Abstract

Surabaya, as the second largest metropolitan city in Indonesia with an area of 333.063 km² and a population of approximately 2.87 million, faces complex challenges in the implementation of population administration services. Data from the Surabaya City Population and Civil Registration Office (Dispendukcapil) in 2024 reveals a significant gap between targets and actual outcomes, where KTP ownership only reaches 46.68% of the eligible population. This condition indicates a discrepancy between public service theory which emphasizes accessibility and on-the-ground practices that remain hindered by conventional systems. This study aims to analyze the implementation of the "Jemput Bola Administrasi Kependudukan" (JEBOL ANDUK) Goes to School program in increasing KTP ownership among students at SMA Negeri 17 Surabaya, using George C. Edward III’s policy implementation theory. The research employs a descriptive qualitative approach with data collection techniques including interviews, observation, and documentation. The main findings indicate that program implementation is not yet optimal in the aspect of communication, as the dissemination of information regarding the importance of KTP and population administration remains limited. On the other hand, the resource aspect has been effectively managed, supported by four trained officers and adequate facilities. The disposition aspect demonstrates a positive response, with participation from 156 students. Furthermore, the bureaucratic structure aligns with a flexible standard operating procedure (SOP). The results of this study suggest that although the JEBOL ANDUK Goes to School program has the potential to increase KTP ownership among students, improvements in communication strategies are necessary to achieve optimal and sustainable implementation.

Abstract

The Population and Civil Registration Office of Mojokerto Regency as a leading sector facing various challenges in population administration services that have not been optimal has optimized by utilizing digital technology in the form of a website-based application, namely POS KETANMU or Online Service of Population System Without Meeting. This research aims to find out and describe the optimization of population administration services through the POS KETANMU website-based application. The type of research used in this research is qualitative descriptive. The data in this study was collected through observations, interviews, and documentation that were analyzed through the stages of data collection, condensation, presentation, and concluded. The results of this study show that the implementation of the POS KETANMU website-based application optimization is said to be optimal because from the use of the three optimization elements, there is only one element that has not been running optimally, namely limited resources where limitations are found such as the condition of the old computer unit and often problematic as well as the limited number of internet network devices due to the large number of use. This study also gives an evaluation because although there are still limitations in service support technology, it does not have the potential to stop the process of providing services but it is still necessary to be improved.

Abstract

The Waste Bank Information System (SI BANK SAM) is a digital application owned by the Environmental Service of Blitar Regency that manages waste banks. This application was developed due to the suboptimal management of waste banks, which had shortcomings such as inaccurate record-keeping, slow data verification, and high operational costs. This study aims to analyze the effectiveness of SI BANK SAM in managing waste banks in Blitar Regency, enabling the Environmental Service to evaluate existing challenges. Evaluations that improve the application’s effectiveness can enhance SI BANK SAM’s role in addressing waste problems in Blitar Regency. This research uses a descriptive qualitative approach. The results show that the SI BANK SAM application is one of the best solutions provided by the Environmental Service of Blitar Regency to optimize the management of waste banks, replacing the manual system that had many drawbacks such as slow data collection and frequent discrepancies between recorded data and actual field conditions. Field findings indicate that SI BANK SAM operates as expected, with 4 out of 5 dimensions performing well based on Gibson’s (2003) effectiveness theory, which includes the dimensions of production, efficiency, satisfaction, adaptation, and development.

Abstract

Transformasi merupakan perubahan, dalam penelitian ini perubahan yang di tuju ialah terhadap pelayanan penempatan dan perlindungan yang diberikan kepada PMI, dengan lokus UPT P2TK yang dinaungi oleh Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Timur. Pada penelitian ini agile governance menjadi fokus penelitian dengan teori yang dikemukakan oleh luna terdapat 6 prinsip diantaranya good enough governance dimana tata kelola di sesuaikan oleh konteks organisasi, business driven segala keputusan yang didasari adanya bisnis, human focused masyarakat yang memiliki peran penting untuk terlibat berpartisipasi, based on quick wins kemenangan yang cepat sehingga mendorong hasil yang lebih banyak,  systematic and adaptive approach tim yang mampu untuk menghadapi perubahan dan memiliki solusi yang strategis, dan simple design and continous refinement desain yang sederhana yang disempurnakan untuk keberlanjutan. Melalui fokus tersebut tujuan dari penelitian ini adalah dapat mengidentifikasi, mendeskripsikan, dan menganalisis penerapan agile governance dalam pelayanan PMI terutama pada layanan penempatan dan perlindungan bagi Pekerja Migran Indonesia. Metode penelitian menggunakan kualitatif deskriptif melalui wawancara, dokumentasi, dan observasi. Sumber data menggunakan data primer dan data sekunder. Hasil penelitian menunjukkan bahwa UPT P2TK telah bertransformasi dari pelayanan yang konvensional menjadi pelayanan yang revolusioner.

Abstract

In terms of national development, especially in the trade aspect, physical development is very necessary, one of which is the development and maintenance of markets. This is because many job opportunities are opening up in the informal sector. So it can reduce the unemployment rate in an area. In efforts to develop or maintain markets, a law is needed that regulates market management. The Jambangan people's market is one of the markets assisted by the Surabaya City Cooperatives, SMEs and Trade Department, although the market is relatively new, several problems have arisen from several aspects. So this research aims to look at the implementation of people's market management policies at the Jambangan people's market using policy implementation theory according to Charles O. Jones. The research uses descriptive research methods with a qualitative approach. The results of this research are that the Department of Cooperatives, SMEs and Trade of the City of Surabaya has not been optimal in managing the vase public market, seen from the fact that there are still problems in terms of the quality of facilities as well as supervision or guidance that is not evenly distributed and optimal.

Abstract

Pentingnya Kartu Identitas Anak (KIA) sebagai dokumen identitas resmi setara dengan Kartu Tanda Penduduk (KTP). Namun, capaian kepemilikan KIA di Kabupaten Sidoarjo masih di bawah target, yaitu 51,4% dari 60% yang ditetapkan pada tahun 2024. Rendahnya capaian tersebut disebabkan oleh minimnya kesadaran dan pemahaman masyarakat terhadap pentingnya KIA serta layanan daring yang tersedia. Pemerintah Kabupaten Sidoarjo meluncurkan program Jemput Bola Terpadu Sidoarjo yang Gemilang (Jebete Sayang) untuk mendekatkan pelayanan ke daerah yang jauh dari pusat layanan, seperti Desa Kedungbocok. Tujuan penelitian ini untuk menganalisis terlaksananya implementasi program Jebete sayang dalam kepemilikan KIA di Desa Kedungbocok Kecamataan Tarik. Penelitian menggunakan metode deskriptif kualitatif dengan teori implementasi kebijakan George C. Edward III. Pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan dokumentasi dengan informan dari Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sidoarjo, Pemerintah Desa Kedungbocok, dan masyarakat penerima layanan. Hasil penelitian menunjukkan program Jebete Sayang cukup efektif dalam meningkatkan kepengurusan Kartu Identitas Anak melalui transmisi informasi yang beragam, konsistensi pesan, disposisi pelaksana yang positif, serta struktur birokrasi yang terorganisir. Namun terdapat kelemahan pada kejelasan komunikasi dan sosialisasi urgensi kepemilikan KIA, keterbatasan jumlah petugas, kendala teknis infrastruktur pendukung, dan koordinasi formal antar pemangku kepentingan yang masih perlu diperkuat untuk mencapai efektivitas maksimal.

Abstract

Kota Layak Anak (KLA) di Indonesia merupakan sebuah inisiatif penting yang bertujuan untuk mempromosikan hak-hak dan perkembangan anak. Kota Surabaya telah berhasil menerapkan KLA dengan menyediakan program pelayanan ramah anak melalui PISA. Namun, untuk penelitian mengenai PISA masih sedikit masih dan bersifat konseptual serta normatif, masih belum terdapat penelitian komprehensif yang berfokus pada analisis secara mendalam interaksi antara berbagai dimensi pengembangan PISA sebagai salah satu bentuk perwujudan Kota Layak Anak. Tujuan penelitian ini adalah untuk memberikan solusi inovatif yang tidak sekadar bersifat konseptual, melainkan juga praktis dan dapat diimplementasikan. Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dengan analisis menggunakan teori manajemen strategi dari Wheelen dan Hunger yang terdiri dari environmental scanning, strategy formulation, strategy implementation, dan evaluation and control. Hasil penelitian ditemukan bahwa PISA memiliki strategi dalam mewujudkan Kota Surabaya sebagai KLA yang telah dilaksanakan dengan baik dengan pemenuhan hak anak seperti menyediakan informasi yang layak, pelayanan ramah anak, dan menyediakan fasilitas ramah anak. Meskipun dalam strategy implementation masih memiliki terdapat kendala yaitu rumitnya sistem birokrasi dan adanya miss komunikasi antar stakeholder.

Abstract

Sidoarjo Regency is one of the areas in East Java Province which has the potential for natural and non-natural disasters. So this disaster needs to be overcome with the role of the Sidoarjo Regency BPBD in efforts to deal with the impact of the disaster. So the Sidoarjo Regency BPBD created the Sidoarjo Response Application 'Sigap' which functions for the community if a disaster occurs or is affected by a disaster in the community. This research uses a qualitative method with a descriptive approach using primary and secondary data obtained through observation, interviews and documentation. The focus of this author's research is the effectiveness of the Sidoarjo Response 'Sigap' application in disaster management in Sidoarjo Regency. The results of this research explain that the Sidoarjo Regency BPBD has carried out its role in efforts to increase the effectiveness of the Sigap Application according to its duties and functions, namely: 1). System Quality 2). Information quality 3). Service Quality. There are obstacles or obstacles to research, namely the activities of village communities, but these obstacles can be minimized through the decision of the District BPBD. Sidoarjo. Supporting Factors are the involvement of all elements of Sidoarjo Regency society in participating in activities provided by agencies related to the Effectiveness of the Sigap Application in Disaster Management in Sidoarjo Regency.

Abstract

Social rehabilitation of uninhabitable houses aims to restore social function and improve the quality of housing for the poor through improving the condition of the house and/or environmental infrastructure, either in whole or in part, by applying the spirit of mutual cooperation, togetherness and social values. the value of social solidarity in society. This research examines the implementation of the Social Rehabilitation Program for Uninhabitable Houses (RS-Rutilahu) in Rungkut Kidul Village, Surabaya City, with a focus on improving the quality of housing for low-income communities through collaboration between the government and the community. The aim of this research is to determine the implementation of the RS-Rutilahu program in improving the quality of housing for low-income communities in Rungkut Kidul Village. Based on David C. Korten's program implementation theory, this research examines three main aspects: the program itself, the implementing organization, and the beneficiaries. The research results show that this program has succeeded in achieving the house improvement target, but there are still obstacles related to community participation and strict administrative requirements. It is hoped that these findings can become a reference for increasing program effectiveness in the future. Abstract

Optimizing the implementation of monitoring and evaluation of public service provider performance (PEKPPP) at Puskesmas Gunung Anyar is a crucial effort to enhance public health service quality. This study employs a qualitative approach with a case study method to delve into the subject. Data were gathered through in-depth interviews, observations, and document analysis. Findings indicate the necessity of efficient management information system integration and enhanced human resource capacity. Additionally, active community participation in the evaluation process is crucial to improve responsiveness and accountability of Puskesmas. The research results show that the implementation of monitoring and evaluation at the Gunung Anyar Community Health Center still faces various challenges, including limited human resources, lack of training, and minimal use of information technology. To overcome this obstacle, it is recommended to increase human resource capacity through regular training, develop an integrated management information system, and increase community participation in the evaluation process. Implementation of this strategy is expected to increase the effectiveness of performance monitoring and evaluation, which in turn will improve the quality of health services at the Gunung Anyar Community Health Center. This study provides important insights for policy makers in formulating better policies for managing health services at the Puskesmas level.
