Abstract

Kegiatan pembudidayaan sayuran di wilayah hulu menjadi faktor utama penyumbang sedimentasi Waduk Panglima Besar Soedirman. Penanaman komoditas kopi melalui program Sekolah Lapang Konservasi dimaksudkan sebagai salah satu alternatif guna membenahi permasalahan ini. Tujuan dari penelitian ini adalah menganalis kelayakan finansial usaha kopi pada berbagai pola agroforestri, menguji tingkat sensitivitas dari penurunan harga dan kenaikan biaya input terhadap keuntungan usaha, serta besaran nilai tambah dari setiap bentuk olahan buah kopi di Desa Leksana, Kecamatan Karangkobar, Kabupaten Banjarnegara. Berdasarkan perhitungan analisis finansial yang dilakukan menggunakan metode Discounted Cash Flow, usaha dengan pola agroforestri jambu, sengon, kopi arabika lebih menguntungkan dibandingkan pola agroforestri sengon, kopi robusta dan pola agroforestri sengon, kopi robusta pagar. Usaha agroforestri kopi di Desa Leksana lebih sensitif terhadap penurunan harga jual daripada kenaikan biaya produksi. Menurut perhitungan nilai tambah menggunakan metode Hayami, olahan produk kopi pada level roasted bean memberikan nilai tambah yang terbesar dibandingkan dengan produk olahan lainnya. Abstract

”Decentralization of protected forest management from central to district government has not yet been implemented effectively. This effectiveness depends on many factors that include policy contents and political process or discourse in the policy making process. This study aimsto: 1) analyze the discourse in policy making process of decentralization in the management of protected forests, 2) analyze the actors/networks and their interests and 3) find out policy space for future policy reform. Both quantitative and qualitative approaches were used in the study. The results show that there are three discourses in the policy-making process of decentralized management of protected forests, namely: i) democratic discourse (with story line of externality and accountability, supported by an association forum of Indonesian district government and  decentralization experts); ii) economic discourse (with story line of efficiency, supported by businessmen, Association of Indonesian Provincial Government and World Bank); and iii) democratic and economic discourses. The House of Representatives (DPR) and Ministry of Home Affairs have authorities and capacities to integrate two discourses. Redefining of externality and interdependency can be used as narratives of new policies to improve the policy of decentralized protected forest management.

Abstract

Dalam rangka perumusan strategi kebijakan penggunaan stimulan ramah lingkungan dalam produksi getah pinus maka studi tentang inovasi pemanfaatan stimulan adalah suatu keniscayaan. Penelitian ini bertujuan untuk mengidentifikasi penggunaan stimulan berbahan dasar asam kuat (H2SO4), cuka kayu dan ETRAT pada penyadapan pinus. Hasil penelitian menunjukkan bahwa penggunaan stimulan dapat meningkatkan aliran getah dan memperpanjang periode aliran getah sehingga getah yang diperoleh per pengunduhan lebih banyak. Penggunaan stimulan H2SO4 dapat meningkatkan produksi getah per pengunduhan lebih banyak dibandingkan ETRAT dan cuka kayu, baik pada penggunaan di areal dengan ketinggian di atas 500 mdpl maupun di bawah 500 mdpl. Penggunaan stimulan H2SO4 menyebabkan kayu berubah warna menjadi coklat tua hingga kemerahan bahkan perubahan warna tersebut sampai masuk kedalam kayu sejauh ¾ bagian ke arah sumbu kayu. Di sisi lain penggunaan stimulan organik tidak menyebabkan perubahan warna kayu yang berarti. Oleh karena itu penggunaan jenis stimulan dalam penyadapan pinus perlu mempertimbangkan efek negatif yang ditimbulkan, baik terhadap kesehatan pohon, pekerja maupun lingkungan. Aspek ekonomi bukan satu-satunya faktor utama yang harus terus dikejar untuk mencapai target finansial namun perlu mempetimbangkan aspek ekologi dan sosial untuk mencapai sustainabilitas hasil dan pohon penghasilnya.

Abstract

ABSTRACTAn area of 5,000 hectares in the Bram Itam River peatland protected forest had been converted into agricultural land and plantations dominated by oil palm, pinang and liberica coffee plantations. This land conversion has led to destruction of its function as a protected forest, thus recovery action must be performed. The study aimed to establish a pattern of vegetation rehabilitation on peatlands with damaged protected functions by prioritizing native peatland species and considering land suitability, environmental aspect, and socio-economic conditions. The aspects that were analyzed including the socio-economic conditions of the community, the status and function of the area, the consequences of rehabilitation activities, the characteristics of peatland, and the type of preference for rehabilitation. Data was collected through a survey method of forest farmer groups that manage the land area around Sungai Bram Itam protected area. The results indicated that community around the study area are in need of farm lands. Its status as protected forest with various land characteristics requires management zoning to facilitate the community's need for land. Social forestry program with a partnership scheme can be applied to areas adjacent to community land with peat depth less than 2 m. The planting method that should be applied is mixed cropping pattern of native species and plantation crops, which considers the protection function. Area with peat depth more than 2 m should be managed by KPHL Sungai Bram Itam to maintain and improve the protection function by planting native peatland species.Key words: Peatland conversion, palm oil, areca nut, liberica coffee, revegetation ABSTRAKSeluas 5.000 hektare areal hutan lindung gambut Sungai Bram Itam telah mengalami alih fungsi menjadi lahan pertanian dan perkebunan yang didominasi oleh perkebunan sawit, pinang, dan kopi liberika. Alih fungsi menyebabkan kerusakan fungsi lindung sehingga harus dilakukan pemulihan. Penelitian bertujuan untuk menetapkan pola rehabilitasi vegetasi pada lahan gambut dengan fungsi lindung yang telah mengalami kerusakan. Pemulihan fungsi lindung dilakukan dengan rehabilitasi vegetasi menggunakan jenis asli gambut dan mempertimbangkan kesesuaian lahan, aspek lingkungan, sosial-ekonomi. Aspek-aspek yang dianalisis adalah kondisi sosial ekonomi masyarakat, status dan fungsi kawasan, konsekuensi terhadap kegiatan rehabilitasi, karakteristik lahan gambut, dan preferensi jenis untuk rehabilitasi. Data dikumpulkan melalui metode survei terhadap kelompok tani hutan yang melakukan pengelolaan lahan di areal HLG Sungai Bram Itam. Hasil penelitian menunjukkan bahwa masyarakat di sekitar HLG Sungai Bram Itam membutuhkan lahan garapan. Status HLG Sungai Bram Itam sebagai kawasan dengan fungsi lindung dan memiliki karakteristik lahan yang beragam memerlukan penataan zonasi pengelolaan untuk memfasilitasi kebutuhan masyarakat terhadap lahan. Pada kawasan dengan kedalaman gambut ˂ 2 m yang berbatasan dengan lahan masyarakat bisa dilakukan program perhutanan sosial dengan skema kemitraan. Pola tanam yang diterapkan berupa pola tanam campuran antara jenis tanaman hutan asli gambut dengan tanaman perkebunan (kopi liberika, pinang, dan MPTS) yang tetap memperhatikan fungsi lindung. Lahan gambut dengan kedalaman > 2 m dikelola oleh pihak KPHL Sungai Bram Itam untuk mempertahankan dan memperbaiki fungsi lindung melalui penanaman jenis tanaman asli gambut.Kata kunci: Alih fungsi lahan gambut, pinang, kopi liberika, revegetasi

Abstract

This study aimed to find the role and relationships among stakeholders in the policy implementation. Descriptive qualitative approach with indepth interview method, document and literature review and unstructured observations used in this study. Stakeholder analysis has been done by identifying the interests and influence of stakeholders, also an analysis of the rights, responsibility, revenues and relationship (4R's) of stakeholders. The study  results showed that there are nineteen stakeholders related to the policy implementation of the use of forest area. Ministry of Forestry is the main stakeholders while the leasehold of forest area license's holder become stakeholders' key in the policy implementation of the use of forest area. The role of both become a main factor of the successful implementation of policy. There is a good balance between the rights, responsibility and revenues for each stakeholder. While the relationships among stakeholders existed in various levels, from collaboration to conflict. Ministry of Forestry is expected to allocate deconcentration budget to implement the use of forest area policy. The regional government is also expected to prepare adequate human resources to conduct monitoring and evaluation activities such the leasehold of the forest area license.

Abstract

Management and development of forestry human resources is very important on attaining the objectives of forestry development towards sustainable forest management (SFM) and prosperous society. Lack of proper policy on forestry human resources management and development may degrade the quality of forest governance. Good understanding of the dynamics of power, interests, knowledge, and networks of stakeholders affecting the structure and performance of forestry human resources and it can be done by using an institutional approach to stakeholder analysis framework. This study aimed to determine the parties' interests and influences in policy-making on forestry human resource management and development. The study was conducted using snowball sampling method both in internal and external of the Ministry of Environment and Forestry. It is found that sixteen stakeholders involved in the policy-making on forestry management and human resources development, which can be divided into the groups of: subjects, key players, context setters, and crowds. The existing relationships are cooperation, complementary and conflict. It needs good understanding, clear rules and strong leadership in order to increase the optimal role of stakeholders and to determine human resource management policies and development.

Abstract

The current fiscal policy in the forestry sector is still dominated by the management of timber extraction as a basic for sharing forestry revenues from central to local government. Therefore, it requires some shift towards green fiscal policies which positioning the overall benefitsof forests. In order to prepareon green fiscal policyframework, it is required the analysisof stakeholders involved in the formulation of green fiscal policy. The objectives of the research are to identify, categorize and investigate the relationship among the involved stakeholders at national and sub-national levels, and then to formulate green fiscal policy by using stakeholders analysis method. The analysis results show that there are 18 involved stakeholders consistsof five key stakeholders, seven primary stakeholders and six secondary stakeholders. Based on the categoryof stakeholders involved in the formulation of green fiscal policy as key players, context setters, subjects and crowds, it is realized the great need for strategies to optimize stakeholders management by enhancing colaboration and cooperation between the subjects and the key players. This will be better achieved by increasing effective cooperation and collaboration between central and localgovernmentsin implementingthecurrent fiscal policyon forestry.

Abstract

Hegemony means as a victory for the dominant group that is controlled by the mechanism of consensus (consent).  This article attempts to understand the dynamics of state and community relationships regarding the political dynamics of the mastery of forest resources from the feudalism era to the post-colonial era. This research was carried out by using the qualitative analytic approach with literature research method. The results of the study showed that during colonial era, the state hegemony over forests was mainly to maintain its domain against the forest, and it correlates with the use of alliance between the colonial state and local rulers. In the perspective of Gramscian, the existing national political law over the forest is much influenced by the Indonesian organic intellectuals who inherited the ideology of Domainverklaring. The present social forestry program is not actually a counter-hegemonic (victory) of society over state hegemony in forest areas that has been taken place since colonial times, but rather to reinforce state hegemony over forests. To avoid it from triggering a humanitarian crisis, the solution then will depend on the country's ability to uphold justice in forest resources management.

Abstract

The concept of social capital and collective action began to receive attention in common pool resources management such as in the case of protected forest.  Forms of social capital in this study were social leadership, custom/cultural/local knowledge, beliefs and social institutions. This study aimed to analyze the relationship between social capital, economic benefits and ecological benefits of protected forest. The study was conducted in three regencies, namely East Tanjung Jabung and Sarolangun (Jambi Province) and South Solok (West Sumatra Province). Data were collected through interviews, focus group discussions and field observations. Data analysis was performed with the program SPSS 17.0 Statistics to estimate the curve on the menu regression analysis. The result showed: the social capital (refer to actor perspective and public perspective) positively correlated with the sustainability of protected forest; the correlation of economic benefits received by forest communities and forest sustainability was negative; the ecological benefits positively correlated with forest sustainability.

Abstract

In forest management unit (FMU) operationalization, stakeholders are skeptical on the legitimacy of FMU policy, happening along their interaction. This interaction could encourage or inhibit the FMU policy adoption. This study goals is to analyze the FMU operationalization process and its influencing factors. Operationalization process is analyzed by analysis of qualitative descriptive based on stage of implementation and confirmation. Stakeholders interaction are analyzed by IDS method i.e. interaction between discourse/narrative, actors/networks and politics/interest. The results showed that FMU policy hasn't been fully recognized by stakeholders. Factors that affect the FMU policy operationalization are the clarity and adequacy of FMU authority, legitimacy of FMU policy and managements rights, the stakeholders support related to legality (regional policy) and action, and psychological barriers and trusts. Indicative strategies to overcome obstacles of the FMU operationalization are to establish and maintain the trust of stakeholders to support FMU operationalization bycommitment to a common goal in the FMU establishment, activity allocation suitable to the adopter needs, and participatory planning.
