Abstract

Problems that arise in metropolitan areas are often cross-border in administrative boundaries across districts that require solutions involving coordination of several local governments, such as Bandung Basin Urban Area which consists of Bandung City, Cimahi City, Bandung Regency, West Bandung Regency, and Sumedang Regency. This study aims to examine the implementation of collaborative governance in development management in the Bandung Basin Urban Area. This research was conducted using qualitative methods and descriptive approaches, through analysis and processing of primary and secondary data. Primary data was collected through in-depth interviews with informants from the Bandung Basin Urban Area Management Agency. In previous research, it was found that the Greater Bandung Metropolitan area has already been in a collaborative governance scheme but still has many obstacles thus has not been able to encourage and facilitate cooperation within the relevant local government spheres. The latest research shows that there has been progress towards a better direction for collaborative governance in the context of the Bandung Basin Urban Area in general, even though the collaboration process has only been effectively started since September 2021. The analysis process focuses on the performance of the Bandung Basin Urban Area Management Agency's functions from the aspects of initial conditions, facilitative leadership, institutional design, and collaborative processes. The novelty in this study is directed at the proposed improvement of the collaborative governance model, in the scope of institutional aspects, knowledge and capacity development, collaboration processes, and aspects of authority.

Abstract

Skripsi ini berupaya menyajikan hasil penelitian yang menggambarkan bagaimana Efektivitas Program Pengembangan Destinasi Pariwisata di Kabupaten Ciamis (Studi Pada Objek Wisata Situ Lengkong). Penelitian ini dilatarbelakangi oleh adanya penurunan Pendapatan Asli Daerah (PAD) Kabupaten Ciamis dari sektor pariwisata setelah Pangandaran memisahkan diri menjadi Daerah Otonomi Baru. Dengan begitu maka Pemerintah Kabupaten Ciamis memfokuskan Program Pengembangan Destinasi Pariwisata di Situ Lengkong sebagai objek wisata yang paling banyak dikunjungi oleh wisatawan dari tahun 2014-2015. Setelah pelaksanaan program ternyata jumlah PAD yang dihasilkan pada tahun 2015 hanya mencapai 35,99 % dari yang ditargetkan. Temuan tersebut merupakan suatu masalah dari pelaksanaan program tersebut yang disebabkan karena tidak efektifnya program tersebut. Teori yang digunakan yakni teori Efektivitas Program dari Kettner, Moroney dan Martin (2008), beliau mengemukakan bahwa untuk menilai efektivitas program dapat diukur dari Upaya, Efisiensi Biaya, Hasil, Efektivitas Biaya, dan Dampak. Penelitian ini dilakukan dengan menggunakan metode deskriptif serta pendekatan kualitatif. Data diperoleh dengan melalui studi kepustakaan serta studi lapangan yang berupa observasi non-partisipatif, wawancara mendalam, dan dokumentasi. Pengujian kredibilitas data menggunakan teknik triangulasi sumber dan triangulasi teknik, kemudian data-data tersebut direduksi, disajikan, dan ditarik simpulan. Berdasarkan hasil penelitian, nyatanya pelaksanaan program tersebut belum efektif dalam mencapai tujuannya yakni capaian PAD sesuai target. Belum efektifnya program disebabkan oleh adanya keterbatasan upaya-upaya dan anggaran dalam mengembangkan Situ Lengkong sesuai kebutuhan dilapangan oleh Dinas Pariwisata dan Ekonomi Kreatif Kabupaten Ciamis. ABSTRACT This paper seeks to present the results of research that describes how the Tourism Destination Development Program Effectiveness in Ciamis (A Study of Situ Lengkong Attractions). This research is based on the fact of declined in local revenue (PAD) Ciamis District of the tourism sector after the Pangandaran separates into New Autonomous Region. However, the Government of Ciamis district development program focusing on the tourism destination attraction Situ Lengkong as the most visited by tourists from the years 2014-2015. After the implementation of the program turned out to be the amount of revenue generated in 2015 reached only 35.99% of the target. The findings indicate the ineffectiveness of the program. The theory used is the effectiveness theory of the program by Kettner, Moroney and Martin (2008), he argued that in order to assess the effectiveness of the program can be measured by Effort, Cost Efficiency, Results, Cost Effectiveness, and Impact. This research is conducted by using descriptive and qualitative approach. Data obtained through literature and field studies in the form of non-participatory observation, indepth interview, and documentation. Testing the credibility of the data using triangulation of sources and triangulation techniques, then the data is reduced, presented, and the conclusions were drawn. Based on the results of research, in fact, the implementation of the program has not been effective in achieving its objectives of local revenue target. The ineffectiveness of the program due to the limitations of efforts and budgets in developing Situ Lengkong according to the needs in the field by the Department of Tourism and Creative Economy Ciamis District.

Abstract

This study tries to explain the performance of service employees at PT. POS Indonesia (Persero) Asia Africa Bandung. At this time, the condition of the service process provided by PT. POS Indonesia is still not optimal. This condition is marked by the fact that there are still many customers who are disappointed and many have switched to other competing service companies, even though PT. POS Indonesia is one of the oldest service companies in Indonesia, which has been around for 200 years, making it interesting to study.The research method used is a qualitative research method that aims to understand, analyze, and explain various aspects that exist in the Performance of Service Employees at PT. POS Indonesia (Persero) Asia Africa Bandung. The theory used as a reference is the theory of performance indicators from Sedarmayanti. As in this theory, performance indicators include, Work Achievement, Skills, Behavior, and Leadership.The results of the study show that currently the performance of Service Employees at PT. POS Indonesia (Persero) Asia Africa Bandung is still not optimal. This can be seen from the facilities and quality of the network which ultimately hinder the quality of work in the service process as well as the discipline of service employees who are still not good and the initiatives of employees who still need to be improved to make it more optimal. Of course all performance indicators of service employees at PT. POS Indonesia (Persero) Asia Afrika Bandung needs to be continuously improved so that customers are happy and their needs can be met properly so that they are not less competitive than other competing companiesPenelitian ini mencoba menjelaskan tentang kinerja pegawai pelayanan pada PT. POS Indonesia (Persero) Asia Afrika Bandung. Pada saat ini, kondisi proses pelayanan yang diberikan PT. POS Indonesia masih dirasa belum optimal. Kondisi ini ditandai dengan masih banyaknya pelanggan yang kecewa dan banyak beralih ke perusahaan jasa pesaing lainnya padahal PT. POS Indonesia adalah salah satu perusahaan jasa tertua di Indonesia yang sudah berdiri sejak 200 tahun lamanya, sehingga menarik untuk diteliti. Metode penelitian yang digunakan adalah metode penelitian kualitatif yang bertujuan untuk memahami, menganalisis, serta menjelaskan berbagai aspek yang ada dalam Kinerja Pegawai Pelayanan pada PT. POS Indonesia (Persero) Asia Afrika Bandung. Teori yang dijadikan acuan adalah teori indikator kinerja dari Sedarmayanti. Adapun dalam teori tersebut, indikator kinerja meliputi, Prestasi Kerja, Keahlian, Perilaku, dan Kepemimpinan. Hasil penelitian menunjukkan bahwa saat ini Kinerja Pegawai Pelayanan pada PT. POS Indonesia (Persero) Asia Afrika Bandung masih belum optimal. Hal ini dapat terlihat dari fasilitas dan kualitas jaringan yang buruk dan akhirnya menghambat kualitas kerja dalam proses pelayanan serta kedisiplinan pegawai pelayanan yang masih kurang baik dan inisiatif para pegawai yang masih perlu untuk ditingkatkan lagi agar lebih optimal. Tentunya seluruh indikator kinerja dari para pegawai pelayanan pada PT. POS Indonesia (Persero) Asia Afrika Bandung perlu untuk terus ditingkatkan agar para pelanggan merasa senang dan kebutuhan mereka pun dapat terpenuhi dengan baik sehingga tidak kalah saing dengan perusahaan pesaing lainnya.

Abstract

An organization needs human resources (employees) to achieve its goals. Employee performance affects how many employees can contribute to the organization in achieving its goals. The higher or the better the employee's performance, the easier the goals of the organization are to achieve and vice versa if the employee's performance is low or not good, the planned program cannot run well and the organization will find it difficult to achieve the goals that have been set. In order to know and analyze the performance of employees of the Sub-Division in collecting land and building taxes in Bandung, the authors use several theories that focuses on the analysis of the quantity of work results, the quality of work results, and timeliness.Apart from the obstacles that arise due to the lack of potential accurate tax data, awareness in the understanding of taxpayers, and based on interviews, the authors also find that there are new obstacles that come from the Work From Home (WFH) system along with the COVID-19 pandemic situation. Overall, this paper concludes that the employees of the land and building sub-sector in Bandung are still quite good. This can be seen from the results of research based on Quantity, Quality, and Timeliness where each indicator shows that employees have shown results that are in line with expectations.  Suatu organisasi membutuhkan sumber daya manusia (pegawai) untuk mencapai tujuannya. Kinerja pegawai memengaruhi berapa banyak pegawai yang dapat memberikan sebuah kontribusi kepada organisasi dalam mencapai tujuannya. Semakin tinggi atau semakin baik kinerja pegawai, maka tujuan organisasi semakin mudah dicapai dan begitu juga sebaliknya yang terjadi apabila kinerja pegawai rendah atau kurang baik, maka program yang telah direncanakan tidak dapat berjalan dengan baik dan organisasi akan sulit untuk mencapai tujuan yang telah ditetapkan. Dalam rangka mengetahui dan menganalisis kinerja pegawai Sub Bidang PBB dalam pemungutan pajak bumi dan bangunan di Kota Bandung, beberapa teori penulis gunakan sebagai mata pisau penelitian yang menitik beratkan pada analisis kuantitas hasil kerja, kualitas hasil kerja, dan ketepatan waktu.Terlepas dari hambatan yang timbul akibat kurangnya potensi data wajib pajak yang akurat, kesadaran dalam pemahaman wajib pajak masih kurang memumpuni, dan berdasarkan wawancara, penulis juga menemukan bahwa terdapat hambatan baru yang bersumber dari sistem Work From Home (WFH) seiring dengan situasi pandemic COVID-19. Namun secara keseluruhan, dalam tulisan ini penulis berhasil menyimpulkan bahwa kinerja pegawai sub-bidang Pajak Bumi dan Bangunan di Kota Bandung masih sudah cukup baik. Hal ini dilihat dari hasil penelitian berdasarkan Kuantitas, Kualitas, dan Ketepatan waktu dimana pada setiap indikator menunjukkan bahwa pegawai sudah memperlihatkan hasil yang sesuai dengan harapan.

Abstract

The background of this research is the problem of street vendors selling on the sidewalks of Jalan Cihampelas, which resulted in an unorganized city arrangement and traffic jams on Jalan Cihampelas. To overcome these problems, the government of Bandung has implemented a relocation arrangement and development program for street vendor at Teras Cihampelas Kota Bandung. Apparently, this program is not quite effective because there are several problems that are still happening in the field. Therefore, the author is interested to do further research on this subject.The purpose of this research is to find out how to evaluate the relocation arrangement and development program for street vendor Teras Cihampelas Kota Bandung. The research method used is descriptive method using a qualitative approach and data collection techniques through observation, interviews and literature study. The results showed that the evaluation of the relocation arrangement and development program for street vendor at Teras Cihampelas Kota Bandung had not gone well because at this time there were still several problems that arose, such as the reemergence of street vendors selling on the sidewalks of Jalan Cihampelas, the difficulty of changing the habits of street vendors to comply the instruction that has been given, and the absence of a protective roof on the Cihampelas Terrace that caused the number of visitors who come is influenced by the weather. If we look from the evaluation criteria of William N. Dunn, there are still 4 criteria that are not meet the target and carried out properly, that including the criteria for effectiveness, efficiency, adequacy, and equity. It’s necessary to make improvements to these criteria so that in the future this program can run better.  Penelitian ini dilatarbelakangi dari suatu fenomena permasalahan Pedagang Kaki Lima (PKL) yang berjualan di trotoar Jalan Cihampelas yang mengakibatkan penataan kota menjadi tidak tertata dengan baik dan terjadi kemacetan arus lalu lintas di Jalan Cihampelas sehingga untuk mengatasi permasalahan tersebut, pemerintah Kota Bandung melaksanakan program relokasi penataan dan pembinaan PKL di Teras Cihampelas Kota Bandung. Pada kenyataannya program ini masih belum berjalan dengan baik karena terdapat beberapa masalah yang ditemukan di lapangan, sehingga penulis tertarik untuk diteliti lebih mendalam. Tujuan dari penelitian ini untuk mengetahui bagaimana evaluasi program relokasi penataan dan pembinaan pedagang kaki lima di Teras Cihampelas Kota Bandung. Metode penelitian yang digunakan adalah metode deskriptif dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data melalui observasi, wawancara dan studi kepustakaan. Hasil penelitian menunjukkan bahwa evaluasi program relokasi penataan dan pembinaan pedagang kaki lima di Teras Cihampelas Kota Bandung belum berjalan dengan baik karena saat ini masih terdapat beberapa permasalahan yang muncul, seperti kembali bermunculannya PKL yang berjualan di trotoar Jalan Cihampelas, sulitnya merubah kebiasaan para PKL untuk mengikuti arahan yang sudah diberikan, dan belum adanya pelindung atap di Teras Cihampelas sehingga jumlah pengunjung yang datang dipengaruhi oleh keadaan cuaca. Selain itu, jika dilihat dari kriteria evaluasi William N. Dunn masih terdapat 4 kriteria yang belum tercapai dan dilakukan dengan tepat diantaranya adalah kriteria efektivitas, efisiensi, kecukupan, dan perataan. Sehingga perlu dilakukan perbaikan pada kriteria tersebut agar kedepannya program ini dapat berjalan dengan lebih baik.

Abstract

ABSTRACT This thesis is the result of research on the Implementation of Waste Management Policy in the Cimahi City Agency (Study: LeuwiGajah Area). This research is motivated by the authors' interest in waste management policies in Cimahi City. The Cimahi City Government issued Regional Regulation No. 6 of 2019 concerning waste management as an effort to resolve it in Cimahi City. In areas that are particularly LeuwiGajah, waste has become a major problem.In tracing the above problem, this research uses the theory of policy implementation by Michael Hill and Peter Hupe which includes policy characteristics, poliicy formation (in much of the literature seen as efforts to structure policy from the ‘top’), issues about ‘layers’ in the policy transfer process, or what we call ‘vertical public administration’, factors affecting the responses of implementation agencies, horizontal inter-organizational relationships, and the impact of responses from those affected by the policy. The method used is a qualitative research method with a descriptive approach. Data obtained through library studies and field studies (observation and interviews). The technique of determining the informant is using purposive sampling technique. The results of this study indicate that the Implementation of Waste Management Policy in the Bandung Regency Environmental Agency (Study: LeuwiGajah Area). Of the seven success factors for policy implementation proposed by Michael Hill and Peter Hupe there are factors that most influence the ineffectiveness Implementation of Waste Management Policy in the Bandung Regency Environmental Agency (Study: LeuwiGajah Area). This factor is the attitude of implementing waste management policies in Cimahi City, which must play an active role in socializing so that the community takes an active role, the simplest example is throwing garbage in its place, not littering. This is because there are no clearly regulated rewards and punishments.  ABSTRAKPenelitian ini merupakan hasil penelitian mengenai Implementasi Kebijakan Pengelolaan Sampah di Kota Cimahi (Studi Kasus Di Wilayah Pelayanan Sampah Leuwigajah). Penelitian ini dilatarbelakangi oleh ketertarikan penulis terhadap kebijakan pengelolaan sampah di Kota Cimahi. Pemerintah Kota Cimahu mengeluarkan Peraturan Daerah Nomor 6 Tahun 2019 tentang penyelenggaraan pengelolaan sampah sebagai upaya penyelesaian di Kabupaten Bandung. Di wilayah yang khususnya di LeuwiGajah da tumpukan sampah menjadi menjadi masalah utama. Penelitian ini menggunakan teori implementasi kebijakan oleh Michael Hill dan Peter Hupe yang mencakup Karakteristik Kebijakan,  Formasi Kebijakan, Proses Transfer Kebijakan, Faktor yang Mempengaruhi Badan Pelaksana, Hubungan Inter-Organisasi Horizontal, Respon Kelompok Sasaran, dan Faktor Lingkungan Eksternal.Metode yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif. Data diperoleh melalui studi kepustakaan dan studi lapangan (observasi dan wawancara). Teknik penentuan informan yaitu menggunakan teknik purposive sampling. Hasil dari penelitian ini menunjukkan bahwa Implementasi Kebijakan Pengelolaan Sampah di Kota Cimahi (Studi Kasus Di Wilayah Pelayanan Sampah Leuwigajah). Dari ketujuh faktor keberhasilan implementasi kebijakan yang dikemukakan oleh Michael Hill dan Peter Hupe terdapat faktor yang paling mempengaruhi belum efektifnya implementasi kebijakan kawasan pengelolaan sampah di Kota cimahi. Faktor tersebut adalah sikap pelaksana kebijakan pengelolaan sampah di Kota Cimahi ini yang harus berperan aktif bersosialisasi agar masyarakatnya ikut berperan aktif contoh yang paling sederhana membuang sampah pada tempatnya tidak membuang sampah sembarangan. Hal tersebut dikarenakan belum adanya reward dan punishment yang diatur dengan jelas.

Abstract

The title of this research is Coordination of Aerotropolis Policy in Kertajati Sub-District, Majalengka District. This research is motivated by the issue of inter-organizational relations in the application of the Aerotropolis policy which is focuses on three aspects; availability of land in accordance with Majalengka District's regional policies, availability of human resource as workforce, and to minimize social conflicts by creating the direction social and cultural transition of communities affected by the development of Aerotropolis areas. Aerotropolis policies arise from the existence of policies from the central government concerning the establishment of airport's location in Kertajati sub district, Majalengka district, West Java. The location establishment of Kertajati Airport has opened many opportunities to West Java province so that the government of West Java can make a policy about "Peraturan Daerah Provinsi Jawa Barat nomor 13 tahun 2010 tentang Pembangunan dan Pengembangan Bandarudara Internasional Jawa Barat dan Aerocity Kertajati". The Aerotropolis in Kertajati District is expected to be able to boost the economy in West Java, especially Majalengka District. This Aerotropolis area is a very wide area and often reffered as Airport City or a new independent city that develops around the airport. According to Lie (2010) as a good criteria of coordination the author used factor that affect coordination such as planning, meeting point, partition of work, common goals, leadership, trust, and positive attitude. This research using qualitative descriptive method where data collection techniques are used literature and field study such as observation and interview. The result of this research show that inter-organizational relations in the application of the Aerotropolis policy not going well. This is shown by still unclear the partition of work and responsibilities, the unclear of the planning, and there is no mutual understanding in the application of policies.Keywords : Regional Development, Coordination, Aerotropolis, Kertajati

Abstract

The purpose of this paper is to provide a general description of Sofifi's condition which will serve as a Special Capital Region of North Maluku Province. In this case, Ternate, which is the temporary capital of North Maluku, is placed as the city center, as if forgetting Sofifi as the official capital of North Maluku Province. After nearly 22 years, the discourse of moving the capital city of North Maluku Province from Ternate to Sofifi has come to light. This year, the central government plans to make Sofifi a special area to support its readiness to make the transition to moving the provincial capital. In this writing, the method used is literature study in the form of journals, scientific literatures, books, news, and so on. The analysis used in this research is qualitative. The definition of qualitative research itself is research that produces descriptive data regarding spoken and written words, and observable behavior of the people being studied. In qualitative research, the research process is carried out continuously so that the stages of data collection, data processing, and data analysis are carried out simultaneously during the research process. Therefore, the data used, especially in this writing, are in the form of descriptive word descriptions

Abstract

Pandemi covid-19 mengubah banyak hal dalam kehidupan masyarakat, paling utamanya adalah perubahan dalam mobilitas masyarakat khususnya masyarakat perkotaan. Sebagai upaya pencegahan lanjutan, Negara-negara di dunia membuat aplikas-aplikasi yang dapat melacak pergerakan masyarakat. Di Korea selatan, aplikasi ini bernama corona 100m (Co100) sedangkan di Indonesia bernama PeduliLindungi. Artikel ini bertujuan untuk menjelaskan dan membandingkan kedua aplikasi ini dan penggunaannya di kedua Negara. Apa saja yang menjadi kelebihan dan kekurangan dari kedua aplikasi, pelajaran apa yang kemudian dapat diterapkan di Indonesia. Penelitian menggunakan metode kualitatif dengan jenis penelitian komparatif. Dalam pengumpulan data, penelitian ini menggunakan observasi, wawancara, studi pustaka, dan internet searching. Pengumpulan data dalam penelitian ini dilakukan dengan mempelajari perundang-perundangan, peraturan dan literatur yang ada. Temuan dari artikel ini adalah adopsi internet di Indonesia menghambat percepatan penggunaan Aplikasi PeduliLindungi jika dibandingkan dengan Korea Selatan. Kemudian, Perlindungan terkait data pribadi masih belum maksimal dilakukan di kedua negara. Khusus di Indonesia, belum ada regulasi yang mengatur tentang keamanan data pribadi. Selanjutnya penggunaan PeduliLindungi belum menyeluruh dikarenakan besarnya wilayah dan perbedaan pesebaran internet di tiap daerah, berbeda dengan Korea Selatan yang hampir seluruh wilayahnya sudah dapat mengakses internet. The COVID-19 pandemic has changed many things in people's lives, the most important of which are changes in community mobility, especially in urban communities. As a further prevention effort, countries worldwide create applications that can track people's movements. In South Korea, this application name is Corona 100m (Co100), while in Indonesia, it is called PeduliLindung. This article will explain and compare these two applications and their use in both countries. What are the advantages and disadvantages of the two applications? What lessons can then apply in Indonesia? This study uses a descriptive qualitative approach with a comparative research type. This research uses observation, interviews, literature study, and internet searching in collecting data. Data collection in this study was carried out by studying existing laws, regulations and literature. The findings is that internet adoption in Indonesia has hampered the acceleration of the use of the Cares for Protection Application compared to South Korea. Then, protection related to personal data is still not maximally carried out in both countries. Especially in Indonesia, no regulations govern the security of personal data. Furthermore, the use of PeduliLindungi is not comprehensive due to the size of the area and the difference in the distribution of internet in each region, in contrast to South Korea, where almost all of its regions can access the internet.

Abstract

The volume of waste generation in Indonesia is 65.8 million tons/year in 2018 and will continue to increase to around 70 million tons/year in 2022. To overcome this problem, the government has established several policy products, but the implementation of these policies has not been able to making Indonesia free from waste problems. This study aims to determine and detect the effectiveness of the implementation of waste management policies in Indonesia for the 2019-2022 and 2023-2025 periods. This study uses qualitative methods through a literature review approach with secondary data collection techniques. The results of the study show that (1) the implementation of waste management policies in Indonesia for the 2019-2022 period has not been effective because the targets and objectives of waste management have not been achieved, and the waste management system has not been optimal from the aspects of resources, institutions and law enforcement; and (2) the implementation of waste management policies in Indonesia in 2023-2025 is predicted and has the potential to not be effective. This is because the targets set in the regional government's RPJMD for the 2021-2026 period are much smaller than the targets set in the Jakstranas/Jakstrada. Recommendations that can be given so that the implementation of waste management policies can be more effective is to improve the regulatory system for waste management in Indonesia through harmonization between policies.
