Abstract

Implementasi kebijakan pemberian tambahan penghasilan berbasis kinerja belum berjalan dengan efektif, jika pemberian tambahan penghasilan yang diberikan tidak layak dan adil, maka kinerja pegawai sulit untuk dicapai secara maksimal. Pegawai akan bekerja di bawah kemampuan yang sebenarnya, sehingga berakibat kepada kinerja pegawai dalam melaksanakan pekerjaan. Tambahan penghasilan berbasis kinerja yang diberikan belum berdasarkan pada  beban kerja, tempat melaksanakan tugas, prestasi kerja dan  kedisiplinan pegawai. Teori yang digunakan dalam penelitian adalah Grindle (1980), bahwa keberhasilan implementasi kebijakan ditentukan oleh : 1). Isi kebijakan dan 2). Konteks implementasi. Salah satu unsur keberhasilan implementasi kebijakan ditentukan oleh manfaat yang akan dihasilkan. Manfaat yang didapat dengan adanya kebijakan tambahan penghasilan yaitu peningkatan kinerja, disiplin, dan semangat kerja pegawai. Tujuan penelitian mengetahui pengaruh tambahan berbasis kinerja terhadap kinerja pegawai. Metode penelitian menggunakan pendekatan kuantitatif dengan analisis dara menggunakan regresi linier. Pengumpulan data menggunakan kuisioner dengan menggunakan skala likert. Hasil penelitian dapat diketahui bahwa implementasi kebijakan tambahan penghasilan berbasis kinerja yang ditentukan oleh isi kebijakan  dan konteks implementasi dapat meningkatkan kinerja pegawai di Badan Kepegawaian, Pendidikan dan Pelatihan Daerah Kabupaten Bandung. Harus ada pengawasan terhadap implementasi kebijakan mengenai objektivitas perhitungan besar tunjangan kinerja yang di terima pegawai. The implementation of the policy of providing additional income based on performance has not been running effectively, if the additional income provided is not feasible and fair, then employee performance is difficult to achieve optimally. Employees will work below their actual abilities, resulting in employee performance in carrying out work. The additional performance-based income provided is not based on workload, place to carry out tasks, work performance and employee discipline. The purpose of the study was to determine the effect of additional performance-based on employee performance. The research method uses a quantitative approach with data analysis using linear regression. Collecting data using a questionnaire using a Likert scale. The results of the study can be seen that the implementation of the performance-based additional income policy determined by the content of the policy and the context of the implementation can improve the performance of employees in the Regional Personnel, Education and Training Agency of Bandung Regency. There must be supervision of the implementation of policies regarding the objectivity of calculating the amount of performance allowances received by employees.

Abstract

Abstract The marine resources are waiting for the nation's explorer. Government support and past glory should be a giant step to develop real marine sector support programs. The nations assets supporting facilities and infrastructure of maritime science and technology sector is important to be considered for the efficiency of cost and expenditure of state and the progress of science and technology in the field of Marine.Pra feasibility that has been done, after the formation of Team Work  and the support from  central government collaboration across Ministries and Research Institutions, also supported by government readiness areas within the development of the Indonesia Marine Science and Technology Center (IMSTeP) should be a solid and well-maintained cooperation. The policy issued by the government is required to be able to cover every progress. However whether the policy can be implemented well operationally and substansinya or still need support derivative policies or other bureaucratic obstacles that need to be anticipated to accelerate the progress of this national program so that we soon become Master in his own country in the inner sector in particular ,,,, JalesvevaJayamahe. Abstrak Sumberdaya kelautan yang berlimpah menunggu para explorer anak bangsa untuk bergerak. Dukungan Pemerintah dan kejayaan masa lalu seharusnya menjadi cermin untuk mengembangkan program riil pendukung sektor kelautan khususnya. Aset pendukung sarana dan prasarana iptek sektor kelautan penting untuk diperhatikan demi efisiensi cost dan pengeluaran negara serta kemajuan Iptek di bidang Kelautan.Pra feasibility yang sudah dilakukan, setelah pembentukan Tim Pokja serta dukungan kolaborasi pemerintah pusat lintas Kementerian dan Lembaga Penelitian, di dukung oleh kesiapan pemerintah daerah didalam pengembangan Pusat Iptek Kelautan (IMSTeP) harus menjadi satu kerjasama yang solid dan terpelihara. Kebijakan yang dikeluarkan pemerintah dituntut mampu memayungi setiap progress kemajuannya.Namun apakah kebijakan tersebut dapat terimplementasikan dengan baik secara operasional dan substansinya atau masih perlukah dukungan kebijakan turunannya atau kendala birokrasi lain yang perlu segera di antisipasi untuk mempercepat progress progam nasional ini sehingga dengan segera kita menjadi Tuan di Negeri Sendiri di sektor keluatan khususnya,,,, JalesvevaJayamahe.

Abstract

Pelaksanaan penyelenggaraan pengolaan terminal type c di kabupaten studi kasus di terminal banjaran berdasarkan observasi dilapangan bahwa pelaksanaan di terminal banjaran dinas perhubungan kabupaten bandung  masih banyak kendala kendala dilapangan, banyaknya kendaraan angkutan umum yang belum mematuhi dan masih banyak pelanggaran yang ada dilapangan, jika diamati semrawutnya terminal diakibatkan kurangnya kesadaran dan sumber daya manusia yang ada di lingkungan, masih banyak yang kurang kesadarannya masyarakat yang belum mematuhi arti pentingnya terminal bagi keselamatan. Berdasarkan fenomena tersebut, Tujuan Penelitian ini yaitu untuk menganalisis dan mengetahui  implementasi kebijakan pengelolaan terminal type c di banjaran  yang dilakukan Dinas Perhubungan Kabupaten Bandung. Teori yang digunakan sebagai pedoman penelitian adalah teori implementasi kebijakan. Sesuai dengan karakteristik penelitian, pendekatan penelitian ini menggunakan studi metode penelitian kualitatif dengan desain deskriptif, adapun pengumpulan data dilakukan adalah studi kepustakaan dan studi lapangan seperti observasi dan wawancara. Sementara pengumpulan data sekunder dilakukan pengolahan literatur, dokumen, perundang-undangan serta hasil penelitian terdahulu. Analisis data yang digunakan adalah triangulasi data hasil wawancara serta membandingkan wawancara dengan isi dokumen yang berkaitan.  The implementation of the type c terminal management in the case study district at the Banjaran terminal is based on field observations that the implementation at the banjaan terminal of the Bandung Regency transportation service there are still many obstacles in the field, the number of public transportation vehicles that have not complied with and there are still many violations in the field, if we observe the chaos terminal is caused by a lack of awareness and human resources in the environment, there is still a lot of public awareness that does not comply with the importance of terminals for safety.Based on this phenomenon, the purpose of this study is to analyze and determine the implementation of the type c terminal management policy in Banjaran by the Bandung Regency Transportation Agency. The theory used as a research guide is the theory of policy implementation. In accordance with the characteristics of the research, this research approach uses qualitative research methods with descriptive design, while data collection is carried out in the form of library research and field studies such as observations and interviews. Meanwhile, secondary data collection is carried out by processing literature, documents, legislation and the results of previous research. The data analysis used was triangulation of interview data and comparing interviews with the contents of related documents.

Abstract

Pelaksanaan pengujian emisi gas buang pada kendaraan bermotor diperoleh gejala-gejala berdasarkan observasi bahwa pelaksanaan uji emisi gas buang di Kabupaten Bandung sangat jarang dilakukan, banyaknya kendaraan bermotor jika diamati mengeluarkan asap dari knalpotnya yang menandakan tingginya pencemaran udara, dan uji emisi gas buang hanya dilaksanakan pada kendaraan tertentu khususnya berkaitan dengan emisi gas buang yang sudah memasukkan prosedur pengujian emisi gas buang kendaraan. Berdasarkan fenomena tersebut, tujuan penelitian ini yaitu untuk menganalisis dan mengetahui  implementasi kebijakan penanganan emisi gas buang yang dilakukan Dinas Perhubungan Kabupaten Bandung. Teori yang digunakan sebagai pedoman penelitian adalah teori implementasi kebijakan. Sesuai dengan karakteristik penelitian, pendekatan penelitian ini menggunakan studi metode penelitian kualitatif dengan desain deskriptif objek penelitian di dinas Perhubungan Kabupaten Bandung , adapun pengumpulan data dilakukan adalah studi kepustakaan dan studi lapangan seperti observasi dan wawancara. Sementara pengumpulan data sekunder dilakukan pengolahan literatur, dokumen,  perundang-undangan serta hasil penelitian terdahulu. Analisis data yang digunakan adalah triangulasi data hasil wawancara serta membandingkan wawancara dengan isi dokumen yang berkaitan.  The implementation of exhaust emission testing in motorized vehicles shows symptoms based on the observation that the implementation of exhaust emission tests in Bandung Regency is very rarely carried out, the number of motorized vehicles that when observed emits smoke from their exhausts which indicates high air pollution, and exhaust emission tests are only carried out in certain vehicles, in particular with regard to exhaust gas emissions that have included the vehicle exhaust emission testing procedure.Based on this phenomenon, the purpose of this study is to analyze and determine the implementation of exhaust gas emission management policies carried out by the Bandung Regency Transportation Agency. Abstract

Government Nagari is the leading government in the region of West Sumatra Province, which was held back in 2001. The Government of Nagari has a long history in its implementation. The government that had existed before this independent Indonesia had once been removed as part of the system of state administration and was replaced with a Village Government by Law No. 5 of 1979 concerning Village Government. The enactment of the Law on Regional Government in 1999 became the momentum of the change in the Village Government to be re-established with the Government Nagari in West Sumatra. The hope built on this government is the creation of a government that is in accordance with the characteristics of the communal West Sumatra community. As long as the reorganization of the Nagari Government, it turned out that various institutional problems arose related to its existence as a government institution. Using a qualitative approach, the results of the study show that the hybrid system designed by the Central Government has been the originator of various institutional problems that emerged throughout the administration of the Nagari Government. The birth of Law No. 6 of 2014 concerning Villages, which gave rights to the regions to choose whether to be a Village or Customary Village with other names added to the long list of intricate problems of institutional governance of the Nagari. The Nagari government needs to be a government institution that combines with appropriate indigenous values into the body of public administration through appropriate institutional adaptation.

Abstract

Artikel ini merupakan analisis bibliometrik atas artikel yang diperoleh dari laman science direct yang membahas tentang sanitation dengan menggunakan vosviewer. Tujuan analisis bibliometrik diarahkan untuk mengetahui perkembangan kajian terkait sanitation. Secara spesifik kajian ini melihat perkembangan pertumbuhan publikasi, sebaran publikasi, variable keywords, dan kolaborasi author di tahun 2016-2021. Data dikumpulkan dari database science direct dengan menggunakan kata kunci “sanitation”. Selanjutnya penulis menggunakan software vosviewer untuk menganalisis dan menvisualisasikan database yang diperoleh. Hasil penelitian menunjukkan bahwa jumlah publikasi terbanyak terjadi pada 2021 sebanyak 144 artikel. Sebaran publikasi penelitian dengan topik sanitation menunjukan sebaran yang baik. Istilah dalam variable sanitation yang sering muncul dan dikaitkan dengan variable lain adalah sustainability, wash, dan wastewater. Hanya satu penulis yang berkolaborasi dan sering muncul dengan rekan penulis lainnya yaitu Morgenroth Eberhard.

Abstract

Kabupaten Bandung merupakan salah satu daerah di Jawa Barat yang terkena dampak dari pencemaran dan kerusakan sungai Citarum yang disertai dengan banjir akibat luapan sungai Citarum, tepatnya pada daerah Soreang, Baleendah, Majalaya sampai ke wilayah Rancaekek. Dampak dari pencemaran sungai Citarum ialah timbulnya permasalahan kesehatan, gagal panen hingga kurangnya pasokan air bersih. Penelitian ini menggunakan metode deskripsi analisis dengan menggunakan literature review dengan teknik pengumpulan data dari buku, artikel, website yang kredibel di nasional maupun internasional. Hasil penelitian ini ialah terdapat permasalahan yang terjadi terkait efektifitas, efisiensi serta kecukupan pada program Citarum Harum ini yang masih belum dapat berjalan dengan baik sehingga progress dalam program Citarum Harum ini belum tercapai secara maksimal

Abstract

ABSTRAKPenyederhanaan Birokrasi sebagai langkah strategis dalam Program Penataan dan Penguatan Organisasi diharapkan mampu mengubah wajah lama birokrasi, namun sampai saat ini belum memberikan perubahan yang signifikan. Sistem kerja masih bersifat berjenjang, pejabat fungsional masih menunggu intruksi dan arahan, serta masih adanya penempatan pejabat fungsional yang tidak sesuai dengan kompetensi dan keahlian. Tujuan dari penelitian ini yaitu untuk mengetahui, mengkaji, menganalisis dan memahami secara mendalam mengenai faktor-faktor penentu keberhasilan implementasi Program Penataan dan Penguatan Organisasi di lingkungan Pemerintah Kabupaten Ciamis sehingga penelitian ini mampu bermanfaat secara teoritis maupun praktis. Metode yang digunakan adalah metode kualitatif dengan pendekatan fenomenologi. Data yang diperoleh berasal dari studi pustaka dan studi lapangan melalui wawancara, observasi dan dokumentasi. Sebagai alat analisis, digunakan model implementasi kebijakan dari Daniel Mazmanian & Paul A. Sabatier. Hasil penelitian ini diantaranya karakteristik masalah yang akan dipecahkan memiliki tingkat permasalahan yang kompleks, adanya keterbatasan kualitas dan kuantitas SDM Aparatur, serta belum optimalnya dukungan teknologi informasi dan komunikasi dalam mendukung sistem kerja.  ABSTRACTBureaucratic simplification as a strategic step in Organizational Structuring and Strengthening Program is expected to be able to change the old face of the bureaucracy, but until now it has not provided significant changes. The purpose of this study is to find out, study, analyze and understand in depth about the critical success factors the implementation of the Organizational Structuring and Strengthening Program within the Ciamis Regency Government so that this research is able to be useful theoretically and practically. The method used is a qualitative method with a phenomenological approach. The data obtained come from literature studies and field studies through interviews, observations and documentation. As an analytical tool, a policy implementation model from Daniel Mazmanian & Paul A. Sabatier is used.  The result of this research study include the characteristics of the problems to be solved have a complex level of problems, the limited quality and quantity of apparatus human resources, and the lack of optimal support for information and communication technology in supporting the work system.

Abstract

The purpose of this study was to determine the implementation of the Zoning System policy in the Admission of New Students in Bandung City at the senior high school (SMA) level and to see how the implementation of the policy was implemented at the high school level in Bandung, West Java. The research method used is descriptive research method with a qualitative approach. In the research conducted, primary data and secondary data obtained through literature study techniques, field studies (interviews and observations) were used, besides that purposive techniques were also used to determine informants in the study. The results of this study were analyzed using the Miles and Huberman model. The results of the study indicate that the government has not been optimal in its implementation, this is viewed from several aspects, namely, organizations where the government has used its resources, interpretations or ways of delivering government that are not easy to understand, and its implementation is in accordance with the direction of goals, and objectives, aspects of the principle Therefore, there is a need for policy consistency and policy evaluation in regulations related to this zoning system in order to realize the objectives of this policy.

The Bandung Regency Government is one of the ones that started implementing a non-cash transaction system carried out in stages in early 2018 which includes revenue and expenditure transactions. Where the implementation is based on the Bandung Regent Regulation Number 22 of 2018 concerning the Implementation of Non-Cash Transactions in the Bandung Regency Government Environment. The purpose of this research is to study, analyze and understand in depth. This research uses qualitative research methods (Qualitative Research). In examining the implementation of non-cash transaction policies in regional financial management at the Regional Secretariat of Bandung Regency, the author uses the theory proposed by Grindle that two groups of main factors influence the success of policy implementation, namely: content of policy and policy context variables (context). of implementation).
