Abstract

The JAKI (Jakarta Kini) application, launched by the DKI Jakarta Provincial Government as part of the Jakarta Smart City initiative, has become an innovative solution in improving public service quality in Jakarta. This application integrates various public services into a single digital platform, enabling citizens to access services more easily, quickly, and transparently. The aim of this study is to analyze the effectiveness and efficiency of the JAKI application in public service delivery, as well as to evaluate whether its implementation aligns with the principles of New Public Service and the concept of Open Innovation. This research adopts a qualitative descriptive approach by gathering data from various sources such as articles, government reports, and related literature reviews. The findings show that the JAKI application has successfully enhanced accessibility, citizen participation, and transparency in public services, but it still faces several challenges, such as the digital divide, technical issues, and uneven digital literacy across different societal groups. Nevertheless, this application has introduced the concept of Open Innovation by involving the private sector and the community in service development, as well as improving accountability through direct reporting features like JakLapor.

Abstract

SIPRAJA (Sistem Pelayanan Rakyat Sidoarjo), developed by the Sidoarjo district government, emerged as a digital solution designed to simplify bureaucratic processes and increase citizen engagement. This study analyzes SIPRAJA through a New Public Governance (NPG) perspective, emphasizing a collaborative and citizen-centered approach to promoting inclusive and responsive governance. By integrating various stakeholders, including government agencies, private actors, and communities, SIPRAJA reflects NPG principles that prioritize co-creation and shared responsibility. This article begins by discussing challenges in traditional public administration that impede efficient service delivery. It then introduces SIPRAJA as an innovative response and explores its conceptual basis within the NPG theoretical framework. Through qualitative analysis and secondary data, this study highlights the impact of SIPRAJA in reducing administrative burden, increasing transparency, and building trust among stakeholders. However, challenges such as digital literacy gaps and infrastructure limitations were also identified, emphasizing the need for adaptive strategies. Findings show that SIPRAJA significantly contributed to the transformation of Sidoarjo's public services by promoting participatory governance, improving service accessibility and conforming to global standards for e-governance. Recommendations include increasing digital inclusion, strengthening public-private partnerships and adopting continuous monitoring mechanisms to ensure ongoing success. This research contributes to the discourse on public sector innovation by showing how NPG principles can be operationalized through technology-based initiatives such as SIPRAJA.

Abstract

Taspen Pesona adalah inisiatif digital yang diluncurkan oleh PT Taspen untuk meningkatkan efisiensi dan transparansi dalam pengelolaan klaim pensiun bagi Aparatur Sipil Negara (ASN), khususnya selama pandemi COVID-19. Program ini mengintegrasikan teknologi melalui aplikasi seperti Taspen Care, Taspen e-Klim, dan Taspen Otentikasi, serta TASPEN One Hour Online Services (TOOS), yang memungkinkan klaim pensiun dapat diproses secara online dengan lebih cepat dan akurat. Implementasi Taspen Pesona berhasil mengurangi waktu pemrosesan klaim dari 14-21 hari menjadi hanya 5 hari kerja, meningkatkan transparansi, dan meminimalkan kesalahan administratif. Dalam perspektif New Public Management (NPM), Taspen Pesona mencerminkan prinsip-prinsip efisiensi, manajemen berbasis kinerja, desentralisasi, dan akuntabilitas, yang sejalan dengan tujuan NPM untuk menciptakan pelayanan publik yang lebih efisien dan responsif. Namun, tantangan seperti kesenjangan digital, ketergantungan pada infrastruktur teknologi, dan pengurangan sentuhan personal dalam pelayanan tetap menjadi isu yang perlu diatasi. Dengan demikian, rekomendasi untuk pemerintah Indonesia mencakup perluasan akses digital, penguatan infrastruktur teknologi, serta penguatan keseimbangan antara efisiensi dan interaksi manusia dalam pelayanan publik. Penerapan NPM dalam konteks Taspen Pesona dapat menjadi model bagi sektor publik lainnya dalam mempercepat transformasi digital dan meningkatkan kualitas pelayanan publik secara keseluruhan.

Abstract

Kabupaten Mojokerto memiliki kasus cedera sebesar 14,74%. Cedera yang mengakibatkan kegiatan sehari-hari terganggu, ditemukan pada kelompok umur 5 - 14 tahun sebesar 13,04%. Pemahaman remaja akan keselamatan dirinya penting untuk dimiliki, sehingga perlu pengembangan SDM yang handal melalui pendidikan yang berkualitas. Pendidikan dan pelatihan kesehatan yang berkualitas tidak hanya dilakukan secara formal namun bisa dilakukan secara informal dengan pendidikan dan pelatihan kesehatan tanggap gawat darurat pertolongan pertama (first aid) di sekolah baik melalui pendidikan berupa ceramah dan tanya jawab serta pelatihan berupa Simulasi Dokter Remaja (SIDORA).  Peserta program pengabdian masyarakat ini adalah siswa-siswi SMP Negeri 3 Gondang Kabupaten Mojokerto. Selain meningkatkan pemahaman dan kesadaran terhadap risiko cedera, program pengabdian masyakarat ini membentuk SDM yang handal sekaligus meningkatkan kualitas kesehatan terutama pada anak, sehingga mampu mencapai derajat kesehatan yang setinggi-tingginya.

Abstract

Waste management is a complex issue that requires innovative and sustainable approaches. Klungkung Regency faces challenges in waste management, including increasing waste volume, limited infrastructure, and low community participation. The Klungkung Regency Government has implemented the Local Waste Processing Site (TOSS) Program as an innovative strategy for managing waste into alternative energy sources. This study analyzes the effectiveness of waste management policies and the implementation of the Neo-Weberian State (NWS) principles in environmental governance in Klungkung. The research method used is a literature study with a qualitative descriptive approach. The results of the study indicate that although the TOSS Program has had a positive impact in reducing waste generation and creating economic opportunities, various obstacles are still faced, especially in terms of community participation and supporting infrastructure. Therefore, a more effective, innovative, and sustainable strategy is needed to improve the success of waste management in the Klungkung Regency.

Abstract

As global demographics gravitate toward aging populations, developing nations, Indonesia included, face the demanding obligation of providing adequate healthcare and social services for their elderly demographic, particularly in rural areas. This paper delves into the complexities of elderly care in Trenggalek Regency, situated in East Java, Indonesia, where it centers on describing the firsthand experiences of the elderly residents and their challenges in accessing healthcare, maintaining financial stability, and navigating the adequacy of infrastructure. Insights revealed the notions of elderly public service, pointing out both progress and challenges in affordable care, with many seniors relying on limited family support and resorting to informal work to sustain themselves, while mobility issues, including transportation deficits and challenging terrain, deepen their social isolation. However, it also spotlights ongoing local policy endeavors, crafted to address these challenges, acknowledging the pressing need for change and striving to elevate the quality of elderly care services. In doing so, the paper offers practical insights into elderly care disparities in developing country contexts and emphasizes the vital role played by rural elderly communities in shaping proper interventions, valuing their insights and experiences in sculpting the future of geriatric care in Trenggalek and beyond.

Abstract

Penelitian ini menganalisis implementasi Digipay, platform digital pengadaan pemerintah, dalam konteks pemberdayaan UMKM dan penguatan gerakan Bangga Produk Indonesia melalui perspektif Neo-Weberian State (NWS). Penelitian ini menggunakan pendekatan kualitatif dengan metode studi literatur, mengumpulkan data dari berbagai sumber sekunder seperti artikel jurnal, laporan pemerintah, dan berita daring, yang kemudian dianalisis secara deskriptif. Hasil analisis menunjukkan bahwa Digipay memfasilitasi akses UMKM ke pasar pemerintah, meningkatkan penjualan, dan mendukung pengembangan usaha melalui digitalisasi, serta berperan penting dalam mempromosikan dan memfasilitasi pembelian produk dalam negeri oleh instansi pemerintah. Implementasi Digipay juga mencerminkan karakteristik utama NWS, yaitu orientasi pada hasil, akuntabilitas dan transparansi, fleksibilitas dan responsivitas, serta profesionalisme berorientasi nilai publik. Meskipun demikian, implementasi Digipay menghadapi tantangan terkait infrastruktur dan literasi digital, perbedaan mekanisme antar bank, dan keterbatasan SDM. Oleh karena itu, penelitian ini merekomendasikan peningkatan infrastruktur dan literasi digital, harmonisasi mekanisme platform, penguatan kapasitas SDM UMKM, perluasan fitur dan layanan, integrasi sistem, sosialisasi masif, serta monitoring dan evaluasi berkelanjutan untuk memaksimalkan potensi Digipay dalam mendukung pengadaan pemerintah yang efisien, pemberdayaan UMKM, dan pertumbuhan ekonomi nasional.

Abstract

Program Kredit MESRA (Masyarakat Ekonomi Sejahtera) yang dilaksanakan oleh Pemerintah Provinsi Jawa Barat merupakan inovasi layanan publik yang menerapkan prinsip-prinsip neo-weberian state dalam mendorong pembangunan ekonomi inklusif. Penelitian ini bertujuan untuk menganalisis peran Kredit MESRA sebagai instrumen kebijakan yang merefleksikan karakteristik neo-weberian state, seperti peran negara sebagai fasilitator aktif, orientasi pada efisiensi dan efektivitas, serta penerapan manajemen modern dalam tata kelola program. Melalui pendekatan kualitatif dan analisis dokumen, studi ini menemukan bahwa Kredit MESRA telah berkontribusi dalam meningkatkan aksesibilitas permodalan bagi UMKM dan masyarakat prasejahtera, dengan memanfaatkan kolaborasi strategis antara pemerintah, lembaga keuangan, dan jaringan rumah ibadah. Namun, penelitian ini juga mengidentifikasi beberapa tantangan, seperti kebutuhan untuk memperkuat mekanisme akuntabilitas, meningkatkan partisipasi masyarakat, dan mengembangkan sinergi dengan program pemberdayaan ekonomi lainnya. Untuk mengoptimalkan dampak Kredit MESRA, penelitian ini merekomendasikan serangkaian penyempurnaan yang meliputi penguatan tata kelola, perluasan kemitraan, peningkatan kapasitas kelembagaan, dan pengembangan kerangka regulasi yang lebih kondusif. Temuan dan rekomendasi dari penelitian ini diharapkan dapat berkontribusi pada pengayaan wacana teoritis tentang penerapan neo-weberian state dalam konteks Indonesia, serta memberikan masukan praktis bagi pengembangan program pembiayaan inklusif yang lebih efektif dan berkelanjutan.

Abstract

This study aims to analyze the effectiveness of public policies in addressing gender issues as part of efforts to achieve the Sustainable Development Goals (SDG's) in Indonesia. The research method used is a descriptive qualitative approach based on a literature review. Research data were obtained from monitoring policy implementation supported by statistical data, which were analyzed using the VOSviewer application. The results of the study indicate that although the government has taken various positive steps in formulating and implementing gender policies, there are still significant challenges in translating these policies into fundamental changes in society. These obstacles include patriarchal cultural norms, lack of understanding of officials and the community regarding gender policies, and limited active participation of the community, especially women. This study confirms that active community participation and increasing women's social awareness are important factors that determine the sustainability and success of gender policy implementation. The conclusion of this study emphasizes the need for continuous improvement steps in public policy to address gender-based issues more effectively. Improving monitoring and evaluation mechanisms on an ongoing basis, as well as active involvement from all levels of society, including the government, non-governmental organizations, and local communities, are considered very important in realizing the vision of gender equality and achieving the SDG's in Indonesia. Thus, this study makes an essential contribution to deepening the understanding of gender policy dynamics in the context of sustainable development and offers strategic recommendations for strengthening future policies.

Abstract

The rapid advancement of information technology has significantly impacted the public service sector, including in Alang-Alang Village, Tragah Subdistrict, Bangkalan Regency. Although the Alang-Alang Village Government has developed the Smart Village application, which is used by only around 30% of the population, the village lacks an adequate platform for delivering public service information. To address this issue, a community service initiative was carried out to provide training for village officials in creating and managing a village website. The training involved 25 participants, including the Village Head, village officials, representatives from Tragah Subdistrict, and residents of Alang-Alang Village. The event was held in person at the Alang-Alang Village Office, with the main focus on introducing website features designed to improve transparency, efficiency, and digital-based services. The training covered website management, data privacy, and integration with local policies, facilitated by trainers and mentors from Universitas Airlangga. The effectiveness of the training was assessed using pre- and post-training surveys to measure the participants' improvement in website management skills. Preliminary results indicate that after the launch of the website, there was a noticeable increase in website traffic, with an estimated 40% more residents accessing the platform for public service information. In comparison to the existing Smart Village application, the new website proved to be more user-friendly and accessible to a broader audience, regardless of their device type. To enhance technology adoption, strategies have been implemented to increase awareness and engagement among the community, including follow-up training and continued promotion of the website's benefits.
