Abstract

Isu lingkungan yang semakin kompleks di Kota Semarang, seperti banjir, rob, degradasi lahan, pencemaran air, rendahnya ruang terbuka hijau, serta capaian Indeks Kualitas Lingkungan Hidup (IKLH) selalu kategori sedang, menuntut adanya kebijakan fiskal yang adaptif dan berorientasi pada keberlanjutan. Penelitian ini bertujuan untuk menganalisis arah kebijakan green budgeting di Kota Semarang, mengidentifikasi tren alokasi anggaran sektor lingkungan tahun 2021–2024, mengukur tingkat efisiensi dan efektivitas penggunaannya, serta mengkaji kendala dalam penentuan alokasi anggaran. Pendekatan penelitian menggunakan mixed methods, dengan analisis kuantitatif melalui Data Envelopment Analysis (DEA) untuk mengukur efisiensi dan Cost Effectiveness Analysis (CEA) untuk mengukur efektivitas, serta analisis kualitatif untuk telaah kebijakan melalui wawancara dengan instansi terkait. Hasil penelitian menunjukan adanya keterpaduan antara kebijakan makro (banjir, air, transportasi, tata ruang, pertanian, perikanan, dan sampah) dengan mikro (kecamatan, kelurahan, edukasi, dan partisipasi masyarakat). Secara fiskal, alokasi anggaran menunjukan tren kenaikan dari Rp647,40 miliar pada tahun 2021 menjadi Rp757,19 miliar tahun 2024.  Nilai efisiensi hasil DEA bersifat fluktuatif namun cenderung meningkat dari 0,83 (2022) menjadi 0,85 (2024). Hasil CEA juga memperlihatkan pola efektivitas yang membaik pada 2023-2024, ditandai dengan peningkatan Indeks Kualitas Lingkungan Hidup (IKLH) dari 51,32 (2022) menjadi 59,41 (2024). Kendala utama penentuan alokasi anggaran sektor lingkungan meliputi keterbatasan ruang fiskal, kendala teknis, kendala regulatif, dan kendala politis. Oleh karena itu, diperlukan Langkah-langkah strategis seperti penerapan local green tagging, penetapan isu lingkungan sebagai prioritas pembangunan, penguatan partisipasi masyarakat, optimalisasi pembiayaan inovatif, dan penerapan penganggaran berbasis kinerja guna mewujudkan keberkelanjutan di Kota Semarang.

Abstract

Theory is always formed within a specific social and cultural background. Therefore , Eastern and Western cultures are differs in the way they look at the concept of relationship. While Western theories tend to perceive relationship as the rel connections between two people or more, eastern theories consider roles, status, power, and social positions as important elements in building relationship. The main aim of this research is to implement a Relational Dialectics Theory, which is formed in the Western tradition to Javanese cultural contexts (as a part of Eastern Culture).  The research’s findings indicate that some important elements in the theory are inapplicable in Javanese contexts of relationship. This phenomenon due to the domination of partiarchal ideology in the Javanese culture.

Abstract

The role of public relations in hospitality industry had been significantly increasing along with the rapid growth of the industry. A study of the issue in 2 respective hospitals and a hotel indicates that each had set a different level of position within the management. Regardless to the type of the organization, public relations with the higher level of position had a better access to resources and decision making, which consecutively put them as expert prescriber. Converssely, a stumpy management value had dispose public relations as a merely communication techni  cian. Organizational culture and communication climate were considered as determinants to how the management perceives public relations.

Abstract

The mobile gaming industry in Indonesia has experienced rapid growth, triggering intense competition and compelling app developers to implement aggressive marketing strategis. This study aims to examine and analyze the influence of advertising exposure and the credibility of brand ambassador Raditya Dika on the download intention for the mobile game Last War: Survival. The theoretical framework utilized in this research includes mere exposure theory to explain the advertising exposure variable and source credibility theory for the brand ambassador credibility variable. This study employs a quantitative approach with an explanatory research design. Data were collected through a questionnaire survey of 167 respondents from Generation Z (aged 18-27) in Indonesia who had been exposed to Last War: Survival advertisements featuring Raditya Dika. The results show that both advertising exposure and brand ambassador credibility have a positive and significant influence on download intention, both partially and simlutaneously. However, brand ambassador credibility demonstrates a more dominant influence than advertising exposure, indicating that a credible message source is more effective in shaping audience intention than advertising frequency alone. Audience download intention was also found to be strong across transactional, referential, preferential and explanatory dimensions. These findings indicate that the effectiveness of digital marketing is determined not only by the intensity of advertising exposure, but also by the credibility of the public figure delivering the advertising message.

Abstract

Online news media plays a significant role in shaping public perception of government policies, including local tax policies. The Pati Regency Government under Regent Sudewo raised the Land and Building Tax Assessment Value (NJOP) by up to 250 percent, triggering widespread public resistance and drawing sustained national media attention. This situation makes the coverage patterns of Kompas.com on this issue relevant to examine systematically in order to obtain an empirical picture of how a mainstream national media outlet represents local fiscal policy to its audience. This study aims to describe the characteristics and sentiment of news coverage on the tax hike issue in Pati Regency on the online media platform Kompas.com. The study employed a descriptive quantitative content analysis method with a positivistic approach, following the principles of Klaus Krippendorff. The research object consisted of 44 Kompas.com articles containing the keywords "Pajak Pati" or "Pajak Kabupaten Pati", selected through total sampling over the period of August to December 2025. Data were collected using a structured coding sheet covering four variables: news sentiment, news intensity, issue category, and quoted sources. Intercoder reliability was tested using Holsti's formula and yielded a coefficient above 0.80 across all categories. The findings reveal that: (1) news sentiment was predominantly negative at 65.9%, followed by neutral at 29.5%, with positive sentiment at only 4.5%; (2) most articles were of high intensity at 70.5%, with zero articles classified as low intensity; (3) the dominant issue categories were politics at 34.1% and demonstrations at 31.8%, while substantive tax policy content received only 6.8%; (4) the most frequently cited sources were mass alliance groups at 25%, the Regional Parliament (DPRD) at 20.5%, and the police at 18.2%, while academics and Komnas HAM each appeared in only 4.5% of the coverage. The findings were analyzed through the framework of Attribute Agenda Setting as the primary theory, supported by Narrative Paradigm Theory and Warranting Theory. Overall, Kompas.com's coverage tended to emphasize sociopolitical conflict and drama with consistently high intensity and negative sentiment, while providing limited space for substantive policy discussion, academic perspectives, and reconciliation narratives. The author recommends that Kompas.com strengthen source diversification and balance its coverage with more substantive content, and that the Pati Regency Government improve its proactive, data-based public communication strategy.

Abstract

This research is motivated by the rise of economic boycott movements against Israel affiliated commercial products as a form of humanitarian solidarity regarding the geopolitical crisis in Palestine. Information about this movement is actively circulating within university students' reference groups, yet an attitude behavior gap remains visible in their daily consumption behavior. The purpose of this study was to determine the effect of reference group communication on the boycott action of Israel-affiliated products, both directly and indirectly through the mediation of political attitudes among university students in Semarang City. The theories used in this study are Reference Group Theory and the Theory of Reasoned Action (TRA). Using a quantitative approach, this study involved 100 respondents, all of whom were university students in Semarang City exposed to the product boycott movement issues. Data collection used a questionnaire survey. The data were then analyzed through sequential inferential analysis using multi-stage linear regression (causal steps) to understand the influence of the independent variable on the dependent variable through the mediator variable. The results of this study indicate that communication within the reference group has a positive and significant influence on students' political attitudes, and political attitudes are proven to have a significant positive effect on driving actual boycott actions. Furthermore, step-by-step testing proves that political attitude acts as a significant mediating variable that bridges the influence of reference group communication interaction toward the manifestation of actual boycott behavior in daily life. Discussion channels and information exposure from close peer circles can reduce the behavior gap when successfully internalized into strong moral beliefs and evaluative judgments within individual students. In conclusion, the results of this study demonstrate that the formation of ethical consumption actions (political consumerism) among university students does not merely depend on the intensity of information circulation within their social environments, but is heavily determined by the stability of individual political attitudes built through that communication. Future social movement strategies need to focus more on strengthening value education and providing valid literature data within group communication channels, ensuring that collective awareness can consistently transform into sustainable actual actions.

Abstract

This study examines the Corporate Social and Environmental Responsibility (TJSL) strategy of PT Pupuk Kalimantan Timur in managing corporate reputation within the buffer zone area. The research adopts a qualitative approach with a case study design under a constructivist paradigm. Data were gathered through in-depth interviews with informants from the TJSL Department of PT Pupuk Kalimantan Timur, alongside field observations and documentation of corporate records and TJSL program reports. Analysis was carried out using time series and pattern matching techniques, grounded in three theoretical frameworks: Legitimacy Theory, Stakeholder Theory, and Institutional Theory. The findings show that PT Pupuk Kalimantan Timur implements its TJSL through four main strategic pillars: (1) community empowerment programs in the buffer zone, (2) environmental conservation, (3) transparent public communication, and (4) active stakeholder involvement in program evaluation. Across all three theoretical lenses, the company's TJSL approach consistently emerges as a structured communication strategy to build social legitimacy, sustain corporate reputation, and secure community support for the company's continued operations in the buffer zone area.

Abstract

The government launched a program called the Free Birthday Health Checkup to promote health development for the entire community. Efforts to disseminate information have been made, but public participation in the program remains low. Using a quantitative approach with an explanatory research approach, this study shows that exposure to information through conventional media, digital media, and community groups does not significantly influence public participation. Most respondents participated in the program at the invitation of health care workers at community health centers.

Abstract

Kopi Susu Bu Lurah Semarang faces a gap between its brand philosophy of emotional closeness and the perception of coffee shop goers aged 18–35 in Semarang, who still associate the brand with functional traits such as friendliness and efficiency. The “Bercerita di Bu Lurah” campaign was implemented to align its brand image with this philosophy while delivering consumer benefits. The campaign used the AIDA structure with content marketing, advertising, media coverage, influencer marketing, direct marketing and event marketing, supported by gamification in sales promotion. The results show a decrease in the functional dimension by -4.57% and an increase in the emotional dimension by +21.59%. The campaign also retained 34 friendship groups as loyal visitors and achieved 1,685,557 impressions and 791,650 accounts reached on Instagram. Overall, the campaign successfully strengthened the brand image as an emotionally close coffee shop with meaningful consumer benefits.

Abstract

The increasing trend of healthy lifestyles following the COVID-19 pandemic has created opportunities for the healthy beverage industry, including Smooly Juice, while intense competition requires effective branding strategies to enhance brand awareness and build positive brand associations. This study aims to increase Smooly’s brand awareness from 30.5% to 65% and brand association as a health-conscious brand from 4% to 30% through the implementation of the #CoolEnough campaign, a digital and activation-based campaign focused on promoting healthy lifestyles through Instagram and TikTok content as well as interactive engagement activities. In this program, the Secretary was responsible for administrative management, documentation, partnership coordination, and licensing processes, while the Data Analyst was responsible for campaign data processing, social media performance monitoring, and pre-test and post-test analysis. The research applied the AISAS (Attention, Interest, Search, Action, Share) model with data collection methods including pre-test and post-test surveys, social media analytics, and documentation. The results showed an increase in brand awareness to 69% and brand association to 42%, indicating that the #CoolEnough campaign successfully enhanced brand visibility and strengthened consumer perception of Smooly as a healthy beverage brand.
