Abstract

This study explores the significance of big data methods in urban planning, focusing on their application in Bandung City’s smart city initiatives, the challenges involved, and their potential in foster a resilient urban environment. This research adopts a descriptive approach, utilizing big data methods to analyze urban resilience governance within the smart city framework of Bandung City. The study provides insights into the challenges, ethical considerations, and potential benefits of applying big data methods in urban planning for Bandung City. It also examines the concept of resilient urban governance in the development of smart cities. However, this study does not specifically analyze a particular case in Bandung City. Instead, it aims to offer valuable perspectives on the role of big data in broader urban planning and key strategies that can be applied to enhance urban governance resilience—both in Bandung City and in other cities facing similar challenges and opportunities. Integrating big data methods into Bandung City's urban planning is a crucial step toward achieving resilient governance in the context of a smart city. By leveraging advanced data analytics, cities can enhance decision-making processes, optimize resource management, and improve public services, ultimately fostering a more sustainable and liveable urban environment.

Abstract

Innovation is a need for organizations to improve service and performance. Puslatbang PKASN LAN develops the innovation called by one-stop e-office. One-stop e-office are the programs that consist of a website integration program; the official correspondence electronic system; the staffing information system; and the inventory information system. One-stop e-office aims to simplify the office administration to support the implementation of the tasks institution. The programs have developed and maintained to ensure innovation sustainability. One-stop e-office innovation aims to facilitate the implementation of office administration to support the implementation of the tasks and functions of the institution. Therefore, this study aims to analyze how the implementation process of innovation. This study described the implementation model of one-stop e-office innovation in Puslatbang PKASN LAN. The research used a qualitative approach and descriptive method. Data collection techniques used were literature study, in-depth interviews, and observation. The data analysis technique used is descriptive qualitative technique. The innovation is implemented through three stages, namely the generation, acceptance and implementation of ideas. The Factors that drive the innovation implementation are the support from the stakeholders; the availability of competent personnel; the innovation competition climate in LAN; and the technology availability. While the factors that inhibit the innovation are the interest differences between work units; and limited resources for the innovation implementation.

Abstract

The aim of this study is to explain the discourse and differences between research, quantitative research and qualitative research. Qualitative research, based on the philosophy of postpositivism, is used to examine the condition of natural objects with the aim of understanding phenomena. Qualitative research is an intense communication process between the researcher and the phenomenon being studied. Quantitative research, which is based on the philosophy of positivism, is used to study a specific population or sample, collect data using research instruments, and then analyze the data quantitatively or statistically to test a predetermined hypothesis. Quantitative research and qualitative research differ in terms of the criteria, processes, and competencies used.

Abstract

Realizing effective and efficient governance through bureaucratic simplification in all ministries, institutions, and local governments in Indonesia faces various obstacles and challenges. One of them is in the context of human resource management. This study aims to see how the Cimahi City Government implements bureaucratic simplification and runs governance with a leaner organizational structure. In this study, the researcher used a descriptive qualitative method using the concept of job structure preparation. The results of the study showed that the restructuring carried out by the Cimahi City Government was not based on an updated job analysis. So there is no definite identification related to the duties, responsibilities, and qualifications needed for each position that will have consequences for the organizational structure after the simplification of the bureaucracy. As a result, ASNs have difficulty adapting after the simplification of the bureaucracy and the emergence of redundancy in the implementation of tasks from ASNs who do not understand their new role.

Abstract

Industrialization fundamentally aims to enhance the quality of life and the welfare of people. However, insufficient management of residual production waste generates adverse effects on both the environment and the inhabitants residing near industrial zones. In response, the government has established regulatory measures for environmental protection and management through Government Regulation Number 22 of 2021. This regulation seeks to strike a balance between the community’s economic interests and environmental sustainability, safeguarding the rights of citizens. The core objectives of this research are to assess the state of environmental policies within the Sukaregang leather tanning industrial area, to scrutinize the implementation of environmental management practices, and to evaluate the impact of Government Regulation Number 22 of 2021. Employing a qualitative case study approach, the research centers on the Sukaregang leather tanning industrial area, a pivotal hub for the leather industry and a symbol of the Garut Regency. The data collection involves interviews with key stakeholders, including the Environmental Service, the leather tanning industry, and the affected community. The research concludes that while policies based on Government Regulation Number 22 of 2021 are in place, complementary local regulations are absent. The current implementation of environmental management continues to engender negative externalities in sectors such as agriculture, health, and environmental pollution. To address the shortfalls in achieving policy goals and objectives, it becomes imperative to establish local regulations that facilitate cost-sharing in the waste treatment process, utilizing Wastewater Treatment Plant (WWTP) technology. Such measures are essential for upholding environmental quality for the residents of industrial areas.
