Abstract

A computer based service could be a measure of information-technology. The City of Serang Government adapts the principle of 'e-governance' as to measure the success of its public sector management. Educational Management Information System Apps (so-called SIAP) reflects the government efforts to come up with an up-to-date apps in terms of providing service in education. The apps nevertheless have to cope with some remaining issues come from its users. This research indicates such issues merely exist on the capacity of the apps to make it easy for users seeking data they look for when visiting either the website or when using the SIAP. The research approach is qualitative aims at measuring the web-based service quality. Cluster sampling was conducted to all population of the apps in Serang City to test out gaps between users perception and users expectation of the provided service. 'Webqual' is used as a analystical framework. The result indicates gaps within two domineering aspects namely the 'quality of information' (96,25) and the 'quality of interactions', whilst the 'functionality' aspect remains high (94.04).

Abstract

Spirit Gender Mainstreaming (PUG) in Banten province began with the Banten Provincial Regulation No. 10 of 2005 on Gender Mainstreaming in Regional Development. Gender mainstreaming is a strategy that is done rationally and systematically to achieve gender equality in a number of aspects of human life through policies and programs that pay attention to the experience, aspirations, needs and problems of women and men into the planning, implementation, monitoring and evaluation of all policies and programs in various fields of life and development. PUG is carried out in accordance with Presidential Instruction No. 9 of 2000 on Gender Mainstreaming in National Development and Regulation of the Minister of Home Affairs Number 67 Year 2011 as the changes of Regulation No. 15 Year 2008 on Guidelines for Gender Mainstreaming in the Region. Unavailability of data disaggregated by sex in all sectors and accurate data on gender issues is an obstacle (for sectors and regions) to conduct a gender analysis is accurate. Abstract

The research focused on fishering empowering program implemented in The National Fishery Harbor of Karangantu at Serang City in 2012 and 2013. Which are not properly done after doing the assesment of program results. This condition causes the evaluation results by the program evaluator can not be used as a benchmark in preparing a better decision recommendation. The theory used as a foothold is Jones's Evaluation Program theory (1984: 199): specification, assessment, analysis and recommendations. The paper focuses on the third step of analysis, through qualitative approaches using case studies that aim to describe, summarize the various conditions, various situations or various phenomena of social reality of society. Based on economic and social considerations that the evaluation is not looking at the socio-cultural conditions that take place in Karangantu, then the dependence on technical guidance is very high, so the initiatives of fishing communities rarely come to the forefront. Recommendation of this research is still needed role of Technical Team and Fisheries Supporting Extension as facilitator and evaluator in program evaluation. Moreover the main task as a program implementer at the community level. Then the Facilitator and Evaluator are expected to have educational qualifications, experience and insight in the field of community empowerment, and have a high commitment and partisanship towards the poor.

Abstract

In 2015, Lebak Regency was the highest contributor to infant mortality and maternal mortality in Banten Province. Researchers want to know how the implementation of the UJAS Program goes according to the Lebak Regent Regulation number 26 of 2016. In this study, researchers used a case study qualitative approach to find out in-depth about the UJAS Program. The theory used by researchers is Edward III (1980), which is about the implementation of public policy. In the process and activities of collecting data in detail, researchers conducted observations, interviews, and triangulation. The community has not yet known about the UJAS program, especially potential program beneficiaries and program beneficiaries, especially from the section on how to use the Program. Not only that, there are still facilities and infrastructure that are not in accordance with the conditions, for example the vehicles for picking up patients are not in accordance with road conditions, there is no special budget to meet the needs of the program and there is no organizational structure so there is no clarity of the UJAS program implementers. Implementers Need to socialize the UJAS Program again so that it can be better known and understood by the wider community. Then allocate a special budget to meet the needs of the UJAS Program, and make the UJAS Program Organizational Structure so that there is clarity on the implementer.

Abstract

AbstrakManfaat dari penyelenggaraan kerja sama yang dilakukan oleh pemerintahan daerah terjadinya sinergitas dalam pembangunan di suatu kawasan/wilayah sehingga dapat saling memberikan keuntungan bagi daerah-daerah yang melakukan kerja sama, serta menekan kebutuhan akan pembiayaan pembangunan di daerah. Kerja sama antara daerah dalam rangka meningkatkan kesejahteraan masyarakat dilakukan secara efektif dan efisien dimana efektifitas tersebut memperhatikan petensi daerah dan kemampuan yang dimiliki daerah sehingga dapat membantu dan mendorong pembangunan, tentunya kerjasama daerah merupakan kegiatan yang dilakukan oleh pihak-pihak tertentu dalam mencari keuntungan dan manfaatnya sehingga besar sekali kemungkinan menghadapi kendala, tantangan, dan permasalahan terkait kerjasama daerah tertersebut, baik kerjasama dalam negeri maupun kerjasama dengan luar negeri yang ada di wilayah Kabupaten Bekasi.

Abstract

Regulation  of  the  Minister  of  Maritime  Affairs  and Fisheries of the Republic of Indonesia Number 71 / Permen-Kp / 2016, aims to realize the utilization of fish resources that are responsible, optimal and sustainable and to reduce conflicts over the use of fish resources based on the principles of management of fish resources. In implementing the regulation, it creates dynamics in fishing communities. The focus of this study examines the evaluation of the fishing lane policy and the placement of fishing gear on Fishermen in the Serang Port of Serang, Banten. The theoretical study in this study uses the William N. Dunn (1990) Policy Evaluation approach. The research method is a qualitative approach with a descriptive analytic research design. The results showed that the characteristics of the fishing track in the Karangantu Archipelago Fisheries Port, most fishermen had small scales. Government policy does not provide levies for fishermen who lean in the Port of Karangantu PPN. Government policies related to fishing gear have been issued Ministerial Regulation No. KKP. 71 of 2006, as a reference to bring order to fishermen in conducting operations in the Banten Bay Area and even throughout Indonesia. The policy is not implemented optimally because fishermen who operate in the port of Karangantu are mostly small-scale fishermen, while those who are regulated should pay attention to the characteristics of the type of boat and the size of the boat. The fishing area is carried out in a 4-mill marine area, and using fishing gear. The use of Cantrang or Arat Mini fishing gear similar to Trawling Tiger is actually not permitted and even there are no permits for fishermen who violate the rules of fishing gear, but these conditions are still used by fishermen. For enforcement, government support related to operational budgets is needed to support operations at sea.

Abstract

This research discusses the DP3AKKB Strategic Planning (Office of Empowerment of Women, Child Protection, Family and Family Planning). Province of Banten In Prevention of Violence Against Children Study Cases PATBM Program. The aim of this research was to find out how DP3AKKB Strategic Planning in Banten Province in Prevention of Violence Against Children Study Program PATBM. This research uses a descriptive method with a qualitative approach. The Determination of informants uses purposive sampling techniques. Data collection techniques are observation, interview and documentation. The trustworthiness  of the data using triangulation of data sources and member checks associated with the theory of the Strategic Planning Process according to Michael Allison and Jude Keye, 2005. Data analysis techniques use Miles and Hubbermman. The results showed that the Strategic Planning of DP3AKKB (Office of Empowerment of Women, Child Protection, Population and Family Planning) is still not optimal. In strategic planning has obstacles such as in the Pre-preparation of proposals with facts out of sync, in assessing the external environment lacking coordination and synergy across sectors with DP3AKKB City, LPA District, District/ Village, human resources in the evaluation field are inadequate, there are still those who have not conducted PATBM training, the carrying capacity of service facilities and infrastructure is inadequate such as not having a Technical Service Unit, PATBM does not yet have a budget allocation from the local village. The necessity of synchronize violence prevention programs between Provinces and Regencies / Cities.

Abstract

The number of problems that have occurred that accompany the occurrence of the disaster of the spread of covid 19 or corona, which is a pandemic disaster in Indonesia, shows the need for a breakthrough model using the strength of the knots of society that are already owned in the culture of the Indonesian nation and the smallest government structure in Indonesia such as Rukun Tetangga or Rukun Warga, as well as communities that are concerned about disasters or humanity in Indonesia. In development administration science, there is a concept, namely participatory development-autonomous participation, which can be used in disaster management in Indonesia. This study uses a qualitative approach and descriptive analysis method with data collection techniques library research due to ongoing government policies lock down and social distancing as well as physical distancing. This study argues that the use of information technology based on Community Capacity Building Online can tackle disasters in Indonesia based on the aspects of efficiency, effectiveness, transparency and accountability.

Abstract

It is not easy to build understanding of poverty because it involves various dimensions. Understanding poverty is very diverse, ranging from the inability to meet basic consumption needs and improve conditions to a broader understanding that includes social and moral components. According to Presidential Regulation of the Republic of Indonesia Number 131 Year 2015 concerning Determination of Underdeveloped Regions in 2015 - 2019. Pandeglang Regency and Lebak Regency are included in the category of disadvantaged areas. Pandeglang Regency has a poverty rate of 9.74 percent, followed by Lebak Regency 8.64 percent, Tangerang Regency 5.39 percent, Serang Regency 4.63 percent, Tangerang City 4.95 percent, Cilegon City 3.52 percent, Serang City 5, 57 percent, and South Tangerang City 1.76 percent. For the Solidarity Line in Pandeglang District the latest data is in the range of 267,752 rupiah / capita / month, the sixth lowest after Lebak Regency (246,389) and Serang Regency (256,660). This research was conducted to analyze the causal factors and explore the potential for poverty alleviation in Pandeglang Regency, Banten Province. In this study using quantitative methods and supported by qualitative. Quantitative methods have the advantage of validating natural science: explicit, standardized procedures; precise numerical measurement; and replication. (Neuman, 2006). While the qualitative approach used as a support is a process of research and understanding based on a methodology that investigates a social phenomenon and human problems in which this approach, the researcher makes a complex picture, examines words, detailed reports from the viewpoint of respondents and conducts studies on situations which is natural (Creswell 1998). Research Results Show that the regional gap index represented by the Gini Ratio in Pandeglang District obtained an average Gini Ratio of 0.20 which can be categorized as Low Inequality, below the 2017 Province Gini Ratio in Banten which is 0.380 and the National Gini Ratio of 0.320. With Low Inequality indicates that most households have income that does not differ greatly from one another. However, other data obtained from observations and data collection in the field, critical area 1 is much lower Gini Rationya (0.15) compared to critical area 3 represented by Karangtanjung District (0.32). This means that in Sobang District the income gap between communities is relatively lower than in Karangtanjung District. Furthermore, a concerted effort is needed so that the gap does not get worse so that it triggers social jealousy among the community. The factors causing poverty gap in Pandeglang Regency, Banten Province are: a) Low Level of Education; b) Community life patterns; c) Skill limitations; d) Low population mobility; e) Number of family dependents. Keywords: Potential, Poverty Alleviation.

Abstract

Indonesia merupakan negara kepulauan yang memiliki Potensi sumber daya ikan sebesar 1.772triliun rupiah. potensi tersebut terancam musnah dengan masifnya IUUF. Pemberantasan IUUF telahdilaksanakan secara intensif mulai dari tahun 2015. Akan tetapi, permasalahannya adalah IUUFmasih masif di wilayah pengelolaan perikanan Negara Republik Indonesia. Metode penelitiandilakukan dengan studi literatur, temuan data-data sekunder, wawancara dilakukan dengan snowballkepada narasumber dan informan pemilik otoritas dan praktisi yang terkait dengan praktekpemberantasan IUUF. Hasil penelitian pemberantasan IUUF melalui pemberian sanksipenenggelaman efektif membuat terapi kejut tapi tidak menimbulkan efek jera, internalisasipenyadartahuan kepada nelayan dan pelaku usaha, penguatan sarana dan prasarana pengawasan, danpenguatan peran Indonesia di Kawasan ASEAN diprediksi efektif dalam mengatasi IUUF menjadiLRRF.
