the use of digital technology, the provision of varied book collections, and maintaining collaboration with related parties. So that the correct implementation of the strategy in the Mobile Library Car Program (MPK) becomes an effective means of building sustainable literacy habits. Abstract

This article aims to gain a deeper understanding of how the implementation of the Minister of Administrative Reform and Bureaucratic Reform Regulation Number 11 of 2024 concerning changes in the nomenclature of executive positions of the State Civil Apparatus in BPBD Surabaya City is proceeding. This research employs a descriptive qualitative approach, which will provide valuable insights into the implementation of policies on changes in the nomenclature of executive positions in BPBD Surabaya City, as well as the factors that influence it. BPBD has identified four variables as factors for successful policy implementation, namely communication, resources, disposition, and bureaucratic structure. The results of this study indicate that the implementation of the policy implementation of the Minister of Administrative Reform and Bureaucratic Reform Regulation Number 11 of 2024 is well underway. This is indicated by the variables that have been realised to a certain extent, but it is a gradual process that will take time. It would be beneficial for other agencies to consider the importance of maintaining the synergy of leaders and staff to carry out all bureaucratic reform activities, as emphasised in this study. The insights gained from this research could prove valuable for improving the effectiveness of policy implementation related to changes in the nomenclature of executive positions within the Surabaya City government.

Abstract

PT PLN (Persero) made a breakthrough by significantly upgrading the PLN Mobile application by adding a submission feature so customers can access services through the application. One of the features added to the application is 'Pemasangan Baru Listrik,’' which is specifically for customers who want to apply for a new installation of electricity; the feature was first tested in the Java-Bali region. This research aims to determine and analyze the effectiveness of the new electricity installation program using the PLN Mobile application. This qualitative research uses data collection techniques in the form of observation, interviews, and documentation. The results showed that the new electricity installation program using PLN Mobile was effective because there was an increase in the number of users of the PLN Mobile application and the number of applications that were realized. However, there is still a need for socialization activities to less tech-savvy customers, especially the elderly so that they get complete information about using the PLN Mobile application in meeting needs around electricity, especially when accessing new electricity installation services.PT. PLN (Persero) membuat trobosan dengan memberi upgrade cukup signifikan pada aplikasi PLN Mobile dengan menambahkan fitur pengajuan sehingga pelanggan bisa mengakses layanan melalui aplikasi. Salah satu fitur yang ditambahkan pada aplikasi tersebut adalah ‘Pemasangan Baru Listrik’ yang dikhususkan untuk pelanggan apabila ingin melakukan pengajuan pemasangan baru listrik, fitur tersebut pertama kali diuji coba di wilayah Jawa-Bali. Tujuan penelitian kali ini adalah mengetahui dan menganalisis efektivitas program pemasangan baru listrik menggunakan aplikasi PLN Mobile. Penelitian ini merupakan penelitian kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan program pemasangan baru listrik dengan menggunakan PLN Mobile berjalan efektif karena terdapat kenaikan jumlah pengguna aplikasi PLN Mobile dan jumlah pengajuan yang direalisasikan, akan tetapi masih diperlukan kegiatan sosialisasi kepada pelanggan yang kurang paham teknologi terutama lansia supaya mendapatkan informasi secara lengkap mengenai penggunaan aplikasi PLN Mobile dalam memenuhi kebutuhan seputar kelistrikan terutama ketika mengakses layanan pemasangan baru listrik

Abstract

The city of Surabaya is the center of economic activity in East Java and its surroundings. There are various industrial companies both large and small and shopping centers. Being the center of the economy, causing many people to urbanize and seek work in the city of Surabaya. This large workforce requires social protection for various risks that may be experienced by workers while carrying out their work. However, the situation on the ground shows that there are still many people who do not understand BPJS Employment, so it is necessary to expand membership so that all workers can be protected by employment social security. Considering that the program run by BPJS Ketenagakerjaan is a program that prioritizes the welfare of workers and their families, their rights as formal and non-formal workers are highly prioritized. The purpose of this research is to find out and describe collaborative governance in expanding the membership of the Surabaya Karimunjawa BPJS Ketenagakerjaan branch in the city of Surabaya. By using a qualitative approach through observation, interviews, and documentation. Focusing on: (1) Initial Conditions; (2) Institutional Design; (3) Facilitative Leadership; and (4) Collaboration Process. The results of this study indicate that collaboration involves the government, the private sector, and the community. It is carried out in accordance with applicable regulations and the collaboration process in expanding BPJS Ketenagakerjaan membership has been carried out well.Kota Surabaya menjadi pusat kegiatan perekonomian di Jawa Timur dan sekitarnya. Terdapat berbagai perusahaan industri baik besar maupun kecil dan pusat perbelanjaan. Menjadi pusat perekonomian, menyebabkan banyaknya masyarakat yang melakukan urbanisasi dan mencari pekerjaan di Kota Surabaya. Banyaknya tenaga kerja ini memerlukan perlindungan sosial atas berbagai resiko yang mungkin dialami oleh pekerja selama menjalankan pekerjaannya. Tetapi keadaan dilapangan menunjukkan bahwa masih banyak masyarakat yang belum memahami terkait BPJS Ketenagakerjaan, sehingga, perlu adanya perluasan kepesertaan agar semua tenaga kerja dapat terlindungi oleh jaminan sosial ketenagakerjaan. Mengingat program yang dijalankan oleh BPJS Ketenagakerjaan adalah program yang mengutamakan kesejahteraan para tenaga kerja beserta keluarganya, maka hak-hak sebagai pekerja formal maupun non formal sangat di prioritaskan. Tujuan penelitian ini untuk mengetahui dan mendeskripsikan collaborative governance dalam perluasan kepesertaan BPJS Ketenagakerjaan Cabang Surabaya Karimunjawa di Kota Surabaya. Dengan menggunakan pendekatan kualitatif melalui observasi, wawancara, dan dokumentasi. Berfokus pada: (1) Kondisi Awal; (2) Desain Kelembagaan; (3) Kepemimpinan Fasilitatif; dan (4) Proses Kolaborasi. Hasil penelitian ini menunjukkan bahwa kolaborasi melibatkan pemerintah, swasta, dan masyarakat. Dijalankan sesuai dengan aturan yang berlaku dan proses kolaborasi dalam perluasan kepesertaan BPJS Ketenagakerjaan telah terlaksana dengan baik.

Abstract

Stunting in Indonesia is still relatively high, including Probolinggo Regency which ranks 4th in East Java Province based on https://sigiziterpadu.kemkes.go.id/ data has a stunting prevalence of 23.5% based on SSGI data in 2021. Stunting in Probolinggo Regency is said to be high because it exceeds the minimum stunting percentage, which is 14%. So to overcome stunting, legal certainty was made, namely Probolinggo Regent Regulation Number 15 of 2019 concerning the Acceleration of Integrated Stunting Prevention in Probolinggo Regency, one of the strategies is by establishing cooperation and harmonization across sectors. Therefore, the dynamics of collaborative governance are needed, so that the cooperation established by these stakeholders can support the reduction of stunting that occurs in Probolinggo Regency. The purpose of this study is to determine and describe collaborative governance in stunting reduction in Probolinggo Regency using Ansell and Gash, (2008) theory references which have four variables, namely initial conditions, institutional design, facilitative leadership, and collaboration process. This study used qualitative method with a descriptive approach. The conclusion that can be drawn from this study is that collaborative governance carried out as a whole has run optimally and obtained good intermediate results.

Abstract

Micro, Small and Medium Enterprises (MSMEs) play a role in stabilizing the economy, because they have the potential to create jobs and reduce unemployment and poverty rates in a country. Rungkut Lor Village, Surabaya City is a forum for MSME groups engaged in the culinary sector, especially traditional snacks. However, there are still obstacles in its development that require collaboration with other sectors. The aim of this research is to find out and describe Collaborative governance in Empowering MSMEs in Kampung Kue, Rungkut Lor, Surabaya City using the Collaborative governance theory quoted by Emerson and Nabatchi Perdana et al., (2021), namely the dynamics of collaboration, action in collaboration and its impacts and adaptations are the result of collaborative action. The research method used is descriptive qualitative with data collection techniques through observation, interviews, documentation and literature study. The research results show that collaboration between stakeholders to empower MSMEs in Kampung Kue is already underway. However, in the process there has been no agreement or MoU between sectors responsible for empowerment.
